Chief of Defence Staff (CDS) General Bipin Rawat said Young children being radicalised need to be identified and placed in de-radicalisation camps.

Speaking in an event he said, “Radicalisation can be countered. We saw it happening in Kashmir… Today, we see that young children are also being radicalised. They need to be identified and then we need to put them in de-radicalisation camps. The Indian army has not been using hard tactics… Pellet guns are a non-lethal practice. It is sparingly used,” he said.

He added that the “ideology of radicalisation” needs to addressed along with an end to “online radicalisation”.

“As long as there are states which sponsor terrorism, we will have to live with the menace. We need to take the bull by its horns and strike at the root cause,” he said, “If we think war on terrorism is going to end, we are wrong,” Gen Rawat said. He said the countries which are sponsoring terrorism cannot be part of global fight against terror networks.

“You cannot have partners who are partnering global war on terrorism and yet sponsoring terrorism… There has to be diplomatic isolation of those sponsoring terrorism. Any country which is sponsoring terrorism has to be taken to task,” he said.

Speaking about his new role as the chief of defence staff, India’s first, Rawat said, “I think the task is well cut out and we will be able to function within the firm framework which has been laid out for the CDS. I don’t visualise any problems. We’ve had meetings with the three (service) chiefs and a lot of decisions have already been taken in the past 15 days,” he said.

Asked whether he supports negotiations with the Taliban, he said peace talks should be initiated with everybody provided they give up the “weapon of terrorism”.

India and the US on Thursday asked Pakistan to take “immediate and irreversible action” to ensure that no territory under its control is used for terrorism against other countries and to prosecute the perpetrators of cross-border terror attacks, including Mumbai and Pathankot strikes.

The two countries also asked Pakistan to take concerted action against all terrorist networks, including al-Qaeda, ISIS, Lashkar-e-Taiba, Jaish-e-Mohammad, Haqqani Network, Hizb-ul Mujahideen, Tehreek-e-Taliban Pakistan and D-Company of underworld don Dawood Ibrahim, according to a Joint Statement issued after the 2+2 Dialogue between India and the US.

India and Afghanistan accuse Pakistan of providing safe haven to the Afghan Taliban, Haqqani network and other militant groups, which carry out attacks in the two countries.

The Joint Statement was issued at the end of the second India-US 2+2 dialogue between US Secretary of State Mike Pompeo, Defense Secretary Mark Esper and External Affairs Minister S Jaishankar and Defence Minister Rajnath Singh at the State Department on Wednesday amidst the historic impeachment vote against President Donald Trump.

The first 2+2 dialogue was held in New Delhi in September last year after the mechanism was approved by Prime Minister Narendra Modi and US President Trump.

“The Ministers called on Pakistan to take immediate, sustained and irreversible action to ensure that no territory under its control is used for terrorism against other countries in any manner, and to arrest and prosecute the perpetrators of cross-border terrorist attacks, including 26/11 Mumbai and Pathankot,” the Joint Statement said.

India appreciated US support at the United Nations for terrorist designations, including of JeM leader Masood Azhar, and the US welcomed changes in Indian law that will facilitate further cooperation on terrorism designations, it said.

In one of the deadliest terror attacks in India’s history, 166 people, including six Americans, were killed and over 300 injured when 10 heavily-armed Lashkar-e-Taiba (LeT) terrorists from Pakistan created mayhem in Mumbai on November 26, 2008.

Outlawed Jamaat-ud-Dawah (JuD) chief Hafiz Saeed, a UN designated terrorist and founder of the LeT, was the mastermind of the Mumbai terror attack. The US Department of the Treasury has designated Saeed as a Specially Designated Global Terrorist. The US has also offered a USD 10 million reward for information that brings Saeed to justice.

Iqbal Mirchi was a close aide of underworld don Dawood Ibrahim. The agency is investigating allegations of a something in return in the deal.

While Mr Patel denied any misdeed and said all on records and he will put it in front of the agency. this is the second case with ED where Patel name figured. Earlier In the case of Air bus deal also his name cropped up and agency did called him for investigation.

The Enforcement Directorate is looking into deals related to several properties — including one in Ceejay House in the Worli area of Mumbai, which reportedly belonged to Iqbal Mirchi’s first wife Hajra Memon. The building stands on a plot allegedly owned by Iqbal Mirchi.

The agency is considering the property as “proceeds of crime”. Mukhtar Memon, believed to be the key person who handles various properties of Iqbal Mirchi in Mumbai, has also been questioned. Mukhtar Memon is the brother-in-law of Iqbal Mirchi. Both were close aide of Dawood Ibrahim .

