NEW DELHI. The Government of India has launched the first phase of Census 2027 with a digital approach, marking a major step in modernising the country’s largest administrative exercise. The Houselisting and Housing Census phase introduces digital data capture and a self-enumeration facility, enabling citizens to submit details online. Over 55,000 households registered on the very first day. President Droupadi Murmu, Vice-President C. P. Radhakrishnan, Prime Minister Narendra Modi and Union Home Minister Amit Shah participated in the process, with the Prime Minister urging citizens to actively take part in this important national exercise.

The initiative is expected to enhance accuracy, transparency and convenience, while reducing manual effort through secure, multilingual digital systems. The data collected will play a crucial role in policy planning, infrastructure development and welfare programmes over the next decade. The government has assured strict confidentiality of information under the Census Act, 1948, with advanced security features in place, making the digital Census a significant step towards efficient and technology-driven governance. India Launches First Fully Digital Census Exercise for 2027

NEW DELHI. India has commenced the first phase of Census 2027, marking the beginning of the world’s largest population enumeration exercise. This will be the 16th Census overall and the 8th since independence. The census will be conducted in two phases—House Listing Operation (HLO) and Population Enumeration (PE)—with March 1, 2027 set as the reference date. For snow-bound regions such as Ladakh, Jammu and Kashmir, Himachal Pradesh, and Uttarakhand, the reference date has been fixed as October 1, 2026.

For the first time, the census is being conducted digitally, with a self-enumeration option available to citizens until April 15. The House Listing and Housing Census will take place from April 16 to May 15, covering details of buildings, housing conditions, amenities, and assets. The process will also include geo-tagging of structures and assigning unique identification numbers. Eleven states and Union Territories, including Goa, Karnataka, Odisha, and parts of Delhi, will participate in this phase.

The second phase, Population Enumeration, will be conducted in February 2027 and will include caste enumeration. The government has allocated over Rs 11,718 crore for the exercise. Officials have emphasized that the self-enumeration system is secure and available in 16 languages, encouraging citizens to provide accurate information to ensure reliable data collection.

Centre Notifies First Phase of Census of India 2027

The Union Government has issued the notification for the first phase of the Census of India 2027, marking the commencement of house listing and housing census operations across all States and Union Territories. As per the notification issued by the Ministry of Home Affairs, house listing activities will be carried out between April 1 and September 30, 2026, during a 30-day period to be specified by each State or Union Territory. The notification also provides for self-enumeration, which will be available for a period of 15 days prior to the start of house-to-house listing, in accordance with schedules notified by the respective States and Union Territories.

The Census of India 2027 will be conducted in two phases and will be the first fully digital census in the country, with data collection carried out through mobile applications available on both Android and iOS platforms. Around 30 lakh field functionaries, including enumerators, supervisors, trainers and census officers, will be deployed for data collection, monitoring and supervision. The first phase will cover houselisting and housing census from April to September 2026, while the second phase of population enumeration will be conducted in February 2027. For the Union Territory of Ladakh and snow-bound, non-synchronous areas of Jammu and Kashmir, Himachal Pradesh and Uttarakhand, population enumeration will be undertaken in September 2026. Earlier, the Union Cabinet had approved the conduct of Census 2027 with an estimated cost of Rs. 11,718.24 crore, and the Cabinet Committee on Political Affairs had also decided to include caste enumeration in the upcoming census.
