Honoured by the Ministry of Road Transport and Highways, ULCCS is recognised for delivering national highway infrastructure with exemplary quality, speed, and social responsibility.

Bengaluru, April 16, 2025: Marking a notable milestone in its rich heritage, Uralungal Labour Contract Cooperative Society (ULCCS) has been awarded the coveted ‘National Highways Excellence Award 2023’ by the Ministry of Road Transport and Highways for its outstanding performance as a cooperative contract organization. The award was given by Shri Nitin Gadkari (Union Minister, MoRTH), in a function at Bharat Mandapam, New Delhi, attended by Shri Harsh Malhotra (MoS, MoRTH & Corporate Affairs), Dr. V.K. Saraswat (Member, NITI Aayog), Shri V. Umashankar (Secretary, MoRTH), Shri Santosh Kumar Yadav (Chairman, NHAI) and other dignitaries.

ULCCS were represented by Chief Project Manager T.K. Kishor Kumar and Manager M.V. Sumesh, who accepted the honour on behalf of the Society on the national forum, reaffirming the resilience of cooperative enterprise in India’s infrastructure revolution.

Speaking on the recognition, ULCCS Chairman, Rameshan Paleri, stated, “This recognition is not just an award for ULCCS—it is a celebration of the cooperative spirit that has guided us for over a century. Winning the National Highways Excellence Award reinforces our belief that infrastructure development can be both people-centric and performance-driven. The Thalappadi–Chengala project is a testament to what dedicated teamwork, rooted in community values and professional excellence, can achieve. We are honoured to represent Kerala and the cooperative movement on this national platform, and we remain committed to building infrastructure that not only connects places but also uplifts lives.”

The award acknowledges the 100-year journey of ULCCS, one of India’s longest-serving and most successful worker cooperatives and applauds its strong dedication to quality, transparency, social responsibility, and on-time delivery. ULCCS’ performance in the development of six-laning of national highways in over 20 reaches in the state has enabled it to be recognized by the Central Government, surpassing leading construction companies in the country.

Among its notable achievements, ULCCS is leading the construction of the 39-km Thalappadi–Chengala section under the Government of India’s flagship Bharatmala Pariyojana. ULCCS is the first to reach near completion of any segment of the project in Kerala, with 90% of the work already finished—well ahead of other sections being handled by major corporates. The National Highways Authority of India (NHAI) has commended ULCCS not only for its superior construction quality but also for its meticulous planning that ensures minimal disruption to local communities and traffic flow. The recognition is based on the Society’s dedication and exceptional expertise in timeliness, quality, professionalism and project management. Earlier in April 2024, ULCCS was also awarded the ‘Best Performer Award’ by NHAI , given by Chairman Santosh Kumar Yadav, further confirming its consistent performance at the national level.

ULCCS emerged successful in the Thalappadi–Chengala project tender, with a proposal that balanced technical strength and cost-effectiveness, setting it apart in a highly competitive global bidding process. As India hastens its infrastructure drive, ULCCS’s national-level recognition is a powerful testament to the ability of worker-led, community-controlled organisations to reinterpret scale, quality, and accountability in the nation’s development story.

Rebuilding communities with compassion: A new dawn for Wayanad

Bengaluru – April 01, 2025: A new chapter of hope and resilience unfolded as the Government of Kerala laid the foundation stone for the Wayanad Rehabilitation Project, the largest rehabilitation effort in India executed through the largest labour cooperative of Asia, the Uralungal Labour Contract Co-operative Society (ULCCS) Ltd. This ambitious effort aims to restore the lives of families affected by the devastating July 30, 2024, landslides, which claimed over 298 lives and displaced thousands. The project spans 64 hectares in Kalpetta, offering beneficiaries seven cents of land and a 1,000-square-feet 2BHK home in a township with modern amenities.

The foundation stone was laid by Kerala’s Chief Minister Pinarayi Vijayan in an auspicious ceremony at Elston Estate, near the Kalpetta Bypass, which was attended by Revenue and Housing Minister K. Rajan, and other dignitaries. Designed as an eco-friendly, self-sustaining community, the township integrates housing, education, healthcare, and economic infrastructure to empower displaced families. It also underscores Kerala’s commitment to climate-resilient development and long-term sustainability.

Speaking at the event, Chief Minister Pinarayi Vijayan said, “The Wayanad rehabilitation stands as a testament to Kerala’s resilience and unity. When faced with what seemed impossible, our people came together with unwavering solidarity, proving that no disaster can break us. The selflessness of our children, the dedication of our institutions, and the collective will of the government have transformed adversity into hope. This mission is a reminder that when we stand together, nothing is beyond our reach.”

As part of the rehabilitation effort, Chief Minister Vijayan launched the portal wayanadtownship.kerala.gov.in, enabling people to contribute to the rebuilding process. He also announced financial support from the Karnataka government, which has allocated ₹20 crore for constructing 100 houses, alongside commitments from the National Service Scheme (₹10 crore) and DYFI, which has handed over ₹20 crore for the construction of 100 houses.

Reflecting on this commitment, ULCCS Chairman Rameshan Paleri stated, “We have always stood firm with the aggrieved people of Wayanad, ever since our team from a nearby work site rushed to the disaster site within an hour to assist in rescue operations. In those critical moments, we were not just builders but first responders, standing shoulder to shoulder with the community in their time of need. This rehabilitation project is an extension of that commitment—not just to rebuild houses, but to restore hope, dignity, and a sense of belonging. As ULCCS marks its 100th year, we see this as a profound opportunity to serve Kerala, ensuring that every displaced family finds stability and a fresh start. Our dedication goes beyond construction; it is about rebuilding lives and strengthening communities for the future.”

Staying true to its cooperative values, ULCCS is undertaking this project on a not-for-profit basis, ensuring that every resource is dedicated solely to rebuilding lives and restoring hope for the affected families.

Other dignitaries who attended the event included, Scheduled Castes, Scheduled Tribes and Backward Classes Welfare Minister O R Kelu, Registration, Antiquities and Records Minister Ramachandran Kadannappally, Public Works and Tourism Minister P A Muhammed Riyaz, Leader of Opposition V D Satheesan, Deputy Leader of Opposition P K Kunhalikutty, T Siddique MLA, Priyanka Gandhi MP, were the special guests.

Beyond housing, the township is designed to support holistic well-being. It will include a fully equipped health center with a laboratory, pharmacy, examination and observation rooms, a minor OT, and an OP ticket counter to ensure accessible medical care. A modern Anganwadi will provide classrooms, play areas, dining facilities, storage, and a kitchen, fostering a nurturing space for children. The public market will feature shops, stalls, an open marketplace, a dedicated children’s play area, and ample parking, fostering economic activity and community engagement. The community center will be a vibrant hub for social and cultural life, featuring a multi-purpose hall, a library, a sports club, a playground, and an open-air theater.

The Wayanad Rehabilitation Project is more than just brick and mortar—it is a testament to Kerala’s resilience, unity, and the power of collective action. As the state rallies together, the promise of a new beginning shines bright for Wayanad.
