Bengaluru, July 28, 2025: Welham Girls’ School, one of the premier legacy all-girls’ residential schools from Uttarakhand, adds a new leaf to its campus with the unveiling of a School Museum honouring the rich heritage and glorious legacy built over decades. Launched amidst an august gathering of school board members and dignitaries, the Museum is carved within the Neo-Tudor-style Nasreen, the erstwhile Nizam’s estate upon which the school was founded in 1957.

Founded ten years after India’s Independence, Welham Girls’ School was the brainchild of Miss Hersilia Susie Oliphant and Miss Grace Mary Linnell, envisioned as a counterpart to Welham Boys’ School. At a time when residential school education was male-centric and girls’ education was closely guarded, establishing an all-girls’ residential school was a daring feat. Both founding visionaries displayed impeccable grit and determination. Established in postcolonial India, Welham has played a pivotal role in the development and empowerment of women in India, with its students even contributing to national efforts during the Indo-China War and beyond. The Museum celebrates this legacy that continues to shape generations of leaders and honours a heritage that quietly nurtured the women’s education movement in India.

Romesh Sobti, President, Board of Governors, Welham Girls’ School, said on the occasion, “At Welham Girls’ School, we celebrate a legacy defined by courage and resilience in the face of formidable odds, at a time when the idea of women’s education was far from accepted. That spark ignited over seven decades ago has since evolved into a dynamic journey of learning, leadership, and purposeful growth. This museum stands as a testament to a glorious past, a thriving present, and a future full of promise.”

Among all the incredible women whom the School Museum celebrates, two distinguished alumnae, Mrs Neelam Khanna, Batch of 1965; and Mrs Premila Nazir (née Chaudhary), inaugural 1957 batch, graced the occasion as Chief Guest and Guest of Honour, respectively. While Mrs Khanna has left an indelible mark on India’s creative, cultural, and luxury hospitality landscapes with her multifaceted work, Mrs Nazir holds a singular place in Welham’s history as the very first girl to be officially registered when the School opened its doors in 1957—making her the original Roll No. 1. Together, these alumnae embody the pioneering spirit of Welham’s earliest days.

Inaugurating the Museum, Mrs Neelam Khanna remembered Ms Linnell and her legacy, saying she is the “spirit and backdrop of Welham”, and that “everyone looked up to her”. Ms Premila Nazir expressed her deep emotional connect on being back to Welham, as she put “Nasreen was our first home away from home.” She said that the title Echoes of Eternity (in the Museum foyer) was an excellent title to have. “I hope that the Welham traditions, values and achievements of the school and students will inspire present and future Welhamites who will carry them forward and add new chapters to our already illustrious history,” she remarked.

Stressing upon the vision of the school, Vibha Kapoor, Principal, Welham Girls’ School, said, “Welham Girls’ School is built on a foundational vision that transcends the singular idea of education. It encompasses a broader gamut of holistic development, quintessential to raising leaders who lead with compassion. From our founding visionaries—Miss Oliphant and Miss Linnell to our current staff and students, the Museum celebrates a shared bond that constitutes all that is Welham, at its finest. It is here that we pay homage to our glorious past and weave a vision for a stronger tomorrow.”

The Heritage Block chronicles the school’s remarkable journey, honouring the milestones that have shaped Welham over the years. The notes and memorabilia left by Miss Linnell and subsequent Principals speak of the values and vision that continue to propel the school as one of India’s foremost residential institutions.

The walls of Nasreen, upon which the WGS Museum is built, echo with stories, quotes, and anecdotes from the visionaries, the first batch of ten, the students, and the staff who stayed on. Stories of the beloved bajri—stepped upon by all Welhamites—the undying love for gulabos, the resonance of assembly prayers, the clandestine joy of midnight feasts, the lychee orchard behind the school, the spooky stories, and the courageous expeditions that shaped generations adorn the interior. Placed in the mid-hall are memorabilia, notes, coins, and other relics from postcolonial India.

With Houses named after birds once spotted on campus – Bulbul, Flycatcher, Hoopoe, Oriole, and Woodpecker, uniforms affectionately marked with ‘tadpoles,’ and beloved tales from Mrs. Russell’s Nature Study classes, the school’s history comes alive within the museum, from its walls to the balcony that overlooks the school compound.

The school’s enduring legacy lies in its unwavering commitment to nurturing resilient, independent-minded young women—rooted in Indian culture yet open to the world. These timeless ideals form the bedrock of Welham’s ethos. Woven together with stories from the past and present, the Museum stands as a beacon, illuminating the path to a promising future.

A tripartite Memorandum of Understanding (MoU) was signed here today between the National Mission for Clean Ganga (NMCG), State Program Management Group-Uttarakhand (SPMG-UK) and Indorama Charitable Trust (ICT) to work together for renovation/ development of the Ghat at Badrinath and Ghats and Crematoria at Gangotri in Uttarakhandat a total cost of 26.64 Crore.

