Welcoming the august gathering, Mr. R.K. Vij, Co-Chair, PHDCCI Textile Committee, Secretary General, PTAIA and National President, Textile Association of India, described the National Technical Textiles Mission (NTTM) as a transformative initiative that has provided the industry with the momentum to accelerate innovation and manufacturing. While appreciating the Ministry of Textiles for its industry-friendly policies and collaborative approach, he urged the Government to address the GST inverted duty structure on man-made fibres and rationalize duties on key raw materials such as PTA and MEG to improve liquidity, enhance competitiveness and unlock the sector’s growth potential. He called for closer industry-government collaboration to position India not only as a global manufacturing hub but also as a global innovation leader in technical textiles.

Delivering the address the Chief Guest, Shri Pabitra Margherita, Hon’ble Minister of State for Textiles, Government of India, said that the growing focus on fitness, healthcare and sports through initiatives such as Khelo India, Fit India Movement and TOPS is creating unprecedented demand for high-performance sportech products. He highlighted that India’s technical textile exports have grown from ₹8,827 crore in FY 2013–14 to ₹28,392 crore in FY 2024–25, reflecting the sector’s strong global competitiveness. He further noted that under the National Technical Textiles Mission, more than 180 research projects have been approved to strengthen innovation and manufacturing, while the PLI Scheme for Textiles has attracted investments exceeding ₹5,500 crore. Reaffirming the Government’s vision of achieving USD 100 billion in textile exports and a USD 350 billion textile market by 2030, he called upon industry, academia and research institutions to work collectively towards making India a global leader in technical textiles under Viksit Bharat 2047.

The guest of honor Ms. Manisha Chatterjee, Joint Secretary, Ministry of Textiles, Government of India, emphasized that the National Technical Textiles Mission has now entered a phase of large-scale implementation, shifting the focus from research to commercialization. She highlighted initiatives such as the PRAMAN guidelines, strengthening of testing infrastructure, international standardization and targeted support for MSMEs to bridge the gap between laboratory innovations and market-ready products. She informed that six research projects and one start-up have already been approved under the Sportech segment of NTTM, while stressing that reducing import dependence in high-performance sports textiles presents a significant opportunity for Indian manufacturers.

Speaking as the conference, Dr. Harish K. Chatterjee, Director General, Wool Research Association, highlighted the convergence of technical textiles, electronics, smart sensors and data analytics in shaping the future of sportech. He said India possesses the right ecosystem to emerge as a global hub for high-performance sports textiles through its strong manufacturing base, expanding synthetic fibre ecosystem, growing start-up landscape and government support. He also highlighted the Association’s work in developing indigenous smart textile solutions, internationally accredited testing facilities, technology transfer, start-up incubation and sustainable innovations to strengthen India’s global competitiveness.

Mr. Debabrata Ghosh, Vice President & Sales Director, Barmag India Pvt. Ltd., highlighted India’s immense growth potential in the activewear and sportech segment, stating that the country’s activewear yarn market is projected to grow at a CAGR of over 10% between 2026 and 2035, significantly outpacing China. He observed that the India–UK Free Trade Agreement, supportive government policies and expanding textile infrastructure offer a significant opportunity for Indian manufacturers to become global suppliers of high-value technical textiles. Stressing the importance of advanced bi-component fibre technologies, he called for strengthening domestic manufacturing capabilities to reduce import dependence and establish India as a preferred sourcing destination in the global sportech value chain.

Concluding the inaugural session, Mr. Shantanu Agarwal, Co-Chair, PHDCCI Textile Committee & Joint Managing Director, Maral Overseas Ltd., expressed gratitude to the Ministry of Textiles, the National Technical Textiles Mission, the Wool Research Association, industry partners and stakeholders for their support in making the conference a success. He said the conference had evolved into a meaningful platform for policy dialogue, technology exchange and industry collaboration, urging participants to convert discussions into actionable partnerships that would accelerate the growth of India’s technical textiles sector.

