Dr Rakesh Nandan Sahay Assumes Charge as Director (Personnel) at RINL

NEW DELHI. Dr Rakesh Nandan Sahay has assumed charge as Director (Personnel) of Rashtriya Ispat Nigam Limited (RINL) . He brings over 29 years of extensive experience in human resource management, spanning strategic HR, organisational development, industrial relations, and change management across the power, mining, renewable energy, and research sectors. Prior to joining RINL, he held senior HR leadership positions at NTPC and its joint ventures with Indian Oil Corporation (IOC), Coal India Limited (CIL), and various state governments, where he played a key role in managing HR functions for large greenfield and brownfield projects, as well as major project transitions and takeovers in thermal, hydro, gas, and mining sectors.

A Gold Medallist in Personnel Management and Industrial Relations from Xavier Institute of Social Service, Ranchi, Dr Sahay holds a PhD in Commerce and Management, along with degrees in Economics and Law, including LLB and LLM. He is a Life Member of the National HRD Network and the Administrative Staff College of India. A national-level awardee, he received the AIMA Best Young Manager Award in 2021 and was the AIMA National HR Quiz Winner in 2005. An accomplished sportsman, he has represented MECON, Ranchi University, Ranchi District, and NTPC in various prestigious cricket tournaments and office leagues.

Visakhapatnam Steel Plant Returns to Profitability After Sustained Government Support

VIZAG. Public sector enterprise Visakhapatnam Steel Plant has returned to the path of profitability with sustained support from the Central and Andhra Pradesh governments, officials informed Chief Minister N. Chandrababu Naidu on Tuesday. Rashtriya Ispat Nigam Limited (RINL), the corporate entity of the plant, recorded a turnaround over the past year and a half and posted a profit of Rs 54 crore in January 2026. The Chief Minister reviewed the plant’s progress at a meeting held at the Secretariat, attended by Union Steel Ministry Secretary Sandeep Poundrik, RINL Chairman and Managing Director Manish Raj Gupta, Chief Secretary K. Vijayanand, and other senior officials.

During the meeting, the CMD said continuous support from both governments had helped the plant overcome earlier losses. Hot metal production has increased to 19,401 tonnes per day from 9,215 tonnes per day in the second quarter of 2024–25, with all three blast furnaces now fully operational. Capacity utilisation has reached a record 94 per cent, up from around 45 per cent last year. Officials said state support in taxes, electricity dues, and water supply, along with Rs 11,440 crore assistance from the Centre, played a crucial role in stabilising operations and improving performance, leading to an improved credit rating. The Chief Minister attributed the turnaround to collective efforts of workers and officials and directed departments to introduce new policies to further strengthen the steel plant.

VIZAG. Shri Vinay Kumar assumed charge as Director (Finance) of Rashtriya Ispat Nigam Limited (RINL) on Thursday. A seasoned finance professional with over 25 years of experience, he holds a BA (Hons.) in Economics and is a Chartered Accountant. He joined the Steel Authority of India Limited (SAIL) in 2001 and has since played a significant role in driving financial, taxation and system reforms across the organisation. His contributions include implementation of VAT, GST, e-invoicing, ERP systems, financial controls and innovative LC discounting strategies, while ensuring strong audit performance.

Prior to joining RINL, Shri Kumar headed key finance functions at SAIL’s Corporate Office, including indirect taxation for all plants and units, contributing to revenue optimisation. He also served as Head of the Market Analyst Group at SAIL’s Central Marketing Organisation, led steel demand forecasting initiatives, and represented SAIL before the Joint Plant Committee and the Ministry of Steel. His extensive experience in financial management, policy implementation and sectoral analysis is expected to strengthen RINL’s financial leadership.
