										<content:encoded><![CDATA[<p>प्रधानमंत्री नरेंद्र मोदी ने किसानआंदोलन का नाम लिये बिना कहा कि राजनीति  के लिए झूठ और अपप्रचार की ये पोल अब खुल रही है। नए कानूनों के लागू होने के बावजूद यूपी में इस बार पिछले साल की तुलना में दोगुने किसानों का धान खरीदा गया।</p>
<p>महाराजा सुहेलदेव पर एक डाक टिकिट जारी करते हुए एक समारोह में श्री मोदी ने कहा कि इस बार करीब 65 लाख मीट्रिक टन की खरीद यूपी में हो चुकी है, जोबीते साल की तुलना में लगभग दोगुनी है। यही नहीं, योगी जी की सरकार गन्ना किसानों तक भी बीते सालों में 1 लाख करोड़ रुपए से अधिक पहुंचा चुकी है। कोरोना काल में भी गन्ना किसानों को दिक्कत ना आए, इसके लिए हर संभव मदद दी गई है। चीनी मिलें, किसानों को भुगतान कर पाएं इसके लिए केंद्र ने भी हजारों करोड़ रुपए राज्य सरकारों को दिए हैं। गन्ना किसानों का भुगतान समय पर होता रहे, इसके लिए योगी जी की सरकार के प्रयास जारी हैं।</p>
<p>उन्होने कहा कि सरकार की ये हर संभव कोशिश है कि गांव और किसान का जीवन बेहतर हो। किसान को, गांव में रहने वाले गरीब को परेशानी ना हो, उसको अपने मकान पर अवैध कब्ज़े की आशंका से मुक्ति मिले, इसके लिए स्वामित्व योजना भी आज पूरे उत्‍तर प्रदेश में चलाई जा रही है। इस योजना के तहत आजकल यूपी के करीब 50 जिलों में ड्रोन के माध्यम से सर्वे चल रहे हैं। लगभग 12 हज़ार गांवों में ड्रोन सर्वे का काम पूरा हो चुका है और अभी तक 2 लाख से ज्यादा परिवारों को प्रॉपर्टी कार्ड यानि घरौनी मिल चुका है। यानि ये परिवार अब हर प्रकार की आशंका से मुक्त हो चुके हैं।</p>
<p>प्रधानमंत्री ने कहा कि आज गांव का गरीब, किसान देख रहा है कि उसके छोटे से घर को बचाने के लिए, उसकी जमीन को बचाने के लिए पहली बार कोई सरकार इतनी बड़ी योजना चला रही है। इतना बड़ा रक्षा कवच, हर गरीब को, हर किसान को, हर ग्रामवासी को दे रहा है। इसलिए जब कोई कृषि सुधारों के माध्यम से किसानों की ज़मीन छीने जाने का झूठ फैलाता है, तो उस पर कोई कैसे विश्वास कर सकता है? हमारा लक्ष्य देश के हर नागरिक को समर्थ बनाने का है।</p>

										<content:encoded><![CDATA[<p>Clashes broke out on Friday between protesting farmers and a group of men shouting anti-farmer and pro-police slogans, and authorities used tear gas and batons to break up the fight at one of several protest sites near the national capital.</p>
<p>Delhi Police SHO (Alipur) Pradeep Paliwal was injured in the violence after a man attacked him with a sword, an official said, adding that some people were also wounded.</p>
<p>The Police suggested taking alternate routes via Ring Road or via Akshardham towards Laxmi Nagar or via Akshardham setu loop towards Noida to reach their destination.</p>

