The Punjab Chief Minister has written to the Prime Minister seeking permission to let the State Government adhere to its July 3 decision of cancellation of university/college examinations in view of the exponentially rising Covid cases in the state. The Chief Minister has urged the Prime Minister to advise the Ministry of Human Resource Development (MoHRD) and the University Grants Commission (UGC) to reconsider its decision on mandatory conduct of final term exams by September.

With Punjab other state like Maharashtra ,Dehli ,Orrisa and West Bangal also opposed final year exam in view of corona crisis.

Meanwhile The human resource development (HRD) ministry will meet state education secretaries this week to sort out differences over conducting mandatory final-year and final-semester exams, with the apex education regulator University Grants Commission (UGC) refusing to accept unilateral decisions by state governments to scrap these exams against its directives.

“Few states are not following protocol and announcing cancellation of exams at colleges and universities. What they are ignoring is that a degree without UGC approval does not mean anything. It’s there in the UGC Act, and it’s binding. They are putting students’ future at risk and creating confusion,” said an official.
The UGC guidelines are mandatory and, as of now, there is no going back, said the official, adding that the states’ position on cancelling exams may not stand legal scrutiny.

On the other side Himachal Pradesh: After allowing the entry of tourists to visit Himachal Pradesh, the Department of Tourism and Civil Aviation has issued the standard operating procedure for opening of tourism units in the State. The tourists who wish to visit Himachal Pradesh have to adhere to the guidelines issued by the state government. They have to register themselves on “Covid-19 e-pass.hp.gov.in” web portal 48 hours before visiting Himachal under tourist category. The tourists have to carry COVID test certificate (RTPCR) issued by ICMR certified laboratory with a negative report and this should not be more than 72 hours old. In addition, the tourists must have downloaded AarogyaSetu App on their mobiles.

Union Minister for HRD Shri Ramesh Pokhriyal ‘Nishank’ has said that looking at the extraordinary situation prevailing in the country and the world, CBSE was advised to revise the curriculum and reduce course load for the students of Class 9th to 12th.Accordingly, CBSE has revised the syllabi for classes IX-XII for the academic session 2020-21

He also informed that a few weeks ago, he invited suggestions from all educationists on the reduction of syllabus on social media by using #SyllabusForStudents2020. ShriNishank informed that we received more than 1.5K suggestions and expressed his gratitude to everyone for the overwhelming response.

The union Minister said that the changes made in the syllabi have been finalised by the respective Course Committees with the approval of the Curriculum Committee and Governing Body of the Board.
The revision of syllabi is a measure taken due to the extraordinary situation prevailing in the country and at different parts of the world. Considering the importance of achieving the level of learning, the syllabus has been rationalised to the extent possible up to 30% by retaining the core concepts.

The Heads of Schools and Teachers have been advised by the Board to ensure that the topics that have been reduced are also explained to the students to the extent required to connect different topics. However the reduced syllabus will not be part of the topics for Internal Assessment and year-end Board Examination. Alternative Academic Calendar and inputs from the NCERT on transacting the curriculum using different strategies shall also be part of the teaching pedagogy in the affiliated schools.

For Elementary Classes (I-VIII) schools shall follow the Alternative Academic Calendar and Learning Outcomes specified by NCERT. The revised syllabus is available on CBSE Academic Website www.cbseacademic.nic.in

In meeting of Ms. Preeti Sudan, Secretary, Ministry of Health & Family Welfare, Government of India, with Chinese Ambassador few days back, she had requested that students who had returned from China were representing that their respective universities were asking them to join back or they would lose their admission status. This request has been responded to favorably. The Chinese Embassy has written that State Council of China has decided to postpone the new semester of the universities including Southwest University for which Secertary (HFW) had represented.

The students will be notified by their respective Universities accordingly. The number of new cases reported is sharply lower than the daily updates of recent weeks.

The death toll from China’s new coronavirus epidemic jumped to 2,112 on Thursday after 108 more people died in Hubei province, the hard-hit epicentre of the outbreak.

Most of the deaths were in the provincial capital Wuhan, where the virus first emerged in December, according to the daily update from the Hubei health commission.

More than 74,500 people have now been infected with the new coronavirus nationwide.Hubei health officials said there had been 615 new cases in Wuhan and 13 more elsewhere in the province.

However, the Hubei health commission said it was reducing the number of previously reported cases in a number of cities in the province by 279.

The adjustment meant a net increase on Thursday of 349 new cases across the province.

An explosion on Friday near a gate to the campus of Kabul University in the Afghan capital killed 12 people and injured at least 27 as students waited to take an examination, officials said.

Afghan security forces are facing almost daily attacks by Taliban militants, despite reported progress in efforts by the United States to broker an end to Afghanistan’s nearly 18-year war.

There was no immediate claim of responsibility for Friday’s blast just hours after Taliban militants set off two car bombs outside police headquarters in the southern city of Kandahar, killing at least 12 .

Health ministry spokesman Wahid Mayar said there were students among the 27 injured taken to hospital after the blast, which a student at the university campus said took place while a number of students waited to appear for an exam.

An eyewitness and an interior ministry official said a vehicle caught fire after the explosion caused by a sticky bomb, a common threat in Kabul, where insurgents often stick explosives under vehicles.

A police team defused a second bomb placed near the explosion site, Kabul police said.
