By Ramakant Chaudhary

The Union Budget 2024-25, which resonates with the spirit of ‘Viksit Bharat,’ emphasizes inclusive growth with a focus on Mahilayen, Garib, Yuva, and Annadata. This budget is significantly influenced by the impact of the Lok Sabha elections, which re-elected PM Narendra Modi for a historic third term. The election message for the BJP is writ large on the first budget of Modi 3.0: that their parliamentary seats have decreased, and there are upcoming assembly elections in three states. Setting a robust roadmap for India’s development, the budget, tabled by Finance Minister Nirmala Sitharama, outlines nine critical priorities, each designed to augment growth, inclusivity, and resilience.

By leveraging these opportunities, Public Relations (PR) professionals can play a vital role in amplifying the impact of the government’s initiatives, benefiting all stakeholders, including Sarkar and Aaam Aadami. PR experts and communication strategists can shape public perception of the budget agenda, the blueprints of ministries, and their initiatives. To effectively disseminate messages, government entities can harness the power of events and publicity.

Here, are nine priorities outlined in the budget and the myriad ways in which PR can amplify their implementation and extend their reach.

1. Productivity and Resilience in Agriculture

Opportunities:

· Allocation of ₹1.52 lakh crore to agriculture and allied sectors.

· Introduction of 109 new high-yielding and climate-resilient varieties across 32 field and horticulture crops.

· Enrollment of 1 crore farmers into natural farming practices, with certification and branding within the next 2 years.

· Establishment of 10,000 need-based bio-input resource centers for natural farming.

· Implementation of Digital Public Infrastructure (DPI) to cover farmers and their lands within 3 years.

Analysis: PR campaigns can effectively spotlight the advantages of digital crop surveys and farmer registries by sharing success stories of farmers who have embraced these innovations. By creating educational content and targeted communications, PR agencies can enhance farmers’ understanding of DPI’s benefits, building trust and encouraging adoption. Hosting workshops and webinars can further facilitate the transfer of knowledge, enabling farmers to implement new practices efficiently.

2. Employment and Skilling

Opportunities:

Implementation of three schemes under the Prime Minister’s package for ‘Employment Linked Incentives’:

· Scheme A: First Timers – providing wage support to new employees.

· Scheme B: Job Creation in Manufacturing – offering incentives to create new jobs.

· Scheme C: Support to Employers – financial assistance to employers for additional hires.

· Establishment of working women hostels and crèches in collaboration with industries.

· Organization of women-specific skilling programs and promotion of market access for women SHG enterprises.

· Introduction of a new centrally sponsored skilling scheme under the Prime Minister’s Package to benefit 20 lakh youth over the next 5 years.

· Revision of the Model Skill Loan Scheme to offer loans up to ₹7.5 lakh.

· Provision of financial support for loans up to ₹10 lakh for higher education in domestic institutions for youth who have not previously benefited from government schemes.

Analysis: PR campaigns can effectively highlight the advantages of these employment and skilling schemes by showcasing success stories of first-time employees and employers who have benefited from these initiatives. Emphasizing the impact of direct benefit transfers and additional job opportunities can drive greater participation. Leveraging social media and forging partnerships with educational institutions can amplify these messages, ensuring they reach and resonate with the target audience. Additionally, campaigns can focus on the positive outcomes of the women-specific programs and support for higher education, reinforcing the government’s commitment to inclusive growth.

3. Inclusive Human Resource Development and Social Justice

Opportunity: The government’s focus on all-round development and social justice creates numerous PR opportunities to promote inclusivity.

· Purvodaya: Development initiatives aimed at Eastern India.

· Andhra Pradesh Reorganization Act: Addressing the unique needs of the newly reorganized state.

· Women-led Development: Programs to empower women across various sectors.

· Pradhan Mantri Janjatiya Unnat Gram Abhiyan: Enhancing the quality of life in tribal areas.

