The Indian delegation was led by Union Finance Minister Smt. Nirmala Sitharaman. Shri Chaudhary joined global leaders at a high-level panel titled “Accelerating SDG Impact through Outcomes-Based Financing”, co-hosted by the OECD and Outcomes Finance Alliance. The session spotlighted India’s leadership in linking development financing with real-world results, particularly in the domains of skills, livelihoods, and women’s empowerment.

The high-level panel an witnessed the participated of senior leaders and ministers from across the globe, including representatives from the Governments of Colombia, Kenya, South Africa, Norway, Turkey, Canada, Sierra Leone, and the United Kingdom, along with leadership from key multilateral agencies such as the World Bank and the United Nations Population Fund. The session was moderated by senior officials from the OECD, the Swiss Agency for Development and Cooperation, and the UBS Optimus Foundation. Shri Jayant Chaudhary represented India in the panel alongside a distinguished panel of public and private sector stakeholders, who collectively brought forth diverse perspectives on how outcome-based financing can serve as a catalytic tool to accelerate progress across the Sustainable Development Goals (SDGs).

On the sidelines of FfD4, Shri Chaudhary engaged in a series of impactful bilateral discussions with key global stakeholders. In a meeting with Ms. Mary-Beth Goodman, Deputy Secretary-General of the OECD, the two explored how India’s outcomes financing initiatives could benefit from OECD’s deep expertise in data systems and impact measurement frameworks. A productive dialogue with Ms. Kate Hampton, CEO of CIFF, focused on advancing gender-responsive skilling through outcome-based models like the $14.4 million Skill Impact Bond and the importance of employer engagement and data integration.

He also held strategic conversations with Mr. Richard Hawkes, CEO of the British Asian Trust, and Mr. Tom Hall, CEO of UBS Optimus Foundation, on unlocking private capital to drive large-scale impact in employment and entrepreneurship. Further, in his meeting with State Secretary Patricia Danzi, Director-General of the Swiss Agency for Development and Cooperation, Shri Chaudhary discussed collaborative opportunities for designing gender-focused outcome-based finance models to promote nano entrepreneurship and women-led development. The discussion also acknowledged the job creation potential embedded within the India-Switzerland TEPA Agreement.

Echoing Finance Minister Smt. Nirmala Sitharaman’s keynote at FfD4, which underscored outcome-based funding as central to unlocking sustainable, impactful growth, Shri Chaudhary reiterated that India stands ready to partner with global stakeholders in taking these models to scale.

Outcome-Based Financing (OBF) is emerging as a powerful tool to ensure that public investment translates into real, measurable outcomes — especially in critical areas like skilling, employment, and women’s empowerment. By institutionalizing OBF, India is not only enhancing transparency and accountability in its development financing but also creating a replicable model for the world. With strong partnerships, robust data systems, and a shared commitment to results, India is positioning itself as a global leader in leveraging innovative finance for inclusive and sustainable growth.

Speaking at the launch, Shri Jayant Chaudhary, Hon’ble Minister (I/C), MSDE, stated: “The launch of this special pilot initiative under NAPS marks a defining moment for apprenticeship promotion in the North East. It opens the doors of real industry exposure for our youth—allowing them to step onto the factory floor, understand the dynamics of contemporary industry, and align their skills with real-world demand. For the industry, it offers a transparent mechanism to engage with and evaluate talent early. This is not just a training pathway—it is an accessible, open bridge to employment.

I want to highlight a particularly powerful dimension: the central role of women in this journey. The North East, with its unique cultural ethos, has always stood tall in championing women-led empowerment. At the policy level too, we are committed to reinforcing this. The data emerging from the NAPS implementation in the region clearly reflects higher female participation—turning the North East into a beacon of hope for gender-responsive skilling across India”.

Shri Lalduhoma, Hon’ble Chief Minister of Mizoram, expressed: “This collaboration with the Government of India will open new doors for the youth of Mizoram and the wider North East. With financial support, quality training, and strong industry linkages, this initiative empowers our young citizens to find their rightful place in India’s evolving economic landscape—whether here in the North East or across the country. Your presence, Hon’ble Minister, is a strong encouragement to our youth and our government to promote practical, flexible, and employment-oriented skills that equip our people to succeed with strength and dignity. Mizoram has a unique demographic advantage—our high literacy rates, combined with the right skilling interventions, can unlock tremendous potential. Our youth are eager to learn and willing to lead. We take pride in our heritage skills, many of which have been passed down through generations, and are now being aligned with modern professional standards. In WorldSkills 2022, our youth made us proud by participating on the global stage. With MSDE’s continued support—including programmes in correctional facilities and those focused on women—we are ensuring inclusivity and aspiration for all. The state has developed a comprehensive Skill Development and Entrepreneurship Plan to ensure a steady pipeline of capable, confident, and employable youth. Together, we are building a stronger and more empowered Mizoram.”

