महाराष्ट्र में चुनावी लड़ाई में जिस इमोशनल मुददे की कमी थी उसे अब संविधान का मुददा भरते हुए नजर आ रहा है . भारतीय जनता पार्टी इस मुददे पर खतरों के खिलाड़ी बन रही है और वो कांग्रेस की पिच पर फंसती नजर आ रही है .

महाराष्ट्र में इस समय 288 विधानसभा सीट के लिए 8000 से ज्यादा केंडिडेट ,12 से ज्यादा पार्टियां और सबसे कठिन चुनाव होने के बाद भी चुनाव का माहौल बन नहीं रहा था क्योंकि लोकसभा चुनाव की तरह कोई बड़ा मुददा बनते हुए नजर नहीं आ रहा .. लाड़ली बहना योजना का लाभ जिनको मिल रहा है वो बस खुश है वोट अभी डालना बाकी है . सरकार के कई काम है लेकिन फिर भी ये कहना कठिन है कि लोग उससे खुश है. इतना ही नहीं गददार और पार्टी तोड़ने का मुददा भी नहीं बन पा रहा .असल में लोग इतने सारे दल और केंडिडेट के कारण कन्फ्यूज्ड है इसलिए चुप भी है और मतदान के दिन ही तय करने वाले है किसे वोट दें. लेकिन इस बीच बीजेपी ने एक बड़ा खतरा मोल ले लिया है और आरक्षण के साथ संविधान के मुददे पर तेजी से रिएक्ट करके कांग्रेस का फायदा कर दिया है.

राहुल गांधी ने सोची समझी रणनीति के तहत महाराष्ट्र में अपने चुनाव प्रचार की शुरुआत नागपुर में संघ मुख्यालय के बाजू में एक सभागार में संविधान सम्मेलन करके आरक्षण और संविधान का मुददा छेड दिया . साथ ही संघ को सीधी चुनौती देते हुए जातिगत जनगणना की बात कर दी .. राहुल के इस हमले से आर एस एस और भाजपा तिलमिला उठी है और देवेंद्र फणनवीस ने इस तरह की बात करने वालो को अरबन नक्सल बोल दिया . देवेंद्र ने तो यहां तक कह दिया कि सौ से ज्यादा ऐसे संगठन है जो ये साजिश कर रहे हैं. मीडिया के लिए तो ये मसाला खबर है लेकिन ये दांव उल्टा पड़ सकता है .

हरियाणा चुनाव के बाद कहा जा रहा था कि दलित इस बार महाविकास आघाडी के साथ नहीं जायेगा लेकिन ये बहस फिर से महाराष्ट्र में दलितों को एकजुट कर सकती है . महाराष्ट्र में दलितों की संख्या करीब 13 प्रतिशत है और पिछली बार बड़ी संख्या में ये भाजपा के विरोध में गया था . लोकसभा चुनाव में राज्य में दलित मुस्लिम और मराठा गठजोड़ हो गया था . वो फिर से कंसोलिडेट होता दिखने लगा है . मुस्लिम तो पहले ही विरोध में थे जिसमें सीएम योगी आदित्यनाथ ने आकर बंटेगे तो कंटेगे का नारा दे दिया . इसकी तीखी प्रतिक्रिया मुस्लिम जगत में है . यहां तक कि एमआईएम के केंडिडेट परेशान है कि इससे फायदा महाविकास आघाडी को होगा .दूसरी तरफ मनोज जरांगे पाटिल ने पहले केंडिडेट देने का ऐलान किया और बाद में शऱद पवार के समझाने पर मान गये और कह दिया कोई केंडिडेट नहीं देंगे और साथ ही कह दिया कि समाज उन लोगों को वोट न दे जो आंदोलन के विरोध में है.
इस तरह मराठा और मुस्लिम तो विरोध दिख ही रहा है और अब दलित को नक्सल बताकर बीजेपी ने गलत दांव खेल दिया है . ये सच है कि महाराष्ट्र में दलित आँदोलन और राजनीति की जड़े बहुत गहरी है ये भी सच है कि कुछ संगठनों पर नक्सल होने का आरोप भी लगता रहा है लेकिन इसका फायदा बीजेपी को होने के बजाय नुकसान ही होगा . ये संगठन राज्य में अंदर तक पैठ रखते हैं और घऱ घर तक संविधान विरोध का नेरेटिव फिर से फैला सकते हैं.