<p>The Delhi Traffic police informed  Singhu, Auchandi, Mangesh, Saboli, Piau Maniyari borders too remain closed for commuters. Traffic is slow near Akshardham temple, Nizamuddin and near EDM in Anand Vihar. While, Lampur, Safiabad, Singhu school and Palla toll tax borders are opened. Meanwhile, the sit-in protest at Ghazipur border (Delhi-Uttar Pradesh) continues against the Centre&#8217;s three farm laws. &#8220;We will not vacate the site,&#8221; Bharatiya Kisan Union spokesperson Rakesh Tikait said at the Ghazipur border.</p>
<p>Delhi&#8217;s border points at Tikri and Singhu have been under heavy police deployment since morning in the aftermath of the violence that broke out during a tractor parade by farmers in the national capital on Republic Day. Personnel of the Delhi Police, along with those of the paramilitary forces, have been deployed at the borders. Tense standoff was also witnessed at Delhi-Uttar Pradesh border at Ghazipur as farmers refused to budge as police tried to evict them. Farmer leader <a href="https://www.ndtv.com/india-news/farmers-protest-key-delhi-up-border-shut-farmers-mahapanchayat-amid-standoff-2359722" target="_self" rel="noopener noreferrer">Rakesh Tikait </a>has declared that he is &#8220;ready to face bullets&#8221; if needed.</p>

										<content:encoded><![CDATA[<p>Farmers’ agitation against the Centre’s three contentious farm laws entered day 14 on Wednesday amid indications the impasse between the government and farm unions will not end anytime soon. As protesting farmers continue to sit on the outskirts of Delhi, occupying various highways leading to the national capital.</p>
<p>“informal” talks between Union home minister Amit Shah and farmer leaders, which took place late Tuesday night, failed to break the deadlock.</p>

<p>the government will send a proposal  to discuss which unions will hold a talk and then decide further action.</p>
<p>Farmer leader Hannan Mollah said the scheduled talk on Wednesday with Union Ministers Narendra Singh Tomar and Piyush Goyal will not be held.</p>
<p>Though Shah proposed another round of talks on December 10, unions said they would decide on it after going through the Centre’ proposal tomorrow.</p>
<p>Sources said 13 farmer leaders were called for the meeting, which began after 8 pm. The farmer leaders included eight from Punjab and five from various nationwide organisations.</p>
<p>“We will decide whether or not to go for the meeting tomorrow at 12 noon at Singhu border, said AIKS leader and CPI(M) Polit Bureau member Hannan Mollah after meeting Amit Shah.</p>
<p>“The minister said they will give their proposals on amendments tomorrow&#8230;They are not ready for rolling back the laws,” Mollah added.</p>
<p>“We told them we have been discussing the same thing for the past five meetings. They should have given proposals six months back. Maybe there would have been discussions then. Since they are not ready to retreat, it seems improbable that we will attend the meeting,” he said.</p>
<p>Some farmer leaders said they first expected the meeting would take place at Shah’s residence here but the venue was shifted to National Agricultural Science Complex, Pusa.</p>
<p>Apparently, Shah said the government was ready give written assurance on issues related to stubble burning, MSP, the APMC, stock limits and, Power Act.</p>
<p>“There were indications on amendments but the government is not ready to roll back the laws. The issue will continue for long…we are getting more support for our cause,” Darshan Pal said.</p>

										<content:encoded><![CDATA[<p>Representatives of forty Farmers’ Unions who were invited by Union Agriculture Minister for talks participated in a dialogue  at Vigyan Bhawan with Agriculture Minister Shri Narendra Singh Tomar , Minister of Food, Consumer Affairs and Public Distribution, Railways and Commerce Shri Piyush Goel and Minister of State for Commerce Shri Som  Prakash.  Senior officials from  the Agriculture Ministry  and the Ministry of Food Consumer Affairs and Public Distribution  also participated in the dialogue.  This was the fourth round of talks which was held in a cordial and frank atmosphere.  The Unions have agreed to further participate in the next meeting on 5<sup>th</sup> December.</p>

