										<content:encoded><![CDATA[<p>The Cabinet Committee on Economic Affairs (CCEA) has approved a revised ‘SHAKTI’ policy to streamline coal allocation and boost flexibility for the power sector. The updated policy introduces two mechanisms—Window-I and Window-II—reducing the previous eight categories to make coal distribution easier. Window-I continues to provide coal linkages at notified prices for government-owned thermal power projects, while Window-II allows thermal power producers, including imported coal plants, to acquire coal through auctions at a premium, with linkages valid for 12 to 25 years and greater market flexibility, including the option to sell power without a PPA.</p>
<p>The revised policy aims to promote new capacity additions, especially near coal pitheads, improve long-term procurement planning, and reduce dependence on imported coal. It also seeks to lower the overall cost of coal at power plants, potentially reducing electricity tariffs for consumers, and encourages private investment in the thermal power sector. Implementation will be overseen by Coal India Limited and Singareni Collieries Company Limited, with operational issues managed by an Empowered Committee, as part of the government’s broader efforts to enhance energy security and affordability.</p>

<p><strong>Bengaluru,20<sup>th</sup> March 2025:</strong> India’s transition to a cleaner, more sustainable power sector is at a critical juncture, with regulatory challenges, financial constraints and policy uncertainties shaping its trajectory. A new report by Primus Partners, <strong>‘The Intersection of Power Sector Regulation &amp; Sustainability Goals in India’</strong>, examines these challenges and proposes a roadmap for achieving India’s ambitious 500 GW non-fossil fuel capacity target by 2030.<strong> </strong></p>
<p>The report highlights key regulatory reforms required to accelerate clean energy adoption, stabilize distribution companies (discoms) and boost investor confidence in India’s power sector. It provides actionable recommendations on policy consistency, contract enforcement and infrastructure development to ensure a seamless transition to renewable energy sources.<strong> </strong></p>
<p>Some key insights:</p>
<p><b>• Strengthening Discom Finances</b>: India’s discoms face accumulated losses of more than ₹6.77 lakh crore (~$82 billion). Financial restructuring, tariff rationalization and direct benefit transfers for subsidies are essential to improve cost recovery and ensure timely payments to renewable energy developers.</p>
<p><b>• Regulatory Stability and Contract Enforcement</b>: Inconsistent state policies on open access, net metering and PPA (power purchase agreement) renegotiations have deterred long-term investments. Standardizing open access rules, enforcing contract sanctity and improving dispute resolution mechanisms will boost investor confidence.</p>
<p><b>• Addressing Land and Permit Challenges:</b> Large renewable projects struggle with land acquisition and environmental clearances. While solar parks have eased this for some projects, states lack clear guidelines for land-use change and permitting. Expanding pre-cleared renewable zones and creating GIS-based approval systems (as Rajasthan has done) can streamline processes.</p>
<p><b>• Grid Infrastructure and Renewable Integration</b>: Transmission bottlenecks have delayed solar and wind projects. The report calls for synchronized grid expansion with renewable targets, enhanced forecasting mechanisms and policy support for large-scale battery storage.</p>
<p><b>• Emerging Market Mechanisms</b>: India is gradually adopting market-based incentives such as carbon credit trading, green energy certificates and ancillary service markets. Expanding these mechanisms will create a competitive, investment-friendly environment for clean energy.</p>
<p><b>• International Commitments and Policy Influence</b>: India’s clean energy push aligns with global climate agreements, including its commitments under the Paris Agreement and COP26. Strengthening policy implementation and leveraging international partnerships will be crucial in meeting these sustainability goals.<strong> </strong></p>
<p><strong>The Road Ahead</strong></p>
<p>India stands at a pivotal point in its energy transition. While significant strides have been made in renewable energy adoption, addressing regulatory inconsistencies and financial instability will be critical in sustaining this momentum.</p>

										<content:encoded><![CDATA[<p>GRID-INDIA in collaboration with CIGRE India and CBIP organised one-day International Conference on Cyber Security in Power Sector  in New Delhi. The event brought together industry leaders and experts to discuss vital issues in cybersecurity.</p>

<p>The inaugural session was graced by Sh. Ghanshyam Prasad, Chairperson, CEA. While addressing the inaugural session, he emphasized the crucial need for heightened awareness about cybersecurity in our evolving landscape. The power sector in India serves as the economic backbone, which must be safeguarded against cyber threats. Ensuring the adoption of new technologies with cybersecurity is vital for protecting both machines and manpower.</p>

<p>Sh. S. R. Narasimhan, CMD, GRID-INDIA, while addressing the inaugural session, “said that efforts have been made by Ministry, statutory bodies, and all stakeholders in addressing the Cyber Security concerns of the industry and collaborate with each other to build a cyber resilient grid operation”.</p>

<p>Further he said that the Conference provides a platform for open discussions, information exchange, and educating professionals about concerns, mitigation techniques, and the latest innovations in cybersecurity for critical energy infrastructure.</p>

<p>The conference united key stakeholders, from SLDCs to international experts, fostering discussions on the latest cybersecurity trends. Sessions included Technical Presentations, Panel Discussions, and Table top Exercises, empowering attendees to combat dynamic challenges effectively.</p>

										<content:encoded><![CDATA[<p>We used to be a deficit, the gap between demand and supply ranged from 8.5% in 2011-12 to about 4.2% in 2013-14. Today, it is at 0.2% which is the technical minimum: Union Power Minister Raj K Singh  on achievements of the Power sector during the last 9 years said we have now become a power surplus nation and net exporter of electricity.</p>
<p>The installed renewable energy capacity (including large hydro) has increased from 76.37 GW in March 2014 to 173.61 GW in May 2023, reflecting an increase of around 2.27 times. RE generation (including large Hydro) has increased from 190.88 billion units (BU) in 2014 -15 to 365.60 BU in 2022-23 (up to March, 2023).</p>
<p>The  Minister said several initiatives for promotion of renewable energy were also taken in the last 9 years resulting in increase of non-fossil installed capacity to 43% in FY23. We have awarded 1,000 MWh battery storage project, which is one of the largest in the world.</p>
<ul>
<li>All villages and households have been electrified—a total of 2.86 cr. households connected.</li>
<li>We have a massive transmission line of 4.71 lakh ckm, of which 1,97,229 ckm were added in the last 9 years.</li>
<li>We also have ambitious plans for integrating over 500 GW of renewable energy capacity by FY30.</li>
<li>“Average hours of supply in rural areas increased from 12.5 in FY14 to 20.53 in FY23, while it stand at 23.78 hours for urban areas.”</li>

										<content:encoded><![CDATA[<p>The Ministry of Coal is actively working towards enhancing coal production and supply efficient transportation of coal to all the stakeholders.</p>
<p>The overall coal stock position i.e., at Mines, TPPs and transit, as on 13th June 2023, reached 110.58 Million Tonne (MT), indicating a substantial increase of 44.22% as compared to the stock of 76.67 MT last year. This higher coal stock position indicates commitment of maintaining an ample supply of coal by the Ministry of Coal.</p>
<p>Additionally, the Pithead coal stock at Coal India Limited (CIL) as on 13 th of this month stands at 59.73 MT, indicating a growth rate of 25.77% as compared to the stock of 47.49 MT on 13.06.2022. This upward trend highlights effective stock management strategies and operational efficiency.</p>
