NHAI has taken ‘One Vehicle, One FASTag’ initiative that aims to discourage user behavior of using single FASTag for multiple vehicles or linking multiple FASTags to a particular vehicle. NHAI is also encouraging FASTag users to complete ‘Know Your Customer’ (KYC) process of their latest FASTag by updating KYC as per RBI guidelines. FASTags with valid balance but with incomplete KYC will get deactivated/blacklisted by banks post 31st January 2024.

To avoid inconvenience, users must ensure that KYC of their latest FASTag is completed. FASTag users must also comply with ‘One Vehicle, One FASTag’ and discard all the earlier issued FASTags through their respective banks. Only the latest FASTag account shall remain active as previous tags will be deactivated/blacklisted after 31st January 2024. For further assistance or queries, FASTag users can reach out to nearest toll plazas or toll-free customer care number of their respective issuer banks.

NHAI has taken this initiative after the recent reports of multiple FASTags being issued for a particular vehicle and FASTags being issued without KYC in violation of RBI’s mandate. Apart from this, FASTags are sometimes deliberately not fixed on the windscreen of the vehicle, resulting in unnecessary delays at the toll plazas and causing inconvenience to fellow National Highway users.

The Ministry of Road Transport & Highways (MoRTH) has created a record by constructing 534 km of National Highways (NHs) in the last week commencing 8 January.

The Ministry has constructed 8,169 km of National Highways (NHs) from April 2020 to 15 January 2021 in the current financial year 2020-21, i.e. with a speed of about 28.16 km per day. During the same period in the last fiscal, 7,573 km roads were constructed, with a speed of 26.11 km per day.

The Ministry is hopeful that with such pace it should be able to cross construction target of 11,000 km by 31 March.

The Ministry also awarded NH projects of 7,597 km during this period (April 2020 to 15 January 2021). In 2019-20, projects of 3,474 km were awarded during the same period. Thus, the pace of award has also more than doubled this fiscal.

In total, projects of 8,948 km of roads were awarded in 2019-20 while 10,237 km of roads were constructed.

The achievement assumes significance given the fact that the first two months of the current fiscal were lost due to nationwide lockdown in the wake of COVID-19 pandemic. The Ministry has taken several initiatives to increase the pace of construction. The pace of construction is expected to increase further in the remaining months of the current financial year, which are conducive for construction activities.

Ministry of Road Transport and Highways has made the use of FASTag mandatory for availing return journey discount or any other exemptions on Toll Fee Plazas. Users who wish to claim a discount for making return journey within 24 hours or any other local exemptions, shall be required to have a valid functional FASTag on the vehicle. A Gazette notification no. 534 E dated 24th August, 2020 to amend the National Highways Fee (Determination of Rates and Collection) Rules, 2008 has been notified in this respect.

This is another step towards promoting the use of digital payments on Fee Plazas of NHs. The fee payable towards such discounts shall be paid through pre-paid instruments, smart card or through FASTag or on board unit (transponder) or any other such device only.

The amendments to the Rules would enable-

i. For discount on return journey within 24 hours, it would be through FASTag or such other device and automatic and no requirement for a pass.

ii. For discounts on all other cases, having a valid FASTag is made necessary.

The amendment would also enable that in cases where there is a discount available for a return journey within 24 hours, there is no need for a prior receipt or intimation and the citizen would get the discount automatically if return journey is made within 24 hours with a valid and a functional FASTag on the vehicle.
NHAI also announced To establish a transparent and comprehensive ‘Performance Rating’ System for its Consultants, Contractors and Concessionaires, NHAI has developed a ‘Vendor Performance Evaluation System’.the portal based objective assessment of vendors’ has been initiated to track the performance of the vendors for various NHAI projects.

The Portal is available on the NHAI website under ‘Vendor Performance Evaluation System’. Under this portal, NHAI has said, the vendors are required to conduct a self-assessment and upload the documents related to the project activities being executed by them, on the portal. The submissions are reviewed at multiple levels by NHAI, based on which a vendor’s rating is generated.
