क्या है नागरिकता संशोधन अधिनियम –
देश के दोनों सदनों में 4 साल पहले पास होने के बाद अंततः केंद्र सरकार द्वारा नागरिकता संशोधन अधिनियम CAA  नियमों की अधिसूचना जारी कर दी गई है। केंद्रीय गृह मंत्रालय ने 11 मार्च 2024 को शाम 6:00 बजे CAA के नियमों को लेकर अधिसूचना जारी की। लोकसभा चुनाव से ठीक पहले नागरिकता संशोधन अधिनियम नियमों की अधिसूचना जारी करने की घोषणा केंद्र सरकार का बहुत बड़ा फैसला है। इसके लिए पोर्टल भी तैयार है, जिसके जरिए गैर मुस्लिम प्रवासी समुदाय के लोग नागरिकता पाने के लिए आवेदन कर सकेंगे। केंद्रीय गृह मंत्रालय द्वारा इसके लिए पूरी तैयारी कर ली है।

क्या कहती है वेबसाइट पर सीएए के लिए जारी सुचना –

भारतीय नागरिकता का अधिग्रहण –
– नागरिकता संशोधन अधिनियम 2019 के तहत भारतीय नागरिकता के लिए आवेदन करने के लिए एक विशेष प्रावधान मौजूद है।
– यह विशेष रूप से उन कुछ व्यक्तियों के लिए है जो 31 दिसंबर, 2014 को या उससे पहले भारत में प्रवेश कर चुके हैं और पाकिस्तान या अफगानिस्तान या बांग्लादेश के हिन्दू या सिख या बौद्ध या जैन या पारसी या ईसाई समुदाय से हैं।
– अधिक विस्तृत जानकारी के लिए, व्यक्ति 1955 के नागरिकता अधिनियम में उल्लिखित प्रावधानों का संदर्भ ले सकते हैं।
– आवेदन जमा करने के इच्छुक व्यक्तियों के पास अपना ईमेल आईडी और मोबाइल नंबर होना चाहिए।
– आवेदक सीएए 2019 के तहत भारतीय नागरिकता के लिए आवेदन जमा करने के लिए बटन पर क्लिक कर सकते हैं और अपने व्यक्तिगत ईमेल आईडी और मोबाइल नंबर का उपयोग करके लॉग इन कर सकते हैं।

इन छह समुदायों ( हिन्दू, सिख,बौद्ध,जैन, पारसी, ईसाई) पर अगर कोई भी क़ानूनी करवाई चल भी रही होगी तो अब नहीं चलेगी जैसे विदेशी अधिनियम – 1946 एवं पासपोर्ट अधिनियम – 1920 के तहत सजा हो सकती थी, जो अब नहीं होगी।

यह किसी की नागरिकता छीनने का नहीं बल्कि नागरिकता देने का कानून है। –

आखिर जब ये कानून (हिन्दू, सिख,बौद्ध,जैन, पारसी, ईसाई) जो पाकिस्तान या अफगानिस्तान या बांग्लादेश में अल्पसंख्यक के रूप में पीड़ित या यूँ बोले सताएं गए अल्पसंख्यक थे, उनको नागरिकता दी जा रही है फिर हंगामा क्यों मचा है। विरोध करने वालों का कहना है की ये कानून भेद भाव पैदा करता है। क्योकि इसमें नागरिकता देने के प्रावधान में मुस्लिमों को शामिल नहीं किया गया है। क्या पाकिस्तान या अफगानिस्तान या बांग्लादेश में मुस्लिम अल्पसंख्यक है या पीड़ित हैं तो जवाब है “नहीं। यह सिर्फ एजेंडाधारियों के द्वारा लोगों को गुमराह किया जा रहा है। सुप्रीम कोर्ट में इस कानून को रद्द करने के लिए बहुत सारी याचिकाएं भी दायर की गई हैं।

नागरिकता संशोधन अधिनियम में पहले से ही नागालैंड, अरुणाचल प्रदेश, त्रिपुरा, मणिपुर, मिजोरम एवं मेघालय के लगभग सभी हिस्सों एवं असम के आदिवासी क्षेत्रो को इससे दूर रखा गया है।

