By Ramakant Chaudhary

Every year the Monsoon season in Delhi NCR brings a host of challenges and difficulties for its residents. This time again it pounded Delhi-NCR badly and paralyzed daily life of people dropping bombshells on the hustling bustling of weekend markets. Schools in Delhi NCR remained closed and administration appealed residents not to leave their houses except for essential work. The incessant rains caused catastrophic devastation in the hill and plains of North India for the last three days. It unleashed death and destruction, with around 38 lost their lives in landslides and other rain-related incidents. National Disaster Response Force (NDRF) teams are on their toes in four North Indian states (Punjab, Himachal Pradesh, Uttarakhand, and Haryana) to fend off challenges of heavy downpours and floods.

It was a rare occurrence that monsoons landed in Delhi and Mumbai last weekend on the same day. But it is not rare that mayhem follows every arrival of the monsoon. Roads turning into rivers, drains overflowing, traffic congestion and failure of signals, accidental fall into invisible coverless manholes, waterlogging, downstairs houses being inundated with rainwater even in posh areas of Delhi-NCR, falling trees, and electrocution: these are annual phenomenon that taxpayers of national capita and surrounding areas have to confront. The administrative slackness and civil society apathy are exposed once again. In every such situation, “Tu-Tu, Main-Main” over political claims surfaces rubbing salts over the wounds of people who are bound to suffer monsoon woes every year.

Delhi deluge

The monsoonal rainfall caught civic authorities in Delhi vastly unprepared to handle the water woes. Delhi witnesses waterlogging and poor drainage system annually during the monsoon. However, the national capital is yet to get a Drainage Master Plan to tackle such a situation. Delhi’s drains are said to be quite old which cannot handle deluge-like situations. People strongly feel that the lackadaisical attitude of MCD has caused such sufferings as drains are clogged and they have not been desilted before the arrival of monsoon.

Gasping Gurugram

People in Gurugram underwent a harrowing experience as torrential rains caused severe waterlogging that led to huge inconvenience to commuters. Waterlogging also caused power outages in some parts of the satellite town. The Gurugram administration had to issue a work-from-home advisory to corporate and private offices in the face of heavy rainfalls. As per media reports, civic agencies have spent over Rs 1000 crore on drainage, yet people have to face the threat of waterlogging. A single heavy bout of rain turns roads into rivers. Residents have poured out their anger saying that the situation remains the same despite authorities spending crores on upgrading infrastructure every year.

Rampant urbanization

Delhi NCR has experienced rapid population growth and urban expansion over the years, leading to the construction of buildings, roads, and other infrastructure. This rampant urbanization has encroached upon lakes, ponds, and wetlands, which traditionally served as natural water reservoirs and helped in water absorption during heavy rains. The loss of these natural water bodies has resulted in reduced water retention capacity and increased surface runoff, exacerbating the problem of waterlogging.

Administrative apathy

The pollution levels in Delhi NCR also contribute to Monsoon woes. The region already battles severe air pollution, which is primarily caused by vehicular emissions, industrial activities, and construction dust. During the Monsoon season, when the air is cooler and heavier, the pollutants get trapped closer to the ground, worsening the air quality. This phenomenon, known as the “Monsoon pollution trap,” leads to reduced visibility, respiratory problems, and overall discomfort for the residents. Additionally, the Monsoon season often exposes the inadequate solid waste management practices in the region. Improper disposal of waste, including plastic bags, bottles, and other non-biodegradable materials, leads to their accumulation in drains and water bodies. These clogged drains prevent proper water flow, exacerbating the problem of waterlogging. Furthermore, the stagnant water becomes a breeding ground for mosquitoes and other disease-carrying vectors, increasing the risk of waterborne diseases.

Need of monsoon wedding between words & actions

A combination of factors leads to Monsoon woes in Delhi NCR. These include inadequate drainage systems, rapid urbanization and encroachment of natural water bodies, pollution levels, improper solid waste management practices, the impact of climate change, slackness of authorities concerned and lack of political will. Addressing these issues requires a comprehensive approach involving investments in infrastructure development, sustainable urban planning, improved waste management practices, and measures to mitigate climate change. Instead of playing blame games, there must be a monsoon wedding between words and actions to make Delhi NCR more vibrant and livable. By addressing these challenges, Delhi NCR can better prepare itself to tackle Monsoon-related issues and ensure the well-being of its residents during the rainy season.

