Bihar: While the nation fights the pandemic caused due to Corona Virus, the number of positive cases in bihar has reached from 9 to 11. The nation is under lockdown to prevent the virus from spreading and people are adhering to various precautionary measures including social distancing. In the wake of the same, Paharpur based social activist Sarvesh Tiwari has come up with a creative and effective way to help people with social distancing by distributing masks among those in need. The distributors use gloves and stick as precautionary measures while giving away the masks to minimize the chances of transmission. Having started his campaign from MusaharToli, Sarvesh Tiwari aims to supply these masks to 20,000 people in need.

What is special about this campaign is that the masks being distributed are of different colors, which makes it a first of its kind initiative toward this cause in the country. The variety of colors helps ensure that masks aren`t exchanged within the family members, helping to ensure their individual safety from the disease. For women, there are red and pink masks, for men it is blue and black while the children are being given white masks.

One of the beneficiaries of the campaign, a resident of MusaharToli, RudalManjhi said, “Neither we can buy good quality masks owing to the lack of money, nor we can go out to the market to purchase it due to the nationwide lockdown. In such a scenario, many families including mine are benefitting a lot from this initiative by Sarvesh Tiwari.”

The local youth of Paharpur are extending their full support towards the success of this campaign in the cause of fighting COVID-19. Mr. Tiwari along with his young brigade, is also educating the masses about the symptoms and precautionary measures related to the disease, while following all the standards of safety and sanitation.

“Whenever a pandemic breaks out, the marginalized communities of the society become the most vulnerable. The first reason behind this is the lack of awareness among their population and second is the lack of resources to avail precautionary tools and measures. Keeping this in mind, I decided to distribute masks among such sections of society at utmost priority while taking all possible safety measures, before the situation gets out of control. In these times demanding social distancing, this indigenous way of distributing masks using stick is very easy to put into practice and people are adopting it very enthusiastically.” said Sarvesh Tiwari.

The campaign is not only limited to this. The people from other states that are returning to their homes are also being undertaken free check up by specialist so that in case they are found positive they may receive treatment in time. This also helps prevent the disease from spreading to the other people living in the Panchayat.

The secretary of Nirbhaya Jyoti Trust run by Nirbhaya`s parents, and a crusader in the journey towards justice for Nirbhaya, Sarvesh Tiwari has been contributing to social cause through his organization “Rise Always Welfare Society” since many years now. The son of former Mukhia of Inarvabhar Panchayat, Shri Anand Kumar Tiwari and presiding Mukhia, Smt Usha Tiwari, Sarvesh Tiwari has been actively involved in the upliftment of socially and financially under privileged sections of the society. The execution took place less than two hours after the Supreme Court dismissed the final petition of the convicts.

“The convicts had not expressed any last wish or will to authorities,” an official said.

They were woken at 3:30 am, around the time they learnt they had reached the end of the road in courts.

The four men refused to have their breakfast, their last meal before being taken to the gallows and were up much of the night, prison officials. They were asked to take a bath but none of them did.

The entire jail was on lockdown since last night, and officials said, few other prisoners in Asia’s largest prison facility could sleep a wink ahead of the first execution since 2015.

Jail doctors did a medical check-up of the four men. There were only five people who witnessed the hanging. The jail superintendent, deputy superintendent, the resident medical officer, the district magistrate and another jail staff member.

The execution was carried out by hangman Pawan Jallad who had done several “dummy executions”.

Three convicts – Pawan, Vinay and Mukesh -did labour work at Tihar Jail. The money for the work they did did during their time in prison will be sent to their families, jail officials said. Akshay Thakur, however, has no earnings as he did not engage in any labour work at Tihar. All their belongings too will be sent to their families.

Before he was taken to the gallows, Vinay pleaded with jail officials and sought forgiveness, jail sources said. Vinay had earlier in February attempted to hurt himself by banging his head against a wall in his cell.

Their bodies were kept hanging for 30 minutes as per the protocol in Delhi Prison Rule, following which a doctor declared them dead.

Their bodies were move to Deen Dayal Upadhyay Hospital for autopsy. A five-member panel will do the post-mortem before they are disposed as per their religion.

The four convicts were hanged to death at 5:30am in Delhi’s Tihar Jail today bringing the curtains down on the drama surrounding the execution that saw the death warrants cancelled thrice on various grounds over the last two-and-a-half months.
Sandeep Goel, DGP (prisons), confirmed that all the four were hanged at 5:30am.