The conference also featured engaging technical sessions on “Sportech Deep Dive,” “Sportech Value Chain: Sourcing, Standardization and Scaling,” “Scaling the Technical Textiles Ecosystem: Investment, Start-ups and Market Expansion,” and “From Import Dependence to Atmanirbhar Sports Manufacturing.” Alongside the conference, an exclusive Technology & Innovation Exhibition showcased breakthrough products, smart textiles, advanced manufacturing technologies, research-led innovations and promising start-ups, highlighting India’s rapidly evolving capabilities across the technical textiles value chain. The deliberations and exhibition together fostered meaningful collaboration among policymakers, industry leaders, researchers, investors, academia and entrepreneurs, reinforcing India’s commitment to innovation, self-reliance and global leadership in technical textiles under the vision of Viksit Bharat 2047.

The conference will be inaugurated by the Hon’ble Minister of State for Textiles, Government of India, Mr. Pabitra Margherita, who will serve as the Chief Guest. The event will also feature the distinguished presence of Ms. Manisha Chatterjee, Joint Secretary, Ministry of Textiles, Govt. of India, as the Guest of Honour. 

Aligned with the overarching national vision of Viksit Bharat 2047, the conference—titled “Scaling the Technical Textiles Frontier: Innovation, Sustainability, and Indigenous Excellence”—will serve as a pivotal interface between policy, academia, and industry. उद्घाटन सत्र में मंत्रीस्तरीय समर्थन, विस्तृत प्रगति रिपोर्ट और कई प्रमुख राष्ट्रीय पहलों की लॉन्चिंग देखने को मिली। माननीय श्री पबित्रा मार्गेरिटा, राज्य मंत्री (वस्त्र), ने वीडियो संदेश के माध्यम से पानीपत की महत्वपूर्ण भूमिका को रेखांकित किया। उन्होंने पानीपत को भारत का प्रमुख वस्त्र एवं रीसाइक्लिंग केंद्र बताते हुए तकनीक-आधारित, टिकाऊ विकास की दिशा में आगे बढ़ने के लिए प्रोत्साहित किया। वस्त्र मंत्रालय के आर्थिक सलाहकार श्री राजिंदर कुमार ने स्वास्थ्य, रक्षा और अवसंरचना सहित विभिन्न क्षेत्रों में तकनीकी वस्त्रों के बढ़ते महत्व पर प्रकाश डाला। उन्होंने पानीपत की नवाचार केंद्र के रूप में विकसित होने की प्रबल संभावनाओं का उल्लेख किया तथा मानकों, प्रोत्साहनों और क्षमता निर्माण के माध्यम से सरकार के निरंतर समर्थन को दोहराया। NTTM के मिशन निदेशक श्री अशोक मल्होत्रा ने मुख्य वक्ता के रूप में राष्ट्रीय तकनीकी वस्त्र मिशन के अंतर्गत प्राप्त महत्वपूर्ण उपलब्धियों का विस्तृत विवरण प्रस्तुत किया। उन्होंने बताया कि FY21 में 1480 करोड़ रुपये के आवंटन के साथ शुरू हुए मिशन ने अब तक 550 करोड़ रुपये के अनुदान के साथ 168 R&D परियोजनाओं को स्वीकृति दी है। इनमें—

