										<content:encoded><![CDATA[<p>पटना। राज्य में वाटर यूजर चार्ज नीति लागू करने की तैयारी पूरी कर ली गई है। अब पटना के साथ-साथ राज्य के अन्य हिस्सों में रह रहे लोगों को पानी के उपयोग के बदले वाटर चार्ज देना होगा। मिली जानकारी के अनुसार पटना नगर निगम क्षेत्र में रहने वाले दो लाख 88 हजार मकान मालिकों को होल्डिंग टैक्स के साथ-साथ प्रति माह 40 से 150 रुपये तक अतिरिक्त शुल्क वाटर चार्ज के रूप में देना होगा। होल्डिंग टैक्स के साथ जोड़कर इसे प्रति वर्ष वसूला जायेगा। नगर विकास विभाग की ओर से इस संबंध में जो निर्देश जारी किया गया है, उसमें कहा गया है कि चाहे वे जिस भी स्रोत से पानी का उपयोग कर रहे हों, उन्हें वाटर चार्ज देना होगा। घरेलू के साथ-साथ व्यावसायिक प्रतिष्ठानों के लिए भी इसे अनिवार्य किया गया है। जल्द ही नगर विकास विभाग पेयजल उपयोग शुल्क नीति पूरे राज्य में लागू करेगा। नगर विकास विभाग ने राज्य के नगर निकायों को जो पत्र भेजा है उसमें किस प्रकार से शुल्क की वसूली करनी है, उसका पूरा ब्यौरा दिया गया है। पटना में नगर विकास विभाग का आदेश अगले माह से लागू हो सकता है। अगर कोई मकान मालिक वाटर शुल्क का भुगतान नहीं करता है तो उसका पेयजल कनेक्शन काट दिया जाएगा। निर्धारित तिथि के बाद वाटर चार्ज भुगतान करने पर एक प्रतिशत ब्याज भी वसूला जायेगा।</p>

<p>मध्य प्रदेश पाइप प्रणाली के माध्यम से अधिकतम क्षेत्र में सिंचाई करने वाला देश का पहला राज्य बन गया है. सिंचाई सुविधाओं का विकास करने के लिए मध्य प्रदेश को कई अवार्ड भी मिल रहे हैं. ये अवार्ड सिंचाई, पेयजल और उद्योगों के लिए जल संसाधनों के अधिकतम उपयोग और विकास के लिए मिल रहे हैं. लेकिन प्रदेश अब भी 65 लाख हेक्टेयर के लक्ष्य से काफी पीछे है तो उसका कारण यह है कि प्रशासनिक बाधाओं ने परियोजनाओं की गति धीमी कर दी. अगर भूमि अधिग्रहण और वन पर्यावरण की रुकावटें न होतीं तो यह लक्ष्य तीन साल में ही हासिल कर लिया गया होता. अभी प्रदेश 45 लाख हेक्टेयर तक पहुंच पाया है.</p>
<p>पाइप प्रणाली का बड़ा योगदानःसीएम शिवराज सिंह चौहान भी मानते हैं कि प्रदेश ने तीन वर्षों में पाइप प्रणाली के जरिए सिंचाई करके काफी पानी बचाया है. नहर के जरिए पानी ले जाने में काफी नुकसान होता है, इसलिए मध्य प्रदेश ने तय किया कि पाइप के जरिए पानी ले जाएंगे और किसानों के खेतों तक आउटलेट दे देंगे. प्रदेश में सिंचाई की क्षमता भी 7 लाख हेक्टेयर से बढ़कर 45 लाख हेक्टेयर तक पहुंच गई है. सरकार ने इसे 65 लाख हेक्टेयर तक ले जाने का लक्ष्य रखा है.</p>
<p>मुख्यमंत्री के इस बयान के बावजूद यह ध्यान रखना चाहिए कि प्रदेश में कई सिंचाई परियोजनाएं राजस्व, वन और पर्यावरण विभाग के फैसलों में देरी के कारण अब भी बीच में लटके हुए हैं.</p>
<p>प्रदेश में चल रहीं प्रमुख सिंचाई परियोजनाएं इतनी बड़ी मात्रा में जल उपलब्ध करा सकती हैं कि शुद्ध पेयजल  के संकट और सूखे से मुक्ति मिल सकती है. एक तरफ जहां भूजल स्तर बढ़ जाएगा, वहीं बेहतर सिंचाई के कारण कृषि उत्पादन कई गुना हो जाएगा. लेकिन प्रदेश में पाइप प्रणाली और नहर पर आधारित परियोजनाएं अब भी लटकी हुई हैं. भूमि अधिग्रहण के कई विवाद अब भी उलझे हैं और वन पर्यावरण की मंजूरियां नहीं मिलने से भी देरी हो रही हैं.</p>
<p>पेश हैं कुछ परियोजनाओं का ब्योरा &#8211;</p>
<p>नर्मदा-गंभीर लिंक परियोजना</p>
<p>प्रेशराइज्ड पाइप के जरिए नर्मदा का जल गंभीर नदी में पहुंचाया गया. इससे 50 हजार हेक्टेयर खेतों की सिंचाई का लक्ष्य. बिजली का उपयोग किए बिना किसान सीधे स्प्रिंकलर सिस्टम लगा सकते हैं. इसमें 68 किमी लंबी ग्रेविटी प्रेशराइज्ड पाइपलाइन और 147 किमी लंबी वितरण की मेनलाइन है और 700  किमी लंबी एचडीपीई पाइपलाइन के जरिए जल प्रदाय हो रहा है.<br />

