As India gears up for the crucial Lok Sabha elections, the political landscape is ablaze with fervour over the anticipated “400 Paar” and other strategic manoeuvres in the dance of democracy. According to the recent India Today Mood of the Nation poll survey flashed on February 8, 2024, the Bharatiya Janata Party (BJP)-led National Democratic Alliance (NDA) is all set to secure a commanding victory with an estimated 335 seats. In contrast, the INDIA bloc, comprising a coalition of 27 Opposition parties, faces a challenging outlook, potentially encountering defeat if the elections were held today. This revelation underscores the intensity of political currents as the nation approaches this pivotal electoral milestone.

The poll survey indicates that the BJP-led NDA is poised to maintain its hold on power by securing 335 seats, comfortably surpassing the 272-seat threshold (543 strength of Parliament) required for government formation. However, despite its expected victory, the alliance is projected to experience a decrease of 18 seats. Meanwhile, the INDIA coalition emerges as the biggest gainer, poised to secure approximately 38.3 percent of the vote share in the upcoming 2024 Lok Sabha polls. The Congress party is anticipated to secure 19 percent of the vote share, while the BJP is likely to clinch 39.6 percent, according to media reports following the survey’s telecast.

The BJP is projected to secure 304 out of 543 seats, reaffirming its ability to independently command a simple majority. This surpasses its previous tally of 303 seats in 2019, demonstrating the party’s continued strength and electoral prowess. The Congress may become the second-largest party with 71 seats, marking an increase of 19 seats from the previous election. The remaining 168 seats will be secured by other entities, including regional parties and independents.

PM Modi’s legacy is defined by the construction of the Ram Mandir, acknowledged by 42 percent of respondents (during the survey conducted between December 15, 2023, and January 28, 2024), while 19 percent cite raising India’s global stature. The revocation of Article 370 is notable for 12 percent, and handling the Covid-19 pandemic is praised by 20 percent. Additionally, 17 percent consider the Ram temple consecration a major achievement, and 14 percent recognize maintaining a corruption-free image. Unemployment concerns 18 percent of respondents, while 24 percent see price rise as a major failure. Covid-19 management is viewed as a failure by 13 percent. Unemployment is the top issue for 26 percent of Indians, followed by price rise for 19%. Opinions on reducing corruption are divided, with 46 percent saying ‘Yes’ and 47 percent saying ‘No’

Santosh Manjhi of the Hindustani Awam Morcha or the HAM, and Mukesh Mallah of the Vikassheel Insaan Party (VIP) are on the list too.

The NDA won the state election last week with a wafer-thin majority and got 125 of Bihar’s 243 assembly seats, three above the halfway mark. Mr Kumar’s Janata Dal United, however, delivered a dismal performance, wining 43 seats compared to the unprecedented 74 seats of the BJP, which has now become the big brother in the alliance.

LJP leader Chirag Paswan tweeted “Congratulations to Nitish Kumarji for becoming Chief Minister again. I hope the government will complete its tenure and you will continue to be Chief Minister of the NDA.

“Made by 4 lakh Biharis, I am sending the vision document (the LJP’s election manifesto – “Bihar First, Bihari First”) to you… whatever work you can complete from it, do it. Congratulations once again on becoming Chief Minister and (to) the BJP for making you Chief Minister,” he added.

The BJP had stressed that Mr Kumar would remain in the top post if the NDA was re-elected. However, the margins triggered speculation he might be dropped, particularly with talk of a tacit deal between the BJP and Mr Paswan’s LJP to reduce Nitish Kumar’s vote share and influence.

बिहार के चुनाव नतीजों से इतना तो साफ हो ही गया है कि भले ही बीजेपी की बैसाखी पकडकर नितिश कुमार को चौथी बार सत्ता मिल गयी है लेकिन असली विजय तो तेजस्वी यादव की ही हुयी जो अपने पिता के साये से निकलकर अपना मुकाम पाने में कामयाब रहे .

