										<content:encoded><![CDATA[<p><strong>NEW DELHI.</strong> The inaugural session of the second batch of DAKSH, a flagship leadership development programme for senior executives of Central Public Sector Enterprises (CPSEs), emphasized the increasing importance of competitiveness driven by globalization and reforms. Senior officials from the government, including Dr. P. K. Mishra and Shri K. Moses Chalai, highlighted how CPSEs play a vital role in India’s industrial, energy, defense, infrastructure, and financial sectors, contributing significantly to GDP and the Central Exchequer. They underscored that despite the rise of private enterprises, CPSEs must remain strategic, innovative, and agile to serve national priorities, balance markets, and ensure security, aligning with the Public Sector Enterprise Policy of 2021.</p>
<p>The programme, organized jointly by the Capacity Building Commission (CBC) and SCOPE under Mission Karmayogi, aims to foster future-ready leadership through a comprehensive 12-month curriculum that integrates digital learning, classroom engagement, executive coaching, action learning, and international exposure. Smt. Rachna Shah and Shri Atul Sobti elaborated on how DAKSH is designed to enable leaders to reflect, adapt, and transform themselves, thereby supporting strategic development and leadership emergence. The initiative builds on previous successes, with 73 senior officials trained in the first batch and 72 participants from diverse sectors in the second, aligning with broader Mission Karmayogi activities like competency development, institutional accreditation, and technology-enabled learning.</p>
<p>Dr. P. K. Mishra further emphasized that the evolving role of CPSEs necessitates continuous learning, innovation, and strategic thinking. He called for leadership that is agile and adaptable in a globalized environment, where efficiency and competitiveness are paramount. The session reinforced the government&#8217;s commitment to strengthening public sector leadership, ensuring CPSEs remain robust, future-ready, and capable of contributing meaningfully to India’s growth and security. Shri Jagdeep Gupta concluded by reaffirming the Capacity Building Commission’s dedication to advancing the vision of Mission Karmayogi and supporting leadership excellence in the public sector.</p>

Shri Atul Sobti, Director General, SCOPE, Shri Jagdish Gupta, Joint Secretary, CBC, and Professor Madan Pillutla, Dean, Indian School of Business (ISB) signed the agreement in the presence of Dr. Alka Mittal, Member, CBC; Shri Adil Zainulbhai, Former Chairman, CBC, along with other officials from CBC, SCOPE and ISB.</p>
<p>DAKSH (Development of Aspiration, Knowledge, Succession &amp; Harmony) is a first-of-its-kind flagship leadership development initiative jointly conceptualized by SCOPE and CBC that aims at equipping high-potential executives, expected to assume Board level positions with advanced leadership capabilities, strategic thinking, and a comprehensive understanding of emerging industry dynamics.</p>
<p>The third batch of DAKSH, anchored by ISB as the Knowledge and Academic Partner, will focus on developing leadership capabilities across key domains such as strategic decision-making, governance and risk management, stakeholder ecosystem navigation, digital transformation, and leading large organizations in a dynamic environment.</p>
<p>The signing of this agreement marks another significant milestone in DAKSH, SCOPE and CBC’s flagship leadership program for PSEs, further strengthening their shared vision of building enduring leadership capacity across India’s PSEs.</p>

Certificates were awarded to participants in recognition of their successful completion of the programme, which was designed to equip senior executives of Public Sector Enterprises with contemporary leadership skills, global exposure and strategic insights. Shri Atul Sobti DG, SCOPE, wholeheartedly welcoming this progressive move said, “SCOPE remains committed to supporting PSEs in ensuring smooth and effective implementation. The Labour Codes will significantly contribute in building Viksit &amp; Aatmanirbhar Bharat, ensuring that India’s economic growth remains inclusive, equitable, and future-ready.”</p>
<p>SCOPE has been an active participant in various consultative processes and stakeholder discussions leading to the formulation of the Labour Codes, contributing perspectives from the public sector and supporting the Government’s reform agenda.</p>
<p>The four Labour Codes—on Wages, Industrial Relations, Social Security, and Occupational Safety, Health &amp; Working Conditions — are poised to bring transformative changes that safeguard the interests of all categories of workers across formal and informal sectors. By expanding social security coverage, strengthening worker protection, promoting gender equality, and enabling a more conducive environment for industry and employment growth, these reforms embody the spirit of social justice and inclusive development.</p>

<p dir="ltr"><span style="color: #000000;">A total of 35 executives hailing from 16 CPSEs across the country participated in the week-long training program, themed &#8220;The Career Journey to Personal Effectiveness.&#8221; Smt. Sangeeta Ramrakhyani, Director (HR), Central Warehousing Corporation and Member, SCOPE Executive Board addressed the concluding session and distributed certificates to the participants.</span></p>
<p dir="ltr"><span style="color: #000000;">As part of its capacity building endeavor, SCOPE regularly facilitates workshops for employees across all organizational levels.</span></p>

The reforms consolidate thirteen complex provisions into three simplified categories, enabling faster, more transparent withdrawal processes. Key measures include reducing the minimum employment period for withdrawals from seven years to one year and allowing members to withdraw up to 75% of their balance without documentation. SCOPE also welcomed the extension of the premature final settlement period to 12 months and revised EPS withdrawal rules that promote pension continuity. These reforms strengthen social security and reflect the government’s commitment to workforce welfare.</p>

										<content:encoded><![CDATA[<p><strong>NEW DELHI.</strong> Standing Conference of Public Enterprises (SCOPE), has commended the Ministry of Labour &amp; Employment for introducing progressive reforms in the Employees’ Provident Fund Organisation (EPFO), aimed at enhancing Ease of Living for crores of members.</p>
<p>The reforms, which merge thirteen complex provisions into three simplified categories, ensure faster, simpler, and more transparent withdrawal processes. The reduction of the minimum eligible employment period for withdrawals from up to seven years to one year, and the facility for members to withdraw up to 75% of the eligible amount at any time without documentation, and full withdrawal under special situations are landmark measures towards member empowerment and procedural ease.</p>
<p>SCOPE also appreciated the Ministry’s initiative to extend the premature final settlement period to 12 months, a prudent step to promote long-term financial well-being, and to revise withdrawal benefit rules under EPS to encourage continuity and secure future pension benefits.</p>
<p>These comprehensive and citizen-centric reforms strike a fine balance between accessibility and financial prudence, reaffirming the Government’s commitment to inclusive social security and the welfare of the workforce.</p>
