SAIL, Rourkela Steel Plant (RSP) has achieved a significant milestone in energy conservation by earning 47,209 Energy Saving Certificates (ESCerts) under the Perform, Achieve and Trade (PAT) scheme of the Government of India. Valued at around Rs. 9 crores as per the last traded price in the Indian Energy Exchange (IEX), these certificates can be monetized or banked with the designated depository.
The accomplishment comes under the PAT Cycle covering FY 2022-23 to 2024-25, during which RSP achieved a Specific Energy Consumption (SEC) of 0.6539 Ton of Oil Equivalent per Ton of Crude Steel (TOE/TCS) against the target of 0.6668 TOE/TCS. The audit, conducted on 23rd June 2025 by an Accredited Energy Auditor (AEA) empanelled by the Bureau of Energy Efficiency (BEE), led to the award of 47,209 ESCerts to RSP.
The PAT scheme, launched under the National Action Plan on Climate Change (NAPCC) and the National Mission for Enhanced Energy Efficiency (NMEEE), mandates large energy consumers, termed Designated Consumers (DCs), to meet specific energy reduction targets. Units achieving better-than-target SEC are rewarded with ESCerts. The Designated consumers who can’t meet the targets have to purchase equivalent certificates through IEX for compliance.
This remarkable achievement of Rourkela Steel Plant was made possible by the sustained efforts of the Energy Management Department and various production units of RSP, which worked collectively to enhance techno-economic parameters such as fuel rate, specific power consumption, and co-generation i.e captive power generation.