मराठवाड़ा ,पश्चिम महाराष्ट्र और कोकण के दौरे के बाद मेरा पहला आंकलन यही है कि चुनाव अभी चढा नही है और बहुत से केंडिडेट होने के कारण लोग अभी उदासीन है और अब तक त्यौहार का मूड बना हुआ है . लोगों के उदासीन होने के कारण मतदान कम भी हो सकता है . बहुत से केंडिडेट होने के कारण मतदान बंटेगा और हार जीत का अंतर बहुत कम होगा . ऐसे में ना तो सरकार के पक्ष मे लहर है ना विरोध में लेकिन अगर ये दलित मुस्लीम मराठा का जाति कार्ड फिर से चल गया तो नुकसान महायुति को ही होगा .

मराठावाड़ा और पश्चिम महाराष्ट्र में शरद पवार का गहरा असर दिखाई दे रहा है . शरद पवार लगातार घूम रहे है और उनके केंड़िडेट भी बेहतर है . उनकी पार्टी में टूट होने के कारण उनको नये चेहरे देना आसान हो गया इसलिए सबसे कम बगावत उनकी पार्टी में ही है . शऱद पवार चुनाव में अप्रत्याशित परिणाम दे सकते हैं. पवार की लोकप्रियता का फायदा कांग्रेस और शिवसेना दोनों को मिलता हुआ दिख रहा है .

शिवसेना उदधव ठाकरे का घऱ अभी तक बहुत व्यवस्थित नही हो पाया है . मजबूत केंडिडेट और धन की कमी के कारण उनका प्रचार अब तक जोर नहीं पकड़ा है ..हालांकि उदधव कुल 46 रैली करने वाले है जिसके साथ माहौल बनेगा पर उनकी भी आस अब तक दलित मुस्लिम मराठी वोटों के गठजोड़ पर ही है . उदधव ठाकरे के नेता मानते है कि पार्टी को कई चुनौतियों सामना करना पड़ रहा है और उसके पास अभी बेहतर मैनेजर नही है लेकिन फिर भी पार्टी का परफारमेंस ठीक होगा और चालीस से ज्यादा सीट आ सकती है

राहुल गांधी ने कहा कि संविधान से ही सरकार की अलग-अलग संस्थाएं बनती हैं। अगर संविधान नहीं होता तो इलेक्शन कमीशन भी नहीं बनता। संविधान से हिंदुस्तान का एजुकेशन सिस्टम बना है। अगर ये हट गया तो आपको एक पब्लिक स्कूल, पब्लिक अस्पताल, पब्लिक कॉलेज नहीं मिलेगा। बीजेपी पर हमला करते हुए कांग्रेस नेता ने कहा कि जब आरएसएस और बीजेपी के लोग संविधानपर आक्रमण करते हैं, तो वे हिंदुस्तान की आवाज़ पर आक्रमण कर रहे हैं

One such instance was the “Chowkidar Chor Hai” slogan coined by the Congress to tarnish Modi’s image in light of the demonetisation and Rafale scam controversies. However, Modi turned the tables in his favour by launching the “Main Bhi Chowkidar” campaign, catching his opponents off guard and reaping substantial electoral benefits.

