										<content:encoded><![CDATA[<p>The 43<sup>rd</sup> GST Council met under the Chairmanship of Union Finance &amp; Corporate Affairs Minister Smt. Nirmala Sitharaman through video conferencing . The meeting was also attended by Union Minister of State for Finance &amp; Corporate Affairs Shri Anurag Thakur besides Finance Ministers of States &amp; UTs and senior officers of the Ministry of Finance &amp; States/ UTs.</p>
<p>The GST Council has made the following recommendations relating to changes in GST rates on supply of goods and services and changes related to GST law and procedure:</p>
<p><strong>COVID-19 RELIEF</strong><strong>                                                                                                   </strong></p>
<ul>
<li>As a COVID-19 relief measure, a number of specified COVID-19 related goods such as <strong>medical oxygen, oxygen concentrators and other oxygen storage and transportation equipment, certain diagnostic markers test kits</strong> and COVID-19 vaccines, etc., have been <strong>recommended for full exemption from IGST</strong>, even if imported on payment basis, for donating to the government or on recommendation of state authority to any relief agency. This exemption shall be <strong>valid upto 31.08.2021</strong>. Hitherto, IGST exemption was applicable only when these goods were imported “free of cost” for free distribution. The same will also be extended till 31.8.2021. It may be mentioned that these goods are already exempted from Basic Customs duty. Further in view of rising <strong>Black Fungus cases, the above exemption from IGST has been extended to Amphotericin B</strong>.</li>
</ul>
<p><strong>Further relief in individual item of COVID-19 after Group of Ministers (GoM) submits report on 8<sup>th</sup> June 2021</strong></p>
<ul>
<li>As regards individual items, it was decided to constitute a Group of Ministers (GoM) to go into the need for further relief to COVID-19 related individual items immediately. The GOM shall give its report by 08.06.2021.</li>
</ul>
<p><strong>OTHER RELIEFS ON GOODS</strong></p>
<ul>
<li>To support the <em>LympahticFilarisis</em> (an endemic) elimination programme being conducted in collaboration with WHO, the GST rate on <strong>Diethylcarbamazine (DEC) tablets has been recommended for reduction to 5% (from 12%)</strong>.</li>
</ul>
<ul>
<li>Certain clarifications/clarificatory amendments have been recommended in relation to GST rates. Major ones are, &#8211;
<ul>
<li>Leviability of IGST on repair value of goods re-imported after repairs</li>
<li>GST rate of 12% to apply on parts of sprinklers/ drip irrigation systems falling under tariff heading 8424 (nozzle/laterals) to apply even if these goods are sold separately.</li>
</ul>
</li>
</ul>
<p>&nbsp;</p>
<p><strong>SERVICES</strong></p>
<ul>
<li>To clarify those <strong>services supplied to an educational institution</strong> including anganwadi(which provide pre-school education also), by way of serving of food including mid- day meals under any midday meals scheme, sponsored by Government is <strong>exempt from levy of GST irrespective of funding of such supplies</strong> from government grants or corporate donations.</li>
</ul>
<ul>
<li>To clarify these services provided by way of examination including entrance examination, where <strong>fee is charged for such examinations</strong>, by National Board of Examination (NBE), or similar Central or StateEducational Boards, and input services relating thereto are <strong>exempt from GST</strong>.</li>
</ul>
<ul>
<li>To make appropriate changes in the relevant notification for an explicit provision to make it clear that land owner promoters could utilize credit of GST charged to them by developer promoters in respect of suchapartments that are subsequently sold by the land promotor and on which GST is paid. The <strong>developer promotor shall be allowed to pay GST relating to such apartments any time before or at the time of issuance of completion certificate</strong>.</li>
</ul>
<ul>
<li>To extend the same dispensation as provided to MRO units of aviation sector to MRO units of ships/vessels so as to provide level playing field to domestic shipping MROs vis a vis foreign MROs and accordingly, &#8211;</li>
</ul>
<ul>
<li><strong>GST on MRO services in respect of ships/vessels shall be reduced to 5% (from 18%)</strong>.</li>
<li>PoS of B2B supply of MRO Services in respect of ships/ vessels would be location of recipient of service</li>
</ul>
<ul>
