										<content:encoded><![CDATA[<p>The Union Cabinet, chaired by the Prime Minister, Shri Narendra Modi has given its approval to the Scheme of Amalgamation of Lakshmi Vilas Bank Limited (LVB) with DBS Bank India Limited (DBIL). On 17.11.2020, to protect depositors&#8217; interest and in the interest of financial and banking stability, on RBI&#8217;s application under section 45 of the Banking Regulation Act, 1949, LVB had been under moratorium for a period of 30 days. In parallel, RBI, in consultation with Government, superseded the Board of Directors of LVB and appointed an Administrator to protect the depositors&#8217; interest.</p>
<p>After inviting suggestions and objections from the public and stakeholders, RBI prepared and provided a scheme for the bank&#8217;s amalgamation for the Government&#8217;s sanction, well in. advance of end of the period of moratorium so that restrictions on withdrawal faced by the depositors are minimised. With the approval of the scheme, LVB will be amalgamated with DBIL from the appointed date, and with this there will no further restrictions on the depositors regarding withdrawal of their deposits.</p>
<p>DBIL is a banking company licenced by RBI and operating in India through wholly owned subsidiary model, DBIL has a strong balance-sheet, with strong capital support and it has the advantage of a strong parentage of DBS, a leading financial services group in Asia, with presence in 18 markets and headquartered and listed in Singapore. The combined balance-sheet of DBIL would remain healthy even after amalgamation and its branches would increase to 600.</p>
<p>The speedy amalgamation and resolution of the stress in LVB is in line with Government&#8217;s commitment to a clean banking system while protecting the interests of depositors and the public as well as the financial system.</p>

<p>Union government on Tuesday notified rules to allow Indian citizens from outside <a href="https://www.livemint.com/news/don-t-presume-what-sc-will-say-on-restoration-of-article-370-omar-takes-swipe-at-prasad-11603627808983.html" target="_blank" rel="noopener noreferrer">Jammu and Kashmir </a>to purchase land in the Union territory.</p>

<p>The move is significant, considering that before Article 370 and Article 35-A were repealed in August 2019, non-residents could not buy any immovable property in Jammu and Kashmir. The move comes about 14 months after the bifurcation of the state and passage of the Jammu and Kashmir Reorganisation Act, 2019.</p>
<p>In a gazette notification of the Union Territory of Jammu and Kashmir Reorganisation (Adaptation of Central Laws) Third Order, 2020, the Union government omitted the phrase “permanent resident of the state&#8221; from Section 17 of the Jammu and Kashmir Development Act, which deals with disposal of the land in the Union territory.</p>

<p>The amendments, however, do not allow transfer of agricultural land to non-agriculturists, Jammu and Kashmir lieutenant governor Manoj Sinha said.</p>
<p>The decision sparked a fresh political war of words with the National Conference (NC) and the People’s Democratic Party (PDP) opposing it.</p>
<p>Senior NC leader and former Jammu and Kashmir chief minister Omar Abdullah said the announcement was unacceptable and asserted that Jammu and Kashmir was not up for sale.</p>
<p>“Unacceptable amendments to the land ownership laws of J&amp;K. Even the tokenism of domicile has been done away with when purchasing non-agricultural land and transfer of agricultural land has been made easier. J&amp;K is now up for sale and the poorer small land holding owners will suffer,&#8221; Abdullah tweeted on Tuesday.</p>

<p>PDP chief and former chief minister Mehbooba Mufti called for a united fight by the people of Jammu, Kashmir and Ladakh, and said the three provinces should come together to fight against the Bharatiya Janata Party (BJP).</p>
<p>“Yet another step that’s part of GOI’s nefarious designs to disempower and disenfranchise people of J&amp;K. From the unconstitutional scrapping of Article 370 to facilitating loot of our natural resources and finally putting land in J&amp;K up for sale,&#8221; tweeted Mufti.</p>
<p>The central government has said that bringing development to Jammu and Kashmir is key to ensure that the youth are weaned away from joining the ranks of terrorist groups operating there. Ensuring investments in the region is seen as crucial to develop industry and give employment to the people especially the youth, it said.</p>

