In a remarkable achievement, over 17 crore people in India have been lifted out of poverty, as highlighted in a recent World Bank report. Marked by the ‘Yug Parivartan’ approach, the past ten years have focused on inclusive growth, dignity, and empowerment for all citizens, particularly those at the bottom of the socio-economic pyramid. The government’s commitment to Antyodaya—uplifting the last person in line—has been the driving force behind these initiatives, creating a historic success story in poverty eradication.

To achieve this milestone, the government has implemented some of the world’s most impactful welfare schemes, including universal health coverage through Ayushman Bharat, housing initiatives under PM Awas Yojana, and financial inclusion via Jan Dhan Yojana. Additional efforts, such as the Jal Jeevan Mission for clean drinking water, PM Garib Kalyan Anna Yojana for food security, and Swachh Bharat Mission for sanitation, underscore the holistic approach adopted by the government. Collectively, these schemes aim to weave the fabric of a self-reliant and empowered India, significantly enhancing the living conditions and overall well-being of millions across the country.

The Government of India and the World Bank today signed a $750 million of $1 billion proposed for Accelerating India’s COVID-19 Social Protection Response Programme to support India’s efforts at providing social assistance to the poor and vulnerable households, severely impacted by the COVID-19 pandemic.

This takes the total commitment from the Bank towards emergency COVID-19 response in India to $2 billion. A $1 billion support was announced last month towards immediate support to India’s health sector.

This new support will be funded in two phases – an immediate allocation of $750 million for fiscal year 2020 and a $250 million second tranche that will be made available for fiscal year 2021.

The agreement was signed by Shri Sameer Kumar Khare, Additional Secretary, Department of Economic Affairs, Ministry of Finance on behalf of the Government of India and Mr Junaid Ahmad, Country Director, India on behalf of the World Bank.

Shri Khare said that a strong and portable social protection system is critical to carry vulnerable households through the current and future crises. This programme will expand the impact and coverage of India’s social protection system by helping vulnerable groups access more social benefits directly and across the country.

The first phase of the operation will be implemented countrywide through the Pradhan Mantri Garib Kalyan Yojana (PMGKY). It will immediately help scale-up cash transfers and food benefits, using a core set of pre-existing national platforms and programmes such as the Public Distribution System (PDS) and Direct Benefit Transfers (DBT); provide robust social protection for essential workers involved in COVID-19 relief efforts; and benefit vulnerable groups, particularly migrants and informal workers, who face high risks of exclusion under the PMGKY.

In the second phase, the programme will deepen the social protection package, whereby additional cash and in-kind benefits based on local needs will be extended through state governments and portable social protection delivery systems.

Social protection is a critical investment since half of India’s population earns less than $3 a day and are precariously close to the poverty line. Over 90 per cent of India’s workforce is employed in the informal sector, without access to significant savings or workplace based social protection benefits such as paid sick leave or social insurance.

Over 9 million migrants, who cross state borders to work each year, are also at greater risk as social assistance programmes in India largely provide benefits to residents within states, without adequate portability of benefits across state boundaries. Importantly, in an urbanising India cities and towns will need targeted support as India’s largest social protection programmes are focused on rural populations.

The 14th Foundation Day of Dedicated Freight Corridor Corporation of India (DFCCIL) was celebrated at a function in New Delhi. Speaking on the occasion, Minister of Railways and Commerce & Industry Shri Piyush Goyal congratulated team DFCCIL for completing 500 km of Dedicated Freight Corridor and exhorted the team to achieve the goal of 991 km by March 2020.

He said that DFC has the impact to transform the railways sector. It is necessary to have separate tracks for freight and for passengers to ensure faster movement of both. Shri Piyush Goyal said that Indian Railways should run freight trains in convoys for maximum utilisation of the path and increasing the average speed of freight trains. Just like IRCTC which pays compensation for delays in its Tejas trains, Railways freight customers should be compensated for late arrival of goods trains and emphasized for time-tabled goods train run on DFCCIL.

Shri Vinod Kumar Yadav Chairman, Railway Board and Chairman DFCCIL, enunciated that consolidation, growth and reforms are the three crucial areas which Indian Railways are working on. He said that Dedicated Freight Corridors are ushering in a paradigm change in Indian Railways and asserted that DFCCIL will play a significant role in shaping the Indian economy. He said that IR is upgrading the Railway network, especially the Delhi – Mumbai and Delhi – Howrah sectors for running faster and modern trains.

He further emphasized that by having acquired 98.5 % land, DFCCIL is on the fast track for project completion. Shri Anurag Sachan, MD, DFCCIL, while addressing the gathering on this occasion profusely recognised the dynamic leadership and continuous support of Shri Piyush Goyal. He also assured that team DFCCIL will work hard to complete the project on time.

Other dignitaries present in the function were Smt. Manjula Rangarajan, Financial Commissioner, Railway Board, Shri Pradeep Kumar, Member S&T, Railway Board, Ms Pinky Anand, Additional Solicitor General. An array of senior officers from Railway Board, DFCCIL, PSUs, World Bank & JICA, and other stakeholders attended the event.
