										<content:encoded><![CDATA[<p>The Union Cabinet, chaired by Prime Minister, Shri Narendra Modi has approved Indian Railways’ proposal for redevelopment of 3 major railway stations with an approximate total investment of nearly ₹10,000 Cr.:</p>
<p><strong>a) New Delhi Railway Station;</strong></p>
<p><strong>b) Ahmedabad Railway Station; and</strong></p>
<p><strong>c) Chhatrapati Shivaji Maharaj Terminus (CSMT) Mumbai</strong></p>
<p>Railway Station is an important and central place for any city. Prime Minster Sh. Narendra Modi has given importance to stations development in the transformation of Railways. Today’s Cabinet decision gives a new direction to the station development. Work on redevelopment of 199 Stations is going on. Out of these, tenders have been issued for 47 stations. Master planning and design for the remaining is underway. Work is progressing fast for 32 stations. Today, the Cabinet has sanctioned investment of Rs. 10,000 crore for 3 big stations, namely New Delhi, Chhatrapati Shivaji Maharaj Terminus (CSMT), Mumbai and Ahmedabad Railway Stations.</p>
<p><strong>The standard elements of station design will be:</strong></p>
<p>Every station will have a spacious roof plaza (36/72/108 m) with all passenger amenities at one place along with spaces for retail, cafeterias, recreational facilities.<br />
Both sides of the city will be connected with the station, with the station building on both sides of Railway tracks.<br />
Facilities like food court, waiting lounge, playing area for children, place for local products, etc will be available.<br />
The stations located within the city will have a city center like place.<br />
To make the stations comfortable, there will be proper illumination, way finding/signages, acoustics, lifts/escalators/travelators.<br />
Master plan has been prepared for smooth movement of traffic, with adequate parking facilities.<br />
There will be integration with other modes of transportation like metro, bus etc.<br />
Green Building Techniques will be used, with solar energy, water conservation/recycling and improved tree cover.<br />
Special care will be taken to provide Divyang friendly facilities.<br />
These stations will be developed on the concept of intelligent building.<br />
There will be segregation of arrival/departures, Clutter free platforms, improved surfaces, fully covered platforms.<br />
The stations will be safe with installation of CCTV and access control.<br />
These will be iconic station buildings.</p>

										<content:encoded><![CDATA[<p>1. The Prime Minister released the Operational Guidelines of JJM in a function organised at Vigyan Bhawan, which is observed as Good Governance. The Operational Guidelines will help various functionaries involved in the implementation of Jal Jeevan Mission.<br />
2. The event was also graced by the Minister of Defense, the Minister Jal Shakti, the Minister of State Jal Shakti. Officials from various departments, farmers from different states, representatives of UN agencies, NGOs/ trusts, and various stakeholders working in the water sector attended the function.<br />
3. The Union Cabinet on 13.08.2019 approved Jal Jeevan Mission (JJM) to provide Functional Household Tap Connection (FHTC) to every rural household by 2024.<br />
4. As per the information available, out of 17.87 Crore rural households in the country, about 14.6 Crore which accounts for 81.67% are yet to have household water tap connections. The total project cost is estimated to be about Rs 3.60 lakh Crore. Central share will be Rs.2.08 lakh Crore. The fund sharing pattern to be 90:10 for Himalayan and North-Eastern States; 50:50 for other States and 100% for UTs.<br />
5. Broad contours of the JJM was circulated to all the States/ UTs giving details of the Mission and expected actions from States/ UTs. A National Level State Ministers’ conference chaired by Hon’ble Minister of Jal Shakti was held on 26/8/2019, wherein modalities of implementation of JJM were discussed at length.<br />
6. As decided by the Government, five regional workshops were organized one each in north, east, west, south and north-eastern regions of the country, wherein all stakeholders in water supply like, State Governments, voluntary organizations, development partners, professionals in water sector, etc. participated.<br />
7. Further, the Department has carried out review of questions raised by Hon’ble MPs in Parliament, for developing a broad understanding of issues in drinking water supply sector as are being faced in different parts of the country with the purpose that, while formulating guidelines, strategy and implementation aspects to the issues at hand get addressed to the extent possible. Similarly, Standing Committee reports and Audit reports were examined in detail to get an overview of the shortcomings in the implementation of NRDWP so as to address the observations in the guidelines.<br />
8. Consultations were also held on implementation aspects of the Mission with other Ministries of Government of India.<br />
9. Considering above aspects, Operational Guidelines of Jal Jeevan Mission has been finalized. The Operational Guidelines was also put up on the portal of Ministry of Jal Shakti, Department of Drinking Water and Sanitation for feedback/ comments from citizens. The salient features of the guidelines are as follows:<br />
I. Time bound completion of schemes taken up under National Rural Drinking Water Programme (NRDWP) has been proposed by providing FHTC to every rural household. No extension of time or cost escalation will be allowed except for the cost towards retrofitting the same to provide FHTCs.<br />
II. Priority to cover water quality affected habitations under JJM will be given.<br />
III. For the implementation of JJM, following institutional arrangement has been proposed:<br />
(a.) National Jal Jeevan Mission at the Central level;<br />
(b.) State Water and Sanitation Mission (SWSM) at State level;<br />
(c.) District Water and Sanitation Mission (DWSM) at district level; and<br />
(d.) Gram Panchayat and/ or its sub-committees i.e. Village Water Sanitation Committee (VWSC)/ Paani Samiti at village Level.<br />
IV. Extra budgetary resources will be made available for JJM and is proposed to be allocated along with Gross Budgetary Support among States/ UTs as per the allocation criteria.<br />
V. Good performance of the States/ UTs will be incentivized out of the fund not utilized by other States at the fag end of the financial year.<br />
VI. The fund released by Central Government to the State Governments is to be deposited in one Single Nodal Account (SNA) that will be maintained by SWSM along with State matching share to be transferred within 15 days of Central release. Public Finance Management System (PFMS) should be used for tracking the funds.<br />
VII. The physical and financial progress of the mission is proposed to be monitored through IMIS and fund utilization through PFMS.<br />
VIII. No expenditure towards centage charges, O&amp;M cost of the schemes like electricity charges, salary of regular staff and purchase of land, etc. will be allowed out of Central share.<br />
IX. Imbibing the spirit of 73rd Amendment of Constitution of India, Gram Panchayats or its sub-committees will play a crucial role in planning, designing, execution, operations and maintenance of the in-village infrastructure.</p>

