NEW DELHI. The Ministry of Ports, Shipping and Waterways on Tuesday signed two Memoranda of Understanding in New Delhi for the formation of the Bharat Container Shipping Line and for financing the Outer Harbour Development Project. Signed in the presence of Union Railway Minister Ashwini Vaishnaw and Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal, the agreements aim to strengthen India’s maritime infrastructure and reduce dependence on foreign shipping operators.

Addressing the event, Mr Vaishnaw said ₹10,000 crore has been allocated in the Union Budget 2026–27 for the manufacture of shipping containers to boost domestic logistics and container operations. He also highlighted Cabinet approval for a ₹65,000 crore ship construction programme to strengthen the shipbuilding ecosystem. Mr Sonowal said the MoUs would help build domestic capacity and make India more self-reliant in the shipping sector. He also presented Swachh Bharat Pakhwada Awards 2025 and Hindi Pakhwada Awards 2025 to organisations under the Ministry.

According to the MoU, Bharat Container Shipping Line is proposed to be formed for acquiring, owning, leasing, and operating container vessels, containers, and related logistics assets to support export-import (EXIM) and coastal trade. The collaboration seeks to provide comprehensive end-to-end logistics solutions by integrating port-based services with land and sea-based transportation, leveraging the combined expertise of all participating entities.

The Union Minister for Ports, Shipping & Waterways, Sarbananda Sonowal, announced that the government aims to operationalise 76 waterways by 2027 and expects inland cargo traffic to grow to 156 million tonnes per annum (MTPA) by March 2026—approaching the Maritime India Vision 2030 target of 200 MTPA. Speaking at a Consultative Committee meeting in Mumbai, he highlighted the expansion of inland water transport from 11 states in FY 2024 to 23 states and 4 Union Territories by FY 2027. The Inland Waterways Authority of India (IWAI) is actively enhancing navigability through monthly surveys and infrastructure development, supported by ₹1,400 crore worth of projects.

The government is also progressing on a ₹5,000 crore roadmap to develop waterways in the Northeast, including a proposed 4,067-km Regional Waterways Grid to improve connectivity from Varanasi to Dibrugarh via the India-Bangladesh Protocol route. Key waterways such as NW-1 (Ganga), NW-2 (Brahmaputra), NW-16 (Barak), and NW-31 (Dhansiri) are undergoing significant upgrades, including terminals, ship repair facilities, and road connectivity.

In addition to infrastructure, the focus is on eco-friendly initiatives and boosting river cruise tourism. Under the Harit Nauka Guidelines, the ministry is promoting electric and hydrogen-fueled vessels, water metro projects, and sustainable transport. River cruise tourism has expanded significantly, with 15 operational circuits and the number of luxury cruise vessels increasing from 3 in 2013–14 to 25 in 2024–25. The ministry plans to develop 51 new cruise circuits and build world-class terminals in Kolkata, Varanasi, and Guwahati, with additional ones planned in Assam. Minister of State Shantanu Thakur emphasized strategic partnerships to enhance cruise tourism across major rivers like the Ganga, Brahmaputra, Yamuna, and Narmada, driving regional economic growth and sustainable tourism.

The purpose of releasing the NRC list is to find whether a person residing in Assam is actually an Indian or a foreigner.

Here is how you can check your name in last Assam NRC list

Security was tightened across the state ahead of the publication of the NRC list. As a precautionary measure, fifty-one companies of the Central Armed Paramilitary Force (CAPF) had been deployed in various parts of the state. Section 144 of CrPC has been clamped in Dispur, where the state Secretariat and Assembly complexes are located. Prohibitory orders have been clamped in vulnerable areas like Bhangagarh, Basistha, Hatigaon, Sonapur and Khetri. Prohibitory orders are already in place in Dispur since August 28 and will stay until further notice.

The publication of the last NRC list – a sensitive political issue – is likely to stir up a huge gamut of reactions involving many of the stakeholders. Barring AASU, all major political parties, including Congress and AIUDF, have expressed fear that names of many genuine Indian citizens might be left out while those of the illegal foreigners may be included.

Keeping in view the far-reaching implications of the move, Assam Chief Minister Sarbananda Sonowal has called upon the people of the state to keep up peace and tranquillity.

Ahead of the publication of the NRC list, the Ministry of Home Affairs has also urged people not to believe in rumours.