अब जब सीएए लागू हो गया है तो मतुआ समुदाय इसके लिए खुशियां मना रहा है क्योंकि मतुआ समुदाय की यह लंबे समय मांग चली आ रही थी, अब जाके उन्हें नागरिकता मिलेगी। हिंदू शरणार्थी, अनुसूचित जाति या दलित समुदाय के रूप में वर्गीकृत, मतुआ समुदाय विभाजन के बाद दशकों से  बांग्लादेश (तत्कालीन पूर्वी पाकिस्तान) से किसी तरह जान बचाकर वहां से भाग आये थे, और वे बंगाल की दूसरी सबसे बड़ी अनुसूचित जाति वाली आबादी हैं, जो अधिकतर उत्तर और दक्षिण 24 परगना में प्रवास करते हैं। इनका प्रभाव  नादिया, हावड़ा, कूच बिहार, उत्तर और दक्षिण दिनाजपुर और मालदा जैसे सीमावर्ती जिलों में है। इनकी संख्या लगभग 1.5 करोड़ हैं, जो उत्तर बंगाल में राजबंशियों के बाद दूसरा सबसे बड़ा है। राज्य की 42 लोकसभा सीटों में से, बंगाल में 10 सीटें अनुसूचित जाति के लिए आरक्षित हैं, जिनमें से भाजपा ने 2019 लोकसभा चुनाव में चार – कूचबिहार, जलपाईगुड़ी, बिष्णुपुर और बोनगांव पर जीत हासिल की थी। इनकी नागरिकता के बाद चुनाव में एक बहुत बड़ा उलटफेर देखने को मिल सकता है।

असल में बीजेपी का हमेशा से ये प्रयोग रहा है कि महाराष्ट्र में मराठों के मजबूत वर्चस्व को तोड़ने के लिए माधव फार्मूला यानि माली धनगर और वंजारी सारे ओबीसी को एक साथ लाया जाये और मराठा बनाम ओबीसी को तेज किया जाये जिससे मराठा अगर एक तरफ जायें तो पूरा ओबीसी बीजेपी के साथ आ जाये .इसका फायदा बीजेपी को 2014 और 2019 के लोकसभा चुनाव में मिला भी लेकिन अब बीजेपी उससे एक कदम आगे बढ़ गयी है. राजनीतिक विश्लेषक मानते है कि संघ की सलाह पर बीजेपी ने मराठा वोट बैंक को ही अब कई खानों में बांट दिया है. एकनाथ शिंदे के तौर पर मराठा सीएम बनाकर पहले तो शिवसेना का वोट बैंक तोड़ा फिर कुछ दिन बाद अजित पवार को लेकर शरद पवार के मराठा वोट बैंक में सेंध लगा दी.

इतना ही नहीं दूसरी तरफ जब मराठों ने अपने राजनीतिक वजूद की ताकत दिखाने के लिए मराठा आऱक्षण का आंदोलन शुरु किया तो पहले तो मराठों को कुनबी यानि ओबीसी और गैर कुनबी में बांट दिया . इस आंदोलन को लेकर मनोज जरांगे नाम का एक मराठा युवक बहुत लोकप्रिय हुआ उसके पीछे पूरा समाज खड़ा दिखाई दिया लेकिन सरकार ने उसकी कुछ मांगे मानी कुछ नहीं और आखिर में मराठा आरक्षण का केवल प्रस्ताव विधानसभा में पास कर दिया तो अगले ही दिन मनोज जरांगे को भी शब्दजाल में फंसा कर डिसक्रेडिट कर दिया . मजबूरन मनोज जरांगे को अपना आंदोलन बीच में ही छोड़ना पड़ा . इससे पूरा मराठा समाज निऱाश है .
दूसरी तरफ छगन भुजबल की लीडरशिप में ओबीसी ने बिना कुछ हिंसा के अपना अधिकार बचाये ऱखने के लिए जमकर दवाब बनाया और सरकार को मजबूर किया कि वो मराठों को ओबीसी में शामिल करने के बजाय अलग से आरक्षण दे जबकि पचास प्रतिशत की सीमा के चलते जातिगत आधार पर अलग से ये आरक्षण देना कानूनी तौर पर नहीं टिकेगा . अब ओबीसी को संदेश साफ है कि इतना बड़ा आंदोलन करके भी मराठा समाज को कुछ नहीं मिला.