बिहार चुनाव के नतीजों का विश्लेषण करें तो साफ हो रहा है कि बिहार में जहां एनडीए को 37.3 प्रतिशत वोट मिला तो तेजस्वी को 37 .2 प्रतिशत वोट साफ दिखा रहा है कि अगर कांग्रेस को 70 सीट देने की भूल न की होती और अगर एक दो छोटी पार्टियों को मिला लिया होता तो सत्ता राजद की ही होती .अब तेजस्वी बिहार के सबसे बडे नेता और राजद सबसे बडी पार्टी हो गयी है . जाहिर है नीतिश कुमार भले ही सीएम बन जाये लेकिन उनको विपक्ष के तौर पर कडी टक्कर मिलती रहेगी . जहां तक कुल वोटो की बात है तो केवल 12768 वोट से तेजस्वी पीछे रह गये . एनडीए को कुल 15701226 वोट मिले वहीं तेजस्वी को 15688458 वोट मिले .

11 सीटों पर फर्क 1,000 से भी कम रहा- जैसे नालंदा जिले की हिलसा सीट, जहां जनता दल (यूनाइटेड) के उम्मीदवार कृष्णमुरारी शरण उर्फ ​​प्रेम मुखिया ने आरजेडी के अत्रि मुनि उर्फ ​​शक्ति सिंह यादव को मात्र 12 वोटों से हराया.

11 सीटों में से पांच ऐसी सीटें भी शामिल थीं, जहां जीत का अंतर 951 मतों से कम रहा. इन पांच सीटों में जेडीयू ने सबसे ज्यादा तीन जीतीं और राष्ट्रीय जनता दल (आरजेडी) और लोक जन शक्ति (एलजेपी) को एक-एक सीट पर कामयाबी मिली. जेडीयू ने हिलसा, बरबीघा और भोरे सीटों को क्रमश: 12, 113 और 462 मतों से जीता.

बरबीघा में जेडीयू उम्मीदवार सुदर्शन कुमार ने कांग्रेस के गजानंद शाही को मात्र 113 मतों से हराया. गोपालगंज जिले के भोरे विधानसभा क्षेत्र में, जेडीयू के सुनील कुमार ने सीपीआई (एमएल) के उम्मीदवार जितेंद्र पासवान को 462 मतों से हराया.

चकाई सीट पर निर्दलीय उम्मीदवार सुमित कुमार सिंह ने आरजेडी की सावित्री देवी को 581 मतों से हराया. परबत्ता में, जेडीयू के उम्मीदवार डॉ. संजीव कुमार ने आरजेडी उम्मीदवार दिंगबर प्रसाद तिवारी पर 951 मतों के अंतर से जीत दर्ज की.  बछवाड़ा सीट पर बीजेपी के सुरेंद्र मेहता ने भारतीय कम्युनिस्ट पार्टी (सीपीआई) उम्मीदवार अवधेश कुमार राय को 484 वोटों से शिकस्त दी.

आरजी उम्मीदवारों ने डेहरी सीट को 464 मतों और कुढ़नी सीट को 712 मतों से जीता. बखरी सीट पर सीपीआई के सूर्यकांत पासवान ने बीजेपी के रमेश पासवान को 777 मतों से हराया

जाहिर है तेजस्वी के लिए सबसे बेहतरीन मौका है केवल 31 साल की उम्र में इतना बेहतरीन प्रदर्शन दिखाता है कि वही लालू की राजनीती के सही वारिस है .

कांग्रेस की नैया भी तेजस्वी के सहारे पार लगती नजर आ रही है . वैसे तो कांग्रेस ने कुछ नहीं किया लेकिन तेजस्वी के सहारे ही सही सत्ता मिल रही है तो यही बहुत है . ज्यादातर एक्जिट पोल दिखा रहे है कि तेजस्वी का महागठबंधन बिहार की 243 सदस्यों वाली विधानसभा में बहुमत के सबसे करीब है लेकिन चाणक्य टुडेज का अगर सर्वे माने तो लगता है कि सुनामी आयेगी और महागठबंधन को 180 तक सीटें मिल रही है .

