										<content:encoded><![CDATA[<p>Ukrainian and British officials warned Saturday that Russian forces are relying on weapons able to cause mass casualties as they try to make headway in capturing eastern Ukraine and fierce, prolonged fighting depletes resources on both sides.</p>
<p>Russian bombers have likely been launching heavy 1960s-era anti-ship missiles in Ukraine, the UK Defence Ministry said. The Kh-22 missiles were primarily designed to destroy aircraft carriers using a nuclear warhead. When used in ground attacks with conventional warheads, they are highly inaccurate and therefore can cause severe collateral damage and casualties, the ministry said.</p>
<p>Both sides have expended large amounts of weaponry in what has become a grinding war of attrition for the eastern region of coal mines and factories known as the Donbas, placing huge strains on their resources and stockpiles.</p>
<p>Russia is likely using the 5.5-tonne (6.1-ton) anti-ship missiles because it is running short of more precise modern missiles, the British ministry said. It gave no details of where exactly such missiles are thought to have been deployed.</p>
<p>As Russia also sought to consolidate its hold over territory seized so far in the 108-day war, the U.S. defense secretary said Moscow&#8217;s invasion of Ukraine is what happens when oppressors trample the rules that protect us all.</p>
<p>It&#8217;s what happens when big powers decide that their imperial appetites matter more than the rights of their peaceful neighbours, Lloyd Austin said during a visit to Asia. And it&#8217;s a preview of a possible world of chaos and turmoil that none of us would want to live in.</p>
<p>A Ukrainian governor accused Russia of using incendiary weapons in a village in the eastern province of Luhansk, southwest of the fiercely contested cities of Sievierodonetsk and Lysychansk.</p>
<p>While the use of flamethrowers on the battlefield is legal, Luhansk Gov. Serhii Haidai alleged the overnight attacks in Vrubivka caused widespread damage to civilian facilities and an unknown number of victims.</p>

										<content:encoded><![CDATA[<p>The Russian Defence Ministry says that nearly 1,000 Ukrainian troops holed up in their last stronghold in Mariupol have handed themselves over.</p>
<p>Russian Defence Ministry spokesman Maj. Gen. Igor Konashenkov said Wednesday that 694 Ukrainian soldiers at the Azovstal steel plant have surrendered over the past 24 hours.</p>
<p>That brings the total of Ukrainian troops who have left the plant this week to 959.</p>
<p>The Russian Defence Ministry reported Tuesday that 265 Ukrainian troops, including 51 wounded, had surrendered during the previous 24 hours.</p>
<p>Ukrainian authorities did not confirm the latest numbers.</p>
<p>Konashenkov said that there were 29 wounded soldiers among the 694 troops who had surrendered over the past 24 hours.  meanwhile</p>

<p>The UN Security Council on Friday unanimously adopted its first statement on Ukraine since Russia’s military action began on February 24, expressing “strong support” for Secretary-General Antonio Guterres’ efforts to find a peaceful solution to the 10-week “dispute.” The short presidential statement approved at a very brief council meeting Friday does not mention a “war,” “conflict” or “invasion” as many council members call Russia’s ongoing military action, or a “special military operation” as Moscow refers to it.</p>

<p>Meanwhile, US President Joe Biden has authorised the shipment of another $150 million in military assistance for Ukraine for artillery rounds and radar systems in its fight against Russia’s invading forces. 										<content:encoded><![CDATA[<p>Union Ministry of Information and Broadcasting has today advised private TV news channels against making false claims and using scandalous headlines. In a detailed advisory issued today, the Ministry has called for adherence to the provisions of Section 20 of The Cable Television Networks (Regulation) Act, 1995 including to  the Programme Code laid down under it.</p>
<p>The Ministry has found that  in the recent past several Satellite TV channels have carried out coverage of events and incidents in a manner which appears to be unauthentic, misleading, sensational and using socially unacceptable language and remarks, offending good taste and decency, and obscene and defamatory and having communal overtones. The advisory has cited the Ukraine-Russian conflict and the incidence in North-West Delhi in particular where TV news content and debates have been found in violation of Programme Code.</p>
<p>While in the case of reporting on Ukraine-Russia conflict the Ministry has found channels making scandalous headlines unrelated to the news item and journalists making unsubstantiated and fabricated claims and using hyperbole in order to incite audience, in case of Delhi violence, certain channels have aired news items with provocative headlines and videos of violence that may incite communal hatred among the communities and disrupt peace and law and order. The channels have further fabricated headlines giving communal colour to actions of authorities.</p>
<p>The Ministry has noted and also cautioned private TV channels against broadcasting debates having unparliamentary, provocative and socially unacceptable language, communal remarks and derogatory references which may have a negative psychological impact on viewers and may also incite communal disharmony and disturb the peace at large.</p>
<p>Citing these instances of violation, the Ministry has today expressed serious concern over the programmes aired and strongly advised against violation of provisions of The Cable Television Networks (Regulation) Act, 1995 and the rules under it.</p>

