Committee of expert to look into the incident at Khooni Nallah

The stretch between Digdole and Khooni Nallah of Ramban Banihal section is prone to frequent landslides/shooting stones due to fragile geology. Considering the strategic importance of maintaining all weather connectivity to Srinagar and after assessing the challenges in ensuring stability of Hill slopes on existing alignment, Tunnels/Viaducts are proposed under 3 packages in Ramban Banihal section. The Twin tube Tunnel work in 4-laning from Digdole to Panthyal on Jammu Srinagar Highway was awarded to M/s Ceigall India Limited in JV with Patel Engineering Limited. The construction work started on 1^st February 2022.

On 19.05.2022 around 10.30 to 11 PM in night land slide and shooting of stones started while the execution of portal support installation work of adit at Khooni Nallah was also being done. Before workers could be moved out, suddenly huge rock mass fell above the false steel portal erected for construction of adit which caved in leading to trapping of 12 workers at that spot. Senior NHAI officers immediately reached the site and rescue work was immediately started by SDRF, NDRF, J&K Police.

Two workers are rescued immediately and were hospitalized; and all possible medical Aid is being extended to them. The rescue work was hampered by intermittent shooting stones and bad weather. The trapped workers did not survive and bodies of 10 trapped workers was recovered by last evening. Those whose life could not be saved are being given Workman compensation and additional ex-gratia of Rs 2.00 lakh by EPC contractor which amounts to at least Rs 15 lakh. The injured are also being adequately compensated. In addition, the UT administration has also announced ex- gratia relief of Rs 1.0 lakh. It is yet to be determined whether the occurrence of the incidence is due to work being executed or due to natural reasons.

A Committee of 3 independent Eminent Experts has been constituted by Central Govt which has already moved to site to investigate the reasons for Slide/Collapse and remedial measures thereof. Further action will be taken based on report of Committee. NHAI has already initiated process to handle such emergency situation and also taking all possible measures to avoid such mishappening in future.

ANYONE CAN BUY LAND IN J AND K

Union government on Tuesday notified rules to allow Indian citizens from outside Jammu and Kashmir to purchase land in the Union territory.

The move is significant, considering that before Article 370 and Article 35-A were repealed in August 2019, non-residents could not buy any immovable property in Jammu and Kashmir. The move comes about 14 months after the bifurcation of the state and passage of the Jammu and Kashmir Reorganisation Act, 2019.

In a gazette notification of the Union Territory of Jammu and Kashmir Reorganisation (Adaptation of Central Laws) Third Order, 2020, the Union government omitted the phrase “permanent resident of the state” from Section 17 of the Jammu and Kashmir Development Act, which deals with disposal of the land in the Union territory.

The amendments, however, do not allow transfer of agricultural land to non-agriculturists, Jammu and Kashmir lieutenant governor Manoj Sinha said.

The decision sparked a fresh political war of words with the National Conference (NC) and the People’s Democratic Party (PDP) opposing it.

Senior NC leader and former Jammu and Kashmir chief minister Omar Abdullah said the announcement was unacceptable and asserted that Jammu and Kashmir was not up for sale.

“Unacceptable amendments to the land ownership laws of J&K. Even the tokenism of domicile has been done away with when purchasing non-agricultural land and transfer of agricultural land has been made easier. J&K is now up for sale and the poorer small land holding owners will suffer,” Abdullah tweeted on Tuesday.

PDP chief and former chief minister Mehbooba Mufti called for a united fight by the people of Jammu, Kashmir and Ladakh, and said the three provinces should come together to fight against the Bharatiya Janata Party (BJP).

“Yet another step that’s part of GOI’s nefarious designs to disempower and disenfranchise people of J&K. From the unconstitutional scrapping of Article 370 to facilitating loot of our natural resources and finally putting land in J&K up for sale,” tweeted Mufti.

The central government has said that bringing development to Jammu and Kashmir is key to ensure that the youth are weaned away from joining the ranks of terrorist groups operating there. Ensuring investments in the region is seen as crucial to develop industry and give employment to the people especially the youth, it said.

Got Rs 12 lakh to help J&K terrorists admits DSP

Jammu and Kashmir’s police officer Davinder Singh admits that he got 12 lakh rupees from terrorist to help them to reach dehli . He has also sheltered terrorists in his home in Srinagar.

The Deputy Superintendent of Police arrested on Saturday with three Hizbul Mujahideen terrorists. The details emerged after raids at Davinder Singh’s home soon after the arrest. An AK rifle and two pistols were found, according to sources.

Singh a decorated officer was allegedly transporting hardcore terrorists out of Kashmir when he was caught on the Jammu-Srinagar highway. Investigations reveal that the three terrorists captured with the officer had stayed at his heavily-guarded home in Srinagar’s Badami Bagh cantonment.

