										<content:encoded><![CDATA[<p style="font-weight: 400;">लोकसभा की सीटों के हिसाब से महाराष्ट्र देश में उत्तरप्रदेश के बाद आता है और इसलिए भाजपा के रणनीतिकार यहां से अधिकतम सीट जीतने की कोशिश में लगे हैं. पार्टी के राष्ट्रीय महासचिव बी एल संतोष और सचिव विनोद तावड़े लगातार बड़े चेहरों की तलाश कर रहे हैं. पार्टी ने देश भर में कम से कम 50 ब्यूरोक्रेट और पार्टी के सीनियर मंत्रियों को जो अब तक चुनाव नहीं लड़े है उनको चुनना शुरु कर दिया है.</p>
<p style="font-weight: 400;">महाराष्ट्र में बीजेपी के लिए सबसे बड़ी चुनौती है . 2019 में बीजेपी शिवसेना ने मिलकर 48 में से 42 सीटें जीत ली थी लेकिन अब शिवसेना में फूट और महाविकास आघाड़ी के तीन दलों की एकजुटता के डर से बीजेपी ने इस बार कई नये चेहरे उतारने की तैयारी शुरु कर दी है . पार्टी अपने 22सांसदों में से कम से कम 8 को बदल सकती है. इसलिए पार्टी ने उन चेहरों पर बात करना शुरु कर दिया है जो नये हो लेकिन लोग उन्हें जानते हैं. सबसे पहला दांव पुराने रिटायर या वर्तमान सरकारी आईएएस और आईपीएस पर खेला जायेगा .महाराष्ट्र में अब तक तीन ऐसे सीनियर की तलाश हो चुकी है . उनसे पर्दे के पीछे से बात की जा रही है.</p>
<p style="font-weight: 400;">सबसे सीनियर और सरकार में इस समय नीति आयोग के साथ काम कर रहे प्रवीण परदेशी को विदर्भ की सीट से उतारा जा सकता है. प्रवीण परदेशी को दिल्ली के काम के बाद वापस लाया जा रहा है. परदेशी की ख्याति लातूर में भूकंप के दौरान बहुत बढिया काम करने की रही है वो मुख्य सचिव पद के भी दावेदार थे लेकिन चूक गये .अब वो राजनीती में हाथ आजमाना चाहते हे. दूसरे बड़े अफसर अभी की सरकार का वार रूम संभाल रहे और मुंबई नागपुर समृर्दि महामार्ग बनाने वाले राधेश्याम मोपलवार है जिन पर शिवसेना शिंदे गुट और बीजेपी दोनो की नजर लगी हुयी है उनको परभणी हिंगोली की सीट पर उतारा जा सकता है. मोपलवार जमीनी स्तर पर कई काम कर चुके है और मराठवाड़ा में पानी पंचायत का काम करवा चुके हैं.</p>
<p style="font-weight: 400;">तीसरे अफसर मुंबई पुलिस आयुक्त रह चुके परमवीर सिंह है जो अब बीजेपी के बहुत करीब है . पिछली सरकार में उनकी बड़े खराब तरीके से विदाई हुयी थी लेकिन अब उनको क्लीन चिट मिल चुकी है और उनका निलबंन भी खत्म हो चुका है . परमवीर महाराष्ट्र के बजाय हरियाणा या राजस्थान की किसी गूजर बहुल सीट से बीजेपी के उम्मीदवार हो सकते है. बीजेपी पहले भी सरकारी अफसरों को टिकट देने का प्रयोग कर चुकी है, 2014 में मुंबई के सह पुलिस आयुक्त सत्यपाल मलिक इस्तीफा देकर चुनाव लड़े थे और जीतकर मंत्री भी बने . इस बार भी कम से कम छह पूर्व अफसर महाराष्ट्र के चुनाव लड़ना चाहते हैं. कहा तो ये भी जा रहा है कि विवादित अफसर समीर वानखेड़े ने भी संघ प्रमुख मोहन भागवत से मिलकर चुनाव लड़ने की इच्छा जतायी थी लेकिन अभी वो फंसे हुये हैं.</p>
<p style="font-weight: 400;">इसके अलावा भाजपा महाराष्ट्र के दो सीनियर मंत्री जो अब तक राज्यसभा की राजनीति करते रहे है उनको लोकसभा लड़ने कह रही है. इनमे सबसे बड़ा नाम पीयूष गोयल का है जिनको मीरा भायंदर वाली सीट पर लड़ने कहा जा रहा है और वो जमीन तलाश रहे हैं. इनके अलावा प्रकाश जावड़ेकर भी अब राज्यसभा में नही है तो उनको चुनाव लड़ने कहा जा रहा है . साथ ही चर्चा ये भी है कि बीजेपी के सबसे बड़े चेहरे और उपमुख्यमंत्री देवेंद्र फणनवीस को भी मुंबई की किसी लोकसभा सीट से उतारा जा सकता है. असल में बीजेपी को चिंता है कि इस बार चेहरे नहीं बदले तो मुश्किल हो सकती है .</p>