										<content:encoded><![CDATA[<p>President Joe Biden has accepted &#8220;in principle&#8221; a meeting with President Vladimir Putin provided Russia does not invade Ukraine, the White House has said, in a last-ditch diplomatic overture brokered by French President Emmanuel Macron to ease one of the worst security crises in Europe in decades.</p>
<p>The US has repeatedly warned of Russia&#8217;s plans to invade Ukraine and threatened to impose tough sanctions on Moscow if it goes ahead with its plans. However, Russia has denied that it plans to attack Ukraine.</p>
<p>&#8220;As the President has repeatedly made clear, we are committed to pursuing diplomacy until the moment an invasion begins,&#8221; White House Press Secretary Jen Psaki said in a statement on Sunday.</p>
<p>Psaki said that US Secretary of State Antony Blinken and Russian Foreign Minister Sergey Lavrov are scheduled to meet later this week in Europe, provided Russia does not proceed with military action.</p>
<p>President Biden accepted in principle a meeting with President Putin following that engagement, again, if an invasion hasn&#8217;t happened. We are always ready for diplomacy, she said.</p>
<p>Psaki said that Biden spoke with Macron on Sunday and the two leaders discussed ongoing diplomacy and deterrence efforts in response to Russia&#8217;s military buildup on the borders of Ukraine.</p>
<p>According to US estimates, Russia has amassed over 150,000 in and near Ukraine, up from about 100,000 on January 30.</p>
<p>We are also ready to impose swift and severe consequences should Russia instead choose war. And currently, Russia appears to be continuing preparations for a full-scale assault on Ukraine very soon, she said.</p>
<p>The development comes after Blinken in an interview to CNN said that Biden is prepared to engage with Putin in any format, at any place and time to prevent a war.</p>
<p>Blinken asserted that everything leading up to the actual invasion of Ukraine appears to be taking place.</p>
<p>&#8220;As we have described it, everything leading up to the actual invasion appears to be taking place, all of these false flag operations, all of these provocations to create justifications. All of that is already in train,&#8221; Blinken told CNN.</p>
<p>&#8220;We believe President Putin has made the decision, but until the tanks are actually rolling and the planes are flying, we will use every opportunity and every minute we have to see if diplomacy can still dissuade President Putin from carrying this forward, he said.</p>
<p>&#8220;President Biden is prepared to engage President Putin at any time, in any format, if that can help prevent a war. I reached out to my Russian counterpart, Foreign Minister (Sergey) Lavrov, to urge that we meet next week in Europe. The plan is still to do that, unless Russia invades in the meantime, Blinken said in response to a question.</p>

