A teenager on Thursday pulled out a gun and fired at students protesting against the citizenship law near Jamia Millia University in Delhi, injuring one student. Only after he fired the shot did the police, present in large numbers to keep a check on the protest, react.

The protests spiraled as hundreds more joined in, breaking police barricades as they tried to march towards Rajghat.

Home Minister Amit Shah said he had ordered stringent action in the shooting incident and “the culprit will not be spared”. The probe has been transferred to the Crime Branch of the Delhi Police.

In a chilling video, the teenager is seen walking backwards as he points his gun at protesters. Dozens of policemen in riot gear are seen behind him, but none of them is seen trying to stop the shooter.

“Yeh lo azaadi (here’s your freedom)” he sneers at the protesters. After he fires the shot, one police officer is seen walking towards him and grabbing him. Saying that he was a juvenile, police officials said that the attacker cannot be named.

While being taken away, he shouted “Delhi Police zindabad (Long live Delhi Police)”.

The shooter has been detained and is being questioned. “A crowd was coming from Jamia. The person came from the crowd,” senior police officer Chinmoy Biswal told NDTV as the police faced questions about their slow response.

The incident comes against the backdrop of hate speeches made during the campaign for the February 8 Delhi election; Union Minister Anurag Thakur has been banned from campaigning for 72 hours after he was caught on camera encouraging the slogan “Desh Ke Gaddaro Ko, Goli Maaro S*** Ko (Shoot the traitors)” at a rally.

The teenager is from Uttar Pradesh’s Jewar, near Delhi. Details on his Facebook page soon started emerging.

The man had gone live on Facebook minutes before he drew out his gun. Videos on his Facebook timeline showed him walking around in the crowded road – the venue of the protest – with a red backpack on. His previous posts seemed to indicate that he had come prepared for the consequences of his action. “On my last journey, take me draped in saffron and shout slogans of Jai Shri Ram,” one of them in Hindi read. Another more threatening post read, “Shaheen Bagh, Game Over”, referring to a massive protest against the citizenship law taken up by women and children.

Home minister Amit Shah said the Citizenship Amendment Act (CAA) would stand any legal scrutiny and that the “government is firm like rock on its implementation”. On the National Register of Citizens (NRCNSE 2.22 %), which also has been on the government’s agenda, he said no timeline has been fixed for it.

Speaking at Times Network India Economic Conclave 2019 in Mumbai on Tuesday, Shah said no Indian citizen needs to fear from the Citizenship Act or NRC. “An exercise like NRC cannot be done in secrecy. We have not decided yet and these decisions cannot be taken by me alone. They need Cabinet approvals,” the minister said.

Shah said no minority community would be adversely affected by the implementation of the new law. The Citizenship Act and NRC are subjects under the Union list and states would have to add those, he said.

Amid demands by opposition parties for the withdrawal of the law, Shah said: “There is no going back on the Citizenship Act; the government is firm like rock on its implementation.” The home minister said no action was being taken against students protesting against the Act.

However, action is being taken against those engaging in vandalism and arson during protests, he added. He said the opposition was engaged in a false campaign over the Citizenship Act.

There are more than 400 universities in the country but protests are being witnessed only at Jawaharlal Nehru University, Lucknow University, Jamia Millia and Aligarh Muslim University, he said. “There is nothing anti-minority in the Act; the law only seeks to offer Indian citizenship to persecuted non-Muslim refugees from Pakistan, Bangladesh and Afghanistan,” he added.

Home Minister Amit Shah today rejected the contention of the Opposition that the Citizenship Amendment Bill was regressive and said the legislation was “not even 0.001% against the minorities of the country”. As Congress MP Adhir Ranjan Chowdhury called the bill “nothing but a targeted legislation over minority people of our country”, Shah said he was ready to respond to all queries “but the Opposition must not walk out”.

The contentious Citizenship (Amendment) bill seeks to grant Indian citizenship to non-Muslim refugees from Pakistan, Bangladesh and Afghanistan escaping religious persecution there. The BJP has issued a three-line whip to all its lawmakers to be present in Parliament from Monday to Wednesday.

“All BJP members in Lok Sabha are hereby informed that some very important Legislative Business will be taken up for discussion and passing in the Lok Sabha from Monday, the 9th December 2019 to Wednesday, the 11th December 2019. All members of the BJP in Lok Sabha are therefore, requested to be positively present in the House and support the government,” the letter reads.

The Bill has triggered widespread protests in northeastern states with a large section of people and organisations opposing the Bill, saying it will nullify the provisions of the Assam Accord of 1985, which fixed March 24, 1971, as the cut-off date for deportation of all illegal immigrants irrespective of religion.

Apart from this, on Monday, Amit Shah is slated to move the Arms Amendment Bill 2019, and External Affairs Minister S Jaishankar will move the Anti Maritime Piracy Bill, 2019, among others.
