The modernization of SEEPZ, through vertical growth, will accommodate more exporters and significantly boost exports. Despite the current geopolitical challenges, I am confident that India will achieve USD 800 billion in exports.”

Goyal also assured, “The ministry is expeditiously pursuing the process of signing FTAs with several countries to drive exports.”

Shri Vipul Shah, Chairman, GJEPC, highlighting the pivotal role of FTAs signed by the Minister, states, “India-UAE CEPA, India-Australia ECTA, and the recent FTA with Europe’s EFTA has been instrumental in boosting exports to these countries. Post India-UAE CEPA, India’s plain gold jewellery has grown substantially, reflecting an impressive growth of 107.2% to USD 4,528.66 million in FY 2023-24.”

Shri Kirit Bhansali, Vice Chairman, GJEPC noted, “The success of the Bharat Ratnam – Mega CFC is owed to Shri Piyush Goyal’s steadfast leadership for bringing this initiative to fruition. The event also featured presentations from key industry stakeholders. Shri Subir Das, Executive Director of ECGC, provided insights on recent initiatives and schemes by ECGC. Shri C.P.S Chauhan, IRS, Joint Development Commissioner of SEEPZ gave a presentation on “SEEPZ Infra Projects”. Additionally, Shri Colin Shah, Head of the Working Group for Bharat Ratnam Mega CFC, delivered a presentation on the Mega CFC, highlighting that the project was accomplished in just 14 months and has been operational successfully. The Ministry has requested the States to minimise transport numbers among the people, and also if it is not unavoidable, refund of fare may be considered against advance bookings.

Further, the States/UTs have been requested to make arrangements for sending SMSs to the passengers for making them aware of these steps.

Meanwhile Indian Railways, the biggest transport utility of the country, has been taking a series of proactive measures to stop the spread of Corona Virus in the country. To take stock of the ongoing efforts, Shri Piyush Goyal, Minister of Railways & Commerce and Industry, reviewed the progress of preparedness of Indian Railways in that regard.

The meeting was attended by Chairman, Railway Board, Members of the Railway Board besides all the General Managers and Divisional Railway Managers from all the zones who linked up through a video conferencing.

Chairman, Railway Board briefed the Minister of Railways on the measures taken as a part of the National efforts in fighting the spread of Corona Virus. These include:

1. Creation of Quarantine facilities all over the Railway network for any eventuality, upscaling the cleanliness and hygiene of all the Railway trains and station premises.

2. Dissemination of various advisories being issued by M/o Health & Family welfare, Department of Personnel and Training regarding social distancing, minimizing the unnecessary travel, observation of infection related preventive measures and other operational measures to prevent the spread of virus.

3. Help Desks at various stations in association with State Governments are being made available.

4. Cleanliness of coaches, toilets, pantry cars and all passenger interface points should be strictly adhered to and adequate availability of hand washing material and water has to be ensured in trains, platforms and offices.

5. Instructions on restriction of meetings involving mass gathering, trainings, conferences etc. may be discouraged.

6. Adequate availability of gadgets to the staff involved in screening and cleaning, wherever required, is being ensured.

7. Regular Announcement are being done on PA System of Railway Stations & Trains to sensitize the public about various Dos & Don’ts highlighting keeping hands clean by frequent washing of hands, maintaining social distance, covering the mouth while sneezing and coughing, precautions to be taken if one has running fever- (don’t travel and report immediately to the Doctor) and not spitting anywhere in the Rail premises.

He also informed that instructions have been given to all stakeholders to avoid unnecessary crowding at Railway Stations in wake of spread of COVID 19. It has been advised that the DRMs may review the situation over railway stations and raise the price of Platform Ticket to Rs. 50 wherever deemed necessary, to avoid overcrowding at stations.

Heads of Railway Zones, Divisions and Units have been taking meetings in their respective areas to firm up necessary arrangements. The situation is being constantly monitored and coordinated at all levels in the Indian Railway system i.e. at Railway Board level, zone level and at Division level. Control rooms have been set up all over the railway system and the staff has been sensitized and educated about the subject. The collaboration and coordination with the concerned health authorities is also being ensured.