· Expansion of Bank Branches in the North-Eastern Region: Increasing financial inclusion.

Analysis: PR agencies play a crucial role in highlighting the government’s dedication to supporting marginalized communities through these initiatives. Campaigns can spotlight the transformative effects of schemes such as PM Vishwakarma, PM SVANidhi, and Stand-Up India, fostering empowerment and engagement among beneficiaries. By partnering with NGOs and community organizations, PR agencies can amplify these messages, ensuring they effectively reach and resonate with the target audience. This strategic approach not only raises awareness but also enhances the overall impact of these development programs, driving positive change and fostering a sense of inclusion and support among diverse communities.

4. Manufacturing and Services

Opportunity: Special attention to MSMEs and labour-intensive manufacturing highlights the budget’s focus on industrial growth. The comprehensive package for MSMEs, including financing, regulatory changes, and technology support, aims to boost their global competitiveness. Schemes like the Credit Guarantee Scheme and Mudra Loans are designed to facilitate easier access to credit for MSMEs, fostering entrepreneurship and innovation. This focus on manufacturing is expected to drive job creation and economic diversification.

It presents a significant opportunity for PR professionals.

Analysis: PR campaigns can showcase the government’s initiatives to support MSMEs through financial packages, regulatory changes, and technology support. Highlighting stories of MSMEs that have successfully leveraged these initiatives can inspire other businesses to follow suit. PR agencies can also create content that educates MSMEs about the available support, helping them navigate the complexities of accessing these benefits.

5. Urban Development

Opportunity: The PM Awas Yojana Urban 2.0 addresses the housing needs of urban poor and middle-class families with a substantial investment of Rs 10 lakh crore. The provision of affordable loans and interest subsidies ensures accessible housing solutions. Additionally, the promotion of water supply, sewage treatment, and solid waste management in 100 large cities enhances urban infrastructure. By developing ‘Cities as Growth Hubs’, the government aims to create sustainable urban ecosystems that can drive economic growth and improve living standards.

It provides a rich ground for PR campaigns focused on sustainable urban living.

Analysis: PR agencies can craft narratives that emphasize the transformative impact of these housing and urban development projects. Success stories of families benefiting from affordable housing can be highlighted to showcase the government’s commitment to improving urban living conditions. Additionally, PR campaigns can promote the benefits of sustainable urban infrastructure projects, encouraging public participation and support.

6. Energy Security

Opportunity: The PM Surya Ghar Muft Bijli Yojana is a transformative step towards achieving energy security. The installation of rooftop solar plants for 1 crore households, providing free electricity up to 300 units per month, not only reduces energy costs but also promotes sustainable energy consumption. This initiative aligns with India’s renewable energy goals and addresses environmental sustainability. The budget’s focus on energy transition pathways balances the imperatives of employment, growth, and environmental sustainability.

It offers a unique opportunity for PR professionals to promote renewable energy initiatives.

Analysis: PR campaigns can focus on the environmental and economic benefits of rooftop solar plants, encouraging more households to participate in the scheme. Highlighting success stories and testimonials from households that have benefited from free electricity can create a positive buzz. Educational content about the long-term savings and environmental impact of solar energy can further enhance public awareness and participation.

7. Infrastructure

Opportunity: The allocation of Rs 11,11,111 crore for capital expenditure underscores the government’s commitment to infrastructure development. This substantial investment is expected to have a multiplier effect on the economy, driving growth and job creation. The provision of Rs 1.5 lakh crore for interest-free loans to states encourages them to prioritize infrastructure development. By maintaining strong fiscal support for infrastructure, the government aims to build a robust foundation for sustained economic growth.

The substantial investment in infrastructure provides a platform for PR campaigns that emphasize economic growth and development.

Analysis: PR agencies can create narratives that highlight the multiplier effect of infrastructure investments on the economy. Success stories of regions that have benefited from improved infrastructure can be showcased to illustrate the tangible benefits of these projects. PR campaigns can also promote the importance of state-level support and collaboration, encouraging states to prioritize infrastructure development.