<li>To clarify that supply of <strong>service by way of milling of wheat/paddy  into flour</strong> (fortified with minerals etc. by millers or otherwise )/rice to <em>Government/ local authority etc.</em>for <strong>distribution of such flour or rice under PDS is exempt from GST if the value of goods in such composite supply does not exceed 25%</strong>. Otherwise, such services would attract GST at the rate of 5% if supplied to any person registered in GST, including a person registered for payment of TDS.</li>
</ul>
<ul>
<li>To clarify that GST is payable on <strong>annuity payments received as deferred payment for construction of road</strong>. Benefit of the exemption is for such annuities which are paid for the service by way of access to a road or a bridge.</li>
</ul>
<ul>
<li>To clarify those services supplied to a Government Entity by way of construction of a rope-way attract GST at the rate of 18%.</li>
</ul>
<ul>
<li>To clarify that services supplied by Govt. to its undertaking/PSU by way of guaranteeing loans taken by such entity from banks and financial institutions is exempt from GST.</li>

										<content:encoded><![CDATA[<p>Bilateral delegation level meeting with US</p>
<p>Dr. Mark T. Esper, Hon’ble Secretary of Defence of the United States of America is visiting India for the 2+2 Ministerial Meeting.  Today Shri Rajnath Singh, Hon’ble Raksha Mantri had a bilateral meeting with him in South Block, New Delhi. The two ministers reviewed bilateral defence cooperation spanning military to military cooperation, secure communication systems and information sharing, defence trade and industrial issues and also discussed ways to take bilateral cooperation forward.</p>
<p>Both the Ministers expressed satisfaction at the close engagements between the respective Armed Forces. They discussed potential new areas of cooperation, both at Service to Service level and at the joint level. They called for continuation of existing defence dialogue mechanisms during the pandemic, at all levels, particularly the Military Cooperation Group (MCG). They also discussed requirements of expanding deployments of liaison officers.</p>
<p>The two ministers expressed satisfaction that agreement of BECA will be signed during the visit.  US Secretary of Defence welcomed Australia’s participation in the exercise MALABAR 2020.</p>
<p>Hon’ble Raksha Mantri elaborated upon the initiatives under the ATMANIRBHAR BHARAT to encourage investments in the defence industry in India and invited US companies to make avail of the liberalized policies and the favorable Defence Industry ecosystem in India</p>
<p>India will gain access to precision data and topographical images &#8211; on a real time basis &#8211; from United States military satellites under an agreement to be signed during the ongoing visit of Secretary of State Mike Pompeo and Defence Secretary Mark Esper.</p>
<p>The agreement to share this data &#8211; BECA (Basic Exchange and Cooperation Agreement) &#8211; is the third and final &#8220;foundational&#8221; understanding the US has with close international partners. The two countries have already signed agreements to exchange military logistics and enable secure communications.</p>
<p>In a statement released on Monday the government said Defence Minister Rajnath Singh and his American counterpart, Mr Esper, expressed satisfaction that BECA would be signed during this visit and also at the close engagements between the armed forces of the two countries.</p>
<p>They also reviewed bilateral defence spanning military-to-military cooperation, secure communications systems and information sharing, and also discussed potential new areas of cooperation.</p>
<p>Rajnath Singh said the talks would add &#8220;new vigour&#8221; to India-US defence relations and cooperation</p>

										<content:encoded><![CDATA[<p>Prime Minister Shri Narendra Modi chaired a high-level meeting to review the ongoing efforts to contain COVID-19.</p>
<p>Ways to further strengthen India’s preparedness were discussed. This includes further enhancing testing facilities. ‬</p>
<p>‪Prime Minister emphasised on actively engaging with individuals, local communities and organisations in chalking our mechanisms to fight the COVID-19 menace. He also urged officials and technical exports to deliberate on the steps to be taken next. ‬</p>
<p>‪Prime Minister expressed gratitude to all those at the forefront of combating COVID-19 including the various State Governments, medical fraternity, paramedical staff, armed and paramilitary forces, those associated with aviation sector, municipal staff and others.</p>
<p>Prime Minister will address the nation on 19th March 2020 at 8 PM, during which he will talk about issues relating to COVID-19 and the efforts to combat it.</p>
