China had earlier managed to hold informal closed-door consultations on Kashmir in the UNSC on August 16, 11 days after India revoked the special status of Jammu and Kashmir under Article 370 on August 5.

A move by China to get the Kashmir issue on the agenda for consultations in the United Nations Security Council (UNSC) has been thwarted by other members led by the US and France.

China had earlier managed to hold informal closed-door consultations on Kashmir in the UNSC on August 16, 11 days after India revoked the special status of Jammu and Kashmir under Article 370 on August 5.

This time, sources said, Beijing sent a note to the UNSC over the weekend to “echo the request” of Pakistan for a briefing on Kashmir. On December 12, Pakistan’s Foreign Minister Shah Mahmood Qureshi had written to the UNSC and expressed concern about a possible escalation of the situation.

But the US, which holds the presidency of the UNSC for December, did not yield to the latest request by China. France also joined in and said that the Kashmir issue has to be discussed bilaterally. “We have highlighted this several times recently, including in New York,” French diplomatic sources said.

Chinese has withdrawn its request, and no meeting on Kashmir will be held, sources said. The UNSC is now meeting Tuesday on the issue of Sudan and South Sudan, as per their original schedule.

China’s move was rebuffed at a time when External Affairs Minister S Jaishankar and Defence Minister Rajnath Singh are meeting their American counterparts for the first 2+2 engagement. Singh reached New York Monday.

Delhi, meanwhile, rejected a resolution passed unanimously Monday by Pakistan’s parliament, the National Assembly, which referred to Kashmir and the Citizenship (Amendment) Act, and condemned the Indian government over what it described as “discriminatory legislation” and “human rights abuses”.

The Ministry of External Affairs (MEA) responded by “categorically” rejecting the resolution. “It is a thinly veiled attempt by Pakistan to further its false narrative on the issue of Jammu & Kashmir and Ladakh. It seeks to provide justification for Pakistan’s unrelenting support for cross-border terrorist activities in India. We are confident that such attempts will fail,” it said.

It said the resolution is a “poorly disguised” effort to divert attention from Pakistan’s “appalling treatment and persecution of its own religious minorities”. The demographics of these minorities, whether Hindu, Christian, Sikh or other faiths, in Pakistan speak for themselves, it said.

It also said the resolution “intentionally mischaracterizes the objectives of the Citizenship Amendment Act 2019. This Act gives citizenship to foreigners from selected countries who are persecuted religious minorities. It does not take away the citizenship of any Indian irrespective of her or his faith.”

“It is laughable that the National Assembly of Pakistan, that has itself passed discriminatory legislation against religious minorities, should point fingers at others. We call upon Pakistan to engage in serious self-introspection rather than to falsely accuse others of what they themselves are guilty of,” the MEA statement said.

“Pakistan would do well to remember that India is the world’s largest democracy, that all its Governments have been freely and fairly elected through universal adult franchise, and that all Indians irrespective of faith enjoy equal rights under the Constitution. We urge Pakistan to similarly aspire to these ideals,” it said.

In Geneva, Pakistan Prime Minister Imran Khan claimed at the Global Forum on Refugees that millions of Muslims could flee India due to the curfew in Kashmir and India’s new citizenship law.

“We are worried there not only could be a refugee crisis, we are worried it could lead to a conflict between two nuclear-armed countries… Our country will not be able to accommodate more refugees,” he said, urging the world to “step in now”.

In response to a query on Khan’s statement, MEA spokesperson Raveesh Kumar said: “Pakistan’s Prime Minister Imran Khan has once again peddled familiar falsehoods at a multilateral platform to advance his narrow political agenda by making gratuitous and unwarranted remarks on matters entirely internal to India. It should now be clear to the entire world that this is an established pattern of his habitual and compulsive abuse of global forums.”

Kumar said: “It has been the unfortunate experience of most of Pakistan’s neighbours that actions by that country have had adverse consequences next door. Over the past 72 years, the Islamic Republic of Pakistan has systematically persecuted all of its minorities, forcing most of them to flee to India. Moreover, Prime Minister Khan wishes the world forgets what his Army did in 1971 to the people of the erstwhile East Pakistan. Pakistan must act to protect and promote the rights of its own minorities and co-religionists.”