8. Innovation, Research & Development

Opportunity: The operationalization of the Anusandhan National Research Fund and the establishment of a private sector-driven research mechanism signify the government’s dedication to innovation. The Rs 1 lakh crore financing pool for research and development aims to spur technological advancements and commercialization. The venture capital fund for expanding the space economy further demonstrates India’s ambition to be at the forefront of cutting-edge technologies. These initiatives are critical for maintaining a culture of innovation and maintaining global competitiveness.

The operationalization of the Anusandhan National Research Fund and private sector-driven research initiatives offer significant PR opportunities.

Analysis: PR campaigns can highlight the government’s commitment to fostering innovation and technological advancements. Stories of successful research projects and technological innovations can inspire further participation from the private sector. PR agencies can also promote the benefits of the venture capital fund for the space economy, positioning India as a leader in space research and development.

9. Next Generation Reforms

Opportunity: The formulation of an Economic Policy Framework for next-generation reforms reflects the government’s forward-thinking approach. By improving productivity and efficiency across factors of production—land, labour, capital, and entrepreneurship—the budget sets the stage for sustainable economic growth. The emphasis on technology as an enabler and the collaboration between the Centre and states highlight the importance of competitive federalism. These reforms aim to create a conducive environment for business, drive investment, and ensure long-term economic stability.

The government’s focus on next-generation reforms offers a platform for PR campaigns that emphasize economic modernization and productivity.

Analysis: PR agencies can craft narratives that explain the importance of reforms in improving productivity and market efficiency. Success stories of businesses and regions that have benefited from these reforms can be highlighted to illustrate their impact. Educational content about the long-term benefits of these reforms can help build public support and understanding.

In nutshell, the Union Budget 2024-25 provides numerous opportunities for PR agencies to play a pivotal role in promoting and enhancing the impact of the government’s initiatives. By building persuasive narratives, highlighting success stories, and educating the public, PR professionals can help ensure that these initiatives reach their full potential, facilitating more informed and supportive populace that will drive India towards its goal of becoming a developed nation.

By advancing employment generation, skill enhancement, MSME growth, and middle-class economic strength, it sets a clear path toward inclusive economic progress.

The substantial allocation of Rs. 11,11,111 crore for infrastructure, along with Rs. 1.5 lakh crore in long-term interest-free loans to states, will invigorate key sectors such as steel, cement, and real estate, fostering job creation and sustained growth. The launch of Phase IV of PMGSY, investment in flood management and irrigation projects, and support for tourism development highlight the Budget’s commitment to both rural and urban advancement.

Additionally, the emphasis on innovative urban initiatives, support for tribal communities through the Pradhan Mantri Janajattiya Unnat Gram Abhiyan, and enhancements in MSME credit and tax structures reflect a forward-thinking approach to national development ~ Lalit Beriwala, Director of Shyam Steel Industries Ltd.

The Budget 2024 announcements mark a significant step towards strengthening India’s economic backbone, focusing on MSMEs, agriculture, and middle-income segments while maintaining fiscal prudence. Measures like credit guarantee schemes, regulatory changes, and financing/technology adoption will boost MSMEs. The allocation of ₹1.52 lakh crore for agriculture and initiatives like new high-yielding seeds, natural farming, and digital public infrastructure will enhance agricultural productivity and rural demand.

The employment-linked incentives for employees and employers, along with measures to facilitate higher participation of women in the workforce, will support job creation and skill development. The government’s commitment to fiscal discipline, aiming to lower the fiscal deficit to below 4.5% of GDP by 2025-26, will ensure sustainable economic growth.