										<content:encoded><![CDATA[<p>Karnataka Elections 2023: The Congress had promised that upon coming to power, it would provide 200 units of free power to light the homes in the state. Now it has come to power and is all ready to light the houses of all Kannaḍigarus. The KERC cost per unit of electricity is ₹9.12 per unit means, the electricity of Rs 1824 will be free for the next five years till the Congress government is in power.</p>
<p>Well for the Indian electorate, electricity has always been important– in terms of access, reliability &amp; cost. It is always one of the subjects to pull the electorate towards the party promising free power to come to POWER.</p>
<p>The freebies culture just ahead of elections was started by late Tamil Nadu Chief Minister, J Jayalalithaa. It was during her tenure that the freebie culture started with promises of free sarees, pressure cookers, television, and more. Nationwide political parties quickly adopted this, while free electricity units as a promise was started from Delhi, with Aam Aadmi Party founder Arvind Kejriwal promising free power (to certain units), free water, bus travel, and more to win the elections in 2015.</p>
<p>Now with several assembly elections scheduled this year, political parties are promising free power. But, we are oversubsidizing in most states, and doing it inefficiently. Offering free or subsidized electricity to ‘vote banks’ achieves the short-term goal of winning elections. In the long term, it erodes the financial viability of the electricity distribution sector. This is not a problem of DISCOM inefficiency but rather a problem of political expediency. Consumers in Delhi enjoy free electricity up to 200 units a month, which means several citizens get zero monthly bills. In Tamil Nadu, users get up to 100 units of free electricity consumption.</p>
<p>If an elected government wants to keep a poll promise of reduced or free electricity, it has to compensate the power distribution company for the difference. State governments either subsidize or take over the debt of Discoms. A case in point is the Ujjwal Discom Assurance Yojna (UDAY) scheme when state governments floated bonds to retire the debt of #DISCOMS</p>
<p>But what really happens in the majority of the cases is that power distribution companies incur massive losses. Discoms owed a total of Rs 1,15,904 crore to power generation firms in January 2021, according to portal PRAAPTI (Payment Ratification And Analysis in Power Procurement for bringing Transparency in Invoicing of Generators).In January 2022, the total overdue amount, which was not cleared even after 45 days of a grace period offered by generators, stood at Rs 1,01,357 crore as against Rs 99,650 crore in the same month a year ago. The overdue amount stood at Rs 99,981 crore in December 2021. Discoms in Rajasthan, Uttar Pradesh, Jammu &amp; Kashmir, Telangana, Andhra Pradesh, Karnataka, Madhya Pradesh, Maharashtra, Jharkhand, and Tamil Nadu account for the major portion of dues to gencos, the data showed.</p>
<p>The manifesto announcements favored political parties with accumulated losses of 30 DISCOMS spread across 9 states accounting for over 60% of power demand are estimated at Rs 700 billion, for 2022 shows data from Crisil. India boasts that 40% of its power capacity is now based on renewables. But competition between political parties in election pledges has resulted in more and more states providing free electricity to domestic consumers. This subsidizes rather than taxes carbon.</p>
<p>Political parties in a sheer desperate attempt to regain lost national relevance, are choosing to follow in the footsteps of the Aam Aadmi Party and pledged free units of free energy to secure public loyalty and obedience prior to the election. In the recent elections in Karnataka where Congress came to power, it promised 200 units of free energy through its statewide campaign to brighten every house with<br />
light calling the scheme ‘Gruha Jyothi Yojane’.</p>
<p>Political competition in freebies has already made agricultural power free in most states. Domestic power is going the same way. This undercuts the government’s green commitments. #power #india<br />