Following action has been taken for prevention of Coronavirus (COVID-19) infection by Indian Railways.

a. Information, Education, & Communication (IEC) material (posters and pamphlets) regarding corona virus (COVID-19) are being prominently displayed for awareness of general public in local language at railway stations and in trains and are also being distributed to patients visiting hospitals and in Railway colonies. Audio and video clips are being played at railway stations to spread awareness. Public announcements are being made at stations.

b. In Railway hospitals, Persons with fever are being separated from other patients. Separate counter/ward with specific signage for fever cases have been established. Medical staff has been deployed at such areas having proper protective gears.

c. Railway hospitals have been provided with 1100 isolation beds for fever related cases for treating suspected Corona virus cases with availability of necessary protective gears. Further, Railways has identified 12483 beds for quarantine at different locations across the country.

d. Medical staff have been advised that if any patient of Corona virus disease is suspected or reported in any of the Railway Hospital/Health Unit in Zone/PU, the same may be informed to Railway Board and local health authorities immediately.

e. All medical in-charges of Zones /PUs have been advised to be in constant touch with the respective State Authorities to obtain the guidelines/updates issued on the subjects and take necessary detection, prevention & curative measures suggested by such State Authorities.

f. Control rooms and Telephone helplines have been set up at all Railway hospitals.

He said that DFC has the impact to transform the railways sector. It is necessary to have separate tracks for freight and for passengers to ensure faster movement of both. Shri Piyush Goyal said that Indian Railways should run freight trains in convoys for maximum utilisation of the path and increasing the average speed of freight trains. Just like IRCTC which pays compensation for delays in its Tejas trains, Railways freight customers should be compensated for late arrival of goods trains and emphasized for time-tabled goods train run on DFCCIL.

Shri Vinod Kumar Yadav Chairman, Railway Board and Chairman DFCCIL, enunciated that consolidation, growth and reforms are the three crucial areas which Indian Railways are working on. He said that Dedicated Freight Corridors are ushering in a paradigm change in Indian Railways and asserted that DFCCIL will play a significant role in shaping the Indian economy. He said that IR is upgrading the Railway network, especially the Delhi – Mumbai and Delhi – Howrah sectors for running faster and modern trains.

He further emphasized that by having acquired 98.5 % land, DFCCIL is on the fast track for project completion. Shri Anurag Sachan, MD, DFCCIL, while addressing the gathering on this occasion profusely recognised the dynamic leadership and continuous support of Shri Piyush Goyal. He also assured that team DFCCIL will work hard to complete the project on time.

Other dignitaries present in the function were Smt. Manjula Rangarajan, Financial Commissioner, Railway Board, Shri Pradeep Kumar, Member S&T, Railway Board, Ms Pinky Anand, Additional Solicitor General. An array of senior officers from Railway Board, DFCCIL, PSUs, World Bank & JICA, and other stakeholders attended the event.

Information on empty, booked and partially booked births
Union Railway Minister Piyush Goyal has informed by tweeting that passengers can now get information about empty, booked and partially booked berths through the reservation chart. For this, passengers have to download the IRCTC app in their mobile phones. With its help, the availability of online seats can now be seen. Passengers will be able to buy available tickets even after preparation of chart.

This is how you will get the facility
According to the railway official, the reservation chart will appear four hours before the train opens. Under the new service, now in the railway app, you can see the availability of online seats even half an hour before the train departure. The new feature will be available on both web and mobile versions of IRCTC’s e-ticket booking platform. In the new interface, the layout of all the nine categories used in the reserved train of Indian Railways will be seen.

Following are the major reforms ushered in to improve the working of RPF:-

• Consequent on grant of Organized Group ‘A’ status (OGAS) to the Group ‘A’ officer cadre in Railway Protection Force (RPF), the Ministry of Railways has notified the name of the Group ‘A’ cadre mentioned above as Indian Railway Protection Force Service (IRPFS) vide letter no. 2013/E(GR)1/36/10 (Part-I) dated 30.12.2019. The nomenclature of Group ‘A’ gazetted cadre of RPF as IRPFS does not, in any way, change the name of the force (RPF). The character of the force constituted under RPF (Amendment) Act 1985 (an Act of Parliament) as a statutory Armed Force of the Union remains unchanged.

• Constables having received the benefit of 1st MACP/2nd MACP will wear ribbons (V) One Stripe /Two Stripes respectively on the right upper arm of their uniform. This will boost the morale of RPF personnel who remain in the rank of Constables for substantial period as they will look forward to addition of stripes in their uniform without waiting for their promotion to the rank of Head Constables.

• The rules and guidelines for functioning of RPF have been compiled as Establishment Manual and Crime Manual superseding all guidelines in force. Soft copies of these manuals have been uploaded in the RPF webpage to make them easily accessible to all RPF personnel. This will streamline the functioning of RPF.