Former Pakistan President General Pervez Musharraf was on Tuesday sentenced to death by the Peshawar High Court in the high treason case filed against him. The verdict in long-pending case was announced by a three-judge bench of a special court, the Dawn reported.

Musharraf, who is currently in Dubai, was booked in the case in December 2013 for imposing emergency in Pakistan on November 3, 2007. He was indicted in the case in 2014, however, the proceedings in the case were hit after the military ruler left Pakistan in March 2016.

The 76-year-old leader had left for Dubai for medical treatment and has not returned since then citing security and health reasons.

The special court had earlier said that it would pronounce the verdict on November 19, however, the ruling Imran Khan government, days before the judgment, filed a petition in the Islamabad High Court, seeking its order to restrain the court from delivering the final decision.

Chinese President Xi Jinping will be in India on a two-visit starting tomorrow, with Prime Minister Narendra Modi and Xi Jinping meeting at chennai. This is their third meeting since PM Modi’s re-election and their second informal meet since the Wuhan summit last year.

Government sources said there is “needless speculation” on why the Chinese President’s visit wasn’t announced until today.” We have had a clear confirmation for weeks but we had jointly decided to announce it only a couple of days earlier,”

The summit will take place in the ancient coastal town of Mamallapuram near Chennai. The two leaders had their inaugural informal summit in China’s Wuhan in April last year.

“At the invitation of the Prime Minister, the President of the People’s Republic of China H.E. Mr. Xi Jinping will be visiting Chennai, India from October 11-12, 2019 for the 2nd Informal Summit,” the foreign ministry said. It said the Chennai Informal Summit will offer an opportunity for the two leaders to continue their discussions on overarching issues of bilateral, regional and global importance.

No Memorandum of Understanding (MoU) will be signed and no joint statements will be issued during the meet which will be strictly informal, government sources said.

Ahead of Xi Jinping’s India visit, China said the Kashmir issue should be resolved between New Delhi and Islamabad, significantly omitting its recent references to the UN and UN Security Council resolutions.

Meanwhile Pakistan PM Imran Khan , is on his third China and meeting the Chinese President today. Chinese Foreign Ministry spokesman Geng Shuang said that China’ stand is that the Kashmir issue should be resolved between India and Pakistan.

New York: Pak Prime Minister Imran Khan admitted that Pakistan committed “one of the biggest blunders” by joining the US after the 9/11 attacks, “

Speaking at the Council on Foreign Relations (CFR) here, Khan also said the least he expects the international community to do is to urge India to lift the curfew in Kashmir.

Responding to a question, Khan said he had urged his Indian counterpart Narendra Modi to “reset” bilateral ties and his government waited to resume talks until after the elections in India were over but then it found that “India is pushing us in the boycott of the Financial Action Task Force to bankrupt us.”

He said that by abrogating Article 370, India had cast aside the UN Security Council resolutions, the Simla Accord and its own Constitution. Khan said he would ask the UN to play its role on the Kashmir issue.

Pakistan has tried to internationalise the Kashmir issue but India has asserted that the abrogation of Article 370 was its “internal matter”. New Delhi has also asked Islamabad to accept the reality and stop its anti-India rhetoric.

When asked about former US defence secretary James Mattis‘ remark that he considered Pakistan to be “the most dangerous” among all countries he had dealt with, Khan said, “I do not think Mattis fully understands why Pakistan became radicalised.”

Khan said Pakistan “committed one of the biggest blunders” when it joined the US war on terror after the 9/11 terror attacks by the al-Qaeda. “I think the Pakistani government should not have pledged what they could not deliver,” Khan said, referring to the then military dictator General Pervez Musharraf’s decision to side with the US.

Pakistan was one of the three countries which recognised the Taliban government in Afghanistan before the US invasion in 2001 there. After the US invasion of Afghanistan after the 9/11 attacks, Pakistan extended support to American forces against the Taliban.

“In the 1980s, when the Soviets invaded Afghanistan, Pakistan, helped by the US, organised the resistance to the Soviets. The ISI (Inter-Services Intelligence) trained militants who were invited from all over the Muslim world to do jihad against the Soviets,” Khan said in response to a question.

