										<content:encoded><![CDATA[<p>The Government has been giving high priority on preventing and combating crimes against vulnerable sections of society, including women, children, senior citizens and Scheduled Castes/ Scheduled Tribes, and as well as for putting in place institutional mechanisms for preventing and countering human trafficking.</p>
<p>Taking into account the impact of the second wave of the COVID-19 pandemic particularly on vulnerable groups, the MHA has again reiterated to States/ Union Territories to focus on vulnerable sections, especially children who may have been orphaned due to loss of parents due to COVID-19. The MHA has asked States/Union Territories to undertake an immediate review of existing facilities for vulnerable groups, especially for children who have been orphaned, senior citizens who may require timely assistance and support (medical as well as safety and security), and members of the Scheduled Castes/ Scheduled Tribes who may need guidance to access Government support facilities.</p>
<p>The MHA has requested States/ Union Territories forsensitization of police personnel, coordination with various line Departments/ Agencies concerned to effectively deploy the Women Help Desk in Police Stations and Anti-Human Trafficking Units in Districts. The NCRB has released several tools to States/Union Territories to facilitate in this activity, such as the Crime Multi Centre Agency (Cri-MAC) for police to share inter-state information; online National Alert Service for police on missing and found persons using the Crime and Criminal Tracking Network and Systems (CCTNS), and an automated photo matching web-based application UNIFY that uses the Machine Learning model to enable police personnel to search photographs of missing persons, unidentified dead bodies etc. against the national image repository in the CCTNS. The MHA has requested the States / Union Territories to create greater awareness on the central citizen servicefor missing personswhich is available online. The MHA has also referred to the recent SOPs issued for safety of Transgendersduring COVID-19.</p>
<p>States/ Union Territories have been using these facilities for the benefit of citizens.</p>