										<content:encoded><![CDATA[<p>The health ministry says that the national case <a href="https://www.livemint.com/news/india/covid-19-india-s-recovery-rate-touches-90-as-active-cases-continue-to-fall-11603597818100.html">fatality</a> rate touched 1.5%, the rate for at least 14 states was below 1%.</p>
<p>“Many states conducted population surveys to map and identify the vulnerable population like the elderly, pregnant women and those with co-morbidities,&#8221; the health ministry said. “This, along with the help of technological solutions such as mobile apps, has ensured keeping the high-risk population under continuous observation, thus aiding early identification, timely clinical treatment and in reducing fatalities.&#8221;</p>
<p>In the past 24 hours, 45,148 new confirmed cases of <a href="https://www.livemint.com/news/world/oxford-coronavirus-vaccine-will-be-ready-by-christmas-report-11603717888720.html">covid-19</a> were reported, taking the total count to 7,911,104 on Monday, with 119,603 fatalities. At least 480 people died of the infection in the past 24 hours. Active cases stood at 653,717.</p>
<p>“India has one of the lowest fatality rates in the world. The case fatality rate is lowest since 22 March and is continuously declining,&#8221; the ministry said, adding that the number of new confirmed cases is the lowest since 22 July when 37,000 new cases were reported.</p>
<p>The focused efforts of Centre and State/UT governments on effective clinical management of the hospitalized cases have ensured that India’s Fatality Rate has touched <strong>1.5%</strong>. <strong>Less than 500 deaths</strong> (<strong>480</strong>) have been reported in last 24 hours in the country. India has one of the lowest fatality rates in the world. The Case Fatality rate is lowest since 22<sup>nd</sup> March and is continuously declining. <strong>2218 Dedicated COVID Hospitals</strong> are providing quality medical care. At the ground level, frontline health workers like ASHAs and ANMs have done a commendable job of managing the migrant population and to enhance awareness at the community level. As a result, there are <strong>14 States and UTs with CFR lower than 1%.59,105 </strong>new recoveries were added in last 24 hour whereas new recovered cases were <strong>45,148.</strong> With this, the total number of recoveries have crossed <strong>71 Lakh </strong>(<strong>71,37,228).</strong> Higher number of single day recoveries is also reflected in the continuous increase in the national recovery rate, which is at present <strong>90.23%.</strong>India continues to report a trend of steadily decreasing active cases. Presently the active cases comprise merely <strong>8.26% </strong>of the total positive cases of the country standing at <strong>6,53,717. </strong>This is the lowest since 13<sup>th</sup> August when the active cases were 6,53,622.  <strong>78%</strong> of the new recovered cases are observed to be concentrated in 10 States/UTs. Karnataka has contributed the maximum to the single day recoveries with more than 10,000 cases followed by Kerala with more than 7,000 cases.  <strong>45,148 </strong>new confirmed cases were registered in the last 24 hours in the country. This is the lowest since 22<sup>nd</sup> July when 37,000 new cases were added.  <strong>82% </strong>of new confirmed cases<strong> </strong>are from 10 States and UTs. Kerala and Maharashtra contribute maximum to the new confirmed cases with more than 6,000 cases each followed by Karnataka, Delhi and West Bengal with more than 4,000 cases.  <strong>480 </strong>case fatalities have been reported in the past 24 hours. Of these, <strong>nearly 80%</strong> are concentrated in ten States/UTs.  More than <strong>23%</strong> of new fatalities reported are from Maharashtra (112 deaths)</p>