“And so we created these militant groups to fight the Soviets… Jihadis were heroes then. Come 1989, Soviets leave Afghanistan, the US packs up and leaves Afghanistan… and we were left with these groups,” he added.

“Then comes 9/11, and Pakistan again joins the US in the war on terror and now we are required to go after these groups as terrorists. They were indoctrinated that fighting foreign occupation is jihad but now when the US arrived in Afghanistan, it was supposed to be terrorism,” Khan added.

“So Pakistan took a real battering in this,” the prime minister said, adding that Pakistan should have stayed neutral in the conflict. He insisted that there could be no military solution in Afghanistan and said he will urge President Donald Trump to resume peace talks. “For 19 years if you have not been able to succeed, you are not going to be able to succeed in another 19 years,” he added.

On Pakistan’s fragile economy, Khan said his government had inherited “the biggest current account deficit” in the country’s history and “so the first year has been a real struggle.” Khan thanked China for helping “when we were at the rock bottom”. “China has given us a great opportunity to lift ourselves up from where we are now,” he added.

A fleet of IAF jets had destroyed terror launch pads in Balakot in a pre-dawn aerial attack carried out on February 27.
The airspace was opened in July, but Pakistani leaders have in recent weeks given statements on airspace closure following India’s move to scrap special status for Jammu and Kashmir. The Army Chief’s comments come days before Prime Minister Narendra Modi is to discuss the United Nations General Assembly (UNGA). Yesterday, at the mega “Howdy, Modi!” event in Houston, where he shared a stage with US President Donald Trump, the PM took on Pakistan and said it was time to fight against terrorism and those who supported terror. “Whether it is 9/11 in America or 26/11 in Mumbai, where are its conspirators found? Not just you, the world knows who these people are,” he said without naming Pakistan.

On February 26, a dozen French-origin Mirage 2000 jets of the Indian Air Force penetrated deep inside Pakistan and bombed the terror group Jaish-e-Mohammad camp in response to a terror attack in which a suicide bomber detonated a car bomb near a convoy of the paramilitary Central Reserve Police Force (CRPF) in Jammu and Kashmir’s Pulwama, killing 40 soldiers.

At the UN later this week, Pakistan Prime Minister Imran Khan, set to speak after PM Modi, is likely to try and bring up India’s move to scrap special status to Jammu and Kashmir under Article 370 and divide it into two Union Territories.

Pakistan’s move to re-activate the Balakot Jaish camp belies its commitment to the international community on not giving shelter to terrorists on its soil.

“Farewell Texas! After an unprecedented and historic visit to Houston, PM @narendramodi departs for New York City to discuss the #UNGA74 and take part in other multilateral and bilateral engagements,” MEA spokesperson Raveesh Kumar said in a tweet.Pakistan’s Prime Minister Imran Khan, who will be addressing the UNGA on September 27, has said he will “forcefully” raise the issue of Jammu and Kashmir at the forum. Modi is also scheduled to discuss the world body the same day.

In his address to the UNGA, Khan will “share Pakistan’s perspective and place on the Jammu and Kashmir dispute and its current human rights and related dimensions,” the Foreign Office said in a statement here.

“Overall, the centrality of the Jammu and Kashmir dispute would be emphasised through myriad engagements,” it said.

Khan has already announced that he will highlight the Kashmir issue in his address to the UNGA on September 27 after India revoked Jammu and Kashmir’s special status last month.

He said he will “forcefully present the Kashmir issue like never” at the UN General Assembly session next week.

Tension between India and Pakistan escalated after New Delhi revoked Jammu and Kashmir’s special status on August 5. Reacting sharply to India’s decision on Kashmir, Pakistan downgraded diplomatic ties with New Delhi and expelled the Indian High Commissioner.

On Sunday, in a grand show of friendship and common vision, the prime minister shared the stage with US President Donald Trump at the gala “Howdy, Modi!” event. The two leaders pledged to fight terrorism while heaping praise on each other’s achievements.

Modi also addressed a gathering of members of the Indian community here, where he requested Indians leaving across the world to send at least five non-Indian families to India as tourists every year.