Sources say Davinder Singh escorted the terrorists from Shopian in south Kashmir to his home on Friday and had them stay overnight. Top Hizbul Mujahideen commander Naveed Babu, who is also police deserter, and his two accomplices Irfan and Rafi, spent the night in the home right next to the Army’s 15 Corps Headquarters.

Sources say they set out on Saturday morning for Jammu, from where they were planning to go to Delhi.

China’s bid to rake up Kashmir in UNSC fails

China had earlier managed to hold informal closed-door consultations on Kashmir in the UNSC on August 16, 11 days after India revoked the special status of Jammu and Kashmir under Article 370 on August 5.

A move by China to get the Kashmir issue on the agenda for consultations in the United Nations Security Council (UNSC) has been thwarted by other members led by the US and France.

This time, sources said, Beijing sent a note to the UNSC over the weekend to “echo the request” of Pakistan for a briefing on Kashmir. On December 12, Pakistan’s Foreign Minister Shah Mahmood Qureshi had written to the UNSC and expressed concern about a possible escalation of the situation.

But the US, which holds the presidency of the UNSC for December, did not yield to the latest request by China. France also joined in and said that the Kashmir issue has to be discussed bilaterally. “We have highlighted this several times recently, including in New York,” French diplomatic sources said.

Chinese has withdrawn its request, and no meeting on Kashmir will be held, sources said. The UNSC is now meeting Tuesday on the issue of Sudan and South Sudan, as per their original schedule.

China’s move was rebuffed at a time when External Affairs Minister S Jaishankar and Defence Minister Rajnath Singh are meeting their American counterparts for the first 2+2 engagement. Singh reached New York Monday.

Delhi, meanwhile, rejected a resolution passed unanimously Monday by Pakistan’s parliament, the National Assembly, which referred to Kashmir and the Citizenship (Amendment) Act, and condemned the Indian government over what it described as “discriminatory legislation” and “human rights abuses”.

The Ministry of External Affairs (MEA) responded by “categorically” rejecting the resolution. “It is a thinly veiled attempt by Pakistan to further its false narrative on the issue of Jammu & Kashmir and Ladakh. It seeks to provide justification for Pakistan’s unrelenting support for cross-border terrorist activities in India. We are confident that such attempts will fail,” it said.

It said the resolution is a “poorly disguised” effort to divert attention from Pakistan’s “appalling treatment and persecution of its own religious minorities”. The demographics of these minorities, whether Hindu, Christian, Sikh or other faiths, in Pakistan speak for themselves, it said.

It also said the resolution “intentionally mischaracterizes the objectives of the Citizenship Amendment Act 2019. This Act gives citizenship to foreigners from selected countries who are persecuted religious minorities. It does not take away the citizenship of any Indian irrespective of her or his faith.”

“It is laughable that the National Assembly of Pakistan, that has itself passed discriminatory legislation against religious minorities, should point fingers at others. We call upon Pakistan to engage in serious self-introspection rather than to falsely accuse others of what they themselves are guilty of,” the MEA statement said.

“Pakistan would do well to remember that India is the world’s largest democracy, that all its Governments have been freely and fairly elected through universal adult franchise, and that all Indians irrespective of faith enjoy equal rights under the Constitution. We urge Pakistan to similarly aspire to these ideals,” it said.

In Geneva, Pakistan Prime Minister Imran Khan claimed at the Global Forum on Refugees that millions of Muslims could flee India due to the curfew in Kashmir and India’s new citizenship law.

“We are worried there not only could be a refugee crisis, we are worried it could lead to a conflict between two nuclear-armed countries… Our country will not be able to accommodate more refugees,” he said, urging the world to “step in now”.

In response to a query on Khan’s statement, MEA spokesperson Raveesh Kumar said: “Pakistan’s Prime Minister Imran Khan has once again peddled familiar falsehoods at a multilateral platform to advance his narrow political agenda by making gratuitous and unwarranted remarks on matters entirely internal to India. It should now be clear to the entire world that this is an established pattern of his habitual and compulsive abuse of global forums.”

Kumar said: “It has been the unfortunate experience of most of Pakistan’s neighbours that actions by that country have had adverse consequences next door. Over the past 72 years, the Islamic Republic of Pakistan has systematically persecuted all of its minorities, forcing most of them to flee to India. Moreover, Prime Minister Khan wishes the world forgets what his Army did in 1971 to the people of the erstwhile East Pakistan. Pakistan must act to protect and promote the rights of its own minorities and co-religionists.”

Every effort was made to blatantly sabotage the three-Party alliance government formation, but we appealed to the Supreme Court and the Modi-Shah Government was totally exposed. Let me assure you, we three parties are united in our resolve to defeat the BJP’s sordid manipulations.

She said It is clear that the Modi-Shah government is bankrupt of decency and is clueless on how to manage the grave problems facing the country. The economic crisis is deepening by the day. Growth is declining, unemployment is growing, and investment is not happening. There is worsening distress among farmers, traders and small and medium businesses. Consumption, especially in rural areas, is falling. Exports are declining.