In another episode, during the 2014 elections, Congress leader Mani Shankar Aiyar made a disparaging remark suggesting that Modi, coming from humble beginnings, was unfit to be prime minister and could only sell tea at Congress gatherings. कांग्रेस के रणनीतिकार ये मानते है कि अभी लीडरशिप खुद भी तय नही कर पा रही है कि इसी बार मोदी को हराया जाये या अगले बार तक मोदी के जाने का इंतजार किया जाये. राहुल गांधी और उनके करीबी मानते है कि अभी लड़ाई लंबी और विचारधारा की है सत्ता में आने की राहुल को कोई जल्दबाजी नही हैं. उनको लगता है कि विचारधारा की लड़ाई पर कायम रहो जल्दी ही जब भी लोग बीजेपी से ऊबेंगे या मोदी की लीडरशिप कमजोर होगी तो मौका कांग्रेस को ही मिलेगा. वैसे उनकी बात में दम भी है क्योंकि खुद बीजेपी के नेता मानते है कि इसी बार बहुत चुनौती है भले ही नारा 400 पार का हो लेकिन जमीन पर अब बीजेपी के अंदर ही और बाहर भी विरोध होने लगा है. बीजेपी के नेता भी ये सवाल उठाने लगे है कि बाहर से आये लोगों को तरजीह दी जा रही है उनको नहीं. अगर इस बार बीजेपी और उसके सहयोगी 400 का आंकड़ा पार नहीं करते या बहुमत से दो कदम भी पीछे रह जाते है तो फिर उनकी विश्वसनीयता मे तेजी से कमी आयेगी. कांग्रेस जीत सकती है कुछ ज्यादा सीटें .

अभी कांग्रेस की रणनीति बनाने में लगे लोगों को लगता है कि किसी भी हालत में इस बार कांग्रेस की सीटें कुछ बढ़ सकती है और ये आंकड़ा 80 तक पहुंच सकता है. कांग्रेस के नेताओं को कर्नाटक,तेलंगाना. आंध्रप्रदेश . महाराष्ट्र और बिहार से कुछ बढ़त की उम्मीद है साथ ही मध्यप्रदेश ,राजस्थान . उत्तरप्रदेश और छत्तीसगढ़ में एक से तीन सीट का इजाफा हर राज्य में मिलने की उम्मीद है . इसलिए कांग्रेस को लगता है कि अब उसके पास खोने को कुछ नही पाने को ही . हालांकि अब भी कई राज्यों में करीब 30 से 35 विधायक और इतने ही बड़े नेता बीजेपी जाने को तैयार है इसलिए पार्टी को संवाद बढ़ाना होगा और इन नेताओं को समझाना होगा कि बीजेपी में अब वैकेंसी नहीं है और वहां जाकर कुछ मिलने वाला नही है .जो नेता लड़ने तैयार है उनको रोकना चाहिये .
कांग्रेस में जेनरेशन चेंज .

ये ऐसा आखिरी चुनाव है जिसमें कांग्रेस की पुरानी पीढ़ी रहेगी उसके बाद दूसरी और तीसरी यानि नई पीढ़ी के लोग आ जायेंगे . तब कमलनाथ .अशोक गहलोत , भूपेंद्र हुडडा , मुकुल वासनिक और मधूसूदन मिस्त्री जैसे पुराने लोग हट जायेगें और वही बचेंगे जो लड़ पायेंगे . ये सच है कि देश में आज भी लोगों में कांग्रेस का आधार बचा हुआ है. अब भी उसके पास कम से कम तीन सरकारें तो है ही और आगे भी आ सकती है. ऐसे में पार्टी में कैडर का भरोसा बनाये रखना जरुरी है. पार्टी को नेगेटिव बातों से हटकर सारे कैडर को साथ लेकर और हर राज्य में किसी एक के बजाय सामूहिक नेतृत्व पर काम करना होगा तो आगे जाकर कुछ तस्वीर बदल सकती है.
एक बात जरुर याद रखें परिवर्तन ही संसार का नियम है कोई भी स्थाई नहीं है राजनीति में तो बिल्कुल भी नहीं इसलिए लंबी रणनीती पर काम हो और नयी लीड़रशिप बनायी जाये तो कुछ बदल सकता है.

असल में बीजेपी का हमेशा से ये प्रयोग रहा है कि महाराष्ट्र में मराठों के मजबूत वर्चस्व को तोड़ने के लिए माधव फार्मूला यानि माली धनगर और वंजारी सारे ओबीसी को एक साथ लाया जाये और मराठा बनाम ओबीसी को तेज किया जाये जिससे मराठा अगर एक तरफ जायें तो पूरा ओबीसी बीजेपी के साथ आ जाये .इसका फायदा बीजेपी को 2014 और 2019 के लोकसभा चुनाव में मिला भी लेकिन अब बीजेपी उससे एक कदम आगे बढ़ गयी है. राजनीतिक विश्लेषक मानते है कि संघ की सलाह पर बीजेपी ने मराठा वोट बैंक को ही अब कई खानों में बांट दिया है. एकनाथ शिंदे के तौर पर मराठा सीएम बनाकर पहले तो शिवसेना का वोट बैंक तोड़ा फिर कुछ दिन बाद अजित पवार को लेकर शरद पवार के मराठा वोट बैंक में सेंध लगा दी.

