30th July 2025, Bengaluru: Anil Agarwal, Chairman of Vedanta Ltd., highlighted the need to protect and empower India’s entrepreneurs through his social media, calling for a business environment free from unnecessary bureaucratic hurdles.

“The greatest quality of an entrepreneur is their ability to take risks,” he noted, adding that risk-taking combined with hard work is what builds great companies and generates employment for the country’s youth. He emphasized that entrepreneurs should be focused on business risks, not regulatory or policy-related ones.

Highlighting the importance of enabling growth, the Chairman urged that unless there is a fundamental issue, entrepreneurs must be given complete freedom to operate and scale. “Let them grow 10x and become global leaders,” he highlighted.

His remarks have sparked a broader conversation around the need for regulatory reforms and a more supportive entrepreneurial ecosystem in India.

Developing a Robust Communications Strategy Framework for an Executable PR Plan

The beginning of a new year provides PR professionals with a valuable opportunity to reflect on the previous year’s performance and set strategic goals for the months ahead. A meticulously crafted communications strategy is the bedrock of any successful PR plan. The foundation of any effective strategy lies in thorough research, which uncovers audience preferences, competitor actions, and market trends. By aligning these below given insights with the client’s objectives, PR campaigns can address pain points while delivering measurable outcomes. A diversified approach to engagement, including leveraging digital tools like social listening, SEO optimization, and influencer collaborations, ensures outreach remains impactful and relevant.

Below are the essential steps to develop and execute a robust framework:

Step 1: Aligning with Client Objectives

Engage Key Stakeholders: Initiate comprehensive discussions with the Corporate Communications Head, CEO, and departmental leads (HR, IT, Marketing, Branding) to ensure alignment with their strategic priorities.

Define Clear Goals: Develop short- and long-term objectives segmented into quarterly plans. Take into account timelines, spokesperson availability, and travel schedules to ensure realistic planning.

Step 2: Conducting In-Depth Research

Industry Analysis: Stay updated on the latest industry trends, competitor activities, and regulatory developments that could impact the client’s business.

Macro Environment Insights: Collaborate with Public Affairs teams to identify relevant policy changes, economic indicators, or significant milestones such as budgets and monetary policies. Leverage these insights for targeted media interactions.

Step 3: Mapping Influencers and Gauging Perceptions

Identify Influencers: Map key stakeholders, including partners, vendors, suppliers, academia, government entities, NGOs, and media professionals.

Perception Analysis: Conduct surveys or focus groups to understand the current perception of the client among these influencers. Use the findings to shape the communications strategy.

Step 4: Building the Strategic Framework

Define the Roadmap: Establish clear objectives, desired perceptions, positioning, target audiences, key messages, and geographies. Integrate upcoming milestones for seamless planning.

Holistic Approach: Extend the strategy beyond media relations to include diverse stakeholder engagements.

Step 5: Crafting Tactical Plans

Creative Brainstorming: Ideate around key messages, upcoming events, editorial calendars, and observance days.

Tool Selection: Utilize a mix of bylined articles, concept notes, case studies, media interviews, and non-media activities like industry event participation or NGO collaborations.

Amplify on social media: Plan and execute live sessions, panel discussions, and influencer collaborations to enhance digital visibility.

Step 6: Establishing Metrics for Success

Measurable Outcomes: Move beyond traditional metrics like Advertising Value Equivalent (AVE). Define KPIs such as:

Coverage in target media tiers

Inclusion of key messages

Spokesperson visibility

Exclusive stories and proactive outreach

Transparent Evaluation: Implement point-based systems to ensure clarity and realism in goal-setting.

Step 7: Reviewing and Refining the Plan

Regular Reviews: Schedule periodic evaluations with clients to highlight successes, address challenges, and refine strategies.

Feedback Integration: Actively incorporate client feedback to build stronger collaboration and trust.

Executional Tools and Activities

Media Relations Tools

Press Releases: Craft concise, factual, and timely announcements to maximize media pick-up. Optimize for SEO and consider issuing alerts for events or major speeches.

Interviews: Prepare spokespersons comprehensively to ensure impactful and aligned messaging across all formats (in-person, telephonic, or video).

Bylined Articles: Establish thought leadership through insightful, industry-relevant content.

Trend Stories: Collaborate with journalists on multi-company narratives to enhance credibility.

Press Conferences: Organize impactful events for major announcements, with careful preparation of messaging and spokesperson readiness.

Non-Media Activities

Event Participation: Showcase expertise through active engagement in trade shows, industry summits, or panel discussions.

CSR Initiatives: Strengthen brand reputation and community ties by supporting meaningful social causes.

Digital IP Creation: Develop unique digital content, such as webinars, podcasts, or video series, to position the brand as a thought leader.