And prices of essential food commodities are rising, causing hardship to households. Instead of tackling the problem, the Modi-Shah Government is busy fudging statistics or, indeed, not publishing them at all! The public sector has been put on the block, in all probability, to be sold off to a few favoured business people. What will be the fate of the thousands of workers at those enterprises? Lakhs upon lakhs of salaried and ordinary families are worried about their deposits in banks.

Sonia said the Prime Minister and his Home Minister persist in pursuing 2 divisive policies. These issues, like the one relating to amendments in the citizenship law, strike at the very foundations of our Constitution. It is sheer hypocrisy on the part of the Modi-Shah establishment to celebrate November 26th as Constitution Day while deceitfully subverting this sacred document day in and day out! The whole of the northeast is in turmoil because of these amendments.

And because the NRC project implemented by the BJP government in Assam, monitored by the Supreme Court, has not fulfilled the RSS-BJP expectations and propaganda, there is now clamour in the ruling party for a fresh NRC in that state. The Home Minister is also speaking of unleashing an NRC in the entire country – a step that will only lead to more fear and panic.

Three months ago, democracy was again subverted when article 370 was erased (read down) under the blatantly false promise of a new beginning in Jammu, Kashmir and Ladakh. But the ground realities are completely different from the fictitious images conjured up by the Modi-Shah government.

TRUMP WILL MEET MODI

US President Donald Trump said on Monday that he would meet Prime Minister Narendra Modi and Pakistan’s Prime Minister Imran Khan soon. He maintained that tension between India and Pakistan had reduced.

While President Trump will address Indian-Americans along with PM Modi at the “Howdy Modi!” event in Houston on Sunday, the American president did not say when or where he would meet Imran Khan.

“I’ll see Prime Minister Modi and I will – we’ll – be meeting with (prime ministers of) India and Pakistan and I think a lot of progress has been made there…lot of progress,” President Trump told reporters in response to a question at the White House, without mentioning Kashmir.

Trump’s schedule suggests that his meeting with Imran Khan may take place on the sidelines of the UN General Assembly Session in New York later this month.

After addressing a record crowd of more than 50,000 Indian-Americans at the “Howdy Modi!” event, Trump will travel to Ohio and then is expected to fly to New York to attend the Annual General Assembly Sessions of the United Nations.

Tension between India and Pakistan escalated after New Delhi ended special status to Jammu and Kashmir under Article 370 on August 5. Reacting to India’s move on Kashmir, Pakistan downgraded diplomatic ties with India.

Pakistan has tried to internationalise the Kashmir issue but India has asserted that the decision on Article 370 was its internal matter. New Delhi has also told Islamabad to accept the reality and stop its anti-India rhetoric.

The “Howdy, Modi!” event will be the first time that an American president addresses thousands of Indian-Americans at one place in the US.

It comes ahead of the 2020 presidential elections in the US where the influential Indian-American community members are expected to play a significant role. President Trump, a Republican, has already announced his candidature.

SCHOOL OPENED IN JAMMU KASHMIR TODAY

Schools have been opened in Jammu, those in the Valley remained shut as parents were reluctant to send their children. although some school open at rajouri dist of Kashmir but attendance was very thin .

official said primary schools in the Valley will reopen today though officials believe that there won’t be much attendance because of the restrictions. On Sunday, Jammu and Kashmir authorities made 10 more telephone exchanges operational in Kashmir Valley, but again snapped services of one of the 17 centres restored on Saturday, officials said.

The authorities closed one of the 17 exchanges after reports that landline phones were being used for spreading misinformation campaign, they said. With these, around 28,000 fixed-line phones, out of around 50,000 in Kashmir Valley, were functional.

meanwhile Jammu and Kashmir Home Secretary Shaleen Kabra issued a warning against the “fake news” that the weapons of special police officers of J&K police are being seized, “This is purely a rumour being spread by vested interests. It is categorically denied.”

The exchanges that opened on Sunday were in areas around Dal Lake, Civil Secretariat and Nishat in Srinagar district; Pattan, Boniyar and Baramulla town in north Kashmir; Chadoora, Chrar-e Shariff in Budgam district; and Aishmuqam in South Kashmir.

Landline and mobile phone services and Internet were suspended in Kashmir Valley in the early hours of August 5 before the Centre announced its move to abrogate provisions of Article 370 that gave special status to Jammu and Kashmir, and divide the state into two Union Territories.

Low-speed Internet services in Jammu region, which were made operational on Saturday, were snapped again on Sunday after it was found that a video clip with the potential to trigger communal tension were being circulated.

However, Inspector General of Police, Jammu, Mukesh Singh said the 2G network has “temporarily been disconnected due to some technical reasons which is being rectified and efforts are on to ensure restoration as soon as possible”.

Police said searches were being carried out for nabbing those behind the video clip. Jammu and Kashmir Police chief Dilbag Singh had warned that stern action would taken against anyone misusing Internet facility.