इतना ही नहीं दूसरी तरफ जब मराठों ने अपने राजनीतिक वजूद की ताकत दिखाने के लिए मराठा आऱक्षण का आंदोलन शुरु किया तो पहले तो मराठों को कुनबी यानि ओबीसी और गैर कुनबी में बांट दिया . इस आंदोलन को लेकर मनोज जरांगे नाम का एक मराठा युवक बहुत लोकप्रिय हुआ उसके पीछे पूरा समाज खड़ा दिखाई दिया लेकिन सरकार ने उसकी कुछ मांगे मानी कुछ नहीं और आखिर में मराठा आरक्षण का केवल प्रस्ताव विधानसभा में पास कर दिया तो अगले ही दिन मनोज जरांगे को भी शब्दजाल में फंसा कर डिसक्रेडिट कर दिया . मजबूरन मनोज जरांगे को अपना आंदोलन बीच में ही छोड़ना पड़ा . इससे पूरा मराठा समाज निऱाश है .
दूसरी तरफ छगन भुजबल की लीडरशिप में ओबीसी ने बिना कुछ हिंसा के अपना अधिकार बचाये ऱखने के लिए जमकर दवाब बनाया और सरकार को मजबूर किया कि वो मराठों को ओबीसी में शामिल करने के बजाय अलग से आरक्षण दे जबकि पचास प्रतिशत की सीमा के चलते जातिगत आधार पर अलग से ये आरक्षण देना कानूनी तौर पर नहीं टिकेगा . अब ओबीसी को संदेश साफ है कि इतना बड़ा आंदोलन करके भी मराठा समाज को कुछ नहीं मिला.

इस सबसे मराठा नेताओं को अपनी राजनीतिक जमीन खिसकती नजर आ रही है इसलिए वो मजबूरी में ही सही लेकिन किसी भी हालत में बीजेपी के साथ जाने तैयार नही है. उनका वोटर इसके लिए तैयार नहीं लेकिन नेताओं को खुद को बचाना है इसलिए वो बीजेपी के साथ जाकर मोदी लहर में ही जीतना चाहते हैं. कांग्रेस के अशोक चव्हाण जैसे दिग्गज नेता भी इस मोह से नहीं बच पाये और बीजेपी चले गये . और भी करीब 15 मराठा नेता एक एक करके बीजेपी का दामन थाम रहे हैं. उधर शरद पवार की ये आखिरी पारी है सो वो कितना मराठा वोट ले पायेंगे ये तो चुनाव में ही पता चल पायेगा लेकिन उनके ही परिवार में फूट पड़ गयी है . बेटी के खिलाफ ही पवार परिवार की बहू लोकसभा चुनाव लड़ना चाहती है.

महाराष्ट्र के इतिहास पर नजर डालें तो मुगल काल और आदिलशाही में यही हुआ था मराठा अपने घर और वतनदारी को बचाने के लिए अलग अलग खेमें में बंटे हुए थे और बाहरी राज कर रहे थे तब सोलहवी सदी के अंत में मराठा छत्रपति शिवाजी महाराज ने मराठों के मतभेद खत्म कर एक साथ किया और स्वराज्य की बात की लेकिन अब इतिहास फिर से खुद को दोहरा रहा है. मराठा अब तक सत्ता पर हावी रहे हैं .एक या दो बार को छोड़कर मराठा ही मुखयमंत्री बनता है और राज्य की सहकारी चीनी मिलों से लेकर शिक्षण संस्थानों तक पर उनका ही राज रहा है लेकिन अब ये पकड़ छूट रही है . अगर मराठों की राजनीतिक ताकत कम हुयी तो इसका खामियाजा पूरे समाज पर होगा .