National Water Mission(NWM), Ministry of Jal Shakti in collaboration with Nehru Yuva Kendra Sangathan (NYKS), Ministry of Youth Affairs & Sports launched the “JSA II: Catch the Rain” Awareness Generation Campaign here today. The campaign was launched jointly byUnion Minister of Jal Shakti,Shri GajendraSingh Shekhawat andMinister of State (Independent Charge), Youth Affairs & Sports and Minister of State, Minority Affairs,Shri KirenRijijuin presence of Minister of State for Jal Shakti and Social Justice & Empowerment,Shri Rattan Lal Kataria. The launch event was attended by large number of participants on digital platforms including field functionaries of NYKS in all the districts of the country.

TheUnion Jal Shakti Minister Shri Shekhawat emphasized on the need to focus on water conservation and rainwater harvesting while Shri Rijijustressed on the importance of involving the youngsters in the revolutionary campaign.Shri Kataria said that the Union Government accords the highest priority to the issue of water conservation andthe need of the hour is to adopt an integrated approachtowards water management. The Ministers collectively unveiled the posters and IEC material promoting Catch the Rain campaign.

As a preparatory phase of JSA-II, the Ministry has involved Nehru Yuva Kendra Sangthan (NYKS) for undertaking ‘Catch the Rain’ awareness campaign to cover 623 districts. The awareness generation phase of campaign will run from mid-December 2020 to March 2021. NYKS will undertake this awareness building campaign through various IEC activities which will include conducting education & motivational programs, mass awareness campaigns, environment building including wall writing, banners & e-posters, knowledge competitions, demonstration activities like theme-based nukkadnataks& skits, branding & popularize the campaign by logos & printed IEC materials etc. During this period, the NYKS teams will also meet district administration, line departments and water agencies, hold meetings with Pradhans, local influencers and volunteers to further the cause and also prepare plans for the water conservation to be taken up in the next phase of the campaign.

NWM has launched a campaign Catch the rain” with tag line “catch the rain, where it falls, when it falls” in order to nudge all stake-holders to create Rain Water Harvesting Structures (RWHS) suitable to the climatic conditions and sub-soil strata to store rain water as rains falling in the four/five months of monsoon are the only source of water for most parts of the country. Drives to make water harvesting pits, rooftop RWHS and check dams; removal of encroachments and de-silting of tanks to increase their storage capacity; removal of obstructions in the channels which bring water to them from the catchment areas; repairs to traditional water harvesting structures like step-wells and using defunct bore-wells and old wells to put the water back to aquifers etc, are some of the activities suggested to be taken up with peoples’ active participation under this campaign. The collaboration with NYKS is a step to engage people at the grassroots through effective campaigning & IEC activities for implementation of the campaign.

NDRF prepared for Cyclonic Storm “NIVAR

Cyclonic Storm “NIVAR” is centred about 380 km East-Southeast of Puducherry and 430 km Southeast of Chennai. Cyclone “NIVAR” is very likely to intensify further into a severe cyclonic storm during the next 12 hours and is very likely to cross Tamil Nadu and Puducherry coasts between Karaikal and Mamallapuram around Puducherry during late evening of 25th November, as a severe cyclonic storm, with a wind speed of 100-110 kmph gusting to 120 kmph.

A close watch is being kept over the system. National Disaster Response Force (NDRF) HQ and Commandants of battalions located at Tamil Nadu and Andhra Pradesh are in coordination with the respective state authorities. In view of the India Meteorological Department (IMD) forecast and requirements projected by the state authorities, 22 teams (12 teams in Tamil Nadu, 03 teams in Puducherry and 07 teams in Andhra Pradesh) have been pre-positioned at likely affected areas. Teams have been kept reserve at Guntur (Andhra Pradesh), Thrissur (Kerala) and Mundli (Odisha) to meet additional requirements.

All teams have reliable wireless and satellite communications, tree cutters/ pole cutters for post landfall restoration, if need arises. In view of the current COVID-19 scenario, NDRF teams are equipped with appropriate PPEs.

NDRF is working in close coordination with district and local administrations. Awareness programmes are being conducted for all citizens in the form of information about cyclones, do’s and don’ts and information about COVID-19 in affected areas and prevention measures. All deployed teams are assisting the local administration in evacuation of people from areas that are likely to be affected by the cyclone. NDRF is spreading a sense of security amongst the communities that teams are available at their service and will remain present in the area until the situation returns to normal, so that the public does not panic.