<p>Prime Minister Shri Narendra Modi made a fervent appeal to all the citizens to not let their guard down and become complacent, in the country’s ongoing fight against the Covid Pandemic.</p>
<p>Shri Narendra Modi said despite the lockdown having been lifted it does not mean that the Corona Virus is wiped out.</p>
<p>He appreciated the improvement in the situation all over the country and that economic activity is returning to normal and that people started moving out of their houses to fulfill the responsibilities.</p>
<p>Shri Modi observed that markets have also started returning to normalcy with the advent of the festivities.</p>
<p>He said India is in a better situation due to the efforts of every Indian in the last 7-8 months and one should not let it deteriorate.</p>
<p>The Prime Minister noted that the recovery rate in the country has improved and the fatality rate is low. Shri Modi stated that for every 10 Lakh Citizens about 5500 were infected with corona, while in countries like the US and Brazil the figure is nearly 25000.</p>
<p>He said that the death rate in India is 83 for every 10 Lakh Citizens , whereas in developed countries like the US, Brazil, Spain, Britain and many other countries  it is about 600.</p>
<p>The Prime Minister appreciated that in comparison to many developed nations, India is getting successful in protecting many lives of its citizens in the country.</p>
<p>The Prime Minister mentioned the improvement of the Covid Infrastructure in the country. He said more than 90 Lakh beds are available for corona patients along with 12000 Quarantine centres across the country.</p>
<p>He said over 2000  Corona Testing 2000 labs are functional all over the country, while the number of tests will soon cross 10 Crore.</p>
<p>He said India is succeeding in saving the lives of more and more of its citizens in comparison to the resource-rich countries and that the increasing number of tests has been a great strength in the country’s fight against the Covid pandemic.</p>
<p>The Prime Minister lauded the efforts of the doctors, nurses and health workers who are selflessly serving such a large population, following the mantra of “Seva Parmo Dharma.”</p>
<p>He warned people not to be callous, amidst all these efforts and not to assume that the corona virus is gone, or that there is no danger from the corona now.</p>
<p>Cautioning the people who have stopped taking precautions of late, he said “If you are negligent and going out without a mask, you are exposing yourself, your family, your children, the elderly to the same amount of risk.”</p>
<p>The Prime Minister referred to the ongoing situation in the US and Europe where the number of cases of Corona initially decreased but then suddenly started increasing.</p>
<p>He urged the people not to be negligent until a vaccine against the pandemic is found and let the fight against the Covid-19 weaken.</p>
<p>The Prime Minister said efforts are on a war footing to save humanity and many countries including the country&#8217;s scientists are working on the production of a vaccine.</p>
<p>He said the work is going on various vaccines against corona and that some of these are in an advanced stage.</p>
<p>The Prime Minister said the Government is also preparing a detailed road map to reach the vaccine to every single citizen as soon as it is readily available.</p>
<p>He again urged the people to not lax until the vaccine is done.</p>
<p>The Prime Minister said we are going through a difficult time and a little carelessness can lead to a great crisis and tarnish our happiness.</p>
<p>He urged citizens to be vigilant while fulfilling their responsibilities.</p>
<p>He appealed to the citizens to maintain the 6 feet distance (Do Gaj ki Doori), to wash their hands with soap periodically and to wear face masks.</p>

										<content:encoded><![CDATA[<p>The government on Thursday announced the results of annual survey of cleanliness, Swachh Survekshan 2020 and Indore once again retained the top spot as the cleanest city of India.</p>
<p>The city has bagged the spot fourth time in a row. Gujarat’s Surat on second spot and Maharashtra’s Navi Mumbai on third.</p>
<p>Union Housing Minister Hardeep Singh Puri“ said, I visited Indore a few years ago, along with a member of a Japanese delegation. When we reached the city, I saw he Japanese going to various places in Indore. I asked him ‘what are you doing?’ He said ‘I was trying to find filth, but couldn’t’. I don’t think there could be any bigger testimony to the achievement of the city.” He told this to Shivraj Singh Chouhan after Indore won the award.</p>

<p>This is the fifth edition of the survey that was introduced by PM Modi in January 2016.</p>
<p>The Minister interacted with <a title="select beneficiaries" href="https://www.hindustantimes.com/india-news/breaking-govt-announces-results-of-swachh-survekshan-2020-indore-once-again-retains-top-spot/story-16g1l6YgBzYr7QtSdgCq5M.html">select beneficiaries</a>, swachhagrahis (Clean India Warriors), and Safai Karmis (Sanitation Workers) under the Swachh Bharat Mission-Urban (SBM-U) from different parts of the country through video conference.</p>
<p>Swachh Survekshan 2020 covered 4,242 cities, 62 cantonment boards and 92 Ganga towns. This survey was carried out in 28 days.</p>

<p>Mysuru had won the award for the cleanest city of India in the first edition of the survey, while Indore has retained the top position for three consecutive years (2017,2018, 2019). In a first, the Swachh Survekshan programme in 2019 was a completely digital survey completed in a record time.</p>
<p>Swachh Survekshan is meant to monitor the performance of <a title="Swachh Bharat Abhiyan" href="https://www.hindustantimes.com/india-news/swachh-survekshan-2020-all-you-need-to-know-about-india-s-cleanliness-survey/story-1mwqHdsPZ22jbSGw2pPONJ.html">Swachh Bharat Abhiyan</a>, which was launched on October 2, 2014, the 150th birth anniversary of Mahatma Gandhi. It aims to make India open-defecation free by 2019.</p>
<p>The survey was introduced by the government with the objective of generating large-scale participation in Swachh Bharat Abhiyan. It also aims at inculcating a spirit of healthy competition among cities towards becoming India’s cleanest cities.</p>