										<content:encoded><![CDATA[<p>The Directorate General of GST Intelligence (DGGI) Gurugram Zonal Unit (GZU), Haryana has detected a case wherein total ITC of more than Rs 160 crore has been utilized and passed on by network of nonexistent &amp; fake firms in tandem with various existing entities / merchants / wholesalers.</p>
<p>Based on intelligence which was analyzed &amp; acted upon by the Gurugram Zonal Unit, it emerged that a merchant, who is an importer and wholesale trader of dry fruits has availed IGST Input Tax Credit on imports, but has further issued duty paid invoices to various non-existent firms, whereas the goods (dry fruits) were sold in the open market to various retailers. Quiet a few of the firms, to whom invoices were issued were found to be non-existent / fake (registered on GST portal under different HSN), who further issued goodless invoices to fraudulently pass on ITC without supply of any goods.  The merchant has rendered itself to liable under Section 122 (i) (ii) of the CGST Act, 2017, etc., as a Consequence of which the merchant has deposited <strong>Rs. 5 crore</strong> till date, additional recovery in this matter is expected.</p>
<p>In all, 10 such fake firms busted so far in the investigation, have fraudulently availed &amp; passed on Input Tax Credit (ITC) in excess of Rs. 160 crore, bases on inwards from the merchant, and from other fake/cancelled sources, which is under further investigation. Controller of one such firm to whom duty paid invoices were issued without supply of actual goods by the merchant, prima facie passed on fraudulent ITC of Rs. 26.3 crore, was identified as Sh. Pawan Kumar Sharma. It emerged through investigation that Sh. Pawan Kumar Sharma is also proprietor of another firm M/s Pawan Traders also involved in passing on fraudulent Input Tax Credit (ITC).</p>
<p>Accordingly, Shri Pawan Kumar Sharma was arrested on 13.05.2022 under the provisions of Section 69 of CGST Act, 2017 read with clause (b) (c) of subsection (1) of section 132 of CGST Act, 2017 and produced before CMM, Patiala House Court on 13.05.2022, who ordered judicial custody for 14 days.</p>
<p>Further investigations in the matter is under progress.</p>

<p>The recovery of <strong>12,202 </strong>patients in the last 24 hours has increased the cumulative tally of recovered patients (since the beginning of the pandemic) to <strong>3,39,46,749.</strong></p>
<p>Consequently, India’s recovery rate stands at <strong>98.32%</strong>.</p>

<p>The testing capacity across the country continues to be expanded. The last 24 hours saw a total of</p>
<p>9,64,980tests being conducted. India has so far conducted over <strong>63.34 Cr (63,34,89,239</strong>) cumulative tests.</p>
<p>While testing capacity has been enhanced across the country, <strong>Weekly Positivity Rate at 0.93% remains less than 2% for the last 60 days now. </strong>The <strong>Daily Positivity rate reported to be 0.79%. </strong>The daily Positivity rate has remained below2% for last 50 days and below 3% for 85 consecutive days now.</p>

										<content:encoded><![CDATA[<p>Government of India has been supporting the efforts of States and UTs for effective management of COVID patients in vaccination, under the ‘Whole of Government” approach since January this year.</p>
<p>COVID being a Pandemic with worldwide impact, there has been a global high demand of vaccines with limited number of manufacturers with limited manufacturing capacity across countries. India with a population of 1.4 billion houses a substantial share of the World Population, estimated to be 7.7 billion by the World Bank.</p>
<p>In India, two vaccines wereapproved by the regulatory body in January 2021. The two manufacturers:  Serum Institute and Bharat Biotech had a capacity to provide around 1 crore doses in the month of December, 2020.</p>
<p>National Expert Group on Vaccine Administration for COVID-19 (NEGVAC) was already established in August 2020 to provide guidance on all aspects of vaccine introduction including prioritization of beneficiaries, procurement, vaccine selection and its delivery.</p>
<p>The priority of beneficiaries for COVID-19 vaccination in India has been done based on the review of available scientific evidence, guidelines proposed by WHO, global examples and practices followed in other countries with the primary objective of:</p>
<p>•           Protecting the Healthcare and Frontline workers and thereby the Pandemic response system.</p>
<p>•           Preventing deaths due to COVID19 and protect individuals at highest risk and vulnerability of mortality due to disease.</p>
<p>Accordingly, the vaccination drive in our country has been sequentially expanded to cover the prioritized groups starting with Health Care Workers (HCWs) on 16th Jan’21 followed by Front Line Workers (FLWs) from 2nd Feb’21, persons aged 60 years and above and those aged 45-59 years with identified 20 co-morbidities were covered from 1st Mar’21. Subsequently, from 1st Apr’21, all persons aged 45 years and above are eligible for vaccination.</p>
<p>Such an approach has yielded positive results by achieving more than 90% 1st dose coverage amongst registered HCWs and around 84% coverage of 1stdose amongst registered FLWs thereby protecting this cohort who is involved in providing Health Care Services, Surveillance and Containment activities amid the 2nd wave of COVID-19 pandemic.</p>
<p>Similarly, with the focus on reducing mortality, the next phase involved providing vaccination to persons aged 60 years and above and those aged 45-59 years with co-morbidities from 1st March’21 followed by all persons aged 45 years and above from 1st April’21.</p>
<p>The Phase-III of COVID-19 vaccination has begun from 1st may’21 wherein all citizens aged 18 years and above are eligible for vaccination. A ‘Liberalised Pricing and Accelerated National COVID-19 Vaccination Strategy’ was adopted on 1st May 2021 which is guiding the ongoing Phase-III of COVID-19 vaccination Drive. This strategy aims at incentivizing the vaccine manufacturers to ramp up the vaccine production and also attract new manufacturers. This will augment the vaccine production resulting in wider availability of vaccines resulting in flexibility in pricing, procurement &amp; administration of vaccines ultimately resulting in improved coverage of vaccination.</p>

