The Telecom Regulatory Authority of India (TRAI) released its recommendations regarding the framework for service authorizations for broadcasting services under the Telecommunications Act, 2023. This new framework aims to replace the previous licensing system under the Indian Telegraph Act, 1885, aligning the authorization process for various broadcasting services such as television channels, DTH services, and community radio. The recommendations were developed following a comprehensive consultation process that included stakeholder comments and an Open House Discussion.

The newly recommended authorizations outline two distinct sets of terms and conditions: one for applicants seeking to obtain broadcasting service authorizations and another for authorized entities during the provision of services. Key features include a voluntary migration process to the new authorization framework for existing licensees, the addition of new service categories like ground-based television broadcasting, and provisions for technology-neutral radio broadcasting services. The framework also facilitates infrastructure sharing and encourages interoperability in set-top boxes and television sets.

Further recommendations emphasize the need for harmonization of terms and conditions across services and propose the removal of minimum net worth requirements for IPTV service providers. With an emphasis on enhancing ease of doing business in the sector, the recommendations aim to ensure a more efficient regulatory environment for broadcasting services, promoting growth and innovation. With the consideration of TRAI Recommendation on “Ensuring Adequate Numbering Resources for Fixed Line and Mobile Services” Department of Telecommunications has taken the decision of implementing the following:

1. All Fixed to Mobile calls will be dialed with prefix ‘0’ from 15^th January, 2021.
2. There will be no change in dialing plan from fixed to fixed, mobile to fixed and mobile to mobile calls.
3. Suitable announcementwill be made for the same. This announcement shall be played whenever a subscriber dials a fixed to mobile call without prefixing ‘0’.
4.  All fixed line subscribers will be provided with ‘0’ dialing facility.
5. A total of approximately 2539 million numbering series is expected to be generated from the above. This will free up sufficient numbering resources for future use.
6. With the freeing up of sufficient numbering resources, more number of connections can be added in future which will be beneficial to the mobile customers at large.
7. The above changes have been done in order to have minimum inconvenience to the subscribers and freeing up essential numbering resources.
