										<content:encoded><![CDATA[<p>Union Minister of Civil Aviation and Steel, Shri Jyotiraditya M Scindia, led an Advisory Group meeting with key representatives from the airline industry on issues pertaining to performance and services provided by airlines to customers.</p>
<p>The Minister laid emphasis on enhancing On-Time Performance (OTP) of each airline, and instructed Airports Authority of India to relook technical specifications at VFR-equipped (Visual Flight Rules) airports to help enhance OTP of airlines.</p>
<p>With the aim to bolster connectivity of tier2 and tier 3 cites with international destinations (such as for Ayodhya and Surat), the Minister asked airlines to submit individual aircraft induction as well as deployment plans for the next six months. He advised that airlines must focus on point-to-point direct connectivity, and thus, ramp up capacities with wide body and narrow-body-long-range aircraft.</p>
<p>The meeting also was attended by Gen (Retd) Dr. V. K. Singh, Union Minister of State for Civil Aviation &amp; Road Transport and Highways, Shri Vumlunmang Vualnam, Secretary, Ministry of Civil Aviation (MoCA) and other senior officials from the Ministry.</p>

										<content:encoded><![CDATA[<p>The Ministry of Civil Aviation (MoCA) is coordinating with state Governments for supply of medical equipment and related essential items needed for protection against and testing of COVID-19. Based on requirements received from various states on urgent basis, the senior officials of the Ministry coordinate with supply agencies for providing required material which can be further transported to the desired destinations. Air India and Alliance Air flights are being operated to carry out the necessary supply operations across the country.</p>
<p>Agencies authorised by MoCA to carry shipment on these flights contact the concerned officials of their region and coordinate for timely delivery/ receipt of shipments.</p>
<p>In order to cater to eastern and north eastern parts of the country, an Alliance Air flight from Delhi to Kolkata carried shipments for Kolkata, Guwahati, Dibrugarh and Agartala on 29th March 2020.</p>
<p>In northern region, IAF flight from Delhi to Chandigarh to Leh carried ICMR VTM kits and other essential cargo.</p>
<p>Alliance Air transferred Pune shipment to Mumbai on Air India flight.</p>
<p>(Mumbai -Delhi-Hyderabad-Chennai-Mumbai and Hyderabad &#8211; Coimbatore)- Flights on this route carried and transported ICMR kits of Shimla, Rishikesh, Lucknow and Imphal from Pune to Delhi. ICMR kits were carried to Chennai. A consignment of Hyderabad was delivered. Consignments of Andhra Pradesh, Tamil Nadu and Puducherry were also delivered. A consignment of Ministry of Textiles was moved to Coimbatore.</p>
<p>The information sharing, answering of queries and the work at ground is going on round the clock for delivering the supplies to the destinations in a timely manner so the the efforts to fight the COVID-19 are multiplied and supplemented.</p>

										<content:encoded><![CDATA[<p>As per WHO update (as of 11th January, 2020) in all, 41 cases of Novel Coronavirus have been reported so far from China [including one death (further update is awaited)]. As per WHO risk assessment, the risk for global spread, as of now, remains low.</p>
<p>Various measures have been initiated by the Ministry of Health and Family Welfare, as a matter of abundant precaution.</p>
<p>1. Secretary (H) is constantly reviewing the evolving scenario, developments, and preparedness and response measures being undertaken by the Ministry.</p>
<p>2. Spl. Secretary (H) took a review meeting on 20th January, 2020 in the context of spurt in cases reported by China and the public health measures that need to be scaled up.</p>
<p>3. MoHFW has written to Ministry of Civil Aviation (MoCA) to facilitate thermal screening at the International airports of Delhi, Mumbai, Kolkata, Chennai, Bengaluru, Hyderabad and Cochin for the airlines to follow International Civil Aviation Organization (ICAO) guidelines for managing and notifying anybody reporting illness on flights originating from China and disembarking in India. MoCA has instructed for in-flight announcements for India bound flights.</p>
<p>4. MoHFW has also written to Ministry of External Affairs to provide details of travelers from Wuhan city who have sought visa to travel to India, since 31stDecember, 2019 and to counsel the applicants while issuing visa. They have also been requested to provide daily details. As for E-visa issue Ministry of Home Affairs is being approached.</p>
<p>5. Ministry of External Affairs has also been requested to disseminate travel advisory (in local languages) to Indian Embassies in China and adjoining countries for wider circulation and passenger information.</p>
<p>6. Secretary (H) has also written to the States/UTs to review their preparedness, identify gaps and strengthen core capacities in the area of surveillance, laboratory support infection prevention &amp; control, logistics, risk communication and in particular, hospital preparedness in terms of isolation and ventilator management of critically ill patients of severe acute respiratory illness (SARI).</p>
<p>7. The Joint Monitoring Group (JMG) under the Chairmanship of DGHS has met twice (on 8th and 15th January, 2020) to assess the risk and review the preparedness and response mechanisms to manage any case that might get imported to India. WHO, being represented in the JMG is providing Ministry with regular updates and technical information.</p>
<p>8. A travel advisory has been issued and put up on Ministry’s website and also on the Twitter handle for wider circulation.</p>

										<content:encoded><![CDATA[<p>In order to facilitate the identification of civil drones and drone operators, a one-time opportunity for voluntary disclosure of such drones and drone operators is now being provided by the Ministry of Civil Aviation (MoCA). The persons in possession of drones are required to submit the information to the government, starting from 14th January 2020 by visiting the Digital Sky portal at https://digitalsky.dgca.gov.in.  Drones and Drones operators have to obtain Unique Identification Number (UIN), Unmanned Aircraft Operator Permit (UAOP) and other operational requirements as per the guidelines issued by the Directorate General of Civil Aviation (DGCA) which regulates the use of drones in the Indian Airspace.</p>
<p>It was brought to the notice of the Government of India that such drones and drone operators are not complying with the CAR mentioned above the conditions of No Permission-No Takeoff (NPNT) as envisaged in the aforesaid CAR are not mandatory for this purpose whereas if drones are operated without due permission, the aforesaid process of CAR is violated. The deadline to submit the required information to the Government is 31st January 2020.</p>
<p>On successful submission of voluntary disclosure of possessing drone, a Drone Acknowledgement Number (DAN) and an Ownership Acknowledgement Number (OAN) will be issued online which will assist in validation of operations of drones in India. However, the DAN or OAN does not confer any right to operate a drone(s) in India, if it does not fulfill the provisions given in the CAR. Further, ownership of drone(s) in India without a valid DAN or OAN shall invite penal action as per applicable laws.</p>

<p>Drones are a technology platform which has wide-ranging applications from photography to agriculture, from infrastructure asset maintenance to insurance. Drones range in size from very small and those that can carry multiple kilograms of payload.</p>
<p>The Ministry of Civil Aviation has been working for several years to establish a world leading drone ecosystem in India. To that end, it was necessary to develop global standard drone regulations that would permit, will appropriate safeguards, the commercial application of various drone technologies. The preparation of these drone regulations through a Civil Aviation Requirement (CAR) has taken multiple years because: (1) drone technologies have been evolving very rapidly; (2) many countries are still experimenting with their drone regulations and no ICAO stands have been developed; and (3) India’s security environment necessitates extra precautions.</p>