										<content:encoded><![CDATA[<p>Odisha, West Bengal and Jharkhand today experienced high-speed winds and heavy rains due to the &#8220;very severe cyclonic storm&#8221; YAAS , which is expected to make landfall between Odisha&#8217;s Dhamra and Balasore around noon with winds up to 140 km per hour.</p>
<p>The MeT department has also predicted heavy to extremely heavy rainfall at isolated places in these states.</p>
<p>The West Bengal government has opened control rooms at state secretariat Nabanna to monitor the cyclone and its fallout, an official said.</p>
<p>The coastal districts of Purba and Paschim Medinipur, South and North 24 Parganas, along with Howrah and Hooghly will experience light to moderate rainfall in most places with heavy to very heavy downpour at one or two places from May 26 owing to the system, the weatherman said.</p>
<p>On May 26, the spread and intensity of rain will increase with the possibility of extremely heavy rainfall in Jhargram, Purba and Paschim Medinipur, North and South 24 Parganas, Howrah, Hooghly and Kolkata, according to the MeT Department.</p>
<p>The Odisha government has deployed rescue teams and is chalking out plans to evacuate people from vulnerable areas, a senior official said.</p>
<p>The state government has deployed National Disaster Response Force (NDRF), Odisha Disaster Rapid Action Force (ODRAF) and Fire Services personnel anticipating maximum impact in Balasore and Bhadrak districts, Special Relief Commissioner (SRC) P K Jena said.</p>
<p>IMD Director General Dr Mrutunjay Mohapatra, better known as the &#8216;Cyclone Man of India&#8217;, said, &#8220;Four coastal districts of Odisha &#8212; Balasore, Bhadrak, Kendrapara and Jagatsinghpur &#8212; are likely to be most impacted by the cyclonic storm.&#8221;</p>

<p>The opposition leaders had asked for a discussion on president&#8217;s speech and farmers&#8217; protest but Rajya Sabha chairman Venkaiah Naidu said it will take place on Wednesday.</p>
<p>&#8220;President has referred to farmers&#8217; agitation in his address. I wanted the discussion to start today but I was told that the discussion first starts in Lok Sabha. Keeping this in mind we have agreed to have a discussion on President&#8217;s address tomorrow,&#8221; he said.</p>
<p>Opposition parties including the Congress, Left, TMC and DMK on Tuesday staged a walkout from the Rajya Sabha after their demand for suspension of business of the day to take up a discussion on more than two-month-old farmers&#8217; agitation was rejected by the Chairman.</p>
<p class="atd-ad">The opposition parties had given notice under rule 267 calling for the suspension of business of the day to take up discussion on the ongoing agitation by farmers on Delhi borders against three new farm laws.</p>
<p>When the House met for the day, Chairman M. Venkaiah Naidu said he has received notice under rule 267 from various members but the issue can be raised during the discussion on motion of thanks to the President&#8217;s address to the joint sitting of both House of Parliament.</p>