अन्य को        03    सीटें मिल सकती है . यही सर्वे ये भी कह रहा है कि तेजस्वी को करीब 44 फीसदी वोट मिल रहा है तो एनडीए को 34 प्रतिशत इसलिए ये सुनामी आयेगी .हालांकि दावे सारी पार्टियों के अलग अलग है लेकिन जहां तक अलग अलग पार्टियों की बात है तो माना जा रहा है कि

आरजेडी को 110 से 118

कांग्रेस      20 से 29

बीजेपी     65 से 75

जेडीयू     32 से 38

अन्य    5 से  12   तक जा सकते है . जाहिर है कि हवा बदलाव की साफ नजर आ रही है . लोग कह रहे है कि कोरोना और रोजगार के सवाल पर जैसे अमरीका में ट्रंप बाहर हो गये वैसे ही नीतिश भी बाहर हो रहे हैं. कोरोना में प्रवासी मजदूरों का हाल और 10 लाख सरकारी नौकरी का तेजस्वी का वादा ही चला  . बीजेपी ने कई बार कश्मीर ,राष्ट्र वाद . एनआरसी और अल्पसंख्यक जैसे मुददे उछाले लेकिन नहीं चले .ऊपर से चिराग की मौजूदगी ने नीतीश कुमार का खेल बिगाड दिया .

इस चुनाव में बीजेपी ने भी नीतिश को निपटा दिया . विश्लेषक मानते है कि बीजेपी अब बिहार में नंबर टू पार्टी बनेगी और आगे तेजस्वी का विकल्प बनेगी क्योकिं जेडीयू और कांग्रेस दोनों अब महज बैसाखी रहेंगे कभी उठ नहीं पायेंगे. जाहिर है बीजेपी के लिए ये सही साबित होता है .

बिहार में चुनाव के लिए सेनायें तैयार होने लगी है . आरजेडी कांग्रेस महागठबंधन ने सबसे पहले अपना सीट बंटवारे का फार्मूला तय कर लिया है जबकि एनडीए के घटक दल अब भी खींचतान में लगे है . लालू यादव के कहने पर उनके बेटे तेजस्वी अब कांग्रेस को 68 सीट देने तैयार हो गये है जबकि आरजेडी खुद 150 सीट पर लडेगीं बाकी सीटें सीपीएम सीपीआई और अन्य सहयोगियों को दी जायेगी.

लालू यादव रांची के एक अस्पताल में भर्ती है . वो चारा घोटाले मामले में सजायाफ्ता भी है लेकिन बेटे तेजस्वी को लगातार सलाह दे रहे है .लालू ने बेटे को समझाया है कि अकेले मुस्लिम यादव समीकरण से जीत नहीं मिलेगी अगर अपरकास्ट का वोट लेना है तो कांग्रेस को साथ लेना पडेगा. तेजस्वी ने कांग्रेस की ये बात भी मान ली है कि चुनाव के पहले कोई मुख्यमंत्री तय नहीं किया जायेगा . ताकि अपरकास्ट का विरोध ना हो.वैसे भी जयादा सीटें तो आर जेडी ही लड रही है तो मुख्यमंत्री उसी का होगा अगर सरकार बनी तो .

इस बीच चिराग पासवान के नेतृत्व में एलजेपी तय करेगी कि उसे एनडीए के साथ चुनाव लडना है या अकेले ही . दरअसल बीजेपी और जेडीयू किसी भी हालत में एलजेपी को 30 से ज्यादा सीटें नहीं देना चाहते जिसके चलते अवरोध बना हुआ है. उम्मीद है कि चिराग आखिरी वक्त पर मान जायेंगे और बदले में राज्यसभा की एक सीट और मांग सकते हैं. चिराग वैसे भी अब ज्यादा बारगेनिंग की हालत में नहीं बचे हैं.

चुनाव के पहले चरण के लिए गुरुवार से नामांकन प्रक्रिया शुरू हो गयी है. पहले चरण के 16 जिलों की 71 विधानसभा सीटों के लिए एक अक्टूबर से 8 अक्टूबर तक कैंडिडेट अपना नामांकन दाखिल कर सकेंगे जबकि 12 अक्टूबर को नाम वापस लेने की तारीख तय है. वहीं, प्रथम चरण के लिए 28 अक्टूबर को वोट डाले जाएंगे. पहले चरण में आरजेडी की साख दांव पर लगी है तो नीतीश कुमार के नेतृत्व वाली एनडीए सरकार के सात मंत्रियों की किस्मत का भी फैसला होना है.