In contrast, the INDIA bloc, comprising a coalition of 27 Opposition parties, faces a challenging outlook, potentially encountering defeat if the elections were held today. This revelation underscores the intensity of political currents as the nation approaches this pivotal electoral milestone.

The poll survey indicates that the BJP-led NDA is poised to maintain its hold on power by securing 335 seats, comfortably surpassing the 272-seat threshold (543 strength of Parliament) required for government formation. However, despite its expected victory, the alliance is projected to experience a decrease of 18 seats. Meanwhile, the INDIA coalition emerges as the biggest gainer, poised to secure approximately 38.3 percent of the vote share in the upcoming 2024 Lok Sabha polls. The Congress party is anticipated to secure 19 percent of the vote share, while the BJP is likely to clinch 39.6 percent, according to media reports following the survey’s telecast.

The BJP is projected to secure 304 out of 543 seats, reaffirming its ability to independently command a simple majority. This surpasses its previous tally of 303 seats in 2019, demonstrating the party’s continued strength and electoral prowess. The Congress may become the second-largest party with 71 seats, marking an increase of 19 seats from the previous election. The remaining 168 seats will be secured by other entities, including regional parties and independents.

The BJP’s strategic fusion of social welfare programs and a resonant narrative centered on patriotism seems to have resonated deeply with the populace, influencing their voting preferences.

PM Modi’s legacy is defined by the construction of the Ram Mandir, acknowledged by 42 percent of respondents (during the survey conducted between December 15, 2023, and January 28, 2024), while 19 percent cite raising India’s global stature. The revocation of Article 370 is notable for 12 percent, and handling the Covid-19 pandemic is praised by 20 percent. Additionally, 17 percent consider the Ram temple consecration a major achievement, and 14 percent recognize maintaining a corruption-free image. Unemployment concerns 18 percent of respondents, while 24 percent see price rise as a major failure. Covid-19 management is viewed as a failure by 13 percent. Unemployment is the top issue for 26 percent of Indians, followed by price rise for 19%. Opinions on reducing corruption are divided, with 46 percent saying ‘Yes’ and 47 percent saying ‘No’

This lack of unity and coherent leadership strategy among the opposition parties may further diminish their ability to effectively counter the BJP’s electoral dominance and sway the electorate in their favour.

महाराष्ट्र के युवा नेता और एनसीपी में कई बार विवादों में रह चुके जितेंद्र आव्हाड के नये बयान ने बीजेपी को एक नया मौका दे दिया है. आह्वाड ने बयान दे दिया कि राम तो वनवासी भी रहे हैं और सबके है साथ ही राम हम सब की तरह ही मासांहारी भी थे . कोई इतने दिन जंगल में बिना वनवास नहीं रह सकता. बाद में विवाद बढा तो माफी मांग ली . लेकिन राजनीति अब थमने का नाम नहीं ले रही है .

असल में हो ये रहा है कि इन दिनों सारे खबरिया चैनल दिन रात राम और राममंदिर की कहानी और उससे जुड़े निर्माण कार्य की बातें कर रहे हैं. जाहिर है बीजेपी के लिए तो ये बेहतर है क्योंकि उनका एजेंडा ही यहीं है और वो इसे छुपा भी नहीं रहे . खुद प्रधानमंत्री नरेंद्र मोदी और उत्तरप्रदेश के योगी राममंदिर से जुड़े हर कार्यक्रम में जा रहे हैं. ऐसे में विपक्ष के कई नेता जो चाहते है कि मीडिया उनकी भी बात सुने इस खेल में फंस रहे है और वो बीजेपी से लड़ने के बजाय प्रभु श्री राम और राममंदिर के निर्माण पर तरह तरह की ऊटपटांग टिप्पणी कर रहे हैं . उत्तरप्रदेश में सपा का साथ दे रहे स्वामी प्रसाद मौर्य लगातार कई तरह के बयान दे चुके हैं तो दूसरी तरफ डीएमके और स्टालिन भी सनातन जैसी बातों पर अटैक कर रहे हैं. स्टालिन को तो खैर दक्षिण में इसका फायदा मिल भी सकता है क्योंकि राजनीति तो पेरियार की है लेकिन उत्तर के नेताओं के बयान खासा नुकसान कर रहे हैं.