The hanging was carried after a three-judge Supreme Court bench rejected the final plea by the convicts’ lawyer AP Singh to stay their execution in a late-night hearing on Thursday.

NIRBHAYA MOTHER SAID “Finally, the convicts have been hanged. This was a struggle of eight years. It was delayed but we got justice. Today, Nirbhaya got justice and girls of the country got justice. I want to thank everyone – the judiciary, the government, every citizen – for this,” she said while speaking to reporters after the hanging.

Badrinath Singh, the woman’s father said,“Our wait for justice was painful and agonising… We appeal for observing this day as Nirbhaya ‘Nyay Diwas’ (day of justice)”.

The four convicts in the Nirbhaya gangrape and murder case, who were hanged on Friday morning, had not expressed any last wish, according to officials. “The convicts had not expressed any last wish or will to authorities,” an official said. Death row convicts are asked about their last wish before hanging.

Investigating officers of the 2012 Nirbhaya gang rape and murder case on Friday called the hanging of the four convicts a ”real tribute” to the 23-year-old physiotherapy intern who was savagely brutalised in an empty moving bus in a South Delhi neighbourhood. Pramod Singh Kushwaha, then the additional DCP (South) and who headed the investigation team, said each and every member of the team pitched in to prepare a watertight case against the convicts.

After the postmortem, the bodies of the convicts will be handed over to their respective families. The families of the convicts will have to give an undertaking in writing that they will not make a public demonstration of any kind in relation to the cremation or burial of the bodies.

“My husband is a convict in the Nirbhaya case but he is innocent…Now, I want to be legally divorced from him before he is hanged as I don’t want to live the life of a widow,” Punita Devi, wife of Akshay Thakur, said in her petition filed at a family court in the local district court of Aurangabad. Son of Saryug Singh and Malti Devi, Akshay Thakur hails from the Lahangkarma village of Bihar’s Aurangabad district. The court has fixed March 19 as the next date of hearing.

My client [Punita Devi] has a right to seek divorce from her husband under section 13(2)(II) of the Hindu Marriage Act, which says a woman can seek divorce from her husband if he has been found guilty of rape, sodomy or bestiality. I have filed her petition in the family court of the district,” Mukesh Kumar Singh, Punita Devi’s lawyer told local journalists in Aurangabad. Ms. Devi also has a son to look after.

All the four convicts of Nirbhaya — Mukesh Singh (32), Pawan Gupta (25), Vinay Sharma (26) and Akshay Kumar Singh (31) are currently lodged in Tihar jail and are set to be hanged on March 20. They have been using tactics to delay the hanging, which has already been postponed twice. They have even approached international court and India’s Human Rights Commission.

However, some legal experts feel that there is no chance of any further delay as all formalities have been completed and the convicts have exhausted all legal remedies.

A jail official was quoted that Vinay Sharma had attempted to hurt himself by banging his head against a wall on Sunday and had suffered minor injuries.

Earlier this week, Vinay Sharma’s lawyer had told a Delhi court that he was on a “hunger strike” and his mental status was not good.

The court on Monday put out a third death warrant for Vinay Sharma, along with Akshay Thakur, Pawan Gupta and Mukesh Singh, the men convicted in 2012 gang-rape of a young medical student who was assaulted and tortured so brutally that she died days later.

Two previous dates of hanging – January 22 and February 1 – came and went as the convicts filed multiple petitions to stall the execution. On February 5, the Delhi High Court ordered that all four would have a week to exhaust all their legal remedies, including mercy petitions to the President, and said they cannot be hanged separately.

A special public prosecutor told the court that three of the convicts were done with their legal options and there is no petition pending in any court.

On the third date of hanging, Nirbhaya’s mother said: “I hope that this date is final. Anybody is given an opportunity for remedy only for a limited number of times. These four convicts have been given enough opportunities now. Our struggle will end on March 3 when these convicts will be hanged.”

Six men, including one just short of 18, were arrested after the December 16, 2012 gangrape. One of the main accused, Ram Singh, was found hanging in his jail cell. The teen was released after three years in a reform home.