The MoUwas signed in the presence of Shri Gajendra Singh Shekhawat, Minister of Jal Shakti; Shri UP Singh, Secretary, Department of Water Resources, River Development and Ganga Rejuvenation;Shri Rajiv Ranjan Mishra, Director General,NMCG, Shri Rozy Agarwal, Executive Director (Finance) and other seniorsofficers of the Ministry and NMCG.

The MoUwas signed by Shri Ashok Kumar Singh, Executive Director, NMCG; Shri Rajeev Kshetrapal, Director, Indorama Industries, Delhi and Trust Member of Indorama Charitable Trust and Shri Uday Raj Singh, Project Director, SPMG, Govt. of Uttarakhand.

Rivers in India have always been considered sacred and the Ganga river in particular, is the identity and lifeline of India. Pilgrim sites and urban centers have developed along the river. These centers have drawn sustenance from the river and have been thriving over time. Ghats and Crematoria are part of the lifestyle of people and pilgrimages to visit the holy river Ganga play a vital role in strengthening the People-River Connect. Gangotri and Badrinath being part of the Char DhamYatra, are especially important. This MoU is a significant step for improving amenities and sanitation at these holy locations with the underlying spirit of partnership and of private corporates taking responsibility by contributing to the National Mission: Rejuvenation of the sacred river Ganga.

Speaking on the occasion, Shri Shekhawat, Minister of Jal Shakti, saidthis project is being taken up under the Government initiative of ‘HarKaamDeshKeNaam’. He said the Clean Ganga campaign has been taken up in Mission Mode since the Prime Minister Shri Narendra Modi led Government assumed office in 2014. Though the Mission is nearing 100% completion, the Namami Ganga Mission is an unending process. The Minister lauded the Indorama Group for financing the project and hoped this will inspire other entrepreneurs as part of their companies’ Corporate Social Responsibility (CSR) initiative. Shri Shekhawat said for the first time the novel Operation and Maintenance Clause has been inserted, which will take care of the project’s upkeep over a period of time. Clean Ganga Mission can succeed only when it becomes a people’s initiative, he added.

The detailed Project Report (DPR) has been developed by M/S WAPCOS, a Govt. of India Enterprise.
Work is expected to start by March 2020 and likely to be completed in 15 months. This MoU is effective for duration of 7 years.

Considering the difficulties faced by trade and industry in filing of returns, the government has decided to introduce several measures to ease the process. The Finance Ministry today said that now GST taxpayers can file their GSTR-3B returns in a staggered manner.

Presently the last date of filing GSTR-3B returns for every taxpayer is 20th of every month. From now on, the last date for filing of GSTR-3B for the taxpayers having annual turnover of Rs 5 crore and above in the previous financial year would be 20th of the month. Thus, around 8 lakh regular taxpayers would have the last date of GSTR-3B filing as 20th of every month without late fees.

The taxpayers having annual turnover below Rs 5 crore in previous financial year will be divided further in two categories. The tax filers from 15 States/ UTs, i.e., Chhattisgarh, Madhya Pradesh, Gujarat, Daman and Diu, Dadra and Nagar Haveli, Maharashtra, Karnataka, Goa, Lakshadweep, Kerala, Tamil Nadu, Puducherry, Andaman and Nicobar Islands, Telangana and Andhra Pradesh will now be having the last date of filing GSTR-3B returns as 22nd of the month without late fees. This category would have around 49 lakh GSTR-3B filers who would now have 22nd of every month as their last date for filing GSTR-3B returns.

For the remaining 46 lakh taxpayers from the 22 States/UTs of Jammu and Kashmir, Laddakh, Himachal Pradesh, Punjab, Chandigarh, Uttarakhand, Haryana, Delhi, Rajasthan, Uttar Pradesh, Bihar, Sikkim, Arunachal Pradesh, Nagaland, Manipur, Mizoram, Tripura, Meghalaya, Assam, West Bengal, Jharkhand and Odisha having annual turnover below Rs 5 crore in previous financial year will now be having last date of filing the GSTR-3B as 24th of the month without late fees.

The Finance Ministry said that the necessary notification in this regard would be issued later by the competent authority.

In a statement issues, the Ministry further said that it has also taken a note of difficulties and concerns expressed by the taxpayers regarding filing of GSTR-3B and other returns. The matter has been discussed by the GSTN with Infosys, the Managed Service Provider, which has come out with above solution to de-stress the process as a temporary but immediate measure. For further improving the performance of GSTN filing portal on permanent basis, several technological measures are being worked out with Infosys and will be in place by April 2020.