<p>देश की पहली सिंचाई परियोजना है, जो बगैर बिजली खर्च के संचालित होगी.<br />

<p>नर्मदा नदी से बरसात के मौसम में पंपों के जरिए जल उठाया (लिफ्ट) जाएगा. यह जल 60 किमी दूर 500 मीटर की ऊंचाई पर बने एक जलाशय में संचय किया जाएगा. जलाशय में एकत्र किया गया यह पानी उन आठ महीनों के दौरान काम आएगा, जब बारिश नहीं होती और कृषि को पानी की सबसे ज्यादा जरूरत होती है. यह पानी गुरुत्वाकर्षण के जरिए बिना बिजली के ही खेतों तक पहुंचाया जाएगा.<br />
पहले चरण में 101 गांवों की 50 हजार हेक्टेयर जमीन की सिंचाई होगी<br />
दूसरे चरण में बदनावर के गांवों को सिंचाई परियोजना से जोड़ा जाएगा<br />

<p>प्रदेश के 3 जिले ग्वालियर, भिंड एवं दतिया में वर्षों पुरानी सिंचाई की समस्या का समाधान होगा. यह परियोजना दतिया जिले की सेवढ़ा तहसील में सिंध नदी पर बनाई जा रही है.<br />
लागतः 2244.97 करोड़ का बजट<br />
लाभः  59 हजार किसान लाभांवित होंगे और 09 मेगावॉट विद्युत का भी उत्पादन<br />
वन प्रकरण स्वीकृति के अभाव में बांध निर्माण का कार्य रूका हुआ था. अब वन विभाग ने स्वीकृति प्रदान कर दी है.<br />

										<content:encoded><![CDATA[<p><span class="dropcap-element-slot">A </span>trial run was held today, 6 September for the new Vande Bharat Express wherein the train clocked in speeds of over 180 km/hr. The video of the trial run was shared by Southern Railways on their official Twitter handle. The video shows a glass full of water to the brim not shaking while the train was speeding along its route. &#8220;Take a look at the new Vande Bharat rake on trial run clocking 180-183 Kmph. A glass filled to the brim with water stays stable even as the train speeds at 180 Kmph,&#8221; said Southern Railway while sharing the video.</p>
<p>The video has been viewed over two lakh times since it was first posted.</p>
<p>Railway Minister Ashwini Vaishnav inspected the new Vande Bharat train at the Integral Coach Factory (ICF) in Chennai last month.</p>
<p>&#8220;I am happy that the Vande Bharat train has been manufactured by ICF in less time and in good quality. It is a world-class train. It will be a new experience for the passengers traveling on this train,&#8221; he had said.</p>
<p>Vande Bharat is a self-propelled engine train. This means it does not have a separate engine. The train is equipped with automatic doors and air-conditioned chair car coaches and a revolving chair that can rotate up to 180 degrees.</p>
<p>Currently, there are two Vande Bharat trains running in India- from Delhi to Katra and from Delhi to Varanasi. The final trial run for the third route, Mumbai- Ahmedabad, is scheduled to be conducted from 7 September, as per reports. Under the trial, also known as the Timetable trial, the Vande Bharat rake will be filled with sandbags.</p>
<p>The project is set for a massive expansion, to manufacturer as many as 75 Vande Bharat trains which will be deployed across the country before August 15, 2023, in accordance with the target set for the Railway ministry by Prime Minister Narendra Modi last year.</p>
<p>, Finance Minister Nirmala Sitharaman, in her Budget 2022 speech had announced that the country will manufacture 400 new Vande Bharat trains over the next three years. The new trains will mostly be made of aluminum.</p>
<p>The Vande Bharat project falls in under the Make in India campaign and aims to build semi high-speed trains indigenously.</p>