Looking ahead, we expect the Budget 2024 measures to have a positive impact on India’s economic growth trajectory, with MSMEs, agriculture, and employment opportunities driving growth. We foresee India’s economic growth rate stabilizing at around 7-8%, driven by domestic consumption and investment. We look forward to supporting the growth aspirations of MSMEs, farmers, and individuals through our tailored financial solutions and expert guidance in Middle Income Segment ~ Mr. Sarvjit Singh Samra, MD & CEO, Capital Small Finance Bank.

The National Means cum Merit Scholarship Scheme has received a significant boost, with ₹377 crore allocated for 2024-25. Together, these initiatives will help talented students from economically weaker sections continue their education beyond schooling, reducing dropouts and nurturing potential.

The PM POSHAN (formerly Mid-Day Meal) scheme has been allocated ₹12,467.39 crore for 2024-25. This represents a significant 24.67% increase from the revised estimate of ₹10,000 crore in 2023-24. This substantial investment in our children’s nutrition is heartening.

These strategic allocations, coupled with the five-year extension of the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY), form a comprehensive approach that directly addresses multiple Sustainable Development Goals. By combating hunger and promoting education, we’re making significant strides towards SDG 2 (Zero Hunger), SDG 4 (Quality Education), and SDG 10 (Reduced Inequalities). This budget takes us another step closer to achieving the Zero Hunger SDG and ensuring quality education for all ~Shridhar Venkat, CEO, The Akshaya Patra Foundation.

Upgrading 1,000 ITIs and introducing extensive internship programs demonstrate an understanding that our traditional academic model is not fully aligning with industry requirements. The provision of financial support for higher education loans is a commendable move, as it will alleviate financial pressures on students and their families, thereby encouraging more young people to pursue higher education.
The introduction of employment-linked incentives stands out. By incentivizing first-time hires and supporting employers, the focus is moving from supply-side to demand-side interventions in education. Nevertheless, there are concerns about execution, particularly in coordinating large-scale internship programs with industry. The success of these initiatives will depend on how well we can bridge the gap between classroom learning and workplace demands. This is an ambitious plan, but if implemented effectively, it could profoundly transform our educational landscape ~ Dr. Monika Soni, Assistant Professor, Institute of Management, JK Lakshmipat University.

The commitment to maintaining strong fiscal support for infrastructure projects over the next five years is a significant boost for the automotive sector. The announcement to fully exempt customs duty on critical materials, such as rare earth metals including lithium, can further incentivize electric mobility. We are looking forward to receiving the benefit of this exemption along with the sectors mentioned by the Hon’ble Finance Minister. The focus on increasing women’s participation in the workforce will also benefit the sector. The Union Budget 2024-25 presents tremendous growth opportunities for all sectors, and Wardwizard Mobility is committed to contributing to India’s journey toward a cleaner, more inclusive, and sustainable future ~ Mr Yatin Gupte, Chairman & Managing Director, Wardwizard Innovations & Mobility Ltd.

We were hoping that the healthcare sector would be granted infrastructure status in this budget along with an increase in healthcare expenditure which is less than 2.5% of GDP. But we welcome the government’s commitment to skill development, with a promise to upskill 20 lakh youth over the next five years and a month’s wage for new hires. This initiative will significantly boost employability and address the skill gap in various sectors ~ Vikram Vuppala, Founder & Group CEO, NephroPlus

The Union Budget’s robust fiscal support for infrastructure, with Rs 11.11 lakh crore allocated for capital expenditure and ₹2.66 lakh crore for rural development, is commendable. The exemption of three cancer medicines from customs duty is a welcome relief. The previous interim budget’s allocation of ₹90,171 crore to the healthcare sector for 2024-25, up from ₹79,221 crore, laid a solid foundation.
However, we anticipated more support for holistic health practices. Increased funding and incentives for naturopathy could have advanced alternative medicine and provided diverse healthcare options. Support for research, traditional healing practices, and the establishment of naturopathy centers in tier 2 and tier 3 cities would have enhanced integrative healthcare solutions, blending conventional and naturopathic treatments for overall wellness in India ~ Dr. Babina Nandakumar, Chief Medical Officer, Jindal Naturecure Institute.

