Union Minister for Agriculture and Farmers Welfare Shri Narendra Singh Tomar met members of Farmer Producer Organisations of Federation of Indian FPOs and Aggregators (FIFA) representing 15 states and around500 FPOs at Krishi Bhawan . They expressed their support for the recent Agricultural Reforms by the Government of India. They thanked the minister for the enabling environment which these Acts have created to scale business of FPOs to benefit the small and marginal farmers. They narrated their experiences in which they described how small farmers have benefitted from the recent reforms and Farm Acts.

The recent Agricultural Reforms, which can support FPOs to setup their own markets to enhance the incomes of farmers are –: the Farmers’ Produce Trade and Commerce (Promotion & Facilitation) Act, 2020;the Farmers (Empowerment & Protection) Agreement on Price Assurance and Farm Services Act, 2020; Liberalization of control orders under the Essential Commodities Act; Agriculture Infrastructure Fund (AIF)and operational guidelines for promotion of 10,000 FPOs.

These reforms in Agriculture sector will lead to increased volume of production of horticulture crops and value-added commodities; Institutional credit to strengthen small farmers and Farmer Producer Organizations (FPOs); will boost the agri-logistic infrastructure in a major way; will develop backward and forward linkages to meet demand of all consumption zones of India; will lead to One Nation One Market and will make the FPO movement a mass movement.

NAFED (National Agricultural Cooperative Marketing Federation of India Ltd.) has been designated as one of the National Implementing Agencies for formation and promotion of 10000 FPOs Programme of the Ministry of Agriculture and Farmers Welfare.

Prime Minister Shri Narendra Modi took several landmark decisions in cabinet which will go a long way providing a much needed boost to infrastructure across sectors.

In pursuance of recently announced Atma Nirbhar Bharat Abhiyan stimulus package, Cabinet today approved setting up of Animal Husbandry Infrastructure Development Fund (AHIDF) amounting to Rs. 15000 crore.

Government had earlier approved the Dairy Infrastructure Development Fund (DIDF) worth Rs. 10,000 crores for incentivizing investment by cooperative sector for development of dairy infrastructure. However, the MSMEs and Private companies also need to be promoted and incentivized for their participation in processing and value addition infrastructure in the animal husbandry sector.

The AHIDF approved today would incentive infrastructure investments in dairy, meat processing and animal feed plants. The eligible beneficiaries under the Scheme would be Farmer Producer Organizations (FPOs), MSMEs, Section 8 Companies, Private Companies and individual entrepreneur with only 10% margin money contribution by them. The balance 90% would be the loan component to be made available to them by scheduled banks.

Government of India will provide 3% interest subvention to eligible beneficiaries. There will be 2 years moratorium period for repayment of loan with 6 years repayment period thereafter. Government of India would also set up a Credit Guarantee Fund of Rs. 750 crore to be managed by NABARD which would provide credit guarantee to the projects which are covered under the MSME defined ceilings. Guarantee Coverage would be upto 25% of the Credit facility of borrower.

Benefits :
There is huge potential waiting to be unlocked through private sector investment in animal husbandry sector. The AHIDF with the interest subvention scheme for private investors will ensure availability of capital to meet upfront investment required for these projects and also help enhance overall returns/ pay back for investors. Such investments in processing and value addition infrastructure by eligible beneficiaries would also promote exports.

Since almost 50-60% of the final value of dairy output in India flows back to farmers, the growth in this sector can have significant direct impact on farmer’s income. Size of dairy market and farmers’ realization from milk sales is closely linked with development of organized off-take by cooperative and private dairies.

Thus, investment of Rs. 15,000 crores through AHIDF would not only leverage several times more private investment but would also motivate farmers to invest more on inputs thereby driving higher productivity leading to increase in farmers income. The measures approved today through AHIDF would also help in direct and indirect livelihood creation for about 35 lakh persons.

How many professionals in India have declared annual income of ₹1 crore from their profession in their tax returns? About 2200. This was clarified in a series of tweets by the income tax department, sharing income tax return data for the financial year 2018-19.

“In the ITRs filed by individuals in current financial year, only about 2200 doctors, chartered accountants, lawyers and such other professionals have disclosed annual income of more than Rs.1 crore from their profession (excluding other incomes like rental, interest, capital gains etc),” Income Tax department tweeted.

Prime Minister Narendra Modi had on Wednesday urged people to pay their taxes for the development of India. The Prime Minister lamented that when a number of people did not pay tax and found ways to evade it, “the burden falls on those who honestly pay their dues”. He said it was unbelievable but true that only 2,200 people in the country had declared earnings of ₹1 crore per annum.

“Certain misinformation is being circulated in Social Media pertaining to individual return filers,” the Income Tax Department tweeted.

In a series of tweets, the Income Tax Department shared this information about ITR filings for income of financial year 2018-19:

-During the current financial year, 5.78 crore individuals filed returns disclosing income of financial year 2018-19.

-Out of these,1.03 crore individuals have shown income below ₹2.5 lakh and 3.29 crore individuals disclosed taxable income between Rs.2.5 lakh to Rs.5 lakh.

-Out of 5.78 crore returns filed during this financial year,4.32 crore individuals have disclosed income up to ₹5 lakh

-The Finance Act, 2019 has exempted individual tax payers having income up to ₹5 lakh. Therefore, these 4.32 crore individual tax payers having income up to ₹5 lakh shall not be liable to pay tax for the current financial year 2019-20 and subsequent years. Hence, only around 1.46 crore individual tax payers are liable to pay income-tax.

-Further, around 1 crore individuals disclosed income between Rs. 5-10 lakh and only 46 lakh individual tax payers have disclosed income above Rs.10 lakh.

-Only 3.16 lakh individual tax payers have disclosed income above ₹50 lakh.

-The number of individual tax payers who have disclosed income above ₹5 crore in the whole of the country is only around 8,600 .
