The Union Cabinet chaired by the Prime Minister Shri Narendra Modi today has given its approval for extending the contribution both 12% employees’ share and 12% employers’ share under Employees Provident Fund, totaling 24% for another 3 months from June to August, 2020, as part of the package announced by the Government under Pradhan Mantri Garib Kalyan Yojana (PMGKY)/ Aatmanirbhar Bharat in the light of COVID-19, a Pandemic.

This approval is in addition to the existing scheme for the wage months of March to May, 2020 approved on 15.04.2020. The total estimated expenditure is of Rs.4,860 crore. Over 72 lakh employees in 3.67 lakh establishments will be benefitted.
Salient Features:
The salient features of the proposal are as under:

For the wage months of June, July and August, 2020, the scheme will cover all the establishments having upto 100 employees and 90% of such employees earning less than Rs. 15,000 monthly wage.

About 72.22 lakh workers working in 3.67 lakh establishments will be benefited and would likely to continue on their payrolls despite disruptions.

Government will provide Budgetary Support of Rs.4800 crore for the year 2020-21 for this purpose.

The beneficiaries entitled for 12% employers’ contribution for the months of June to August, 2020 under Pradhan Mantri Rozgar Protsahan Yojana (PMRPY) will be excluded to prevent overlapping benefit.

Due to prolonged lockdown, it was felt that businesses continue to face financial crisis as they get back to work. Therefore, the Hon’ble FM, as part of Aatmanirbhar Bharat, announced on 13.5.2020 that the EPF support for business and workers will be extended by another 3 months viz. for the wage months of June, July, and August, 2020.

The steps taken by the Government from time to time to ameliorate the hardships faced by the low paid workers are well accepted by the stakeholders.

Megastar Amitabh Bachchan has also been doing his bit for those in need of help during the lockdown as he charters 3 Flights for Migrant Workers to Varanasi .

Over the past two months, the veteran actor has been distributing food kits among the needy in Mumbai. Recently, he arranged the transport of over 200 people stuck in the city. Mr Bachchan chartered three flights to take over 500 migrant workers to their hometown Varanasi.

A source revealed, “Everything is being done with utmost discretion as Bachchanji doesn’t want it to be publicised. He was moved by the plight of the migrant workers and decided to help them. He has chartered the Indigo Airlines’ Varanasi-bound flight that is scheduled to depart on Wednesday morning. The 180 migrants scheduled to travel on the morning flight have been asked to report to the airport at 6 am. The initial plan was to send them home by train, but the logistics didn’t work out.”

Two more chartered aircrafts were scheduled for later in the day. As part of the endeavour, in the coming days, the actor will also arrange air tickets for those headed to West Bengal, Bihar, Tamil Nadu and other states.

It was previously reported that a week back, Bachchan had also arranged for 10 buses to help migrants reach their native places in Uttar Pradesh, the state that the actor hails from. In addition to this, since the coronavirus lockdown, he has also supported the families of 1,00,000 daily wage workers belonging to the All India Film Employees Confederation by sponsoring their monthly ration.

The apex court directed the Centre and state governments to identify stranded migrant workers and transport them back to their hometowns within 15 days. The bench of Justices Ashok Bhushan, Sanjay Kishan Kaul and MR Shah had on June 5 said that they intend to provide the governments 15 days to transport migrant workers.

On Tuesday, the bench also ordered the Centre to provide additional “Shramik Special” trains within 24 hours of requests by states, so that migrant labourers could be sent back home soon. The Centre had launched over 300 of these trains from May 1. However, not all migrant labour has been able to board them. The Centre and states have clashed over the operations of these trains.

The court said that cases filed against the labourers under the Disaster Management Act for violating the countrywide lockdown should be considered as withdrawn by states.

The Supreme Court said that states need to establish help desks to help migrants avail employment opportunities. It also ordered states to establish counselling centres for migrant workers, if they wish to travel back to their places of work and find employment. The bench said schemes established for welfare and employment of migrant workers should be properly publicised.

The Union home ministry issued fresh guidelines for interstate movement to allow stranded migrant labourers, tourists and students to return to their homes.

It said the new guidelines will come into effect from 4 May, “which shall give considerable relaxation to many districts.”

So far, only interstate movement of essential commodities has been allowed, while migrant workers could travel to their workplaces within city limits if they showed no symptoms for coronavirus.

Wednesday’s guidelines says all stranded people can return to their home towns after undergoing strict medical screening both at the source and destination cities. States must also organize thermal testing units and quarantine facilities for all those who are stranded, in order to clear asymptomatic cases, before sending them back. However, the movement of migrants, tourists and students will be restricted to non-containment zones.

States must arrange for sanitized buses for transportation, it said.

The decision comes just two days after a meeting between Prime Minister Narendra Modi and chief ministers, wherein the issue of stranded migrant labourers and students was discussed. Uttar Pradesh, Bihar, Jharkhand and West Bengal, states where large numbers of migrants come from, had requested that they be allowed to return home. The Odisha government said that the Centre must set standard operating procedures (SOP) for people who are returning.

“Due to lockdown migrant workers, pilgrims, students, tourists and other persons are stranded at different places,” Union home secretary Ajay Bhalla said in a letter to states. “All states should designate nodal authorities and develop standard protocols for receiving and sending stranded people.”

State governments, who have kept a strict vigil at borders, allowing movement of only essential services, will now coordinate with each other to ensure safe passage to the hundreds of thousands stranded across the country.

The sending and receiving states must agree to movement by road only after the people are screened and found to be asymptomatic, the Centre said, adding that states must also organize thoroughly sanitized buses.

“On arrival at their destination, such persons would be screened by local health authorities, and kept in home quarantine unless the assessment requires keeping the person in institutional quarantine,” Bhalla said, reiterating that “they will be kept under watch with periodic health check-ups”.

The home ministry’s move is a major step towards easing the lockdown, even as states continue to demand an extension beyond 3 May.

Though states have permitted certain activities following the revised guidelines issued by the Union home ministry on 15 April for a staggered lifting of the lockdown, the opposition said the Centre should broaden the scope of transportation.

Amidst the lockdown caused by the Covid-19 pandemic and migrants workforce leaving Delhi NCR, Elan Group took a step forward to ensure the safety and security of its construction workers. The developer under its philanthropic arm Elan Foundation distributed one-month of ration to over 2000 construction labourers working at their sites. Social distancing was duly followed in distribution with white circles being earmarked at an adequate distance for each worker. Masks and sanitizers were also distributed to all the construction workers and the developer encouraged them to wear the mask and use sanitizers for safety.

“The Covid-19 pandemic is a testing time for all especially for the underprivileged section of society. The ration distribution is our small step to aid these construction workers. We are committed to ensuring the overall well-being of our workers. I urge all corporates to do their bit for the marginalized section of the society,” said Mr. Rakesh Kapoor, Chairman, Elan Group.

As a precautionary measure, masks and sanitizers were earlier distributed by Elan Group not only to its own staff and construction workers but to the underprivileged as well.

The ongoing Covid-19 pandemic has affected over 1200 people in India forcing the government to declare a nationwide lockdown for 21 days starting from 24th March 2020. To tide over the economic crisis, the Union Finance Minister Nirmala Sitharaman bailed out an economic package worth Rs 1,70,000 crore to cover the marginalized section of the society. The package includes a mix of food security and direct cash transfer benefits, which will shield daily wagers and small businesses during the lockdown in the wake of the Covid-19 pandemic. The Reserve Bank of India has also announced a spate of measures to keep the Indian economy afloat amidst the lockdown.