He also hit out at Pakistan for its support to terrorism and said India’s decision to nullify Article 370 has caused trouble to those who cannot handle their country as he called for a “decisive battle” against terrorism.

Making a strong pitch against terrorism in the presence of Trump, who joined the mega event in a rare gesture of friendship, Modi asked the 50,000-strong crowd of Indian-Americans to give Trump a standing ovation, as he targeted Pakistan and its Prime Minister Imran Khan, without directly naming them.

“Article 370 encouraged terrorism and separatism in Jammu and Kashmir,” he said, asserting that its nullification will allow development and prosperity in the region and end discrimination against women, scheduled castes and scheduled tribes.

Amidst applause, Modi said both the houses of the parliament passed this with two-thirds of the most. He also sought standing ovation for the members of the parliament who helped in making necessary constitutional changes on Jammu and Kashmir.

In an apparent reference to Pakistan, Modi said that the people who cannot even manage their own country are harbouring terrorism and supporting terrorism. “The entire world knows about this,” he said

Pakistan Prime Minister Imran Khan Friday admitted that the country trained terrorists with funds from the United States’ Central Intelligence Agency (CIA).

“In 80s, we were training these Mujahideen people to do jihad against Soviet when they occupied Afghanistan. So, these people were trained by Pakistan, funded by United States’ CIA and now a decade later when the Americans come into Afghanistan,” Khan said in an interview to Russia Today.

Khan further added that Pakistan should have remained neutral at the time because now the terror groups have turned against them. The same groups who are all in Pakistan are supposed to say that now because Americans are there it is no longer jihad, it is terrorism. It was a big contradiction and I strongly felt that Pakistan should have been neutral because by joining in, these groups turned against us,” he said.Pakistan lost over 70,000 people and $100 billion after joining United States’ War on Terror in Afghanistan, Khan said. Despite all the losses, Washington still blames on Pakistan for its own setbacks in Afghanistan, he added.

“We lost 70,000 people, we lost over a 100 billion dollars to the economy. In the end, we were blamed for the Americans not succeeding in Afghanistan. I felt it was very unfair on Pakistan,” Khan said in an interview to RT.

“The same groups who are all in Pakistan are supposed to say that now because Americans are there it is no longer jihad, it is terrorism. It was a big contradiction and I strongly felt that Pakistan should have been neutral because by joining in, these groups turned against us,” he said.

Khan’s comments come after US President Donald Trump called off peace talks with the Taliban and canceled a “secret meeting” with the group`s representatives even. US and Taliban representatives were working towards a peace deal and held nine rounds of talks.

Trump on Thursday said it was up to India and Pakistan to resolve the Kashmir issue but he was ready to assist if the two countries wanted him to help in resolving the decades-old dispute.

Donald Trump was referring to his last week’s meeting with Pakistan Prime Minister Imran Khan, wherein he offered to help to resolve the Kashmir issue.

“It is really up to Prime Minister (Narendra) Modi (to accept the offer of mediation),” Donald Trump told reporters responding to a question on India not accepting his offer of mediation on Kashmir.

“Have they accepted the offer or not?”, Trump sought a clarification when asked about India’s rejection of his mediation offer.

TRUMP ON MODI

“I think they are fantastic people – (Imran) Khan and (Narendra) Modi – I mean, I would imagine they could get along very well, but if they wanted somebody to intervene, to help them…. and I spoke with Pakistan about that and I spoke frankly in (sic) India about it,” Donald Trump said.

He said that the issue of Kashmir had been going on for a long time.

When asked how would he “want to resolve the Kashmir issue”, Donald Trump said, “If I can, if they wanted me to, I would certainly intervene.”

Last week, in his joint media appearance with Pakistan Prime Minister Imran Khan in the Oval Office, Donald Trump stunned India by claiming that Prime Minister Modi sought his mediation/arbitration on the Kashmir issue.

Donald Trump claimed that PM Modi had asked for this during their bilateral meeting in Japan in June on the sideline of the G-20 Summit.

India immediately denied the claim and made it clear that the Kashmir issue was never discussed between PM Modi and Donald Trump.