·       61 नई उत्पाद विकास परियोजनाएँ

·       48 परियोजनाएँ स्थिरता पर केंद्रित

·       21 आयात प्रतिस्थापन से संबंधित

·       31 पेटेंट आवेदन दाखिल, और 10 परियोजनाएँ पूर्णता के निकट

इसके अतिरिक्त, मिशन ने 12 करोड़ रुपये के अनुदान से 24 स्टार्टअप्स को समर्थित किया है तथा 24 कौशल विकास पाठ्यक्रम विकसित किए हैं, जिनके माध्यम से 1000 से अधिक प्रशिक्षणार्थियों को प्रशिक्षित किया गया है। श्री मल्होत्रा ने पारंपरिक वस्त्र उद्योग द्वारा इन उपलब्धियों का लाभ उठाकर उच्च-मार्जिन तकनीकी वस्त्र क्षेत्रों में विविधीकरण करने के बड़े अवसरों पर विशेष जोर दिया। PHDCCI पैकेजिंग समिति के सह-अध्यक्ष श्री आर.के. विज ने स्वागत भाषण देते हुए पानीपत की पहचान को भारत के प्रमुख वस्त्र रीसाइक्लिंग हब के रूप में रेखांकित किया। उन्होंने तीन प्रमुख पहलों के शुभारंभ की घोषणा की: अटल सेंटर ऑफ टेक्सटाइल रीसाइक्लिंग एंड सस्टेनेबिलिटी – NTTM के अंतर्गत, प्रो. बिपिन कुमार, IIT दिल्ली के समन्वय में।नेशनल फ्लैग रीसाइक्लिंग इनिशिएटिव – मेजर जनरल असीम कोहली (सेवानिवृत्त) द्वारा संचालित, राष्ट्रीय ध्वज के सम्मानजनक एवं पर्यावरण-अनुकूल निपटान हेतु। टेक्सटाइल–टेक–इननोवेटर फॉर टेक्सटाइल एंटरप्रेन्योर्स प्रोग्राम – AIC, IIT दिल्ली के सहयोग से, नई पीढ़ी के उद्यमियों को प्रोत्साहित करने के लिए।

प्रसिद्ध निटिंग विशेषज्ञ, श्री सुनील कुमार पुरी ने “पानीपत क्षेत्र के लिए तकनीकी वस्त्रों में अवसर एवं प्रोत्साहक” विषय पर विस्तृत प्रस्तुति दी। उन्होंने फ्लैट-बेड निटिंग तकनीक को भविष्य के लिए अत्यंत बहुपयोगी बताते हुए बताया कि यह तकनीक जटिल 2D व 3D संरचनाएँ, सीमलेस डिज़ाइन और पूर्णतः इंजीनियर उत्पाद तैयार करने में सक्षम है।

उन्होंने एयरोस्पेस, ऑटोमोबाइल और चिकित्सा क्षेत्रों में तकनीकी वस्त्रों के बढ़ते उपयोग तथा स्मार्ट, कंडक्टिव और रिस्पॉन्सिव टेक्सटाइल जैसे निटेड ECG मॉनिटर और कूलिंग गारमेंट्स की संभावनाओं पर प्रकाश डाला।

उद्घाटन सत्र के बाद कार्यक्रम दो प्रमुख तकनीकी सत्रों में आगे बढ़ा।

सत्र 1: “रीसाइक्लिंग, सर्कुलैरिटी एवं स्टार्टअप्स”| IIT दिल्ली के प्रो. बिपिन कुमार द्वारा संयोजित। प्रमुख वक्ताओं में शामिल थे: डॉ. एम. एस. परमार, महानिदेशक, NITRA, डॉ. नंदन कुमार, CMD, HPT Textiles, श्री मनीष छाबड़ा, पार्टनर, सत्यं पॉलिक्निट्स, श्री आलोक पांडे, CEO, AIC सोनीपत, श्री रवि कुमार, जीएम–टेक्निकल हेड, तेजिन इंडिया चर्चा में स्वदेशी रीसाइक्लिंग समाधान, फायर-रेटार्डेंट होमटेक नवाचार और पानीपत में तकनीकी उन्नयन के अवसर प्रमुख रहे।

पानीपत तकनीकी वस्त्र चिंतन शिविर अत्यंत सफल रहा, जिसमें नीति-निर्माताओं, उद्योग नेताओं, शोधकर्ताओं और नवप्रवर्तकों ने एक साझा मंच पर विचार-विमर्श किया। कार्यक्रम में पानीपत उद्योग से बड़ी संख्या में प्रतिनिधियों की उपस्थिति रही और इसे व्यापक राष्ट्रीय मीडिया कवरेज प्राप्त हुई। सभी सत्रों में चर्चाओं ने तकनीकी प्रगति और वैश्विक प्रतिस्पर्धा की दिशा में साझा प्रतिबद्धता को दर्शाया। नई संस्थाओं और पहलों के शुभारंभ के साथ, यह शिविर उच्च-मूल्य, भविष्य-उन्मुख वस्त्र पारिस्थितिकी तंत्र के निर्माण की दिशा में एक निर्णायक कदम साबित हुआ, जो भारत के विज़न 2047 में पानीपत के महत्वपूर्ण योगदान को और सुदृढ़ करता है।

