This is another step towards promoting the use of digital payments on Fee Plazas of NHs. The fee payable towards such discounts shall be paid through pre-paid instruments, smart card or through FASTag or on board unit (transponder) or any other such device only.

The amendments to the Rules would enable-

i. For discount on return journey within 24 hours, it would be through FASTag or such other device and automatic and no requirement for a pass.

ii. For discounts on all other cases, having a valid FASTag is made necessary.

The amendment would also enable that in cases where there is a discount available for a return journey within 24 hours, there is no need for a prior receipt or intimation and the citizen would get the discount automatically if return journey is made within 24 hours with a valid and a functional FASTag on the vehicle.
NHAI also announced To establish a transparent and comprehensive ‘Performance Rating’ System for its Consultants, Contractors and Concessionaires, NHAI has developed a ‘Vendor Performance Evaluation System’.the portal based objective assessment of vendors’ has been initiated to track the performance of the vendors for various NHAI projects.

The Portal is available on the NHAI website under ‘Vendor Performance Evaluation System’. Under this portal, NHAI has said, the vendors are required to conduct a self-assessment and upload the documents related to the project activities being executed by them, on the portal. The submissions are reviewed at multiple levels by NHAI, based on which a vendor’s rating is generated.

Union Ministry of Road Transport & Highways (MoRTH) has advised NHAI to follow MHA guidelines about Toll Plaza Operations following Lock Down in the wake of COVID-19 epidemic in the country. The Ministry has stated that Clause 4 of annure to MHA order dated 24.3.2020 says that the commercial and private establishments shall be closed down for a period of 21 days from 25.03.2020.

Union Road Transport & Highways has also advised that NHAI may take action as per the said MHA orders. It added that prevailing condition may be treated as Force Majeure of Concession/Contract Agreement in terms of Ministry of Finance (Deptt of Expenditure order dated 19.2.2020.

TUJAC, Maharashtra gave an official statement which read: “Ten central trade unions and Bhartiya Kamgar Sena in Maharashtra state will be observing nation-wide strike on January 8, 2020. Almost 25 crore people will participate in the strike to protest against the Central government’s “anti labour” and anti people policies. Trade unions INTUC, AITUC, HMS, CITU, AIUTUC, TUCC, SEWA, AICCTU, LPF, UTUC and Central/State Government employees along with various sectoral independent federations and associations had adopted a declaration in September last year to go on a nationwide strike on January 8, 2020. We expect the participation of not less than 25 crores of working people in the forthcoming strike, to be followed by many more actions seeking reversal of the anti-worker policies of the central government.”

Many parents received messages from schools informing them that educational institutes will be closed on Thursday.

Transport unions blamed both the centre and the Delhi government for strike. The sector is passing through its worst phase because of “rising economic uncertainties, exorbitant taxes and penalties and corruption”, they said.

“We have sought redressal of our grievances related to the new MV Act from both the centre and the Delhi government for the last 15 days, but no solution is there is sight forcing us to go on one-day strike,” UFTA general secretary Shyamlal Gola told .

“The exorbitant and unviable penalties imposed through the amended Motor Vehicle Act 2019 has increased the corruption, high handedness and harassment of vehicle owners and drivers,” Shyamlal Gola said.

The federation leaders demanded withdrawing of the provisions of the amended act such as steeply hiked penalties and limiting liability of insurer to Rs. 5 lakh. They also demanded perks such as insurance and medical facilities, and an increase in free parking times at airports and train stations.

The Motor Vehicles (Amendment) Bill, which came into effect on September 1, made several changes to traffic fines, toughening the penalty for violations like not wearing a seat belt, jumping red light and drunk driving.

Driving without a seat-belt can now invite a fine of Rs. 1,000, which was earlier Rs. 100. Use of mobile while driving can invite a fine between Rs. 1,000-5,000. For drunk driving, the fine has been hiked from Rs. 2,000 to Rs. 10,000.

However, many states have resisted the amended Motor Vehicles Act and refused to enforce the fines. BJP-ruled Gujarat was the first to slash the fines, some to as low as 10 per cent of the amount in the new rules.