पहले चरण के 16 जिले
बिहार विधानसभा चुनाव में पहले चरण में 16 जिलों की विधानसभा सीटों पर वोट 28 नवंबर को वोटिंग होगी. इनमें भागलपुर, बांका, मुंगेर, लखीसराय, शेखपुरा, पटना, भोजपुर, बक्सर, सासाराम, कैमूर, अरवल, जहानाबाद, औरंगाबाद, गया, नवादा और जमुई जिले की विधानसभा सीटें हैं.

आरजेडी के पास सबसे ज्यादा सीटें 
पहले चरण के जिन 16 जिलों की 71 विधानसभा सीटों पर 28 अक्टूबर को वोटिंग होनी है. यह आरजेडी का मजबूत दुर्ग माना जाता है. 2015 के चुनाव में लालू प्रसाद यादव और नीतीश कुमार ने मिलकर एनडीए का सफाया कर दिया था. पहले चरण 71 सीटों में से 25 पर आरजेडी का कब्जा है जबकि 21 सीटें जेडीयू के पास हैं. बीजेपी को यहां 14 सीटें मिली थीं और कांग्रेस ने 8 सीटों पर जीत दर्ज की थी. इसके अलावा जीतनराम मांझी की हिंदुस्तान आवाम मोर्चा को एक, सीपीआई को एक और एक सीट पर निर्दलीय को जीत मिली थी. एलजेपी को एक भी सीट नहीं मिली थी.