बीजेपी की राजनीति भी यही है कि वो साबित कर सके कि उसके अलावा वो सारी पार्टियां जो बुलावे पर नहीं आ रही है या बयान दे रही वो सब राम और राममंदिर विरोधी है . ये हिंदुत्व और हिंदुत्व विरोधी विपक्ष का नरेटिव बीजेपी के लिए खासा फायदेमंद है .जाहिर है वो तो लगातार चाहते है कि कोई न कोई विरोध में बोलता रहे ताकि उस पर डिबेट हो सके . पहले मीडिया का काम अकेले असददुदीन ओवैसी से चल जाता था लेकिन ओवेसी की आवाज हाल के चुनाव में उतनी काम नहीं आ रही है इसलिए नये नायक ही नहीं नये खलनायक की भी मीडिया को उतनी ही तलाश है .

भारत की राजनीति में प्रयोग करने वाले चाहे महात्मा गांधी हो या समाजवादी विचारधारा के लोग उन्होने कभी भी राम और राममंदिर का विरोध नही किया . लेफ्ट प्रणित नेताओं ने जरुर धर्म की राजनीति का विरोध किया तो वो सिमट गया . कांग्रेस में भी कुछ नेता जो लेफ्ट की तर्ज पर बयान देते है वो केवल बयान वीर है उनकी राजनीति नहीं चली .जबकि कांग्रेस में तो नरसिंहराव से लेकर अर्जुनसिंह तक सब राम काजु कीजे बिना की बात करते रहे और साथ में सेक्युलर भी बने रहे . ये बात उत्तर की राजनीतिक पार्टियों और उनके नेताओ को समझ ही लेना चाहिये कि भारत में धर्म एक अभिन्न अंग जीवन का इसलिए चाहे राजनीति हो और कुछ कुछ इसे अलग करके नहीं देख सकते है .फिर प्रभु राम को रामचरित मानस ने घर घर पहुंचा ही दिया है . महात्मा गांधी भी तमाम सेक्युलर होने के बाद भी राम और वैष्णव की बात करना नहीं भूले . लेकिन उनको मानने वाले कई लोग भूलने लगे हैं.

असल में विपक्ष को बीजेपी से लड़ना है राम या राम मंदिर से नहीं जितना जल्दी ये बात विपक्ष मान लेगा उतना ही फायदा होगा .क्योंकि बीजेपी तो साफ कर ही चुकी है कि लोकसभा चुनाव तक उसका इस पर कैंपेन चलता रहेगा विपक्ष को बेहतर इस पर बोलने से बचना चाहिये हां अगर राम और राममंदिर के नाम पर हो रही राजनीति और बंटवारे की बात करे तो उसका फायदा होगा लेकिन प्रभु राम के बारे में जाने या अनजाने भी ऐसी कोई बात नहीं कही जाये जिससे लोक आस्था को चोट पहुंचे .

बाल्मिकी रामायण में कई ऐसे प्रसंग है जो आज के दौर के लिए गलत लग सकते हैं क्योंकि उसमें भगवान राम को एक सामान्य व्यक्ति की तरह दिखाया गया है लेकिन रामचरित मानस जो अवधी में होने के कारण घर घर पहुंची उसमें प्रभु राम की भक्ति है और उसी रुप में भारत के लोग राम को अवतारी पुरुष मानते हैं. इससे कोई खिलवाड़ नहीं हो सकता . बेहतर यही है कि विपक्ष या फेसबुकिया या वाटसपिया ग्यानी लोग प्रभु श्री राम के बारे में बेवजह कुतर्क अभी ना करें .अगर उनको बीजेपी से लड़ना है तो बाकी के राजनीतिक सवाल पर लड़े ..वैसे भी अब राममंदिर बन रहा है तो उस पर राजनीति ठीक नहीं ..
बाकी कहते है कि होईये वही जो राम रचि राखा .
