										<content:encoded><![CDATA[<p>Union Minister for Information &amp; Broadcasting Prakash Javadekar today said that the Government will soon issue Standard Operating Procedures to speed up resumption of film production in the unlock phase. “To accelerate the restart of film-making that had come to a standstill as a result of COVID, we are also coming up with incentives of production in all sectors, including TV serials, film-making, co-production, animation, gaming. We will be announcing these measures shortly,&#8221; said Shri Javadekar addressing the 21st edition of FICCI Frames.</p>
<p>In view of the Covid-19 pandemic, the 2020 edition of the annual gathering of the Media &amp; Entertainment Industry is being held in a virtual mode, instead of its usual location by the Powai lake in Mumbai.</p>
<p>The Minister further remarked that the Covid pandemic has forced people to think of new ways to communicate. Virtual gatherings have become the new normal, but the partnerships forged are real”.  He said,  India enjoys  a huge cost advantage in content creation and the Indian content is being watched in over 150 countries worldwide.  The Minister called upon all stakeholders to work together to make progress and harness the soft power of India – media and entertainment.</p>
<p>Delivering the key-note address, Minister of State for Finance, Anurag Thakur said the creative industry has a significant role to play in transforming India into a knowledge based economy. “From volume, the focus must shift to value creation” he added.</p>
<p>Participating in a technical session, Secretary, Information &amp; Broadcasting Amit Khare said,  in films, the role of the government should be that of a facilitator. “Different regulatory structures must be brought in sync to ensure less regulation” he added. Shri Khare also said that the Government was fully in support of granting infrastructure status to the Media &amp; Entertainment Industry and added that some definitions need to be fine tuned.</p>
<p>Niti Ayog CEO Amitabh Kant in his address said every crisis can be turned into an opportunity and India must identify 12-13 sunrise sectors in which it can leapfrog to become global champions to achieve sustainable high growth and create jobs.  He listed  Media &amp; Entertainment industry as one of them.</p>
<p>Expressing similar views, Uday Shankar, Chairman, Star and Disney India and a leading voice of the industry said “the M&amp;E sector is an important part of the creative economy. It can create jobs and businesses and make India shine globally”.  He however, lamented the fact that Indian media industry, especially print, TV and digital remained disproportionately dependent on advertising revenue and said that the Covid pandemic has proven that this arrangement is a major set back.  He said “if the industry has to grow, it needs to shed its dependency on advertisement,”</p>
<p>Sanjay Gupta of Google emphasized on the Covid induced disruption of the media and entertainment industry in the country. He said, the sector may shrink from $ 20 billion to $ 15 billion in  2020-21, but has the ability to bounce back as a ‘creative powerhouse.’  He called for simplification of the taxation framework and adoption of a light touch regulatory approach for industry to grow to its full potential.</p>
<p>FICCI Frames Virtual Summit , which will be on till 11th July, will see leading experts of the industry exchange views and ideas on various aspects of media and entertainment sector.  Italy is the focus country of FICCI-Frames 2020.</p>

										<content:encoded><![CDATA[<p>The Airports Authority of India has issued Standard Operating Procedures (SOP) to all its airports for recommencement of domestic commercial flight operations from 25 May. As per the guidelines, all passengers must compulsorily be registered with the Aarogya Setu app on their phones. Children below 14 years have been exempted.</p>
<p>As per the guidelines, the passengers must compulsorily walkthrough thermal screening zone on city side before entering airport terminal building and all the airports have been asked to make appropriate arrangement for sanitisation of passengers&#8217;</p>
<p>The Airports Authority of India (AAI) has issued a new SOP for airports for recommencement of domestic flights.</p>
<p>• Passengers must compulsorily walkthrough the thermal screening zone before entering airport terminal building.</p>
<p>• Airport operators must make appropriate arrangements for sanitisation of passengers&#8217; baggage before entry into the terminal building.</p>
<p>• State governments and administrations must ensure availability of public transport and private taxies for providing connectivity to the airport for passengers and airport/airline staff.</p>
<p>• Passengers should reach the airport two hours before the scheduled time of departure.</p>
<p>• Passengers who have departure in the next four hours will only be allowed to enter the airport terminal building.</p>
<p>• All passengers are required to wear protective gears such as masks and gloves.</p>

										<content:encoded><![CDATA[<p>194 Start-ups are currently registered with Start-up India operating in the Aeronautics, Aerospace &amp; Defence sector</p>
<p>• Innovations for Defence Excellence (iDEX) framework was launched with the aim to achieve self-reliance and to foster innovation and technology development in Defence and Aerospace Sector by engaging Industries including MSMEs, start-ups, individual innovators, R&amp;D institutes and academia. 44 iDEX winners have so far been identified for 14 problem statements. 3 new problem statements have been launched recently to expand the network.</p>
<p>• Apart from the above, DRDO has launched a program termed as Technology Development Fund (TDF) for meeting the requirements of Tri-Services, Defence Production and DRDO. The scheme has been established to promote self-reliance in Defence Technology as part of the ‘Make in India’ initiative by encouraging participation of public/private industries especially MSMEs.</p>
<p>• Further, ‘Make-II’ procedure has been simplified to encourage wider participation of Indian industry, with impetus for MSME/start-ups sector and timely induction of equipment into Indian Armed forces. The ‘Start-ups’ recognized by Department for Promotion of Industry and Internal Trade (DPIIT) from time to time, are eligible to participate under ‘Make-II’ procedure. In addition, the frame work for implementation of ‘Make-II’ at OFB and DPSU level has also been notified.</p>
<p>• Defence Research &amp; Development Organisation (DRDO) has evolved a new industry friendly ToT policy for transfer of DRDO developed technologies to industries. DRDO has also promulgated new patent policy to facilitate Indian industries to get free access to use DRDO patents.</p>
<p>• Following policy initiatives have been undertaken by the Government to promote Defence Exports:-</p>
<p>• Standard Operating Procedure (SOP) for the export of munitions list items has been simplified to reduce the processing time for export authorizations.</p>
<p>• A completely end-to-end online portal for receiving and processing authorization permission has been developed. The applications submitted on this portal are digitally signed and the digitally signed authorization are issued.</p>
<p>• The Government has notified the Open General Export License (OGEL) – a one time export license, which permits the industry to export specified items to specified destinations, enumerated in the OGEL, without seeking export authorisation on case to case basis during the validity of the OGEL.</p>
<p>• Scheme for Promotion of Defence Exports has been notified to provide an opportunity to the prospective exporters an option to get their product certified by the Government and provides access to the testing infrastructure of Ministry of Defence for initial validation of the product and its subsequent field trials. The certificate can be produced by the prospective exporter for marketing their products suitably in the global market.</p>
<p>• A separate Cell has been formed in the Department of Defence Production to co-ordinate and follow up on export related action including enquiries received from various countries and facilitate private sector and public sector companies for export promotion.</p>
<p>• Defence attaches are tasked to take up actions for promoting exports of Indian made defence products both of public and private sector in the countries to which they are attached.</p>