										<content:encoded><![CDATA[<p>US President Joe Biden has said that he is convinced and has reason to believe that Russian forces will attack Ukraine, including its capital Kyiv, in the coming week, warning that Russia will be responsible for a &#8220;catastrophic and needless war of choice&#8221; if it pursues its plans.</p>
<p>Biden&#8217;s comments came amid heightened tensions between Russia and the US, fuelled by fears that Moscow plans to invade Ukraine. Russia has repeatedly denied that it has plans to attack Ukraine.</p>
<p>Giving an update to reporters from the Roosevelt Room of the White House, Biden on Friday said the US is doing everything in its power to remove any reason that Russia may give to justify invading Ukraine and prevent them from moving.</p>
<p>Look, we have reason to believe the Russian forces are planning to and intend to attack Ukraine in the coming week &#8212; in the coming days. We believe that they will target Ukraine&#8217;s capital, Kyiv, a city of 2.8 million innocent people, Biden said.</p>
<p>Make no mistake: If Russia pursues its plans, it will be responsible for a catastrophic and needless war of choice. The United States and our allies are prepared to defend every inch of NATO territory from any threat to our collective security as well, he said.</p>
<p>Biden said that he is convinced that Russia is going to invade Ukraine.</p>
<p>He ruled out sending troops in to fight in Ukraine but said the US will continue to support the Ukrainian people.</p>
<p>Responding to a question if he thinks it is wise for the Ukrainian President Volodymyr Zelenskyy to leave Ukraine if an invasion is as imminent as the US, Biden said, that&#8217;s a judgment for him to make and a determination as to whether or not. I&#8217;ve spoken with Zelenskyy a dozen times &#8212; maybe more, I don&#8217;t know.</p>
<p>Biden said that the US and its allies and partners will support the Ukrainian people. We will hold Russia accountable for its actions. The West is united and resolved. We&#8217;re ready to impose severe sanctions on Russia if it further invades Ukraine, he said.</p>
<p>But I say again: Russia can still choose diplomacy. It is not too late to de-escalate and return to the negotiating table, he said.</p>
<p>Noting that US Secretary of State Antony Blinken and Russian Foreign Minister Sergey Lavrov have agreed to meet on February 24, Biden said if Russia takes military action before that date, it will be clear that they have slammed the door shut on diplomacy.</p>

<p>Congratulating the Boston Center of Excellence (BoCE) for Health and Human Development for bringing together experts to research a better cure and better healthcare for all, Dr. Harsh Vardhan compared the ongoing Pandemic to a transitory state of our civilization. He said, “We have not seen the Spanish Flu, World War I, and World war II. But we are living in a phase of a silent war. Over 100 million people perished. And in many cases, they could not be visited by their dear ones during the last moments of life. Their last-rites and funerals were also had to be done very humbly.  And those millions who survived also have many complications, besides the financial burden put on them.”</p>
<p>Saluting millions of front-line health workerswho bravely carried on with their duty in spite of risk and adversity, including professionals other than doctors and nurses likethe janitors, the EMT, ambulance doctors who are unseen pillars of the health care system, Dr. Harsh Vardhan elaborated India’s strategy to contain COVID.</p>
<p>Dr. Harsh Vardhan observed in this regard, “It is not the first one and definitely not the last one. But this COVID 19 will soon be a past episode of the 21st century. Our treatment protocol for COVID patients is well defined now. Fewer and fewer people infected are dying. We will have vaccines available very soon, and the cases will significantly go down in the next few months.”</p>
<p>Detailing that India has already mastered all components of Modern medicine from antibiotics to emergency care, surgery, immunization, and vaccine, the Minister noted that the focus is now on the cost, quality, and affordability of this system which are becoming more complex. He elaborated that India has already made strides in remote diagnostics and treatment using latest telemedicine technology to treat people in many of India’s 7,00,000 remote villages.</p>
<p>While COVID 19 has brought great miseries to millions of people, businesses, and trades, Dr. Harsh Vardhan pointed out the silver lining in this episode along with India’s zeal to turn this crisis into an opportunity:</p>
<p>i. People appreciate the reduction in pollution due to closure of factories and reduction in vehicular traffic there is a push for behavioural change to achieve similar outcomes in future. The general public is becoming concerned for mother nature.</p>
<p>ii. Office work, attending classes in schools and colleges is no more about being trapped in brick and mortar walls.The global community has successfully created virtual offices and classrooms, pushing the boundaries of our telecommunication capabilities.</p>
<p>iii.The rapidness with which we have been able to create vaccines will have a cascading effect on new technologies that will help us all in the near future in faster drug discoveries, lowering the cost and making it more affordable for poorer sections of our population. The process that used to take ten years now produces vaccines almost in 10 months – developed, tested, and soon will be available in the market.</p>