• With ever increasing threat to railway system from Left Wing Extremists, terrorist/subversive elements, it is imperative that Railway Protection Force remains better trained and prepared to face growing challenges to railway security. For this very objective, setting up of a separate Commando unit, known as CORAS (Commandos for Railway Security), was announced by Minister of Railways and Commerce & Industry, Shri Piyush Goyal on 14th August 2019.

Vision of CORAS is to develop world level capabilities of specialized response for any situation pertaining to damage, disturbance, disruption of train operations, attack/hostage/hijack/disaster situations in railway areas. The training of RPF commandos includes training in physical endurance, Unarmed Combat, Latest weapons training, Disaster management, Anti Terrorist Operations among others. RPF commandos are being utilised for securing railway stations, escorting trains and railway area protection in highly vulnerable areas.

Commerce and Industry Minister informed that there are 4 Common Facility Centers being set-up in the country apart from the 4 that are already in use at present and the sector must make full use of them to get jewellery tested and certified.

Those in the gem and jewellery sector must also address the issue of unnecessary import of gold, he further urged those associated with the sector to device a scheme that will help the Government of India to unlock this asset that is lying locked up in personal vaults of the citizens which will help to reduce the burden on India’s FOREX reserves added the Minister.

GeM epitomizes the speed, skill and scale which is essential in an e-marketplace platform said Piyush Goyal in his inaugural address. He further said that GeM rests on the three pillars of openness, fairness and inclusiveness and is a symbol of a truly transparent e-marketplace.

Commerce and Industry Minister hoped that during this conclave a road map for the future of GeM will be put in place that will unify all government procurement, across all Ministries and Departments, of not only Government of India but State Governments and local bodies. He also hoped that during the two-day deliberations an doable agenda will emerge that will help work contracts in the form of tenders to be made available on the GeM portal in future. Further, he urged that, to take the GeM portal to the next level, it may be examined how to ease buy from the GeM platform by contractors and sub-contractors of public sector undertakings, Ministries and Departments.

Commerce and Industry Minister hoped that the target of 5 lakh crore business through the GeM platform is achieved earlier than five years and in the future GeM will also be open for the citizens of India to their necessities so that the average person may help from lower cost of products and services that are available on GeM. However, Commerce and Industry Minister cautioned that quality of products and services must never be compromised and stringent mechanism be put in place for validation of complaints against poor quality of products and services that may be available on the platform.

Piyush Goyal welcomed all suggestions, from thousands of registered organizations for the two-day conclave, to make improvements in the GeM platform particularly in the process of accessing, onboarding and navigating through the platform, so that it leads to more transparency and availability of better quality of products and services. This will enable MSMEs, women entrepreneurs and the smallest of enterprises in the remotest corner of India to onboard products and services on GeM and it will also create a level playing field that promotes fair business practices and genuine competition among buyers.

Sixty-two stalls ranging from IT, electronic items, road safety equipment, security, furniture items, sports goods, health care, telecom, GIS solutions, home appliances and freight services have been put up for the participants and visitors to see during the two-day event.

Talleen Kumar, CEO GeM and other senior officials of GeM and Department of Commerce were present on this occasion.

GeM awards were also given away during the inaugural session. Awards were given to Central Ministries, States and PSUs in categories of super buyer, rising buyer and most compliant buyer (payments). Sellers were also awarded under super seller, seller with most orders, super seller (MSME), seller with most orders (MSME) and most promising startup categories.

The  new luxury train offering for business travellers and tourists and its launch during Navratras and the festive season is a gift for passengers. For the first time full working and ticketing control of a train is with IRCTC. Train number 82501/82502 will ply between the New Delhi Railway station (NDLS)-Lucknow NE (LJN) route for six days a week. While Train number 82501 Lucknow-New Delhi Tejas Express will complete the journey in 6 hours and 15 minutes, Train number 82502 New Delhi-Lucknow Tejas Express will take 6 hours and 30 minutes.

The success of this new experiment by Piyush Goyal-led Indian Railways will make way for private operators to run trains in India. The Railway Board has already asked zonal railways to consider the feasibility of running private trains on 50 key routes including Delhi-Mumbai and Delhi-Howrah.

Tejas Express is a more premium version of the Shatabdi Express group of air-conditioned chair cars. There are several unique features of this new IRCTC Tejas Express train. In a first, passengers will be paid for any delay on an hourly basis. A whopping Rs 25 lakh free insurance will be provided for each passenger.