										<content:encoded><![CDATA[<p>Ministry of Home Affairs (MHA) has issued new guidelines today, for opening up of more activities in areas outside the Containment Zones. In these guidelines, which will come into effect from October 1, 2020, the process of re-opening of activities has been extended further.<strong> </strong>The new guidelines, issued today, are based on feedback received from States and UTs, and extensive consultations held with related Central Ministries and Departments.</p>
<p><strong>Salient features of the new guidelines</strong></p>
<p><strong>Activities permitted from 15<sup>th</sup> October 2020, in areas outside the Containment Zones</strong></p>
<ul>
<li>Cinemas/ theatres/ multiplexes will be permitted to open with upto 50% of their seating capacity, for which, SOP will be issued by Ministry of Information &amp; Broadcasting.</li>
<li>Business to Business (B2B) Exhibitions will be permitted to open, for which, SOP will be issued by the Department of Commerce.</li>
<li>Swimming pools being used for training of sportspersons will be permitted to open, for which the standard operating procedure (SOP) will be issued by Ministry of Youth Affairs &amp; Sports (MoYA&amp;S).</li>
<li>Entertainment parks and similar places will be permitted to open, for which the SOP will be issued by Ministry of Health &amp; Family Welfare (MoHFW).</li>
</ul>
<p><strong>Opening of Schools, colleges, education institutions and coaching institutions</strong></p>
<ul>
<li>For re-opening of schools and coaching institutions, State/ UT Governments have been given the flexibility to take a decision after 15<sup>th</sup> October 2020, in a graded manner.  The decision shall be taken in consultation with the respective school/ institution management, based on their assessment of the situation, and subject to the following conditions:</li>
</ul>
<ul>
<li>Online/ distance learning shall continue to be the preferred mode of teaching and shall be encouraged.</li>
<li>Where schools are conducting online classes, and some students prefer to attend online classes rather than physically attend school, they may be permitted to do so.</li>
<li>Students may attend schools/ institutions only with the written consent of parents.</li>
<li>Attendance must not be enforced, and must depend entirely on parental consent.</li>
<li>States /UTs will prepare their own SOP regarding health and safety precautions for reopening of schools/ institutions based on the SOP to be issued by Department of School Education and Literacy (DoSEL), Ministry of Education, Government of India, keeping local requirements in view.</li>
<li>Schools, which are allowed to open, will have to mandatorily follow the SOP to be issued by Education Departments of States/ UTs.</li>
</ul>
<ul>
<li>Department of Higher Education (DHE), Ministry of Education may take a decision on the timing of the opening of Colleges/ Higher Education Institutions, in consultation with Ministry of Home Affairs (MHA), based on the assessment of the situation. Online/ distance learning shall continue to be the preferred mode of teaching and shall be encouraged.</li>
</ul>
<ul>
<li>However, Higher Education Institutions only for research scholars (Ph.D) and post-graduate students in science and technology stream requiring laboratory/ experimental works will be permitted to open<strong> </strong>from 15<sup>th</sup> October, 2020, as under:
<ol>
<li>For Centrally Funded Higher Education Institutions, the Head of Institution will satisfy herself/ himself that there is a genuine requirement of research scholars (Ph.D) and post-graduate students in science and technology stream for laboratory/experimental works.</li>
<li>For all other Higher Education Institutions e.g. State Universities, Private Universities etc., they may open only for research scholars (Ph.D) and postgraduate students in science and technology stream requiring laboratory/experimental works as per decision to be taken by the respective State/UT Governments.</li>
</ol>
</li>
</ul>
<p><strong>Regulation of gatherings</strong></p>
<ul>
<li>Social/ academic/ sports/ entertainment/ cultural/ religious/ political functions and other congregations have already been permitted with a ceiling of 100 persons, outside Containment Zones only.  Now State/ UT Governments have been given the flexibility to permit such gatherings beyond the limit of 100 persons, outside Containment Zones, after 15<sup>th</sup> October 2020, which will be subject to the following conditions:</li>
</ul>
<ul>
<li>In closed spaces, a maximum of 50% of the hall capacity will be allowed, with a ceiling of 200 persons. Wearing of face masks, maintaining social distancing, provision for thermal scanning and use of hand wash or sanitizer will be mandatory.</li>
<li>In open spaces, keeping the size of the ground/ space in view, and with strict observance of social distancing, mandatory wearing of face masks, provision for thermal scanning and hand wash or sanitizer.</li>
</ul>
<p><strong>To ensure that such gatherings do not spread COVID-19, State/ UT Governments will issue detailed SOP</strong><strong>s</strong><strong> to regulate such gathering, and strictly enforce the same.</strong></p>
<ul>
<li>All activities, except the following, shall be permitted outside containment zones:
<ol>
<li>International air travel of passengers, except as permitted by MHA.</li>
</ol>
</li>
<li>Lockdown shall continue to be implemented strictly in the Containment Zones till <strong>31<sup>st</sup> October, 2020</strong>.</li>
<li>Containment Zones shall be demarcated by the District authorities at micro level after taking into consideration the guidelines of MoHFW with the objective of effectively breaking the chain of transmission. Strict containment measures will be enforced in these containment zones and only essential activities will be allowed.</li>
<li>Within the containment zones, strict perimeter control shall be maintained and only essential activities allowed.</li>
<li>These Containment Zones will be notified on the websites of the respective District Collectors and by the States/ UTs and information will also be shared with MOHFW.</li>
</ul>
<p><strong>States not to impose any local lockdown outside Containment Zones</strong></p>
<ul>
<li>State/ UT Governments shall not impose any local lockdown (State/ District/ sub-division/City/ village level), outside the containment zones, without prior consultation with the Central Government.</li>
</ul>
<p><strong>No restriction on Inter-State and intra-State movement</strong></p>
<ul>
<li>There shall be no restriction on inter-State and intra-State movement of persons and goods. No separate permission/ approval/ e-permit will be required for such movements</li>
</ul>

										<content:encoded><![CDATA[<p>On the occasion of Labour Day (on May 1), the government has decided to run “Shramik Special” trains to transport migrant workers, pilgrims, tourists, students and other persons stuck across the country due to the lockdown triggered by the coronavirus disease (Covid-19) outbreak.</p>
<p>Migrant workers, students and others stranded in different parts of the country are allowed to return home by special trains that will be run by the Indian Railways, the Union home ministry said on Friday, expanding the scope of an earlier order that said such transportation can happen only by buses.</p>
<p>The railways ministry will designate nodal officers for coordination with states and Union Territories, the home ministry order said. And soon after, the railways ministry released detailed guidelines on the social-distancing norms to be followed at stations and inside trains. Guidelines on the sale of tickets are expected soon.</p>
<p>On the occasion of Labour Day (on May 1), the government has decided to run “Shramik Special” trains to transport migrant workers, pilgrims, tourists, students and other persons stuck across the country due to the lockdown triggered by the coronavirus disease (Covid-19) outbreak, the railways ministry said.</p>
<p>“These special trains will be run from point to point on the request of both the concerned state governments (those sending and receiving the passengers) as per the standard protocols&#8230;The Railways and State Governments shall appoint senior officials as Nodal Officers for coordination&#8230;,” the ministry said.</p>
<p>Passengers will have to be screened by states sending them, and those found with no symptoms of Covid-19 will be allowed to travel. These people will have to be brought to railway stations in batches in sanitised buses. Social-distancing norms have to be followed and all passengers will have to use face covers, or masks.</p>