<p>Admiral Karambir Singh, the Chief of the Naval Staff (CNS), reviewed the operational preparedness and combat-readiness of the Indian Navy’s principal combatants on 22 October 2020.</p>
<p>CNS accompanied by Flag Officer Commanding-in-Chief Western Naval Command, Vice Admiral Ajit Kumar, arrived at Karwar Naval Base where he interacted with personnel and emphasised key issues of repairs, maintenance, spares support and op-logistics for afloat units to sharpen their war-fighting capabilities.  He also reiterated aspects of cyber-security, force protection against terrorist attacks, asymmetric warfare and exhorted all personnel to maintain highest-level of alertness.</p>
<p>Admiral Karambir Singh thereafter departed by helicopter to embark the Carrier Battle Group, comprising <em>Vikramaditya</em>, destroyers, frigates, corvettes, fleet support ships and integral swing-role fighters and helicopters.  On embarking indigenous guided-missile destroyer <em>Chennai</em>, he was given an operational readiness briefing by the Fleet Commander, after which weapon firings, air-to-air combat operations, anti-submarine drills and fleet manoeuvres were demonstrated under realistic conditions. CNS thereafter embarked Fleet Support Ship <em>Deepak</em> to interact with the ship&#8217;s crew, followed by embarkation on aircraft carrier <em>Vikramaditya</em>, where he witnessed the Carrier Battle Group’s capabilities for integral fleet air defence and strike.</p>
<p>Addressing the combatants of the Carrier Battle Group over broadcast from <em>Vikramaditya</em>, CNS complimented them for continuously maintaining peak combat-readiness and high tempo of operations over the past months, in spite of COVID-19 related challenges.  The Indian Navy has remained mission-deployed and combat-ready across the IOR, even through rough seas during the monsoon period, towards maintaining the maritime security of the nation.  He highlighted the nation’s appreciation for the Navy’s contributions in <em>‘Op Samudra Setu’</em> towards for repatriation of our distressed citizens from IOR countries and towards providing medical and logistics assistance to our friendly neighbours in the IOR, as part of <em>‘Mission SAGAR’</em>.  He expressed satisfaction at the high levels of motivation and reiterated that the Indian Navy has the best human capital manning our platforms.</p>
<p>Giving an overview of the prevailing security situation, he stated that the Navy would continue maintaining a high-tempo of operations in coming months.  He also complimented the Carrier Battle Group and its combatants for accurate and effective weapon firings, which left no doubt about the Navy’s readiness to meet any emergent contingencies.  CNS highlighted that tri-service synergy and coordination has peaked with establishment of the Department of Military Affairs as was visibly demonstrated in the joint response of the three Services to recent events.</p>
<p>CNS also advised continued compliance of protocols by naval personnel and their families, in regard to COVID-19 pandemic.</p>
<p>CNS returned to Goa on completion of activities at sea and visited the Naval Aircraft Yard.  He thereafter departed for New Delhi and was seen off by the FOC-in-C West.</p>
<p>Concurrent with CNS’s review of combat readiness on the Western seaboard, the Indian Navy’s Anti-Submarine Warfare (ASW) capability was further augmented by commissioning of ASW Corvette <em>Kavaratti</em> by General Manoj Mukund Naravane, Chief of the Army Staff, at Visakhapatnam, on the Eastern seaboard.  Designed by the Indian Navy and built at Garden Reach Shipbuilders and Engineers Ltd, Kolkata, the ship is a fine example of <em>Atmanirbhar Bharat</em>.</p>
<p>Indian Navy continues to maintain a high tempo of operations and combat-readiness despite the COVID-19 pandemic by adhering to stringent protocols onboard warships, submarines and aircraft squadrons and bases, and is fully prepared to tackle challenges in the maritime domain, in coordination with Sister Services.</p>