<p>Dr. Harsh Vardhan, Union Minister of Health &amp; Family Welfare also held a high level review meeting with senior officials of the Ministry, MS/Director of Central Government Hospitals such as Safdurjung, Dr RML Hospital and AIIMS.</p>
<p>At the outset, the Union Health Minister appreciated the various actions being undertaken in close coordination with various ministries at the central level, States as well as Indian embassies abroad. He also lauded the States for active surveillance, effective contact tracing and their preparedness for containment and management of COVID-19.</p>
<p>He reviewed the preparedness regarding hospital management such as OPD blocks, availability of testing kits, personal protective equipment (PPEs), medicines, and adequate isolation wards. He directed hospitals to ensure adequate availability of protective gear for all healthcare workers.</p>
<p>He was informed that adequate quantity of Personal Protections Equipments (PPE), masks, sanitizers, handheld thermometers etc., are being procured and provided to the designated places as per demand along with maintaining the stock to address any future demand.</p>
<p>Dr Harsh Vardhan reviewed in great detail the quarantine facilities for the evacuees including the ones at the airports/other key transit points, in terms of segregation of passengers, transportation to the quarantine facilities, health checks-ups etc.</p>
<p>The Health Minister has directed for teams to be deputed to regularly inspect and monitor the quarantine facilities to ensure that the necessary amenities and facilities are being provided. The Minister stated that he shall be reviewing the same everyday with the aim of improving them. He further added that he is reviewing the situation with the respective States/UTs.</p>

										<content:encoded><![CDATA[<p><span class="mceItemHidden">Chinese President Xi <span class="hiddenSpellError">Jinping</span> will be in India on a two-visit starting tomorrow, with Prime Minister <span class="hiddenSpellError">Narendra </span><span class="hiddenSpellError">Modi</span> and Xi <span class="hiddenSpellError">Jinping</span> meeting at <span class="hiddenSpellError">chennai</span>. This is their third meeting since PM <span class="hiddenSpellError">Modi&#8217;s</span> re-election and their second informal meet since the Wuhan summit last year.</span></p>
<p>Government sources said there is &#8220;needless speculation&#8221; on why the Chinese President&#8217;s visit wasn&#8217;t announced until today.&#8221; We have had a clear confirmation for weeks but we had jointly decided to announce it only a couple of days earlier,&#8221;</p>
<p>The summit will take place in the ancient coastal town of Mamallapuram near Chennai. The two leaders had their inaugural informal summit in China&#8217;s Wuhan in April last year.</p>
<p><span class="mceItemHidden">&#8220;At the invitation of the Prime Minister, the President of the People&#8217;s Republic of China H.E. Mr. Xi <span class="hiddenSpellError">Jinping</span> will be visiting Chennai, India from October 11-12, 2019 for the 2nd Informal Summit,&#8221; the foreign ministry said. It said the Chennai Informal Summit will offer an opportunity for the two leaders to continue their discussions on overarching issues of bilateral, regional and global importance.</span></p>
<p><span class="mceItemHidden">No Memorandum of Understanding (MoU) will be signed and no joint statements will be issued during the <span class="hiddenSpellError">meet</span> which will be strictly informal, government sources said.</span></p>
<p><span class="mceItemHidden">Ahead of Xi <span class="hiddenSpellError">Jinping&#8217;s</span> India visit, China said the Kashmir issue should be resolved between New Delhi and Islamabad, significantly <span class="hiddenSpellError">omitting</span> its recent references to the UN and UN Security Council resolutions.</span></p>
<p><span class="mceItemHidden">Meanwhile Pakistan PM <span class="hiddenSpellError">Imran</span> Khan , is on his third China and meeting the Chinese President today. </span><span class="mceItemHidden">Chinese Foreign Ministry spokesman <span class="hiddenSpellError">Geng</span> <span class="hiddenSpellError">Shuang</span> said that China&#8217; stand is that the Kashmir issue should be resolved between India and Pakistan.</span></p>

										<content:encoded><![CDATA[<p>Prime Minister Narendra Modi meeting US President Donald Trump today on the sidelines of the Group of Seven (G7) summit in France. Mr Trump has spoken about &#8220;mediating&#8221; on Jammu and Kashmir and has described the issue as &#8220;explosive&#8221;.</p>