The Union Budget 2024-2025’s emphasis on employment and skill development, along with a strong focus on manufacturing and innovation, is a significant boost for the skincare and beauty aesthetics industry. The initiative to skill 1 crore youth will enhance the talent pool, driving innovation and excellence in beauty treatments and skincare solutions. Encouraging local manufacturing will make advanced aesthetic technology more accessible, fostering growth and innovation in the sector. Additionally, the focus on inclusive growth and next-generation reforms will create a conducive environment for business expansion, contributing to the overall economic growth and improving the quality of life for consumers through better and more affordable beauty solutions ~ Mr Amit Shukla, General Manager, ALMA Lasers

New Delhi, July 23, 2024: The Government of India underlined its commitment to making India an elite sporting nation through the 2024 Union Budget presented by Finance Minister Nirmala Sitharaman, wherein sports received its highest-ever allocation of INR 3442 crores, a notable increase from INR 3396 from the year before.

Youth development leapt out again through the Union Budget, with the GoI prepared to invest heavily in grassroots and upskilling initiatives to raise the floor of the Indian sporting fraternity- a move which has been applauded by the Sports sector. Khelo India, the government’s flagship sports programme in that regard, took the biggest share of the sports budget at INR 900 crores.

Khelo India’s significance to the ecosystem can be felt further down the line, with the sporting field growing in numbers year on year. India’s contingent to the Paris Olympic Games 2024 provides evidence of the same, with more than three-fifths of the travelling group set to make their Olympic debuts.

Suhail Chandhok, CEO, U Mumba, said: “From the Paris Contingent of 117 Indian players, an impressive 61% are making their debut for India, highlighting how India is emerging as a powerhouse in sport with the right opportunities and support. The continued investment in the Khelo India Youth Games (KIYG) through the Union Budget too underscores a clear commitment, making sports an attractive avenue for countless young talents to shape their futures.

“In chess, for instance, our teenage athletes are not only competing but also triumphing over global champions, setting a precedent that resonates across other sports as well. Moreover, the emphasis on youth skill development and support for institutions like the National Sports University and National Anti-Doping Agency demonstrates a steadfast dedication to nurturing excellence across all aspects of sports.”

The steady investment in sports has aided a holistic development unforeseen previously in India. Each year, more and more Indian athletes are competing at an elite level and taking confident strides toward matching peers from elite sporting nations, a position India is looking to hit in the not-too-distant future.

Punit Balan, Chairman & Managing Director of the Punit Balan Group said, “Additional resources allocated to advanced coaching techniques and equipment, alongside increased funding, will greatly enhance training facilities, support systems, and elevate success rates in international competitions. As we work towards hosting the Olympics in 2036, this forward-thinking strategy not only paves the way for future sporting excellence but also emphasizes our steadfast commitment. At Punit Balan Group, we are deeply invested in sports and dedicated to supporting Indian athletes. Well-funded sports programs not only enhance success on the global stage but also foster national pride.”

The other autonomous bodies, such as the Sports Authority of India, the National Sports University, the National Anti-Doping Agency, and the National Dope Testing Laboratory, also received a significant boost to help them maintain excellence from the grassroots level up to the senior.

Chess startup, MGD1 Co-Founder, Sreekar Channapragada said, “We welcome another robust commitment from the Government of India to the sports sector. The significant increase in funding allocation over the past decade has elevated India from the periphery of international competition to a contender among global powerhouses, across sports such as chess and more. The removal of angel tax, which will provide a boost to startups, further accelerates this positive trajectory. With a sustained emphasis on holistic development, we are optimistic that India is poised to emerge as a leading sporting nation in the near future.”

The increased allocation of funds to sports will also empower other stakeholders to uphold high standards, cultivate a robust community, and equip athletes with the necessary tools for success.