										<content:encoded><![CDATA[<p>Department for Promotion of Industry and Internal Trade (DPIIT), under the Ministry of Commerce and Industry, has set up a control room to monitor in real time the status of transportation and delivery of goods, manufacturing, delivery of essential commodities to common man and the difficulties being faced by various stakeholders during the lockdown period from 25.3.2020 to 14.4.2020.</p>
<p>In the event of any manufacturing, transporter, distributor, wholesaler or e-commerce companies facing ground level difficulties in transportation and distribution of goods or mobilization of resources, the same may be informed to the Department at the following telephone number/ email:-</p>

<p>The telephone number will be functional from 8 AM to 6 PM. The issues reported by various stakeholders will be taken up by the Department with the concerned state government, district and police authorities, and other concerned agencies.</p>
<p>Union Ministry of Road Transport &amp; Highways (MoRTH) has advised NHAI to follow MHA guidelines about Toll Plaza Operations following Lock Down in the wake of COVID-19 epidemic in the country. The Ministry has stated that Clause 4 of annure to MHA order dated 24.3.2020 says that the commercial and private establishments shall be closed down for a period of 21 days from 25.03.2020.</p>
<p>Union Road Transport &amp; Highways has also advised that NHAI may take action as per the said MHA orders. It added that prevailing condition may be treated as Force Majeure of Concession/Contract Agreement in terms of Ministry of Finance (Deptt of Expenditure order dated 19.2.2020.</p>

										<content:encoded><![CDATA[<p>MAHARASHTRA cadre senior Indian Police Service (IPS) officer Abdur Rahman resigned to protest over Citizenship Amendment Bill (CAB).</p>
<p>Rahman announced his resignation soon after the bill passed in parliament and termed it to be &#8220;communal&#8221; and &#8220;against the basic feature of the Constitution&#8221;.</p>
<p>In a statement issued on Twitter, Rahman said, &#8220;The Citizenship Amendment Bill 2019 is against the basic feature of the Constitution. I condemn this Bill. As civil disobedience, I have decided not to continue in the service and thus not to attend office from tomorrow. I am quitting the service finally. I say sorry to those who want me to continue in the service and give justice to the deprived people.&#8221;</p>
<p>He has sent his resignation letter to Chairman Maharashtra Human Rights Commission. The IPS officer had on October 2019 applied for a Voluntary Retirement Scheme (VRS) but his application was not accepted by the Ministry of Home Affairs (MHA). He had then challenged the decision in court and the matter is still pending.</p>

										<content:encoded><![CDATA[<p>The railway police issued a seven-page advisory to all its zones giving them a slew of instructions on security preparedness ahead of the much-awaited Supreme Court verdict on the Ram Janmabhoomi-Babri Masjid dispute case.</p>
<p>The advisory from the RPF has also said that leaves of all its personnel have been cancelled and they have been instructed to be engaged in escorting trains.</p>
<p>The advisory, which covers aspects like security at platforms, railway stations, yard, parking space, bridges and tunnels as well as production units and workshops, has earmarked all potential hotspots which could either be a site for any violence or could be used to hide explosives.</p>
<p>The verdict on the temple-mosque land dispute is expected to be pronounced before Chief Justice of India Ranjan Gogoi retires on November 17.</p>
<p>The Railway Protection Force advisory has said that a close watch should be kept on all religious structures near railway stations or within its premises as they may become a &#8220;flash points&#8221; in case tempers run high. It has also instructed caretakers of such structures not to leave them unguarded.</p>
<p>It has identified around 78 major stations with high footfall including stations in Mumbai, Delhi, Maharashtra and Uttar Pradesh where the presence of RPF personnel have been increased.</p>
<p>The advisory also rescinded an earlier order which allowed stations to keep their lighting to around 30 per cent to save electricity when there is no train at the station, instructing all zones to keep lighting at 100 per cent at all times instead.</p>
<p>Meanwhile, the Ministry of Home Affairs (MHA) has also dispatched around 4,000 paramilitary personnel for security deployment in Uttar Pradesh, particularly in Ayodhya.</p>