Engagement Strategies

Guest Speaking Opportunities: Secure speaking slots at academic institutions, industry forums, or centers of excellence.

Interactive social media: Host live sessions and panel discussions to foster deeper connections with stakeholders.

TV Panel Appearances: Leverage televised discussions to amplify visibility and demonstrate subject matter expertise.

A robust communications strategy is the cornerstone of successful PR campaigns, providing a structured approach to achieving organizational goals while addressing dynamic market demands. By integrating data-driven insights with creative storytelling, PR professionals can craft narratives that resonate with diverse audiences and cut through the noise of crowded media landscapes.

Equally critical is adaptability—monitoring campaign performance through real-time analytics allows PR teams to refine strategies, ensuring they stay aligned with audience expectations and emerging trends. This iterative process fosters agility, helping brands pivot, when necessary, without losing momentum.

Moreover, storytelling is amplified when it is purpose-driven, weaving in the brand’s values to forge emotional connections with stakeholders. This creates authenticity and trust—qualities highly valued in today’s reputation-driven environment. Effective communication frameworks also prioritize proactive reputation management, equipping brands to navigate crises with resilience while maintaining transparency.

Government has issued an advisory to social media intermediaries to identify misinformation and deep fakes. Centre has asked social media intermediaries to ensure that due diligence is exercised and reasonable efforts are made to identify misinformation and deep fakes.

Ministry of Electronics and IT said such cases must be expeditiously actioned against, well within the timeframes stipulated under the IT Rules 2021. The advisory stated that such content must be removed within 36 hours of reporting.

The intermediaries were reminded that any failure to act as per the relevant provisions of the IT Act and Rules would attract Rule 7 of the IT Rules, 2021 and could render the organisation liable to losing the protection available under Section 79(1) of the IT Act.

Twitter has finally responded to India’s new IT rules and said it would strive to comply with applicable law in India. Replying to a query, Twitter tells India Today Tech that it is particularly concerned about the requirement to make an individual (the compliance officer) criminally liable for content on the platform, the requirements for proactive monitoring, and the blanket authority to seek information about our customers.

Twitter goes on to add that this represents dangerous overreach that is inconsistent with open, democratic principles.

“Twitter is deeply committed to the people of India. Our service has proven vital for the public conversation and a source of support for people during the pandemic. To keep our service available, we will strive to comply with applicable law in India. But, just as we do around the world, we will continue to be strictly guided by principles of transparency, a commitment to empowering every voice on the service, and protecting freedom of expression and privacy under the rule of law,” a Twitter spokesperson said.

Twitter has also urged the Ministry of Electronics and IT to publish these Standard Operating Protocols on procedural aspects of compliance for public consultation.

On 25 February 2021, the Central Government enacted the InformationTechnology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, which cast various obligations on internet intermediaries, and in particular, on social media platforms.

It was reported that social media platforms such as Facebook, Instagram and Twitter were yet to comply with their obligations under the 2021 Rules. This gave rise to an apprehension among users of such websites that these websites could either stop operations or be banned in India for such non-compliance.

Internet intermediaries are entities which perform various functions including facilitation of exchange of information and online communication. For example, Facebook or Twitter are internet intermediaries.

A user registered on Facebook can share information with his connections without the same being edited by Facebook in any manner. This passive role adopted by Facebook is what in essence enables it to be classified as an intermediary.

Under Section 79 of the Information Technology Act, 2000, intermediaries are granted protection from incurring any liability for third-party data available on their platform or hosted by them. This protection is essential as various intermediaries such as Facebook, Twitter or YouTube do not monitor the content posted by third-party users on their platforms.

The model-turned-actress Payal Rohatgi has been denied bail on Monday, and will have to remain in jail till December 24.

On December 15, Sunday, Payal Rohatgi was detained in Rajasthan by the Bundi police for her alleged explosive comments against the former Prime Minister of India, Pandit Jawaharlal Nehru.

Confirming the arrest, SP Mamta Gupta told, “Payal Rohatgi has been detained. Case registered.”

The Rajasthan Police on Sunday morning detained Bollywood actress Payal Rohatgi from her Ahmedabad residence for interrogation in a case relating to objectionable content against the Nehru-Gandhi family on social media.

The actress was booked by the Bundi police under the IT Act on October 10 for the objectionable content against Motilal Nehru, Jawaharlal Nehru, Indira Gandhi and other members of the family.

She was served a notice earlier this month and told to furnish a reply in this connection.

SP Mamta Gupta told the actress was not cooperating in investigation, a police team was bringing her to Bundi.

State Youth Congress general secretary and a resident of Bundi, Charmesh Sharma, had submitted a complaint along with copies of the offensive content after which a case was registered against the actress.
Rohatgi on her social media sites, including Facebook, Instagram and Twitter, had posted the objectionable content on September 6 and 21.