										<content:encoded><![CDATA[<p><span class="mceItemHidden">Replying to the debate on <span class="hiddenGrammarError">the the</span> Special Protection Group (Amendment) Bill, 2019 in the house, Union Minister for Home Affairs, Shri <span class="hiddenSpellError">Amit</span> Shah said that as per <span class="hiddenGrammarError">the intent of</span> the original law, SPG focusses on Prime Minister&#8217;s security, as the PM is constitutionally the Head of the Government. </span></p>
<p><span class="mceItemHidden">It looks after the Prime Minister&#8217;s personal security, health, communication and secures the <span class="hiddenSpellError">PMO</span> and Prime Minister&#8217;s residence. It <span class="hiddenGrammarError">must not be</span> made a status symbol and its mandate <span class="hiddenGrammarError">must not be</span> diluted in deploying the specialized force for <span class="hiddenGrammarError">the security of</span> a particular family. Shri Shah also stressed that the Government is responsible for <span class="hiddenGrammarError">the security of</span> 130 crore Indian citizens, which includes the said family.</span></p>
<p><span class="mceItemHidden">The Home Minister noted that there is a perception that the amendment in SPG Act <span class="hiddenGrammarError">is being brought</span> only for the purpose to remove the SPG security cover for the Gandhi family. Opposed to that, the Gandhi family&#8217;s security level was not being removed but <span class="hiddenGrammarError">was changed</span> from SPG to Z+ with ASL (Advance Security Liaison) and <span class="hiddenSpellError">24X7</span> Ambulance provision. </span></p>
<p><span class="mceItemHidden">This <span class="hiddenGrammarError">has been done</span> by threat perception as per the original version of the law and the family’s security cover is at par with that of the HM, Defence Minister etc. He stressed that therefore, the there is no question of vendetta politics against one family and they <span class="hiddenGrammarError">have been assigned</span> security people who have undergone SPG training at some point of time in their career.</span></p>
<p><span class="mceItemHidden">Taking a dig at the opposition benches, Shri Shah said that the person who would be at the greatest disadvantage because of the Amendment in the Act is the current Prime Minister, who would lose SPG cover five years after he <span class="hiddenSpellError">demits</span> office. He also remarked that the SPG security cover of several previous Prime Ministers <span class="hiddenGrammarError">had been removed</span> in the past, but there were no protests before.</span></p>
<p><span class="mceItemHidden">Speaking on the security breach at <span class="hiddenSpellError">Smt</span>. <span class="hiddenSpellError">Priyanka</span> Gandhi’s residence, Shri Shah said that the visiting persons were Congress party members and the security allowed them entry based on this specific information. Despite this, Government has ordered high level enquiry into this matter and suspended the concerned 3 security people, new bill passed by parliament only PM will get SPG cover .</span></p>

<p><span class="mceItemHidden">&#8220;I&#8217;ll see Prime Minister <span class="hiddenSpellError">Modi</span> and I will &#8211; we&#8217;ll &#8211; be meeting with (prime ministers of) India and Pakistan and I think a lot of progress has been made there&#8230;lot of progress,&#8221; President Trump told reporters in response to a question at the White House, without mentioning Kashmir.</span></p>

<p>Tension between India and Pakistan escalated after New Delhi ended special status to Jammu and Kashmir under Article 370 on August 5. Reacting to India&#8217;s move on Kashmir, Pakistan downgraded diplomatic ties with India.</p>