Rajesh Menon, Vice President and Head of Royal Challengers Bengaluru, said: “Increasing investments in youth development through robust upskilling initiatives, continued strategic funding for Khelo India programs, and a strong focus on enhancing anti-doping protocols represents a pivotal step forward in advancing the sports movement in India. These measures are crucial not only to empower aspiring athletes but also to nurture community-based sports initiatives, fostering meaningful partnerships that uphold the highest standards of fairness and create a grassroots excellence sporting system for Indian sports.”

As India prepares for its most pivotal Olympic campaign yet in Paris. With the government’s renewed commitment, the sports sector anticipates a future of sustained glory envisioning regular achievements on the Olympic stage.

Alka Singh, Principal – Blue Bells Model School.

“I congratulate Finance Minister Nirmala Sitharaman for reaching to the core of elements related to the education sector in India in the historic budget. The government’s decision to bring in a new educational policy at par with the global system will change the trend of outflow of students to foreign countries. It will make Indian students more capable and competitive globally. The FM’s decision to promote greater autonomy and focus on better academic outcomes in higher education will boost the morale of institutions and encourage them to go above and beyond to deliver a better result. Government’s decision to launch’ Study in India’s programme will attract foreign students in higher education resulting in an increase in our national income. ”

Paritosh Dey, Co-Founder & CEO, Benling India Energy and Technology Pvt Ltd. “Govt’s mission of bringing an Electric Vehicle (EV) revolution to India is truly path-breaking and will surely provide the much-needed impetus to the industry. In line with its road map for EVs in the next four years, the budget offers upfront incentives on the purchase of EVs. The move goes hand in hand with other measures to promote the sector, such as proposed reduction in the goods and services tax (GST) rate for EVs to 5 per cent from 12 per cent and batteries from 18 per cent to 12 per cent. We welcome the Government’s vision to protect the environment and lead energy revolution with EVs in the coming years.”

“As government has taken so many remarkable reforms with this budget for boosting the economy, we are on the path of achieving a sustainable GDP growth rate of 8% in becoming a $5 trillion economy by 2024-25. Government focus on aggregating the services of key sectors such as infrastructure, energy, developing model for public-private partnership intending towards lot of collaborations by way of leveraging emerging technologies, FDI, ease of doing business, focus on R&D and digital economy shall definitely change the functioning of industry verticals and increase their productivity, which, in turn, will help in creating massive job opportunities and ensure all-inclusive growth of the countrymen. This development will eventually bring less-privileged people into the mainstream of the society.” Dr. Omkar Rai, Director General, Software Technology Parks of India (STPI)

The Union Budget 2019 has been an education-friendly one with great emphasis laid on the reforming education policies and unlocking India’s potential to become an important educational hub in the world. The details of the new education policy announced by FM Nirmala Sitharaman will be one of the most awaited reforms from the budget announced today. With emphasis on the growth of the research and innovation in India, the government has announced an allocation of INR 400 crores towards strengthening the higher education system in India. This kind of support the government towards the education sector is truly heartening to see and is in line with India’s goal towards the 5 trillion economy. Additionally, focus has been laid on new age skills such as AI, IoT, Big Data and Robotics which are key demands in both national and international job markets. While the stepping stones to the importance of skill development in such fields have been laid, we are still awaiting further clarification on how this advanced skill development is to be achieved.

“Except for the announcement of setting up 10,000 new-farmer producer organisations, there was no major boost to the agriculture sector in the budget 2019-20. However, I must say that a slew of measures, including MSP hiking of around 17 crops and farmers pension, have already been taken for the development of farmers as well as farm sector days ahead of the budget. In totality, this year’s budget is significant as it has also announced to create 100 startup incubators, 80 livelihood and 20 tech incubators, to provide incubation support to 80,000 startups including agri startups for the progress and development of our country.” Dr M J Khan, Chairman, Indian Council of Food and Agriculture
