End of an Era: Celebrating the Transformative Leadership of the Chairman of Capacity Building Commission”

After more than four years at the helm, the Chairman of the Capacity Building Commission (CBC) concluded his second term on August 1, 2025. Reflecting on his tenure, he described it as an extraordinary and transformative journey that helped shape the CBC into a vibrant and dynamic institution. Under his leadership, a dedicated team of around 50 professionals worked tirelessly to build the Commission from the ground up, establishing it as a key driver of capacity development across the civil services.

His tenure was marked by the remarkable success of Mission Karmayogi, a pioneering initiative led by CBC, KB, and DoPT, which has achieved unprecedented milestones in capacity building. He highlighted that no other country has undertaken such an extensive effort to reform and enhance the capabilities of over 25 million civil servants. Today, the mission’s impact is evident across the entire spectrum of central civil services, as well as in numerous states, urban local bodies, and Panchayats.

During his leadership, the iGOT platform saw exponential growth with 12.5 million registered users and over 3,100 courses delivered in multiple languages, including training on emerging technologies like AI. Over 50 million courses have been completed, with 1.5 million on artificial intelligence alone. The initiative also saw the training of over a million civil servants through Seva Bhav, while the NSCSTI 2.0 upgrade positioned India’s capacity-building framework on a global pedestal, accrediting more than 190 institutions.

His tenure also saw the establishment of Capacity Building Portals (CBPs) across most central ministries, and the development of a personalized, AI-powered learning plan for each civil servant. The Amrit Gyaan Kosh now hosts over 60 world-class case studies, while Karmayogi Talks has grown into a rich repository of more than 100 discussions. The National Capacity Building Plan (NCBP) was introduced as a strategic blueprint, emphasizing that capacity is not just knowledge but the ability to respond effectively, solve challenges, and serve the public efficiently.

Recognized globally, iGOT is set to be shared internationally, marking India’s leadership in innovative capacity development. As his tenure concludes, the Chairman expressed confidence that the foundations laid will continue to inspire and transform public service for years to come. His leadership has not only elevated the CBC’s stature but also set a new benchmark for capacity building worldwide.