Sharma had alleged in the complaint against the actress that the objectionable content tarnished the image of the country and spread vulgarity, religious hatred besides disgracing a woman’s character.

Earlier this month, the actress on Twitter had alleged that the Rajasthan chief minister was acting against her under pressure from the Gandhi family.

The actress had claimed that she had a “recording” of people referring to the pressure.

The statement had come after the Bundi Sadar police here sent notice to her in connection with the case and sought a reply for uploading the offensive content against the Nehru-Gandhi family.

“It has come to my mind that offices of Sonia Gandhi ji and Priyanka Gandhi are pressuring the chief minister of Rajasthan to go ahead with the FIR against me for making a video on Motilal Nehru,” Payal had alleged on Twitter.

I want to tell that Priyanka Gandhi also received a similar message from WhatsApp around the same time,” Congress spokesperson Randeep Surjewala said, responding to a question about Praful Patel and Mamata Banerjee receiving messages from the Facebook-owned messaging platform.

On Thursday, reports had revealed that several members of the civil society in India have been the target of surveillance through a spyware, Pegasus, which was developed by an Israeli cyber intelligence firm, NSO Group. Pegasus was used to target around 1,400 users globally during a two-week period in May.

So far, 17 people, mostly lawyers, human rights activists, and journalists, have confirmed that they were targeted by spyware through WhatsApp.

Sources told that after she received the message warning her that her phone was suspected to have been targeted, Gandhi did not think much of the message and deleted it. The messages alerting the users were sent out by Citizen Lab, a Canada-based cyber security group that is assisting WhatsApp in investigating the spyware attack.

After the controversy erupted this past week when, the Congress communication team, the sources said, asked Gandhi about it and sent a copy of messages received by activists reportedly targeted, to which she confirmed that she had received similar messages. Gandhi, they added, says she also received calls from international numbers around that time but hadn’t answered them.

The Congress spokesperson blamed the ruling BJP of targeting opposition leaders with the snooping software, and said that the party suspects that many senior politicians and judges of the Supreme Court and High Courts have also been spied on.

“It is dangerous how some of these technologies work. I was thinking of giving up my smartphone and going back to feature phones,” said Justice Gupta.

Mehta replied, “That would be wise… some of us already have.”

Justice Gupta then went on to narrate an incident about how he, with the help of a professional, reached an internet post where AK-47 could be bought.

“People can buy even AK-47 on the internet… there have to be strict guidelines. Why do we have to worry about the internet only? We will worry about our country,” he said.

Saying that it wants to strike a balance between personal privacy and state sovereignty, the bench asked the Solicitor General to place before it the draft guidelines so that the court can take a view on it.

The bench also talked about the need to use the information about the originator of a message, saying that in cases of hate crimes, defamation and other such cases, such information must come through. Neither the apex court nor the high court is competent to decide this scientific issue and it is for the government to come up with proper guideline to deal with these issues, the bench said.

The top court had earlier asked the Centre to clarify whether it was contemplating forming guidelines or a framework for linking social media accounts of users with their 12-digit biometric unique identifier Aadhaar. The court had said the matter, to help trace the originator of a content, needs to be decided at the earliest.

The court is hearing a bunch of petitions filed by Facebook and WhatsApp, contending that the Supreme Court should transfer to itself all the matters on social media guidelines pending before various high courts. One of the issues in this case is linking social media accounts with Aadhaar.

The Centre told the court that it had no objection to the transfer of the cases as much judicial time has been spent by high courts on such cases. Facebook and WhatsApp had said they have filed two appeals against Madras High Court orders.

The Tamil Nadu government in its reply to the transfer petition had claimed that Facebook Inc and other social media companies were not complying with Indian laws, resulting in “increased lawlessness” and difficulties in “detecting crimes”.

It had sought change of the August 20 order of the apex court directing the Madras High Court to continue hearing pleas for linking social media profiles with Aadhaar but restraining it from passing any orders.

The high court is at an advanced stage of hearing but due to the apex court’s August 20 order, it deferred the hearing on those petitions, the state government had said.

Referring to different criminal cases, the state government had said local law enforcement authorities have attempted to seek information from these companies for investigation and detection of crimes on several occasions.

It had said that these companies ask authorities to send letters rogatory “despite operating on Indian soil” and have always “failed to give complete information”.

On August 20, the apex court had sought response from the Centre, Google, WhatsApp, Twitter, YouTube and others on Facebook Inc’s plea seeking transfer of cases, related to linking of social media accounts with Aadhaar, pending in high courts to the apex court.

Facebook Inc, while seeking the transfer of the cases to the top court, had contended that whether service providers can be asked to share data with probe agencies to help them in criminal investigation needs to be decided by the apex court as it will have a global effect.
