More than Rs. 2.40 crore have been seized

The Income Tax Department carried out searches on 19.10.2020 in the cases of two Government contractors having premises in Purnea, Katihar and Saharasa and a silk trader in Bhagalpur in Bihar. The searches were based on intelligence gathered, which indicated that large scale unaccounted cash was being generated and used for various purposes.

The contractors were making bogus claims of labour, transportation and fuel expenses, which were found to be not supported by any document. Further, they have been found to be withdrawing money in cash from the bank accounts of fictitious parties. Incriminating documents including signed blank cheques have been seized during the searches. In some cases, the liabilities were shown to be continuing in the books of accounts for bogus expenses. They were also maintaining undisclosed bank accounts, in which unaccounted cash was being deposited which was used for making fixed deposits, which in turn were pledged to Government departments as security for getting contracts. Large cash withdrawals have also been noticed in these bank accounts. The assessees could not explain the purpose of these cash withdrawals. The transactions in the undisclosed bank accounts are being examined.

During the search, unaccounted cash, fixed deposits and bullion of more than Rs. 2.40 crore have been seized/restrained. In the case of the silk trader, unaccounted stock has also been detected. Evidences indicating suppression of income of about Rs. 10 crore, alongwith documents showing large unaccounted investments in immovable properties have been found and seized. These properties are in the process of being valued and attached.

Further investigations are in progress.

Assembly polls in Bihar will be held in three phases on October 28, November 3 and November 7. Most of the assembly bypolls will be held on November 3. Bypolls to the Valmiki Nagar Lok Sabha seat in Bihar and some assembly seats in Manipur will take place on November 7.

The Election Commission of India (ECI) said on Tuesday it was postponing the Rajya Sabha polls scheduled for March 26 in the wake of the coronavirus disease (Covid-19) outbreak to “prevent a health hazard”.

Elections were to be held for 18 Upper House across seven assemblies — Madhya Pradesh, Rajasthan, Jharkhand, Andhra Pradesh, Manipur, Meghalaya and Gujarat — in the latest round of indirect elections for the 245-member council of states. Of the 55 seats that feel vacant, 37 members were elected unopposed.
The decision was taken at a meeting attended by election commissioners Ashok Lavasa and Sushil Chandra.

“The situation because of Covid-19 mandates that we shouldn’t put MLAs in a congregation. The decision has been taken independently by the commission and will be up for review once the situation improves,” said a senior EC official who asked not to be named.

“We have decided to defer the polls as the situation is not conducive for them,” a second senior EC official told Hindustan Times. “We will review the decision after March 31,” he added.

The first official said that this round of elections will be conducted separately from the next round of Rajya Sabha polls due in June. “The two will not be clubbed together,” he said.

In a press release issued by ECI, it said the decision was being taken in view of the health risks posed by Covid-19.

“Commission has reviewed in detail the matter. The prevailing unforeseen situation of public health emergency indicates the need for avoidance of possibilities of gatherings of any nature, which expose all concerned to possible health hazard,” the release said.

“The poll process in the above said elections would necessarily include the gathering of polling officials, agents of political parties, support officials and members of respective Legislative Assemblies on the poll day, which may not be suitable in view of the prevailing unforeseen situation and related advisories in the country,” it added.

The Commission has invoked Article 153 of the Representation of People’s Act, 1951, under which the commission “for reasons which it considers sufficient, may extend the time for the completion of any election by making necessary amendments”. In accordance with its provisions, EC has “deferred the poll and extended the period of said election under the provisions of Section 153 of the Act”.

BJP teams will visit the districts of Delhi to receive the names of its probable candidates for the upcoming Assembly polls in the national capital, the Delhi unit chief of the party, Manoj Tiwari, said

The teams, including central and state observers of the Bharatiya Janata Party (BJP), will visit the areas under its 14 district units with boxes, in which the lists of probables will be deposited, he added.

Each district covers five Assembly segments, Tiwari said, adding that the saffron party had formed core committees for each of the 70 Assembly constituencies, which will recommend the names to be considered for ticket distribution.

The Delhi polls will be held on February 8 and the counting of votes will be taken up on February 11.

The notification for the polls will be issued on January 14, while the last date for withdrawal of candidature is January 24. With the issuance of the notification, the nomination process will commence, the Election Commission said on Monday.

Tiwari said each core committee comprised the party in-charge of the Assembly segment concerned, a “vistarak”, the district and ward presidents, besides present and former municipal councillors, among others.

“Self-nomination will be allowed and the core committee members can also recommend themselves,” he added.

The recommended names will be screened by the election committee of the party and the candidates were expected to be finalised by January 14, Tiwari said.

At a convention of over 13,000 booth-level workers of the BJP last Sunday, its president Amit Shah said the saffron party will form the government in the national capital under the leadership of Prime Minister Narendra Modi.

Tiwari asserted that the BJP will win “at least 45 seats” in the Delhi polls.

The saffron party has been out of power in the national capital for over 21 years. In the February 8 polls, it is eyeing to upstage an upbeat Aam Aadmi Party (AAP), which stormed to power in 2015, winning 67 of the 70 seats.

The BJP managed to win just three seats in the 2015 Delhi polls. However, it registered massive victories in the 2017 municipal corporation election and the 2019 Lok Sabha polls, winning all the seven parliamentary seats in the national capital.
