Chennai, Tamil Nadu, India

Many eyebrows were raised when Tamil Nadu Chief Minister MK Stalin announced the new airport in Chennai on August 20, 2022.

The proposed greenfield airport will be built in Parandur, about 57 kms from Chennai’s Meenambakkam airport.

The Parandur airport is reportedly said to bring exponential development to the state as well as the southern states. With a budget of Rs. 20,000 crore, the ROI is said to be 3-fold.

A second airport for Chennai is necessary for Tamil Nadu to achieve its goal of becoming a $1 trillion economy by 2030, said Thangam Tennarasu, the state’s minister for industries, investment, promotion, and commerce.

Proposed changes to the AAI Act will permit the utilization of land surrounding airports for non-aviation activities. This means that even an IT company, unrelated to aviation, will have the opportunity to establish its office in these areas. Previously, only businesses associated with aviation, such as hotels, were allowed to utilize the land near airports.

This construction is the perfect runway for multiple other projects to take off.

Connectivity

The government of Tamil Nadu made this decision due to the rising influx of passengers and cargo traffic at Chennai’s Meenambakkam airport.

With a proposed deadline of 2028, entrepreneurs are wasting no time in setting up their businesses, factories, and warehouses in localities with proximity to the airport. Several manufacturing companies based in India and outside, are actively considering setting up shop along the expressway because of the upcoming airport.

The new airport is great news for industries present in the region like TIDCO, Tamil Nadu Industrial Investment Corporation Limited (TIIC), SIPCOT, and Tamil Nadu Small Industries Development Corporation Limited (TANSIDCO). This makes the movement of cargo easier and more efficient.

Metro

Chennai’s metro rail is poised to extend up to the Parandur airport. The plan is to extend the Poonamallee-Sriperumbudur line by 28 kms to connect the new airport to the metro network.

According to an official, the new line is designed to facilitate quicker transportation to the central areas in under two hours. The enhanced speed of the trains is attributed to the presence of stations at intervals of 7-10km between Poonamallee and Parandur.

Aerocity

Along with the airport, the government is planning on developing a full-fledged Aerocity that boasts a township, complete with hotels, educational institutions, aviation ancillary units, and an MRO (maintenance, repair, and overhaul) hub for aircraft.

Boom of housing communities

Urban planners have a big job ahead, dealing with everything from building roads and parks to schools and hospitals for the next five years or more.

Places between Chennai and Parandur will have more houses built as more people invest in real estate there, especially in smaller towns.

With the growth of industries, factories, and manufacturing units, it is only natural for residential plots to crop up. The line from Chennai city to the Parandur airport can see a lot of residential societies come up in the next decade.

This has already started beyond Porur in the Thirumazhisai and Chembarambakkam districts, which are in proximity to multiple industrial estates. This stretch is already garnering a lot of interest and the appreciation of this land is an attraction for investors as well.

Touted as the Detroit of South Asia, Chennai’s fast-growing economy makes it the place to be.

The trial of the first phase of Rapid Rail from Delhi to Meerut is going to take place in the coming days. A 17-km high-speed track from Sahibabad to Duhai (Uttar Pradesh) will be prepared. This train will run at a speed of 180 kmph, which will also be the first in the country to have a business or ‘premium’ coach on a regional corridor.

For a long time, the passengers travelling from Delhi to Meerut have been waiting for this rapid train. For the trial, the first railway coach has reached Duhai. The National Capital Region Transport Corporation (NCRTC) is all set to run the train on time. The trial from Sahibabad to Duhai will start soon, while passengers will be able to travel through this train from 2023.

The work of laying a one-km long trial track and 12 running tracks at Duhai depot is almost complete. This train is being manufactured in Gujarat’s Savli, and has been made by the multinational company Alstom.

According to the Indian Railways, this train can travel from Delhi to Meerut within 50 to 55 minutes. This is the first system in the country’s rail network under which a 180 kmph train will cover a distance of 100 km in one hour during the first phase.

The journey of 82-km from Delhi to Meerut through Ghaziabad will be completed in 55 minutes. During the journey, 25 stations are being prepared from Delhi to Meerut. The train will stop for 30 seconds at every station and will be available every 5-10 minutes.

The unique feature of this train is that a stretcher has been arranged in the last compartment of the train coach. If a patient is referred from Meerut to Delhi, a separate train coach has been arranged so that he/she can reach at a cheaper cost.

A separate train coach has also been arranged for women as well as for the differently-abled persons and can be easily folded if they are unused during the train journey. The general seats have been made extremely comfortable.