										<content:encoded><![CDATA[<p>India and China have agreed on a five-point roadmap including quick disengagement of troops and avoiding any action that could escalate tensions for resolving the four-month-long face-off in eastern Ladakh.</p>
<p>As the two countries reached the agreement during the talks between External Affairs Minister S Jaishankar and his Chinese counterpart Wang Yi on Thursday evening, government sources said the Indian side strongly raised the deployment of large number of troops and military equipment by China along the Line of Actual Control (LAC) in eastern Ladakh and conveyed its concern. The Chinese side could not provide a credible explanation for the troops buildup, the sources said on Friday.</p>
<p>Jaishankar and Wang met in Moscow on the sidelines of the meeting of the Shanghai Cooperation Organisation(SCO). The talks&#8211;the second highest political contact between the two countries in a week&#8211;lasted two-and-a-half-hours. Defence Minister Rajnath Singh and his Chinese counterpart Gen. Wei Fenghe had also met in Moscow on Friday on the sidelines of a SCO meet.</p>
<p>Jaishankar underlined that since the resumption of Ambassadorial level relations in 1976 and holding of boundary talks since 1981, India-China relations have developed on a largely positive trajectory. While there have been incidents from time to time, peace and tranquility has largely prevailed in the border areas. As a result, India-China cooperation also developed in a broad range of domains, giving the relationship a more substantive character.</p>
<p>While the Indian side recognized that a solution to the boundary question required time and effort, it was also clear that the maintenance of peace and tranquility on the border areas was essential to the forward development of ties. The recent incidents in eastern Ladakh, however, inevitably impacted the development of the bilateral relationship. Therefore, an urgent resolution of the current situation was in the interest of both nations.</p>
<p>In the meeting, the Indian side highlighted its strong concern at the massing of Chinese troops with equipment along the Line of Actual Control (LAC). The presence of such large concentration of troops was not in accordance with the 1993 and 1996 Agreements and created flash points along the LAC. The Chinese side has not provided a credible explanation for this deployment. The provocative behavior of Chinese frontline troops at numerous incidents of friction along the LAC also showed disregard for bilateral agreements and protocols.</p>
<p>The Indian side clearly conveyed that it expected full adherence to all agreements on management of border areas and would not countenance any attempt to change the status quo unilaterally. It was also emphasized that the Indian troops had scrupulously followed all agreements and protocols pertaining to the management of the border areas.</p>

										<content:encoded><![CDATA[<p>The Chinese Air Force redeployed its J-20 fifth-generation fighters close to the Indian territory, days before the Chinese troops attempted to carry out fresh transgressions near the southern bank of Pangong Tso lake in Ladakh.</p>
<p>“The J-20 fighter jets have been operating close to the Indian territory in the last few days and the move was taken by the Chinese Air Force just a few days before their Army attempted to do incursions into newer areas in Ladakh,” government sources said .</p>
<p>As per sources, fighter aircraft are still carrying out extensive flying near the LAC.</p>
<p>India released a statement saying the Army blocked Chinese attempt to carry out &#8220;provocative military movements&#8221; to &#8220;unilaterally&#8221; change the status quo on the southern bank of Pangong Tso lake.</p>
<p>The J-20s reportedly operated from the Hotan airbase in Xinjiang province of China where strategic bomber and other fighters’ operational deployment is also on, the government sources added.</p>
<p>Meanwhile Prime Minister Narendra Modi is holding continuous meetings with persons concerned to understand the situation and it was established during the discussions that India is prepared for any eventuality. Sources added that the situation is currently under control.</p>
<p>On the intervening night of August 29 and 30, Chinese troops “carried out provocative military movements to change the status quo&#8221; but the attempt was thwarted by India, the government said.</p>

<p>Army Spokesperson Col Aman Anand said a Brigade Commander level meeting is in progress at Chushul to resolve the issues.</p>
<p>&#8220;Indian troops pre-empted this PLA activity on the Southern Bank of Pangong Tso Lake, undertook measures to strengthen our positions and thwart Chinese intentions to unilaterally change facts on ground. The Indian Army is committed to maintaining peace on the border.</p>

<p>The new list of 47 banned apps will be released soon and is most likely to include alternatives or lite versions of the apps that were previously banned in the country on June 29. Some of these include TikTok Lite, Helo Lite, ShareIt Lite, Bigo Lite and VFY Lite, all of which are reportedly unavailable on the Google Play Store and Apple App Store. According to a Ministry of Electronics and Information Technology official, “The apps were found to be operating despite the ban via these versions. They have been taken down from application stores.”</p>
<p>A report suggests that a list of over 275 apps has been prepared as well that will examine for any user privacy or national security violations. Reports suggest that authorities are scanning as many as 275 more apps for potential user privacy violations and national security threats. This follows the ban on 59 Chinese-owned apps last month, a list that included the very popular social media app TikTok. It is believed that the latest list of apps under the scanner include the incredibly popular game PUBG Mobile, ecommerce platform AliExpress and another popular game Ludo World.</p>
<p>The government of India had announced a ban on 59 Chinese apps last month saying they were ‘prejudicial to sovereignty, integrity and security of the country’. The apps were deemed to be a threat to the sovereignty of India, and came in light of India and China’s Galwan Valley clash. The list included popular short video service TikTok, browser and content app UC Browser, file sharing service Shareit, women-specific fashion shopping app Shein, popular mobile game Clash of Kings, and more.</p>