<p>At the outset of the talks Union Agriculture Minister reiterated the Government’s commitment to the welfare of the farmers. He requested the representatives of the Unions to present their point of view and the flag the issues which they felt were contentious. The representatives of the farmers unions raised the question of the constitutional validity of the three laws. The Government side explained the constitutional provisions under which the Central Government legislated these laws. The farmers brought out issues related to the APMCs – They said that there has to be a level playing field between APMCs and Private Markets and Trade Yards. They also said that there is a need for proper registration of Trade  outside APMCs. The issue of protecting the land of farmers in the Contract Farming Act was also raised.The farmers unions also requested that the MSP system should be made legal. Regarding dispute resolution system in the new Farms Acts the unions said that there is a need for an alternate dispute resolution system. The need for registration of contract farming was also flagged.</p>
<p>The Secretary Agriculture and Farmers Welfare Shri Sanjay Agarwal gave a detailed description of the Farms Acts and the measures taken by the Ministry of Agriculture for the welfare of farmers and those measures taken to benefit agriculture during the lockdown period to keep the supply chains active. He said that the Farm Acts  have been framed keeping in mind the farmers welfare.</p>
<p>Agriculture Minister Shri Tomar assured the Unions that the Minimum support price will remain and therefore the farmers should not fear that it will go away.  He thanked the Farmers organisations for flagging their concerns and assured them that the dialogue will continue.</p>

<p>Hundreds of farmers affiliated to the Bharatiya Kisan Union (BKU) and other groups had gathered at UP border on Tuesday evening. Heavy security was deployed to prevent them from proceeding towards Delhi to join farmers of Punjab and Haryana in their protest.</p>

<p>Farmers are protesting against the three agricultural laws passed by Parliament in September. The three laws, that according to the farmers would make them vulnerable to exploitation by big corporations, are &#8211; The Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Act, 2020, the Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Act, 2020 and the Essential Commodities (Amendment) Act 2020.</p>
<p>However, the government has stuck to its stance that the laws are beneficial for the farmers. On his monthly radio programme Mann Ki Baat on Sunday, Prime Minister Narendra Modi said, “New dimensions are being added to agriculture and its related activities in India. The agriculture reforms in the past few days have also now opened new doors of possibilities for our farmers.”</p>

<p>Thousands of farmers protesting the Union government’s new farm laws pushed their way into Delhi on Friday after skirmishes with the police. Administration later backed off and agreed to a peaceful demonstration within the city. Farmers, mostly from Punjab and Haryana on Saturday morning began arriving at the Nirankari Samagam Ground on the outskirts of the national capital for a protest against the new farm laws.</p>

<p>these farmers faced multiple flashpoints with the police in riot gear using tear gas, water cannon, barricades and barbed wires upon entering Delhi from adjoining states like Haryana . agitators insisted that the three laws cleared by the Parliament will reduce their earnings in the market and give more power to corporats.</p>

<p>Representing more than 30 farm bodies, these farmers will be escorted to a protest site in New Delhi on Saturday for carrying out a peaceful demonstration.The protesting farmers – gathered at Delhi’s Tikri border — proceeded in trucks to Burari on late Friday after they were allowed to stage demonstrations at the Sant Nirankari Ground as they demanded an open site for carrying out their protest.</p>
<p>As a result of this call for protest, traffic and metro operations were disrupted in many parts of Delhi. The Delhi Traffic Police posted a series of tweets, asking people to avoid outer Ring Road, Mukarba Chowk, GTK road, NH-44 and Singhu border in view of the march.</p>
<p>Haryana Chief Minister Manohar Lal Khattar said that the central government is always ready for talks with them and a solution can come out through the dialogue.</p>