Defence Research and Development Organisation (DRDO), Government of India’s premier research agency and Maharashtra Metro Rail Corporation (MAHA –METRO), a joint venture company of the GoI and Government of Maharashtra are working together to conserve water and protect the environment by installing DRDO’s eco-friendly biodigester units (a non-sewered sanitation technology) in its facilities. A Memorandum of Understanding (MOU) was inked on January 5, 2021 between MAHA-METRO and DRDO through which DRDO will render technical support for the implementation of its advanced biodigester Mk-II technology for the treatment of human waste (night soil) in the metro rail network.

Dr AK Singh, Distinguished Scientist & Director General- Life Sciences, DRDO Headquarters, New Delhi, and Dr Brijesh Dixit, Managing Director, Maharashtra Metro Rail Corporation Limited (MMRCL) exchanged the MoU on behalf of their organisations. The MoU was signed by Dr DK Dubey, Director DRDE, Gwalior and Sh. Atul Gadgil, Director, Maha-Metro Rail Corporation Limited, Pune.

DRDO’s biodigester is an indigenous, green and cost-effective technology, with a rare distinction of having one of the largest numbers of DRDO-licensees (ToT holders).

Indian Railways has already installed about 2.40 lakh biodigesters in its fleet of passenger coaches. Now for MAHA-METRO, the technology has been revamped and further improved in a bid to save the water and space.

A customized version of this MK-II Biodigester, suitable for treating human waste generated from houseboats in Dal Lake was successfully demonstrated by the DRDO to J&K Administration. Lakes and Waterways Development Authority (LWDA) of the J&K Administration has initiated the process to procure 100 units of Mk-II Biodigesters for civil habitats around the Dal Lake so as to minimize water pollution. The implementation of Biodigester MK-II in Srinagar is being monitored by a committee of experts constituted by the High Court of J&K under the Chairmanship of Dr E Sreedharan, former MD of DMRC. When fully implemented, this green technology will significantly reduce the Dal lake pollution.

This technology is upgraded through improvements in the bio-degradation efficiency, design modification and addition of secondary treatment module. The new reactor is designed to provide more path length with increased biological reaction time, thereby enhancing the bio-degradation efficiency of the system. This technology was primarily developed for the armed forces in high altitude Himalayan regions, including Leh-Ladakh and Siachen glacier.

Dr G Satheesh Reddy, Secretary DDR&D & Chairman DRDO conveyed his wishes to both the teams for a successful implementation and said that technologies require upgradation with the availability of data and feedback.

The Dehli Metro services may soon resume as part of Unlock 4.0, according to government sources.
Sources have suggested that the Ministry of Home Affairs (MHA) will soon be releasing guidelines for the fourth phase of opening up of lockdown and is expected to allow the resumption of metro services.

While metro rail services may be allowed from September 1 when the ‘Unlock 4’ phase in the graded reopening from the coronavirus-induced lockdown will begin, but there will be no reopening of schools and colleges immediately, the officials added.

Bars, which are so far not allowed to reopen, may be permitted to sale liquor over the counter for take away.

The official said there will be no reopening of schools and colleges immediately, but deliberations are underway on whether to allow reopening of higher educational institutions such as universities, IITs and IIMs. No decision has been taken on the matter yet, the official added.

There is almost no possibility of allowing cinema halls to reopen from September 1 as it will not be commercially viable for film-makers or cinema hall owners to operate following social distancing norm, another official said

Metro services were suspended in late March to combat the spread of the novel coronavirus, which has infected more than 31 lakh people in the country so far.

The development comes a day after Delhi Chief Minister Arvind Kejriwal urged the Centre to reopen Delhi Metro on a trial basis as the Covid situation of the national capital is improving.

“I have requested the Centre that Delhi should be treated differently. Corona situation is improving in Delhi. If they do not want to run Metro trains in other cities, let it be so. But, in Delhi Metro train services should be started in a phased manner on a trial basis. We have raised this issue before the Centre many times, I hope the Centre will soon take a decision in this regard,” he said during a virtual meeting with Delhi’s traders and entrepreneurs.

The Ministry of Housing and Urban Affairs in an advisory issued to the States, Union Territories, Cities, and Metro Rail Companies has suggested a three-pronged strategy which may be adopted in a phased manner [Short (within 6 months), Medium (within 1 year) & Long term (1-3 years)]. The advisory sent by Sh Durga Shanker Mishra, Secretary, Ministry of Housing and Urban Affairs’ suggests:-

i. Encourage & Revive Non-Motorised Transport (NMT)-As most of the urban trips are clocked in under five kilometres, NMT offers perfect opportunity to implement in this COVID 19 crisis as it requires low cost, less human resource, easy & quick to implement, scalable and environment friendly.

ii. Recommencing Public Transport with greater confidence of Commuters-Public transport is the backbone in urban areas especially for the low/middle income commuters for which these services are the mainstay of their daily transit needs. However, it is imperative at this stage that transmission of infection through usage of public transport should be curbed by adopting the right sanitization, containment and social distancing measures.

iii. Active utilization of technology to curb the spread of virus- Enabling technologies such as Intelligent Transportation System (ITS), indigenous cashless and touch less system like BHIM, PhonePe, Google Pay, PayTM etc.and National Common Mobility Card (NCMC)will reduce human interaction, in operations of public transit systems.
The advisory has been issued in view of COVID-19 pandemic which has suddenly impacted our way of life and that of our local, regional and global transport systems.