The implementation will be implemented by the Indian Institute of Entrepreneurship (IIE), Guwahati, and the National Skill Development Corporation (NSDC), supported by State Skill Missions, Regional Directorates (RDSDEs), and local institutions.

This pilot builds upon India’s broader apprenticeship success. Since 2016, NAPS has facilitated more than 42 lakh apprenticeship engagements across the country. The introduction of Direct Benefit Transfer (DBT) has enabled transparent and timely disbursal of over ₹870 crore directly into apprentices’ accounts since 2022. Over 35,000 establishments have participated in apprenticeship engagement, supported by more than 5,000 Pradhan Mantri National Apprenticeship Melas (PMNAMs) held nationwide.

The North East Apprenticeship Pilot represents a scalable model for high-impact, region-specific skilling interventions—rooted in local needs, aligned with industry demand, and powered by inter-state mobility.

As part of the event, a Memorandum of Understanding (MoU) was also exchanged between the National Skill Development Corporation (NSDC) and Welspun Living Limited to operationalise a high-impact pilot for apprenticeship-linked skilling in the textile sector. The objective of the partnership is to build a future-ready workforce for operator roles, with a focus on inclusive participation—ensuring that at least 50% of the trained candidates are women. Under the pilot, 1,000 youth will be trained over the next year through a blended training model comprising 120 hours of classroom instruction and 210 hours of on-the-job training (OJT) at Welspun’s state-of-the-art facilities in Anjar and Vapi, Gujarat. Welspun will lead curriculum design, training delivery, and guaranteed captive placement for successful candidates, while NSDC will support mobilization, pre-screening, digital onboarding via the Skill India Digital Hub (SIDH), and funding of classroom training. Upon completion, candidates will receive joint certification from NSDC and Welspun, significantly enhancing their employability.

The event also featured a detailed presentation on the recently approved National Scheme for ITI Upgradation, which has a total outlay of ₹60,000 crore and aims to modernise 1,000 government ITIs across the country through a hub-and-spoke model. The session highlighted how the North Eastern Region can strategically benefit from this transformative scheme by upgrading existing ITI infrastructure, aligning training with emerging industry requirements, and fostering state–industry partnerships.

The event was graced by the presence of several senior dignitaries, including Shri Lalnghinglova Hmar, Minister of State, Labour, Employment and Skill Development & Entrepreneurship and Shri K. Sapdanga, Hon’ble Minister for Home from Govt of Mizoram. Also present was Shri Maotoshi Longkumer, Adviser for Skill Development, Employment, Labour, and Excise, Government of Nagaland, Smt. G. Madhumita Das, Additional Secretary and Financial Advisor, Ministry of Skill Development and Entrepreneurship, Government of India, and Shri Shreeshail Malge, Joint Secretary, MSDE.

As India accelerates toward becoming a $5 trillion economy, the Government remains steadfast in its mission to create a future-ready, globally competitive workforce. Through this initiative, the North East emerges not only as a participant but as a leader in India’s skills transformation journey.

Following the tribute, “Kaushal Manthan 2025” commenced under the theme “Collective Vision for a Skilled Bharat”, bringing together key stakeholders from across ministries, industry bodies, academia, and Sector Skill Councils to discuss a cohesive and future-ready skilling and entrepreneurship strategy for India.

Setting the context, Shri Atul Kumar Tiwari, Secretary, MSDE, highlighted the demographic dividend as India’s strategic advantage. “India is home to one of the largest youth populations globally. Tapping this potential means aligning skilling with market demand, embedding global standards in training, and ensuring that every certificate opens the door to opportunity,” he said. He further emphasized MSDE’s push towards lifelong learning, convergence among institutions, and entrepreneurship as a viable and aspirational career path.

The session on Long-Term Skilling spotlighted transformative opportunities to enhance participation and relevance in vocational education. Participants underlined the potential to increase female enrolment through targeted awareness campaigns and by making skill training more aspirational and accessible. Emphasis was placed on designing new-age courses in collaboration with industry and line ministries, introducing flexible curricula tailored to local needs, and building a robust national pool of skilled trainers. These initiatives aim to empower learners with future-ready capabilities and ensure inclusive growth.