इस आयोजन का विषय “पानीपत के वस्त्र उद्योग का तकनीकी परिवर्तन: उच्च मूल्य, बेहतर कल“ है।यह पानीपत की स्थिति को तकनीकी वस्त्रों के निर्माण और निर्यात के एक महत्वपूर्ण केंद्र के रूप में मजबूत करने, राष्ट्रीय अर्थव्यवस्था और विजन 2047 के लक्ष्यों में महत्वपूर्ण योगदान देने की दिशा में एक निर्णायक कदम है।

शिविर में नीति निर्माताओं और उद्योग विशेषज्ञों की एक प्रभावशाली श्रृंखला शामिल होगी, जिसमें भारत सरकार के वस्त्र मंत्रालय, NITRA, भारतीय मानक ब्यूरो (BIS), IIT दिल्ली, IIT मंडी, बैंक, संस्थान और निर्माता शामिल होंगे। यह भागीदारी राष्ट्रीय तकनीकी वस्त्र मिशन (NTTM) की विभिन्न योजनाओं के तहत उद्यमियों को सहायता और वित्त पोषण देने की सरकार की मजबूत प्रतिबद्धता को दर्शाती है।

शिविर का एक प्रमुख आकर्षण NTTM ढांचे के तहत विकसित उन्नत पुनर्चक्रण तकनीक का शुभारंभ और प्रदर्शन होगा, जिसका समन्वय आईआईटी दिल्ली द्वारा किया जा रहा है।

आईआईटी दिल्ली के नेतृत्व में पानीपत में स्थापित अटल सेंटर ऑफ टेक्सटाइल रीसाइक्लिंग एंड सस्टेनेबिलिटी ने स्थायी वस्त्र नवाचार में बड़ी सफलता हासिल की है। यह केंद्र उच्च-प्रदर्शन अपशिष्ट पुनर्चक्रण, स्टार्टअप प्रोटोटाइपिंग में सहायता करता है, और राष्ट्रीय ध्वज पुनर्चक्रण पहल (National Flag Recycling Initiative Launch) की पहल को आगे बढ़ा रहा है। शिविर में सेवाज नीसिम फाउंडेशन (Sewaj Neesim Foundation) द्वारा शुरू की गई इस अपनी तरह की अनूठी राष्ट्रीय ध्वज पुनर्चक्रण पहल का आधिकारिक तौर पर शुभारंभ किया जाएगा।

यह पहल उन्नत वस्त्र पुनर्चक्रण प्रक्रियाओं के माध्यम से सेवामुक्त हुए भारतीय झंडों के सम्मानजनक और ज़िम्मेदार पुनर्चक्रण को बढ़ावा देती है। केंद्र ने इस अनूठी प्रक्रिया के लिए सेवाज नीसिम फाउंडेशन को सफलतापूर्वक प्रौद्योगिकी हस्तांतरण पूरा कर लिया है।

केंद्र के अरैमिड फाइबर पुनर्चक्रण कार्यक्रम (Aramid Fiber recycling program) का भी प्रदर्शन किया जाएगा, जो उच्च-प्रदर्शन वाले अरैमिड अपशिष्ट पदार्थों के प्रसंस्करण और पुनरुत्पादन के लिए अग्रणी समाधानों का प्रदर्शन करेगा, जिससे कई तकनीकी वस्त्र कंपनियों को लाभ होगा।

चिंतन शिविर विशेष रूप से हितधारकों के एक विस्तृत समूह, जिसमें MSME इकाइयाँ, मालिक, स्टार्टअप, निर्णय लेने वाले, प्रयोगशालाएँ, होटल, अस्पताल, पुनर्चक्रणकर्ता और संस्थान शामिल हैं, को लाभान्वित करने के लिए डिज़ाइन किया गया है। मुख्य सत्रों में सतत विकास के लिए आवश्यक महत्वपूर्ण विषयों पर विचार-विमर्श किया जाएगा, जिनमें शामिल हैं:

• गुणवत्ता, अनुपालन और हरित वित्तपोषण (Green Financing)
• पुनर्चक्रण और चक्रीयता में तकनीकी प्रगति
• जियोटेक (GeoTech), होमटेक (HomeTech), स्पोर्टेक (Sportech) और इंडुटेक (Indutech) में बाजार के अवसर
• कौशल विकास और क्लस्टर सहयोग
