Under the newly revised framework, the selection will now be officially conducted through the Search-Cum-Selection-Committee (SCSC) route rather than the conventional method. This strategic shift in the recruitment process is designed to broaden the talent pool and streamline the appointment for the top leadership role at India&#8217;s flagship energy major.</p>
<p>In tandem with the procedural changes, crucial updates have been made to the required educational qualifications specified in the official job description. The criteria have now been expanded to include individuals holding a &#8216;Post Graduate&#8217; degree, alongside the existing provisions for first-class graduates in Engineering, Chartered Accountancy, or Cost Accountancy, as well as graduates with a full-time MBA or PGDIM from leading institutions. To accommodate these new changes and allow eligible candidates to apply under the updated terms, the deadline for submitting applications has been extended until July 22, 2026.</p>

										<content:encoded><![CDATA[<p><strong>NEW DELHI.</strong> Govt of India has launched its search for a new Chairman and Managing Director (CMD) for Oil and Natural Gas Corporation (ONGC), introducing an overhauled eligibility framework aimed at attracting senior talent and ensuring leadership stability at the state-run energy giant.</p>
<p>In a significant departure from conventional public sector enterprise (PSE) guidelines, the govt  has implemented three critical structural shifts:</p>
<p>Age Limit Extension: The maximum age limit for external applicants has been raised to 59 years at the time of application, widening the talent pool to include highly experienced industry veterans.</p>
<p>Abolition of Superannuation Cap: The strict retirement age of 60 for the position has been relaxed. The selected candidate will no longer be forced to step down automatically upon turning 60 during their term.</p>
<p>Fixed Tenure Structure: To guarantee management continuity, the government is introducing a fixed three-year tenure. This term is extendable by an additional two years subject to a performance review, potentially allowing a five-year leadership run regardless of the candidate’s age.</p>
<p>Knowledgeable source said  , top PSE posts often saw short leadership stints because executives were appointed close to their retirement age of 60. By guaranteeing a three-to-five-year window and pushing the age ceiling to 59, the government aims to give the next ONGC chief enough runway to execute long-term exploration and production strategies.</p>
<p>The search comes at a crucial time as ONGC looks to reverse aging production fields and accelerate its deepwater exploration initiatives. The Search-cum-Selection Committee (SCSC) is expected to consider both internal public sector candidates and high-ranking private sector executives.</p>

										<content:encoded><![CDATA[<p><strong>NEW DELHI.</strong> The inaugural session of the second batch of DAKSH, a flagship leadership development programme for senior executives of Central Public Sector Enterprises (CPSEs), emphasized the increasing importance of competitiveness driven by globalization and reforms. Senior officials from the government, including Dr. P. K. Mishra and Shri K. Moses Chalai, highlighted how CPSEs play a vital role in India’s industrial, energy, defense, infrastructure, and financial sectors, contributing significantly to GDP and the Central Exchequer. They underscored that despite the rise of private enterprises, CPSEs must remain strategic, innovative, and agile to serve national priorities, balance markets, and ensure security, aligning with the Public Sector Enterprise Policy of 2021.</p>
<p>The programme, organized jointly by the Capacity Building Commission (CBC) and SCOPE under Mission Karmayogi, aims to foster future-ready leadership through a comprehensive 12-month curriculum that integrates digital learning, classroom engagement, executive coaching, action learning, and international exposure. Smt. Rachna Shah and Shri Atul Sobti elaborated on how DAKSH is designed to enable leaders to reflect, adapt, and transform themselves, thereby supporting strategic development and leadership emergence. The initiative builds on previous successes, with 73 senior officials trained in the first batch and 72 participants from diverse sectors in the second, aligning with broader Mission Karmayogi activities like competency development, institutional accreditation, and technology-enabled learning.</p>
<p>Dr. P. K. Mishra further emphasized that the evolving role of CPSEs necessitates continuous learning, innovation, and strategic thinking. He called for leadership that is agile and adaptable in a globalized environment, where efficiency and competitiveness are paramount. The session reinforced the government&#8217;s commitment to strengthening public sector leadership, ensuring CPSEs remain robust, future-ready, and capable of contributing meaningfully to India’s growth and security. Shri Jagdeep Gupta concluded by reaffirming the Capacity Building Commission’s dedication to advancing the vision of Mission Karmayogi and supporting leadership excellence in the public sector.</p>
