										<content:encoded><![CDATA[<p><strong>BILASPUR.</strong> Coal India Limited, the world&#8217;s largest coal producer, has intensified its preparations for a major transformation in its human resource and industrial relations framework by launching a systematic rollout of the four new Labour Codes. In a formal letter issued to the Chairman-cum-Managing Directors of all subsidiary companies—including ECL, BCCL, CCL, NCL, SECL, WCL, MCL, and CMPDIL—Dr. Vinay Ranjan, Director of Human Resources at Coal India Limited, provided detailed instructions emphasizing the need for robust coordination across all departments to ensure effective implementation.</p>
<p>These new regulations, which include the Wages Code 2019, Industrial Relations Code 2020, Social Security Code 2020, and Occupational Safety, Health and Working Conditions Code 2020, became effective on November 21, 2025, and consolidated 29 previously existing labour laws. To ensure compliance, the company has issued key directives requiring all subsidiaries to organize comprehensive training and awareness sessions involving HR, Legal, and Safety officers, while maintaining positive communication with trade unions and contractual workers&#8217; representatives to prevent misunderstandings.</p>
<p>Additionally, dedicated teams will be formed within each subsidiary to review existing processes for full compliance, and a senior-level Nodal Officer will be appointed to submit monthly progress reports to the headquarters by the 10th of every month, ensuring a highly successful and seamless transition into this new regulatory framework.</p>

										<content:encoded><![CDATA[<p><strong>NEW DELHI.</strong> Shri Atul Sobti , DG , SCOPE  represented  Indian employers at a landmark gathering in New Delhi where employers’ and workers’ organizations jointly presented a Bipartite Roadmap for advancing Responsible Business Conduct (RBC) and Decent Work to Gilbert F. Houngbo, Director-General of the International Labour Organization. The presence of the ILO Director-General underscored the global importance of responsible business conduct, and the consensus reached between employers and workers marked a significant step forward in strengthening decent work in India.</p>
<p>As highlighted during the dialogue, the roadmap translates shared priorities into practical cooperation and is structured around five key pillars—General Policies, Employment, Training, Conditions of Work and Life, and Industrial Relations—with clearly identified joint actions under each to ensure meaningful implementation. As a member of the ILO Governing Body and an employer representative, I believe the uniqueness of this initiative lies in the trust and collaboration built between social partners, aligning national frameworks with international labour standards while reinforcing the foundations of sustainable and inclusive industrial growth. At SCOPE, we remain committed to advancing these principles through capacity-building and policy advocacy, working to make responsible business conduct a norm across enterprises nationwide, and I extend my sincere appreciation to the ILO for enabling this historic step toward a more just, resilient, and productive industrial future.</p>

Dr Alka Mittal, Member, Capacity Building Commission, addressed the workshop on “Decoding Labour Codes – Understanding the New Era of Labour Reforms in India” held recently in Mangaluru. Organised by the Indian Institute of Skill Development and Research (IISDR) in collaboration with CII Mangaluru, Mangalore Management Association (MMA), and Kanara Industries Association (KIA), the workshop brought together policymakers, industry leaders, labour administrators, HR professionals, academicians, and students to discuss India’s evolving labour regulatory framework. Dr Mittal highlighted the importance of ethical leadership and strong governance in building people-centric organisations, noting that clear rules, fairness, and transparency are essential for sustainable organisational functioning.</p>
<p>She emphasised that labour laws play a critical role in ensuring organisational stability by preventing exploitation, reducing disputes, and providing legal clarity through standardised practices. Stressing zero tolerance for discrimination in recruitment, wages, promotions, or training, she underscored the need to protect workers’ rights and strengthen collective bargaining. Dr Mittal also highlighted the growing role of digital tools in online registration, inspections, and compliance, and stressed continuous reskilling and upskilling to prepare the workforce for technological change, advocating a balanced approach that integrates worker welfare, employer flexibility, and digital transformation.</p>