										<content:encoded><![CDATA[<p>National Water Mission(NWM), Ministry of Jal Shakti in collaboration with Nehru Yuva Kendra Sangathan (NYKS), Ministry of Youth Affairs &amp; Sports launched the “JSA II: Catch the Rain” Awareness Generation Campaign here today. The campaign was launched jointly byUnion Minister of Jal Shakti,Shri GajendraSingh Shekhawat andMinister of State (Independent Charge), Youth Affairs &amp; Sports and Minister of State, Minority Affairs,Shri KirenRijijuin presence of Minister of State for Jal Shakti and Social Justice &amp; Empowerment,Shri Rattan Lal Kataria. The launch event was attended by large number of participants on digital platforms including field functionaries of NYKS in all the districts of the country.</p>

<p>TheUnion Jal Shakti Minister Shri Shekhawat emphasized on the need to focus on water conservation and rainwater harvesting while Shri Rijijustressed on the importance of involving the youngsters in the revolutionary campaign.Shri Kataria said that the Union Government accords the highest priority to the issue of water conservation andthe need of the hour is to adopt an integrated approachtowards water management.The Ministers collectively unveiled the posters and IEC material promoting Catch the Rain campaign.</p>
<p>As a preparatory phase of JSA-II, the Ministry has involved Nehru Yuva Kendra Sangthan (NYKS) for undertaking ‘Catch the Rain’ awareness campaign to cover 623 districts. The awareness generation phase of campaign will run from mid-December 2020 to March 2021. NYKS will undertake this awareness building campaign through various IEC activities which will include conducting education &amp; motivational programs, mass awareness campaigns, environment building including wall writing, banners &amp; e-posters, knowledge competitions, demonstration activities like theme-based nukkadnataks&amp; skits, branding &amp; popularize the campaign by logos &amp; printed IEC materials etc. During this period, the NYKS teams will also meet district administration, line departments and water agencies, hold meetings with Pradhans, local influencers and volunteers to further the cause and also prepare plans for the water conservation to be taken up in the next phase of the campaign.</p>
<p>NWM has launched a campaign Catch the rain” with tag line “catch the rain, where it falls, when it falls” in order to nudge all stake-holders to create Rain Water Harvesting Structures (RWHS) suitable to the climatic conditions and sub-soil strata to store rain water as rains falling in the four/five months of monsoon are the only source of water for most parts of the country.  Drives to make water harvesting pits, rooftop RWHS and check dams; removal of encroachments and de-silting of tanks to increase their storage capacity; removal of obstructions in the channels which bring water to them from the catchment areas; repairs to traditional water harvesting structures like step-wells and using defunct bore-wells and old wells to put the water back to aquifers etc, are some of the activities suggested to be taken up with peoples’ active participation under this campaign. The collaboration with NYKS is a step to engage people at the grassroots through effective campaigning &amp; IEC activities for implementation of the campaign.</p>

