Dr. Mahendra Kumar, Joint Secretary, Ministry of Labour & Employment, said the consolidation of labour laws into four comprehensive Labour Codes aims to simplify, modernise and bring greater transparency to the labour regulatory framework while balancing labour rights with ease of doing business. SCOPE Chairman Dr. K.P. Mahadevaswamy emphasised the importance of continued dialogue among the government, employers and employees for effective implementation of the reforms.

SCOPE Director General Atul Sobti highlighted the significance of the Labour Codes for PSEs, considering their large workforce, and reaffirmed SCOPE’s engagement with the Ministry to support their implementation. Senior officials, subject matter experts and the Deloitte team provided technical guidance and addressed participants’ queries. The workshop formed part of SCOPE’s ongoing capacity-building initiatives to help PSEs navigate the transition to the new labour law framework.

The technical sessions, led by MoEFCC and LeadIT Secretariat focused on industrial decarbonization pathways and technology interventions to help Indian PSEs accelerate their transition. A major highlight of the workshop comprised of Sustainability Exchange Visit at BEL, where participants explored real-world applications of renewable energy, resource optimization, and net-zero strategies including BEL’s rejuvenated Doddabommasandra Lake, showcasing a successful model of water conservation and biodiversity restoration.

In another major industrial achievement, the National Capital Region Transport Corporation has been conferred the prestigious Sankalp Se Siddhi Infrastructure Honour at the ET Edge Supply Chain Fest 2026. In a significant departure from conventional public sector enterprise (PSE) guidelines, the govt  has implemented three critical structural shifts:

Age Limit Extension: The maximum age limit for external applicants has been raised to 59 years at the time of application, widening the talent pool to include highly experienced industry veterans.

Abolition of Superannuation Cap: The strict retirement age of 60 for the position has been relaxed. The selected candidate will no longer be forced to step down automatically upon turning 60 during their term.

Fixed Tenure Structure: To guarantee management continuity, the government is introducing a fixed three-year tenure. This term is extendable by an additional two years subject to a performance review, potentially allowing a five-year leadership run regardless of the candidate’s age.

Knowledgeable source said  , top PSE posts often saw short leadership stints because executives were appointed close to their retirement age of 60. By guaranteeing a three-to-five-year window and pushing the age ceiling to 59, the government aims to give the next ONGC chief enough runway to execute long-term exploration and production strategies.

The search comes at a crucial time as ONGC looks to reverse aging production fields and accelerate its deepwater exploration initiatives. The Search-cum-Selection Committee (SCSC) is expected to consider both internal public sector candidates and high-ranking private sector executives.

During the session, the leadership outlined a time-bound roadmap to establish a robust coaching culture framework specifically tailored for PSEs, which includes launching awareness programs and creating a dedicated platform to onboard credentialed national and international coaches. Leaders emphasized that coaching has evolved from a traditional development tool into a strategic accelerator of performance and human-centric governance that replaces rigid, top-down structures. Concluding the session, GAIL Director (HR) Ayush Gupta reflected on the growing importance of structured coaching for public sector leaders in managing diverse organizational expectations while maintaining a steadfast alignment with ICF’s globally recognized gold standards.

The grand celebration transformed the venue into a vibrant space of calm and collective energy, drawing hundreds of participants who gathered to practice in unison. The high-profile session saw enthusiastic participation from top dignitaries, including Shri Bhuvnesh Kumar, Secretary, Ministry of Tourism; Shri Atul Sobti, DG SCOPE; and Smt. Mugdha Sinha, MD ITDC. They were joined on the mat by senior leaders from the Government and various public sector bodies, turning the corporate wellness initiative into a living example of ‘Jan Bhagidari’—collective people’s participation in building a stronger nation.
