<p>The initiative aimed to streamline understanding of the upcoming statutory changes and ensure seamless, full compliance across all operations.</p>
<p>The session was led by senior ministry officials, including Sh. P.S. Karmase, Deputy Chief Labour Commissioner (Central), and Sh. S.K. Sahu, Deputy Chief Labour Commissioner (Central). They provided key insights into the operational and legal nuances of the reformed codes.</p>
<p>Reflecting the administrative importance of the transition, the programme drew over 250 participants. The attendees included DMRC Heads of Departments, senior officials, and key contractor representatives, ensuring that both internal management and external partners are aligned with the new regulatory standards.</p>

										<content:encoded><![CDATA[<p><strong>BILASPUR.</strong> Coal India Limited, the world&#8217;s largest coal producer, has intensified its preparations for a major transformation in its human resource and industrial relations framework by launching a systematic rollout of the four new Labour Codes. In a formal letter issued to the Chairman-cum-Managing Directors of all subsidiary companies—including ECL, BCCL, CCL, NCL, SECL, WCL, MCL, and CMPDIL—Dr. Vinay Ranjan, Director of Human Resources at Coal India Limited, provided detailed instructions emphasizing the need for robust coordination across all departments to ensure effective implementation.</p>
<p>These new regulations, which include the Wages Code 2019, Industrial Relations Code 2020, Social Security Code 2020, and Occupational Safety, Health and Working Conditions Code 2020, became effective on November 21, 2025, and consolidated 29 previously existing labour laws. To ensure compliance, the company has issued key directives requiring all subsidiaries to organize comprehensive training and awareness sessions involving HR, Legal, and Safety officers, while maintaining positive communication with trade unions and contractual workers&#8217; representatives to prevent misunderstandings.</p>
<p>Additionally, dedicated teams will be formed within each subsidiary to review existing processes for full compliance, and a senior-level Nodal Officer will be appointed to submit monthly progress reports to the headquarters by the 10th of every month, ensuring a highly successful and seamless transition into this new regulatory framework.</p>

These reforms aim to strengthen worker welfare, improve transparency, and promote fair employment practices across sectors. The new codes ensure timely minimum wages for all workers, mandatory appointment letters for new employees, and equal pay provisions to promote gender equity. They also extend social security benefits to nearly 400 million workers, including gig, platform, and unorganised sector workers. Fixed-term employees will now be eligible for gratuity after just one year of service, while workers aged above 40 will receive free annual health check-ups.</p>
<p>The codes further mandate double wages for overtime, full health protection for those employed in hazardous industries, and stronger safeguards aligned with international standards of social justice. Together, these reforms represent a significant step toward a more inclusive, secure, and future-ready workforce, supporting India&#8217;s vision of becoming a developed nation by 2047.</p>