										<content:encoded><![CDATA[<p>CPCB monitors water quality of River Yamuna and drains discharging into the River has raised increasing level of pollution in the river and issued a advisory to Delhi Govt .</p>
<p>In the past, CPCB observed froth formation and increase in ammonia levels in river Yamuna because of discharge of untreated sewage, non-operation of existing Sewage Treatment Plants, improper functioning of Effluent Treatment Plants(ETPs) installed by the industries and Common Effluent Treatment Plants(CETPs) located on the banks of river Yamuna.</p>
<p>Monitoring of 22 drains carried out recently ,indicated that 14 drains (Sonia Vihar, Najafgarh, Shastri Park, Shahdara, etc.) are found untapped ,discharging sewage. While 05 drains are 100% tapped and no flow at downward of interception observed,02 drains were found tapped but overflow into river yamuna was observed. One drain (drain no. 14) has no flow at all. Due to partially/untreated discharge of sewage and industrial effluent containing phosphorus, many times, foaming also is observed.</p>
<p>CPCB, taking cognizance of this, issued directions to Delhi Jal Board to submit time bound action plan to ensure compliance to norms by STPs and that no untreated sewage is discharged to these drains.</p>
<p>Delhi Pollution Control Committe(DPCC) has been directed to take action against non-complying Common Effluent Treatment Plans(CETPs) and industrial units. Similar directions have also been issued to State Pollution Control Boards of Haryana and Uttar Pradesh.</p>
<p>In view of the importance of the issues, reminders have been issued today to concerned agencies to submit action taken report by 15th December, 2020.</p>

<p>Goa has earned itself the unique distinction of becoming first &#8216;Har Ghar Jal&#8217; State in the country as it successfully provides 100% Functional Household Tap Connections (FHTCs) in the rural areas covering 2.30 lakh rural households. Harnessing the immense benefits of efficiently utilising the Jal Jeevan Mission (JJM) whichaims to improve the quality of life and bring &#8216;ease-of-living&#8217; to rural communities, the Chief Minister of Goa, Shri PramodSawant announced that all ruralhomes in the State now have a tap water supply.State&#8217;s commitment and brisk efforts have ensured advancement and achievement of targets well before time.</p>
<p>In June, 2020, the Union Minister of Jal Shakti, Shri Gajendra Singh Shekhawat wrote to the Chief Minister of Goa expressing his happiness on the State&#8217;s Annual Action Plan (AAP) to provide 100% Functional Household Tap Connections (FHTCs) in rural areas by 2021 and extended full support for the implementation of Mission reiterating that providing potable water is a national priority for the Union Government. Accordingly, fund allocation to Goa in 2020-21 has been increased to Rs. 12.40 Crore. Besides, the State could also explore through convergence of various programmes like MGNREGS, SBM (G), 15<sup>th</sup> FC Grants to PRIs, District Mineral Development Fund, CAMPA, CSR Fund, Local Area Development Fund, etc. for strengthening of drinking water sources, water supply, grey water treatment &amp; re-use and operation &amp; maintenance.</p>
<p>The two districts of Goa i.e.North Goa with 1.65 lakh rural households and South Goa with 98,000rural householdsin 191 Gram Panchayats are fully saturated with assured piped water supply through tap connections. To strengthen the water testing facilities, the State is in process of getting 14 water quality testing laboratories NABL accredited.  Jal Jeevan Mission mandates training 5 persons in very village especially women to be trained in using Field Test Kits, so that water can be tested in the villages.</p>
<p>Goa’s achievement is an example for other Statesto emulate and ensure every rural home gets tap connection and especially in these times of CoVid-19 pandemic, it is all the more imperative to have assured safe water supply within households. This silent revolution happening in rural India in terms of household tap water connections is a work in progress for a ‘New India’.</p>
<p>Having achieved the universal access, the State now plans for sensor-based service delivery monitoring system so as to monitor the functionality of water supply i.e. potable water in adequate quantity and of prescribed quality being provided to every rural household on regular and long-term basis.</p>