Mr Patel today told the media that the matter is under investigation and the issue is if the “person at Ceejay House is linked with me”.

He said “After my father’s death, there was dispute in the family among 21 co-owners. The Mumbai High Court was asked in 1978 to take charge and look after the property,” he said.

The recovery of the satellite phones, which are banned in India for civilian use, is a giveaway that the weapons were meant to be delivered to terrorists in Jammu and Kashmir where partial restrictions are still in place, sources said.

“The drone made around 10 visits to drop the entire consignment on the Indian side and yet remained undetected. The consignment contained five satellite phones, which hints that the delivery was meant for Jammu and Kashmir since mobile internet connection is still snapped in the valley,” said a senior police officer, asking not to be identified.

Four terrorists of the Khalistan Zindabad Force were arrested at Punjab’s Tarn Taran district on Monday. All the weapons and fake notes worth Rs. 10 lakh were recovered from them.

The terrorists were found driving a white Maruti Swift with a Punjab registration number. They have been identified as Balwant Singh, Akashdeep Singh, Harbhajan Singh and Balbir Singh. Both Akashdeep Singh and Balwant Singh have multiple criminal cases against them.

A half-burnt drone was recovered by policemen in Tarn Taran, sources said. The terrorists burnt the machine after it failed to fly back to Pakistan, they said.

The counter-intelligence team of the Punjab Police made a similar recovery of arms in August in Amritsar, near the border with Pakistan.

“We have observed that smuggling from the Pakistani side has increased since the centre’s move on Jammu and Kashmir,” the police officer said.

The state police have asked the National Investigation Agency to probe the case.

Punjab Chief Minister Amarinder Singh on Tuesday said the weapon deliveries by drones have added a “new and serious dimension on Pakistan’s sinister designs”, and asked Home Minister Amit Shah to “handle” the problem.

“Recent incidents of Pakistan-origin drones dropping consignments of arms & ammunition is a new and serious dimension on Pakistan’s sinister designs in aftermath of the abrogation of Article 370.
Responding to a question, Khan said he had urged his Indian counterpart Narendra Modi to “reset” bilateral ties and his government waited to resume talks until after the elections in India were over but then it found that “India is pushing us in the boycott of the Financial Action Task Force to bankrupt us.”

He said that by abrogating Article 370, India had cast aside the UN Security Council resolutions, the Simla Accord and its own Constitution. Khan said he would ask the UN to play its role on the Kashmir issue.

Pakistan has tried to internationalise the Kashmir issue but India has asserted that the abrogation of Article 370 was its “internal matter”. New Delhi has also asked Islamabad to accept the reality and stop its anti-India rhetoric.

When asked about former US defence secretary James Mattis‘ remark that he considered Pakistan to be “the most dangerous” among all countries he had dealt with, Khan said, “I do not think Mattis fully understands why Pakistan became radicalised.”

Khan said Pakistan “committed one of the biggest blunders” when it joined the US war on terror after the 9/11 terror attacks by the al-Qaeda. “I think the Pakistani government should not have pledged what they could not deliver,” Khan said, referring to the then military dictator General Pervez Musharraf’s decision to side with the US.

Pakistan was one of the three countries which recognised the Taliban government in Afghanistan before the US invasion in 2001 there. After the US invasion of Afghanistan after the 9/11 attacks, Pakistan extended support to American forces against the Taliban.

“In the 1980s, when the Soviets invaded Afghanistan, Pakistan, helped by the US, organised the resistance to the Soviets. The ISI (Inter-Services Intelligence) trained militants who were invited from all over the Muslim world to do jihad against the Soviets,” Khan said in response to a question.

“And so we created these militant groups to fight the Soviets… Jihadis were heroes then. Come 1989, Soviets leave Afghanistan, the US packs up and leaves Afghanistan… and we were left with these groups,” he added.

“Then comes 9/11, and Pakistan again joins the US in the war on terror and now we are required to go after these groups as terrorists. They were indoctrinated that fighting foreign occupation is jihad but now when the US arrived in Afghanistan, it was supposed to be terrorism,” Khan added.

“So Pakistan took a real battering in this,” the prime minister said, adding that Pakistan should have stayed neutral in the conflict. He insisted that there could be no military solution in Afghanistan and said he will urge President Donald Trump to resume peace talks. “For 19 years if you have not been able to succeed, you are not going to be able to succeed in another 19 years,” he added.

On Pakistan’s fragile economy, Khan said his government had inherited “the biggest current account deficit” in the country’s history and “so the first year has been a real struggle.” Khan thanked China for helping “when we were at the rock bottom”. “China has given us a great opportunity to lift ourselves up from where we are now,” he added.