										<content:encoded><![CDATA[<p>There is no law to back the Uttar Pradesh government&#8217;s action of putting up hoardings naming those accused of violence during protests against the citizenship law, the Supreme Court told the state government today.</p>
<p>A vacation bench of the top court was hearing a petition by the Yogi Adityanath government, challenging an order earlier this week by the Allahabad High Court asking the government for the immediate removal of the &#8216;name and shame&#8217; posters and hoardings put up across Lucknow. The case has been referred to a three-judge bench, with the Supreme Court not putting a stay on the high court&#8217;s order.</p>
<p>Defending its action, Solicitor General Tushar Mehta, representing Uttar Pradesh, argued that the hoardings were put up after following process of law, and that it was put up as a deterrent. It directed the top court registry to put up the case file before Chief Justice of India (CJI) SA Bobde so that a &#8220;bench of sufficient strength can be constituted at the earliest to hear and consider&#8221; the case next week.</p>
<p>The Uttar Pradesh government&#8217;s lawyers said the hoardings won&#8217;t be removed for now as the case has been referred to a larger bench.</p>
<p>Sources said the hoardings &#8211; in which the persons named were asked to pay for damage to public property and warned that their property would be attached otherwise &#8211; were put up on instructions of Chief Minister Yogi Adityanath.</p>
<p>The wrong-doer must be brought to book. But can the state go beyond that?&#8221; Justice UU Lalit observed, asking if the state government has the power to put up such hoardings.</p>
<p>On Monday, the Allahabad High Court cited the Right to Privacy as a fundamental human right recognised by the United Nations as well as the Supreme Court, and said the government&#8217;s move to display photographs and personal details of the accused on roadside hoardings was &#8220;an unwarranted interference in privacy&#8221;.</p>
<p>The court had also asked the Lucknow administration to give a compliance report on the removal of the hoardings to the registrar general by March 16.</p>

										<content:encoded><![CDATA[<p>Court-appointed interlocutors filed their report in a sealed cover in the Supreme Court on the ongoing protests at Shaheen Bagh here against the Citizenship Amendment Act.</p>
<p>Advocate Sadhna Ramachandran, who was appointed an interlocutor along with senior advocate Sanjay Hegde, placed the report before a bench of justices S K Kaul and K M Joseph.</p>
<p>The bench said it would peruse the report and the matter would be heard on February 26.</p>
<p>It made it clear that the report of interlocutors will not be shared with the petitioners and counsels representing the Centre and Delhi Police at this stage.</p>
<p>At the outset, Ramachandran told the court that she is grateful for the opportunity given to her and the interlocutors had a learning experience which was positive also.</p>
<p>&#8220;Let us examine it. We will hear the matter day after tomorrow,&#8221; the bench said.</p>
<p>When the counsel for one of the petitioners said the report be shared with them also, the bench said, &#8220;We are here. Everyone is here. Let us have the benefit of the report first. The copy of the report is for the court only.&#8221;</p>
<p>Former Chief Information Commissioner Wajahat Habibullah had earlier told the top court that the protest was peaceful and inconvenience being caused to commuters was due to barricades &#8220;unnecessarily&#8221; put by police on roads far away from the site.</p>
<p>The same stand has been taken by social activist Syed Bahadur Abbas Naqvi and Bhim Army chief Chandra Shekhar Azad in their joint affidavit filed in the apex court in the matter. Habibullah, Azad and Naqvi have jointly filed an intervention application in the apex court which is seized of the matter.</p>
<p>The apex court had earlier said that though people have a fundamental right to protest &#8220;peacefully and lawfully&#8221;, it was troubled by the blocking of a public road at Shaheen Bagh as it might lead to a &#8220;chaotic situation&#8221;.</p>
<p>Naqvi and Azad, in their joint affidavit, have alleged that &#8220;the present ruling dispensation, at the behest of its political masters, had devised a strategy of extinguishing these protests by falsely attributing violence and acts of vandalism to peaceful protestors&#8221;.</p>
<p>Habibullah, in his affidavit, has also stated that the protestors have asked him to convey to the apex court that their dissent &#8220;was out of desperation and compulsion&#8221; as they see the CAA, National Population Register (NPR) and National Register of Citizens (NRC) as a &#8220;death knell&#8221; for their and future generations&#8217; survival and existence.</p>
<p>Restrictions have been imposed on the Kalindi Kunj-Shaheen Bagh stretch and the Okhla underpass, which were closed on December 15 last year due to protests against CAA and NRC.</p>