										<content:encoded><![CDATA[<h2>Leasing out of three airports &#8211; Jaipur, Guwahati and Thiruvananthapuram</h2>
<p>The Union Cabinetchaired by the Prime Minister, Shri Narendra Modi has approvedthe proposal for leasing out three airports namely Jaipur, Guwahati and Thiruvananthapuram airports of Airports Authority of India (AAI) through Public Private Partnership (PPP).</p>

<p>The Union Cabinet accorded its approval for leasing of three AAI airports namely, Jaipur, Guwahati and Thiruvananthapuram for Operation, Management and Development to M/s Adani Enterprises Ltd, who is declared as the successful bidder in a Global Competitive Bidding conducted by the Airports Authority of India, for a period of fifty years.</p>

<p>These projects will bring efficiency in service delivery, expertise, enterprise and professionalism apart from harnessing the needed investments in the public sector.</p>

<p><strong>Background:</strong></p>
<p>Government had leased out the Airports Authority of India&#8217;s airports at Delhi and Mumbai on Public Private Partnership for Operation, Management and Development about a decade ago.</p>
<p>&nbsp;</p>
<p>While these PPP experiments have helped create world class airports and helped in delivery of efficient and quality services to the airport passengers, it has also helped AAI in enhancing its revenues and focusing on developing airports and Air Navigation infrastructure in the rest of the country. Revenue received by AAI from PPP partners enabled AAI to create infrastructure facilities in Tier-2 and Tier-3 cities and also to upgrade their airports to international standards. The PPP airports in India are consistently ranked among the top 5 in their respective categories by the Airports Council International (ACI) in terms of Airport Service Quality (ASQ).</p>

<p>Therefore, Government decided to lease out more airports of AAI for Operation, Management and Development under PPP through Public Private Partnership Appraisal Committee (PPPAC). Government also constituted an Empowered Group of Secretaries (EGoS) to decide on any issue falling beyond the scope of PPPAC.</p>

<p>PPPAC approved the transaction documents. The entire bidding process was carried out under the supervision and directions of EGoS which comprised of representatives of NITI Aayog, Department of Expenditure and Department of Economic Affairs (DEA) of Ministry of Finance (MoF).</p>
<p>&nbsp;</p>
<p>Airports Authority of India released Request for Proposal on 14.12.2018 through global competitive bidding wherein per passenger fee is the bidding parameter. The technical bids were opened on 16.02.2019 and the financial bids of the qualified bidders were opened on 25.02.2019/ 26.02.2019. M/s Adani Enterprises Ltd. has won all the bids by quoting highest per passenger fee for all the three airports i.e. Jaipur, Guwahati and Thiruvanathapuram.</p>

<p>Jammu and Kashmir National Conference Vice President Omar Abdullah had on Sunday evening tweeted saying that he has been informed that an &#8220;unofficial curfew&#8221; was about to begin in Kashmir and mainstream leaders were going to be detained or kept under house arrest.</p>
<p>&#8220;If officers in the state government are to be believed mobile internet is going down now, an unofficial curfew is going to start and mainstream leaders are going to be detained. No idea who to believe and where this is heading,&#8221; he tweeted.</p>
<p>&#8220;I believe I’m being placed under house arrest from midnight tonight &amp; the process has already started for other mainstream leaders. No way of knowing if this is true but if it is then I’ll see all of you on the other side of whatever is in store. Allah save us,&#8221; the NC leader said.</p>

<p>Abdullah had further said that government&#8217;s decision to <a href="https://www.news18.com/news/india/dont-panic-jammu-kashmir-governor-tells-political-parties-as-tourists-and-pilgrims-leave-valley-2256657.html" target="_blank" rel="noopener noreferrer">stop Amarnath Yatra</a>, citing security concerns and intelligence inputs about the possibility of terror attacks, was exposed. &#8220;So we can debunk the stories that were being fed to the channels about everything that&#8217;s been happening in Kashmir over the last few days, including the yatra stoppage, happening because of Pakistan,&#8221; he added.</p>
<p>Earlier on Sunday, leaders of the mainstream political parties in Kashmir <a href="https://www.news18.com/news/politics/unable-to-attend-meeting-due-to-ill-health-kashmiri-leaders-decide-to-huddle-up-at-farooqs-house-residence-2257783.html" target="_blank" rel="noopener noreferrer">held an all-party meeting in Srinagar</a> to discuss the prevailing situation in the Valley.</p>
<p>Kashmir remained on edge as authorities stepped up security deployment at vital installations and sensitive areas amid heightened terror threat and flare up of hostilities with Pakistan along the Line of Control (LoC).</p>