जसवंत सिंह चले गए। वे वर्तमान राजनीति के सबसे बुद्धिजीवी और प्रखर राजनेता थे। अटलजी की सरकार में वित्त, विदेश और रक्षा जैसे महत्वपूर्ण मंत्रालय इस भूतपूर्व सैनिक ने कोई यूं ही नहीं संभाल लिए थे। लेकिन राजनीति का दुर्भाग्य देखिए कि बीजेपी की स्थापना में जिनकी अहम भूमिका रही, जीवन भर बीजेपी में जिन्होंने औरों की उम्मीदवारियां निर्धारित की, उसी बीजेपी ने 2014 की मोदी लहर में उनके घोषित अंतिम चुनाव में भी टिकट काट दिया। और यह तो हद ही थी कि अटलजी, आडवाणीजी व बीजेपी के खिलाफ बकवास करनेवाले कांग्रेस के सोनाराम को बीजेपी से लड़ाया गया। निर्दलीय जसवंत सिंह चुनाव हारे, जीवन से भी हारे और राजनीति की गंदगी से भी। भले ही कुछ लोगों की आत्मा को जीते जी शांति मिल गई। लेकिन समूचे देश को निर्विवाद रूप से जिन नेताओं पर गर्व और गौरव होना चाहिए, उस गरिमामयी राजनीति के सर्वोच्च शिखर पर जसवंत सिंह का नाम चमकीले अक्षरों में दमक रहा है।
जसवंत सिंह प्रभावशाली थे, शक्तिशाली भी और सामर्थ्यवान भी। वे आदमकद के आदमी थे और आदमीयत भी उनमें कोई कम नहीं थी। राजनीतिक कद के मामले में तो वे वैसे ही विराट व्यक्तित्व के राजनेता माने जाते थे। असल में, व्यक्तित्व उनका अगर विराट नहीं होता, तो राजस्थान के सपाट मरूस्थल से निकलकर हिमालय स्थित दार्जिलिंग के उंचे पहाडों में पहुंचे, तो जिन पहाड़ों से उनका जीवन में कभी कोई नाता नहीं रहा, वहां भी 2009 में लोगों ने उन्हें जिता कर संसद में भेजा और अपने हिमालय सी उंचाई बख्शी। लेकिन 2014 के चुनाव में सामने आई पतित राजनीति से उन्होंने मुंह मोड़ लिया, पार्टी ने भी नाता तोड़ दिया, तो फिर स्वास्थ्य ने भी उनका साथ छोड़ दिया और अंततः 27 सितंबर 2020 को उन्होंने संसार से ही विदाई ले ली।
दरअसल, पूरे विश्व के राजनायिक क्षेत्रों में जसवंत सिंह को एक धुरंधर कूटनीतिक के रूप में जाना जाता है। विदेशी सरकारों के सामने जसवंत सिंह की जो हैसियत रही, वह एसएम कृष्णा, नटवर सिंह और प्रणव मुखर्जी जैसे विदेश मंत्रियों के मुकाबले भी कई गुना ज्यादा बड़ी रही। फिर जसवंत सिंह के मुकाबले आज के विदेश मंत्री का नाम तो हमारे देश में ही कितने लोग जानते हैं, यह अपने आप में बहुत बड़ा सवाल है। याद कीजिए, क्या नाम है अपने वर्तमान विदेश मंत्री का, जल्दी से याद भी नहीं आएगा। फिर, भारत की किसी भी पार्टी में विदेश के मामलों में उनकी टक्कर का कूटनीतिक जानकार हमारे हिंदुस्तान में तो अब तक तो पैदा नहीं हुआ। और राजनीतिक कद नापना पड़ जाए तो यह सच्चाई है कि आज की बीजेपी में तो खैर जसवंत सिंह के मुकाबले कोई टिकता ही नहीं। राजस्थान के जसोल में 3 जनवरी 1938 को जन्मे जसवंत सिंह 1980 में पहली बार संसद में पहुंचे तो कुल 9 बार सांसद रहे। भले ही पांच बार राज्यसभा और 4 बार लोकसभा के लिए चुने गए और लंबे कालखंड तक दिल्ली में ही रहे, लेकिन दिल में उनके हमेशा राजस्थान ही रहा।
देश के विपक्षी दलों में और दुनिया के भारत विरोधी देशों में भी जसवंत सिंह का सम्मान उतना ही था, जितना अपने दल में। उनकी सबसे बड़ी योग्यता यह भी थी कि घोर हिंदुवादी बीजेपी के दिग्गज नेता होने के बावजूद देश का मुसलमान उनमें एक धर्मनिरपेक्ष नेता को देखता था। लेकिन राजनीति का भी अपना अलग मायाजाल होता है। इसलिए यह बीजेपी का सनातन दुर्भाग्य है या उसके जन्मदाताओं की किस्मत का दुखद दुर्योंग, कि जो लोग जो कभी उनके दरवाजे की तरफ देखते हुए भी डरते थे, वे ही आज उन्हें आंख दिखा रहे हैं। फिर किस्मत की भी अपनी अलग नियती है कि बौने लोगों को जब महान लोगों की किस्मत लिखने का अधिकार उधार में ही सही मिल जाता हैं, तो वे नके प्रति कुछ ज्यादा ही क्रूर हो जाते हैं। राजनीति भले ही इसी का नाम होता होगा, लेकिन इतिहास उनको कभी माफ नहीं करता। इसीलिए, जसवंत सिंह के इस लोक से परलोक सिधारने के बाद भी उनकी गर्व, गौरव और गरिमा का मुकाबला करनेवाला आज इस देश में कोई नहीं है। जी हां कोई नहीं। क्योंकि आज के नेता सब कुछ अर्जित कर सकते हैं, लेकिन वह सहज सार्वजनिक स्वीकार्यता कहां से लाएंगे, जो जसवंत सिंह की असली पूंजी थी। इसीलिए यह स्वीकार करना ही होगा कि आज तो जसवंत सिंह के मुकाबले कोई और नेता देश में नहीं है, आगे कोई पैदा हो जाए, तो आपकी, हमारी और देश की किस्मत। फिर, राजस्थान के अब तक के सबसे बड़े नेता मोहनलाल सुखाड़िया व भैरोंसिंह शेखावत अब इस लोक में नहीं है, और कांग्रेस में जीते जी सबसे विराट हो चुके अशोक गहलोत मुख्यमंत्री के रूप में छाए हुए हैं। इन्हीं तीनों की तरह दिग्गज राजनेता के रूप में जसवंत सिंह सबके दिलों में हमेशा रहेंगे। उनके गौरव का आंकलन सिर्फ इतने भर से कर लीजिए कि जसवंत सिंह जैसा राजनायिक सम्मान व राजनीतिक गरिमा पाने के लिए आज की बीजेपी के नेताओं को कुछ जनम और लेने पड़ेंगे। फिर भी कोई जन्मे तो बताना!