										<content:encoded><![CDATA[<p>Fresh incidents of stone pelting were reported in Delhi’s Maujpur and Brahmpuri today morning, even as the death toll from Monday’s violence rose to seven. A head constable was among the people killed and at least 50 others, including several paramilitary and Delhi Police personnel, were injured on Monday as violence flared up once again over the Citizenship Amendment Act (CAA) in Northeast Delhi.</p>
<p>Intense violence after protesters for and against the controversial citizenship law clashed and threw stones at each other, set vehicles and shops on fire. Five people, including a cop, were killed and nearly 100 were injured in Delhi. Around 20 police personnel were injured and have been hospitalised. Union Home Minister Amit Shah held a late-night meeting with the Delhi police chief, the Union Home Secretary and other senior officials.</p>
<p>Three firefighters have been injured after a group of people set a fire engine ablaze and threw stones at another. The violence began on Monday hours before United States President Donald Trump, was expected in the capital. Mr Trump is expected to spend the day in Delhi for the operative part of his state visit.</p>
<p>Delhi Chief Minister Kejriwal has called an urgent meeting of MLAs and officials from the violence-hit areas. He tweeted, &#8220;I am very worried about the prevailing situation in certain parts of Delhi. All of us together should make all efforts to restore peace in our city. I again urge everyone to shun violence.&#8221;</p>
<p>Delhi ministers Gopal Rai, Imran Hussain and other Aam Aadmi Party MLAs camped outside Lieutenant Governor Anil Baijal&#8217;s residence late last night to discuss with him the law and order situation. Mr Baijal said he had &#8220;instructed Delhi Police to ensure law and order is maintained&#8221;.</p>
<p>The Delhi government has ordered all private and government schools to be closed in the northeast Delhi district to remain closed today in the wake of the violence. Large gatherings have been banned in northeast Delhi under Section 144. They have also been imposed outside Delhi Police Headquarters after calls for protest marches by the JNU Students Union. Delhi Metro has closed the Jaffrabad, Maujpur-Babarpur, Gokulpuri, Johri Enclave and Shiv Vihar stations</p>

										<content:encoded><![CDATA[<p>Hindu Raksha Dal, a far-Right group, has claimed responsibility for the brutal assault on teachers and students of Jawaharlal Nehru University (JNU) by a masked mob on January 5.</p>
<p>In another video posted on Twitter, the outfit’s leader Bhupendra Tomar alias Pinky Chaudhary said Hindu Raksha Dal workers barged into the JNU campus on Sunday night as &#8220;anti-national and anti-Hindu activities&#8221; were being carried out there.</p>
<p>JNU is a hub of communists and we won’t tolerate such hubs. They abuse our religion and our country. Their attitude towards our religion is anti-national. In future, too, we will take the same action in other universities if someone tries to indulge in anti-national activities,” Tomar said in the 1 minute and 59 second video.</p>
<p>Meanwhile,government sources said that claims made by Tomar are being investigated. “Delhi Police has taken cognizance. To identity masked men in JNU, Police is taking help of video footage as well as face recognition systems,” the sources said.</p>
<p>Violence broke out at JNU on Sunday as a masked mob armed with sticks and rods attacked students and teachers and damaged property on the campus.</p>
<p>Over 20 people, including JNU Students&#8217; Union president Aishe Ghosh, were injured and admitted to the All India Institute of Medical Sciences (AIIMS) as chaos reigned on the campus for two hours.</p>
<p>The violence drew strong reactions from opposition parties which hit out at the BJP and accused &#8220;those in power&#8221; of trying to scuttle the voice of students.</p>
<p>The Delhi Police are also using face-recognition software to identity the masked people who came armed with sticks and sharp weapons, people with direct knowledge of the matter said. The police are scanning multiple video clips to unmask the attackers, who charged at students and professors after sundown on the campus.</p>