1.Evidence shows that there is a steep drop in public transport ridership volumes by 90%. Further, it has been observed that there is upto 60% reduction in air pollution. Re-establishing the earlier level of ridership in public transport is a big challenge for cities, as people may be looking for more options especially personal modes that allow for safer travel in the post lockdown scenario.

2. In order to avoid resurgence of car and other private vehicle usage, many cities around the world have encouraged e-ticketing, digital payments and reallocating street space for cycling and pedestrians through street closures, creating Non-Motorized Transport (NMT) priority zones, pop-up bike lanes & sidewalks, providing parking and charging equipments and financing options to make cycling more accessible. Some of the important initiatives taken recently in view of COVID-19 to promote NMT by these cities are as follows:
• New York has added 40 miles of new NMT lanes to support cyclists;
• Oakland, USA has closed 10% of its streets for motor vehicles;
• Bogotá, Colombia has added 76 km of cycle overnight;
• In Milan, Italy, 22miles of streets has been transformed to cycling lanes
• Auckland, New Zealand has removed on-street car parking and built up 17 km of temporary bike lanes in addition to widening of existing bike and foot paths.Also, city has developed a program to fund pop up bike lanes;
• Promotion of bike sharing in China has led to 150% increase in trips nationwide during lockdown; and
• In UK, local businesses relocate road space for pedestrians to allow residents to respect social distancing guidelines, while queuing outside shops

3. Various studies conducted by MoHUA show that about 16-57% of urban commuters are pedestrian and about 30-40% of commuters use bicycles in the country depending on the size of the city. Considering this as an opportunity, elevating the priority of these modes in this testing times gives travellers another private vehicle alternative, which is clean, safe, secured particularly, if it is integrated with other modes and affordable for all. This area is one of the thrust areas of National Urban Transport Policy-2006[NUTP-2006]. It will also generate employment opportunity for the work force in NMT industry.

4. India has a robust 700 Kms of operational metro rail in 18 major cities and a BRT network of about 450 kms operational in 11 cities across the country carrying 10 million passengers daily. But due to the social distancing norms being practiced, their capacities would be utilized at 25 to 50 percent of pre-corona virus levels. Such dramatic and dynamic changes in demand and supply will require complementing these public transport systems with alternative modes of transit.

5. MoHUA has undertaken several rounds of discussions with the subject matter experts, Industry experts, operators, World Bank and other eminent urban transport experts in the country and other parts of world, who have clearly outlined, that there will be change in characteristic of urban mobility post COVID-19. With a sense of insecurity in the minds of the public in travelling in public transport during these testing times, in all possibilities, there will be increase in number of private vehicles on road, which will not only create pollution but eat away space for other modes of public transport besides adversely affecting road safety and increase air pollution level and serious congestions on the roads.

Ms Ashwini Bhide, the managing director (MD) of Mumbai Metro Rail Corporation (MMRC) was transferred by the Maharashtra government in a reshuffle of bureaucrats in Maharashtra .confirming the development Bhide told to NEWS MANTRA transfer is an inevitable part of our profession. Getting opportunity to work passionately for 5 long years and taking the project to a certain level was a matter of luck. And I am grateful.
Ranjit Singh Deol, so far vice chairman and managing director of Maharashtra State Road Transport Corporation, will replace her. Deo is an IAS officer of 1998 batch

As MD of MMRC, she was at the forefront of implementing the Colaba-Bandra-SEEPZ Mumbai Metro 3 project. Promoted earlier this month as principal secretary, Bhide’s transfer was a matter of time as Aaditya Thackeray, state environment minister and son of Chief Minister Uddhav Thackeray, had publicly demanded her removal.

Her vociferous defence of felling of tress to pave way for the proposed Aarey metro car shed project had ruffled more than a few feathers.

Bhide would often tweet pictures of the ongoing metro project, an exercise that won her many admirers and a few detractors. Her stout defence of the Metro car shed project and humble but stern counters to green activists and other opponents of the infrastructure left few in doubt that her days at MMRC were numbered after the Aghadi came to power in end-November.
