According to the Public Enterprises Survey reports the total employment has declined from 17.3 lakh employees in March 2013 to 14.6 lakh in March 2022, with an increasing number of workers being hired on a contractual or casual basis. State-owned enterprises, such as Indian Oil Corporation, have created jobs during the period. ET

In 2013, contract workers accounted for 17% of the workforce, while casual or daily wage workers constituted 2.5%. However, by 2022, contract workers had risen to 36%, and casual or daily wage workers had increased to 6.6%. Consequently, 42.5% of CPSE employees in March 2022 were engaged on a contract or casual basis, compared to 19% in March 2013.

Furthermore, the individual examination of CPSEs reveals that seven companies experienced a reduction of over 20,000 jobs in the past decade. BSNL led this list with a substantial decrease of approximately 1.8 lakh jobs, followed by Steel Authority of India Limited and MTNL, both reporting over 30,000 job losses.

.BSNL and MTNL, despite being among the top ten loss-making CPSEs in 2021-22, reported significant job reductions. However, companies like SAIL and ONGC, which are among the highest profit-making CPSEs in 2021-22, also witnessed job losses. This indicates that job reductions are not solely tied to financial losses incurred by government-owned units.

.On the positive side, Indian Oil Corporation topped the list of CPSEs that created the most jobs, adding around 80,000 positions over the past decade. Ten CPSEs generated over 10,000 jobs each, while 13 recorded reductions of over 10,000 jobs each.