RailTel, a Miniratna PSU under Ministry of Railways, has been entrusted with the work of providing IP based VSS with video analytics and facial recognition system. To have a better coverage and clearer image, four types of Full HD Cameras – Dome type (for indoor areas), Bullet type (for platforms), Pan Tilt Zoom type (for parking areas) and Ultra HD- 4k cameras (for crucial locations) are being provided. CCTV camera live feeds are displayed on multiple screens at the Railway Protection Force (RPF) control room for monitoring. Each HD camera at the station consumes approximately 1TB of data and 4k camera consumes 4 TB data per month. The recording of the video feeds from CCTV cameras will be stored for 30 days for playback, post event analysis and for investigation purposes. Important videos can be stored for longer duration.

Talking about the project of providing Video Surveillance System, Shri Puneet Chawla, Chairman and Managing Director, RailTel said that in the first phase, VSS is being installed at 200 stations Pan India and as on date work has been completed at 81 stations across India. The Video Surveillance System will be extended to other stations and coaches soon. The work is being done utilizing the Nirbhaya fund for ensuring better safety for women.

In phase-I that is targeted for this year, South Western Railway (SWR) has recently commissioned Video Surveillance system (CCTV) at 6 major stations – Ballari by providing 33 Cameras, Belagavi with 36 Cameras, Vasco-Da Gama with 36 Cameras, Bengaluru Cantt with 21 Cameras, Bangarpet with 36 Cameras, Hassan with 36 Camera and at 3 Stations at Hassan, Shivamogga Town & Sathya Sai Prasanthi Nilayam, work is under progress and will be commissioned shortly. Integrated security systems comprising CCTV have already been installed at 11 stations including Bengaluru with 71 Cameras, Yesvantpur with 35 Cameras, and Mysuru with 34 Cameras. With this SWR has functional CCTV at 17 locations and will complete the work in Phase-I by having CCTV functional at total 20 railway stations by end of January 2020. Security personnel can monitor these cameras not only from station control rooms but also from Central Security Control Rooms located at Divisional HQ, i.e, Hubballi, Mysuru and Bengaluru.

Internet Protocol (IP) based Video Surveillance System (VSS) has also been installed at 10 Railway stations of Western Railway namely  Bhavnagar Terminus, Udhna, Valsad, Veraval, Nagda, Navsari, Vapi, Viragam, Rajkot, Gandhidham. This Video Surveillance System is expected to ensure better security of passengers at railway stations and railway property.

The much-awaited execution day for the Nirbhaya gangrape convicts has been decided by a Delhi Court today. The four convicts – Pawan, Akshay, Vinay and Mukesh will be hanged on January 22, 2020, at 7 o’clock in the morning.

The verdict was made live on video conference to connect the court with the convicts who are lodged in Tihar Jail.

Additional Sessions Judge Satish Kumar Arora of the Patiala House Court had reserved the order earlier in the day on the plea by Nirbhaya’s parents seeking issuance of the death warrants of the four convicts. Before pronouncing the date, the judge spent some time speaking to each of the convicts via video conferencing after asking media persons to step out.

The court was informed that a curative petition was in the process of being filed

The parents of Nirbhaya had urged the court to expedite the execution proceedings as delay only added to their prolonged agony since the fateful night of December 16, 2012.

On Monday, the court dismissed an application filed by the father of one of the death-row convicts in the Nirbhaya rape case, who had questioned the credibility of the sole witness by claiming that he was “tutored” and sought the registration of FIR against him.

Out of the six accused in the gangrape and murder charges, the main accused Ram Singh had allegedly committed suicide in Tihar Jail during the pendency of the trial while another accused was a minor at the time of the commission of the crime and was hence sent to a reform facility for juveniles and released after serving three years.

The victim’s parents have sought court’s direction to Tihar Jail authorities to speed up the execution of the rape convicts.

The court will hear the matter on November 25.

They moved the application since the earlier two judges hearing the matter got transferred and the matter is getting adjourned continuously, the plea said.

The special fast track court, set up to hear cases of sexual harassment cases exclusively, of Patiala House Court is now vacant and no judge has been appointed till now.

The application said that victim’s parents approached the court since the convicts have exhausted all legal remedies.

In December last year, the parents of Nirbhaya, the 23-old paramedic who was gang-raped in December 2012, approached the court to fast-track the procedure to hang all four convicts in the case.

Supreme Court on December 12, 2018, dismissed the PIL seeking a direction to the Centre to execute the death penalty awarded to four convicts — Mukesh, Pawan, Vinay and Akshay — in the sensational Nirbhaya gangrape and murder case.