इस सबसे मराठा नेताओं को अपनी राजनीतिक जमीन खिसकती नजर आ रही है इसलिए वो मजबूरी में ही सही लेकिन किसी भी हालत में बीजेपी के साथ जाने तैयार नही है. उनका वोटर इसके लिए तैयार नहीं लेकिन नेताओं को खुद को बचाना है इसलिए वो बीजेपी के साथ जाकर मोदी लहर में ही जीतना चाहते हैं. कांग्रेस के अशोक चव्हाण जैसे दिग्गज नेता भी इस मोह से नहीं बच पाये और बीजेपी चले गये . और भी करीब 15 मराठा नेता एक एक करके बीजेपी का दामन थाम रहे हैं. उधर शरद पवार की ये आखिरी पारी है सो वो कितना मराठा वोट ले पायेंगे ये तो चुनाव में ही पता चल पायेगा लेकिन उनके ही परिवार में फूट पड़ गयी है . बेटी के खिलाफ ही पवार परिवार की बहू लोकसभा चुनाव लड़ना चाहती है.

महाराष्ट्र के इतिहास पर नजर डालें तो मुगल काल और आदिलशाही में यही हुआ था मराठा अपने घर और वतनदारी को बचाने के लिए अलग अलग खेमें में बंटे हुए थे और बाहरी राज कर रहे थे तब सोलहवी सदी के अंत में मराठा छत्रपति शिवाजी महाराज ने मराठों के मतभेद खत्म कर एक साथ किया और स्वराज्य की बात की लेकिन अब इतिहास फिर से खुद को दोहरा रहा है. मराठा अब तक सत्ता पर हावी रहे हैं .एक या दो बार को छोड़कर मराठा ही मुखयमंत्री बनता है और राज्य की सहकारी चीनी मिलों से लेकर शिक्षण संस्थानों तक पर उनका ही राज रहा है लेकिन अब ये पकड़ छूट रही है . अगर मराठों की राजनीतिक ताकत कम हुयी तो इसका खामियाजा पूरे समाज पर होगा .

In a statement, the Bharatiya Janata Party (BJP) said the two senior leaders will talk to both ruling NDA and opposition UPA constituents, besides other political parties as well as independent members.

They will soon begin holding these consultations, the party said.

Opposition parties had accused the BJP during the last presidential polls in 2017 of reaching out to them at the last moment, after it had already finalised the choice of Ram Nath Kovind, who went on the become the president.

The opposition had forced a contest by backing Meira Kumar, who lost to Kovind.The presidential polls will be held on July 18.

MEANWHILE  Trinamool Congress chief Mamamta banarjee on Saturday invited leaders of 19 political parties to a meeting in Delhi on June 15 to discuss the upcoming presidential election, The Indian Express reported.

the PRESIDENT  is elected by the members of the electoral college consisting of members of both houses of Parliament and elected members of the legislative assemblies of all states, including the union territories of Delhi and Puducherry.

Banerjee said that the election gives the “perfect opportunity for all progressive opposition parties” to discuss the future course of Indian politics. “At a time when our democracy is going through troubling times, I believe that a fruitful confluence of opposition voices is the need of the hour,” she said.

The West Bengal chief minister said that all progressive forces need to align with each other and “resist the divisive force” that is hurting India.

Banerjee addressed the letter to Congress chief Sonia Gandhi, Shiv Sena’s Uddhav Thackeray, Aam Aadmi Party’s Arvind Kejriwal and Bhagwant Mann and Communist Party of India (Marxist) leader Pinarayi Vijayan.