										<content:encoded><![CDATA[<p>Haryana is geared to provide tap water connection to all rural households by December, 2022. The State provided 1.05 lakh tap connections during 2019-20 under the Jal Jeevan Mission (JJM). Now the State Government is planning 100% coverage by December, 2022, ahead of the national goal by 2024-25. By doing so, Haryana will be among the leading states to accomplish the ambitious target of providing tap connection to each rural household.</p>
<p>Presenting their action plan to the Department of Drinking Water &amp; Sanitation yesterday for achieving the goal of every household with tap water supply under the JJM, State officials said there are 28.94 lakh households in Haryana, out of which 18.83 lakh are already provided with Functional Household Tap Connection (FHTCs). Out of the remaining 10.11 lakh households, Haryana plans to provide tap connections in 7 lakh households by 2020-21.</p>
<p>During the current year, State is planning for 100% coverage of 1 district and 2,898 villages out of total 6,987 villages. More emphasis has been given to cover rural households in drought prone areas and aspirational districts. State is likely to get Rs 290 Crores as Central share under JJM for this financial year, which will be supplemented by same amount of State’s matching share. State is eligible for additional allocation based on physical and financial performance.</p>
<p>Out of 44 water testing laboratories, State plans NABL accreditation of 18 labs during current year. Field Testing Kits will be provided at community level for testing of water quality for taking corrective measures. State has planned to provide drinking water to all 35 quality-affected habitations.</p>
<p>In every Gram Panchayat, GP or their sub-committee i.e. Village Water &amp; Sanitation Committees have been constituted for planning at village level. Village Action Plans have been carried out for villages, based on which the action plan has been finalized.</p>
<p>Dashboard of Public Health Engineering Department (PHED) has been recently launched by Chief Minister. It’s a dynamic platform, wherein the details of villages, tap connections, financial progress, etc. is monitored on real time basis.</p>
<p>During this testing time of CoVid-19 pandemic, such attempts to provide household tap connections in rural areas will definitely improve the ease of living especially the women and girls, reducing their drudgery, making them safe and lead a dignified life.</p>
<p>Government of India is implementing the ‘Jal Jeevan Mission’ (JJM) in partnership with States to ensure every rural household in the country has FHTC for drinking water in adequate quantity of prescribed quality on regular and long-term basis at affordable service delivery charges leading to improvement in their living standards.</p>
<p>It’s the endeavour of the Central Government to provide tap connections in rural households on priority basis during prevailing CoVid-19 situation, so that rural people don’t have to go through the hardship of fetching water from public stand-posts and stand in long queue. Government intends to ensure the rural communities are safe from being infected amidst CoVid-19 pandemic by providing the poor and marginalized sections of the society water supply through tap connections inside their house premises, thereby averting visits to water stand-posts while observing social distancing norms.</p>
<p>Advisories have been issued to States/ UTs to take up works related to drinking water on priority so as to achieve the twin objective of providing tap connections to rural households as well as creating job opportunities for local people and migrant workers.</p>
<p>Extensive exercise by consulting States/ UTs for the last 3 months were carried out wherein water supply schemes of every village was analyzed so as to provide tap connections in villages.</p>

										<content:encoded><![CDATA[<p>There is no proposal to make access to potable water a fundamental right, Jal Shakti Minister Gajendra Singh Shekhawat informed Lok Sabha in Question Hour.</p>
<p>Any such proposal is not under consideration of the government, the minister said .However, Shekhawat said the government has initiated a scheme to provide piped water to every rural household.</p>
<p>The government is going to spend substantially on the Jal Jeevan Mission, he said.</p>
<p>Earlier this year, Prime Minister Narendra Modi had said that Rs 3.5 lakh crore will be spent in the next five years under the newly formed Jal Jeevan Mission, which aims to provide piped water (&#8216;Har Ghar Jal&#8217;) to all rural households by 2024.</p>
<p>In reply to another question, Shekhawat said Government is actively considering Interlinking of Rivers (ILR) programme as one of the interventions for sustainable management of water resources in the country.</p>
<p>Under the National Perspective Plan (NPP) for water transfer from water surplus basins to water-deficit basins, the National Water Development Agency (NWDA) has identified 30 links (16 under Peninsular Component and 14 under Himalayan Component) for preparation of Feasibility Reports (FRs), he said.</p>
<p>The implementation of NPP is likely to raise the ultimate irrigation potential through surface and ground water resources from 140 million Ha to 175 million Ha, generation of 34 million KW of power, apart from the incidental benefits of water supply, flood control, drought mitigation, navigation, fisheries, salinity and pollution control etc.</p>

It is to be noted that Kaziranga National Park is spread across the floodplains of the Brahmaputra river, which is currently flowing above the danger level.</p>
<p>Assam State Disaster Management Authority (ASDMA) said that 37 people have lost their lives due to flood and landslides in the state. The ASDMA released a statement saying that total 4,128 villages in 103 revenue circles of 28 districts have been affected due to floods till Thursday.</p>
<p>The statement added that around 53,52,107 people have been affected due to flood across the state.  The displaced people have taken shelter in 427 relief camps and 392 relief distribution centres set up by state government in different districts of the state</p>
