New Delhi. Shri Sanjay Kulshrestha, Chairman and Managing Director of HUDCO, addressed the Investment & Innovation Summit for Sustainable WASH Infrastructure held in New Delhi on 27 November 2025. The event brought together sector experts, policymakers, and innovators to discuss climate-resilient strategies and emerging financing models for strengthening urban water management in India.
In his address, Shri Kulshrestha highlighted the critical importance of robust financing mechanisms in bridging India’s urban water infrastructure deficit. He outlined key challenges faced by urban local bodies, including low user tariffs, inadequate cost recovery, and limited revenue-generating avenues, all of which constrain investments in water and sanitation services.
He elaborated on HUDCO’s initiatives to address these gaps through dedicated lending, support for early-stage project preparation, and ongoing capacity-building programmes for ULBs. Drawing from HUDCO’s extensive experience in financing more than 560 water supply projects across the country, he emphasised the organisation’s commitment to enabling sustainable and inclusive water infrastructure.
Shri Kulshrestha also underscored the role of HUDCO’s Urban Invest Window (UiWIN), a comprehensive platform designed as a one-stop solution for ULBs. UiWIN offers end-to-end support ranging from project development and financing to implementation assistance for urban infrastructure initiatives.
The summit provided a collaborative platform for stakeholders to exchange insights on accelerating investment, fostering innovation, and building climate-resilient WASH infrastructure for India’s rapidly urbanising landscape.