Mamata Banerjee’s Trinamool Congress, which made its poll debut in the state, has registered a vote share of over five per cent. The Aam Aadmi Party registered a vote share of a little over six per cent.

Panaji constituency, BJP leader Atanasio Monserrate defeated Utpal Parrikar by 716 votes. son of Manohar Parrikar, chose to contest the polls as an Independent candidate after he was not given the BJP ticket from the constituency.

While Atanasio Monserrate won 6,787 votes as per the Election Commission website, Utpal Parrikar got 6,071 votes.

On Thursday afternoon, ANI news agency quoted Atanasio Monserrate as saying that the BJP cadre worked for the Opposition candidate instead of him.

The Bhartiya Janta Party (BJP) reached the half-way mark in the 40-member Goa assembly- just one short away from a majority. Yet it is in a comfortable position to form a government but in coalition for the third consecutive term in the state. The Maharashtrawadi Gomantak Party (MGP) has already announced its support to the BJP.

the Election Commission on Sunday issued a notice to a BJP candidate in Uttar Pradesh for allegedly making an inflammatory statement, and said he prima facie violated the model code and the electoral law. The poll watchdog gave Mayankeshwar Sharan Singh, the BJP candidate from the Tiloi assembly constituency in Amethi, 24 hours to respond.

Counting of votes in Punjab and Uttar Pradesh, along with Uttarakhand, Goa and Manipur, will take place on March 10.

meanwhile Prime Minister Narendra Modi targeted rivals Samajwadi Party and the Congress in Uttar Pradesh today, adding to allegations that the parties are soft on terror. Pointing to the 2008 Ahmedabad serial blasts, which claimed 56 lives and left over 200 people injured, he said some parties are sympathetic to terrorists. Akhilesh Yadav-led Samajwadi Party is the BJP’s biggest challenger it the state where the third phase of elections are being held today.

Speaking at a rally in Hardoi, he accused the erstwhile Uttar Pradesh government of seeking to withdraw cases against terrorists.

“The attitude of the leaders of the Samajwadi Party and the Congress has been even more alarming. These people address a terrorist like Osama as ‘ji’. These people shed tears over the elimination of terrorists in Batla House encounter,” he said.

“Similarly, in 14 cases of terrorist attacks in Uttar Pradesh, the Samajwadi government had given orders to withdraw the cases from many terrorists.  These people were setting off blast after blast, and the Samajwadi Party government was not even allowing these terrorists to be prosecuted,” he added.

The BJP has traditionally accused the Congress of appeasement politics because of its sizeable Muslim support base. Once this support shifted to the Samajwadi Party, the barbs got sharper.

The central government had reviewed the security of Mr Vishwas and the threat perception based on intelligence inputs in the wake of his allegations against AAP convenor and Delhi Chief Minister Arvind Kejriwal.

After the review, it was decided to give Mr Vishwas ‘Y’ category security through the Central Reserve Police Force (CRPF), the sources said.

Under the ‘Y’ category security, Mr Vishwas will be protected by four personal security officers round the clock.

meanwhile Amid ex-AAP leader and poet Kumar Vishwas’ sensational claim, several poets have written an open letter to Delhi Chief Minister Arvind Kejriwal alleging that his counter to Vishwas had ‘hurt the sentiments of poets’. Over 40 persons, mostly poets, have signed the letter saying that instead of relying on facts to counter Kumar Vishwas’ statement, Kejriwal had ‘insulted’ poets as a class.

The letter addressed to the Chief Minister in Hindi read, “As poets and people of literature, we are deeply hurt by your disrespectful remarks. As an irresponsible person, you have ridiculed him (Kumar Vishwas) and without any proof, have called him the person who makes unreliable claims. That is why we are writing to you with a heavy heart.”

Breaking his silence on the ‘Khalistani’ allegations levelled against him, Delhi CM Arvind Kejriwal on Friday, questioned why no one had arrested him to date if Vishwas’ statement was true. Dismissing both Congress and BJP’s ‘terror’ allegations on him, he jibed that political parties were grateful that a ‘poet caught such a big terrorist’