<p>While Washington sees the issue of Article 370 as India&#8217;s internal issue, the restrictions, arrests of hundreds of politicians and alleged human rights violations in Jammu and Kashmir will come up when PM Modi and Mr Trump meet.</p>
<p>&#8220;The President will likely want to hear from Prime Minister Modi how he plans to cut regional tensions and uphold respect for human rights for Kashmir, as part of India&#8217;s role as the world&#8217;s largest democracy,&#8221; a senior US administration official said.</p>
<p>&#8220;The President is likely to stress the need for dialogue among all sides of the conflict and his hope that India would lift the communications and movement restrictions in Kashmir and exercise the utmost restraint in dealing with potential protests,&#8221; the official said.Mr Trump has also asked Pakistan to &#8220;crack down on groups on its territory that have attacked India in the past&#8221;, senior US administration officials said.</p>
<p>Last week, Mr Trump for the second time offered to mediate on Kashmir, after phone calls with both PM Modi and Pakistani Prime Minister Imran Khan. &#8220;Kashmir is a very complicated place. You have Hindus and you have the Muslims and I wouldn&#8217;t say they get along so great,&#8221; Mr Trump told reporters in the White House. &#8220;I will do the best I can to mediate,&#8221; he said. &#8220;&#8230;you have two counties that haven&#8217;t gotten along well for a long time and frankly, it&#8217;s a very explosive situation,&#8221; he added.</p>
<p>US President Donald Trump has once again offered to mediate between India and Pakistan on the Kashmir issue, saying it’s a “very complicated place”.</p>
<p>Pakistan&#8217;s attempts to create a stir in the United Nations Security Council over Kashmir fell flat after most of the participating nations agreed that scrapping of special status was a bilateral matter between New Delhi and Islamabad. The meeting of the 15 nations &#8211; five permanent members and 10 rotating members &#8211; ended without any resolution.</p>
<p>In May, the US ended India&#8217;s designation as a beneficiary nation under a key preferential trade programme</p>
<p>Restrictions are still in place at several parts of Jammu and Kashmir. Thousands of troops are regularly patrolling the streets of the state. Phone lines and mobile internet have not been restored. Landlines are also only partially working.</p>

										<content:encoded><![CDATA[<p>The Union Cabinet headed by Prime Minister Narendra Modi met on Monday, amid speculation that the government may take some decisions on Jammu and Kashmir. Union Home Minister Amit Shah and Law Minister Ravi Shankar Prasad were the first to reach the prime minister&#8217;s residence, where the meeting is taking place, officials said.</p>
<p>Jammu and Kashmir has been on the edge following deployment of additional security forces in the state last week. Speculation has been rife that the Centre has plans to do away with Article 35A, which gives exclusive rights to the state&#8217;s residents in government jobs and land.</p>
<p>The Cabinet normally meets on every Wednesday and the reasons for convening a meeting on Monday has not been disclosed by the government yet.</p>

<p>Senior Congress leader Ghulam Nabi Azad has condemned the rising tensions in Kashmir in the backdrop of the three most prominent politicians of the Valley being put under house arrest and section 144 imposed in Srinagar.</p>
<p>&#8220;What sort of politics is the BJP indulging in here? Democracy is being murdered in Jammu and Kashmir,&#8221; he said, adding that his party is prepared to raise the issue in the Parliament today and further seek clarification from the prime minister.</p>
<div class="social-media-icons"><i class="icon-facebook-square"></i> According to the latest reports, Rajya Sabha will discuss the Kashmir situation at 11 am today. Senior Congress leaders Ghulam Nabi Azad, Anand Sharma, Ambika Soni, and Bhubaneswar Kalita <a href="https://twitter.com/ANI/status/1158224265675714562">had given Adjournment Motion notice</a> in Rajya Sabha over Kashmir issue. Lack of clarity by the Government of India over the current Kashmir situation has come under severe criticism especially after three mainstream and top state leaders, Mehbooba Mufti, Omar Abdullah and Sajad Lone, were put under house arrest on Sunday night.</div>
<div>Meanwhile, PDP&#8217;s Rajya Sabha MPs Nazir Ahmad Laway and Mir Mohammad Fayaz <a href="https://twitter.com/ANI/status/1158231218720333824">donned black bands</a> before entering the Parliament as a mark of protest over the situation in Kashmir.</div>