In the Short-Term Skilling session, the focus shifted to aligning skilling initiatives more closely with evolving market needs. Deliberations led to innovative suggestions such as demand aggregation mechanisms, industry-aligned course durations, and embedding vocational training within both school and higher education systems. The importance of a high-quality trainer and assessor ecosystem was also emphasized, positioning them as the backbone of effective and scalable skill delivery.

The Entrepreneurship session showcased the immense potential of local enterprise development to drive grassroots economic transformation. Participants advocated for the creation of entrepreneurial hubs at the district level—serving as integrated one-stop centers for mentorship, finance, capacity building, and shared infrastructure. There was also a strong push to embed financial literacy and entrepreneurial education across school and college curricula, fostering an early and aspirational mindset toward enterprise and innovation.

The session on National Skill Policy and NSQF brought forth ambitious ideas to elevate the quality, mobility, and global relevance of India’s skilling architecture. Key proposals included the standardization of training outcomes to meet international benchmarks and developing tools for proficiency mapping. The group envisioned a seamless integration between education and skilling pathways—through multiple entry and exit options and early vocational exposure in schools. Emphasis was also placed on technology inclusion and increased support for persons with disabilities (PwDs), making the ecosystem more equitable and future-ready.

Adding a powerful technological lens, the workshop featured a compelling presentation by Microsoft on the transformative role of Artificial Intelligence (AI) in vocational education. The presentation underscored how AI can revolutionize curriculum design, skill assessment, certification, and career guidance. By integrating AI tools within MSDE’s skilling framework, the Ministry is advancing both “skilling for AI” and “skilling with AI,” reinforcing its vision of inclusive, tech-powered learning across India.

“Kaushal Manthan 2025” convened key stakeholders from MSDE, MoRD, DPIIT, NITI Aayog, NCVET, NSDC, SIDBI, NABARD, FICCI, CII, NHFDC, Sector Skill Councils, and academia—reflecting a powerful convergence of expertise and purpose. The day-long deliberations reaffirmed MSDE’s steadfast commitment to building a unified, aspirational, and globally relevant skilling and entrepreneurship ecosystem. Insights from the sessions will form the cornerstone of progressive, high-impact policies that prepare India’s youth for leadership in the global economy.

Speaking on the occasion, Shri Jayant Chaudhary, Hon’ble Minister of State (I/C), Ministry of Skill Development and Entrepreneurship said, “On the auspicious occasion of Vishwakarma Jayanti and the Hon’ble Prime Minister’s birthday, we are launching these initiatives that symbolize our commitment to empowering communities through skills and entrepreneurship. The initiatives we unveil today are not merely skill development programs—they are pathways to empowerment, self-reliance, and socio-economic transformation. By focusing on women’s upskilling in millet food processing, bamboo handicrafts, and recognizing the expertise of ‘Rani Mistris,’ we are tapping into the vast potential that lies within these communities. These initiatives not only promote economic independence but also drive a sense of ownership and entrepreneurship. They are rooted in sustainability, from millet-based enterprises to bamboo crafts, and they align with our broader national goals of inclusivity and sustainable growth. This is a crucial step in reshaping the narrative around skills, where tradition meets innovation, and the local becomes global.

“I am confident that these programs will inspire lasting change in Ranchi and beyond. Through these initiatives, we are working to restore the dignity of labour, instilling a strong will to work specially for the women fraternity and raising aspirations across communities. With the delivery of our schemes and the launch of the Skill India Digital Hub (SIDH), we have made skill development more accessible than ever, empowering every individual to reach their full potential,” he further added.

At the occasion, Shri Sanjay Seth, Hon’ble Minister of State, Ministry of Defence, said, “Jharkhand, with its rich tribal heritage, has a long-standing tradition of millet-based diets. The tropical climate here is perfect for millet cultivation, and the abundance of raw materials gives us a natural advantage in promoting millet-based enterprises. Through these skill initiatives, the Ministry of Skill Development is not only upskilling women in millet food processing but also helping us modernize and preserve our traditional knowledge for today’s market. Bamboo handicrafts, deeply rooted in our cultural fabric, are now becoming pathways to sustainable livelihoods for our tribal women. This is about leveraging the natural strengths of Jharkhand’s people and environment, with the support of MSDE, opening up new avenues of growth, ensuring local skills and resources drive long-term economic self-reliance.”
