										<content:encoded><![CDATA[<p>Indian Roads Congress (IRC) has formulated ‘Guidelines for the use of Waste Plastic in Hot Bituminous Mixes (Dry process) in Wearing Courses’ based on laboratory as well as field performance studies/ investigations carried out in India.</p>
<p>To encourage use of waste plastic on National Highway (NH), Ministry has issued Guidelines for its use within 50 km periphery of urban areas having population 5 lakh or more. The Guidelines also stipulate to take up a stretch of at least 10 km as pilot project for assessment of its performance. Waste plastic has already been utilised in wearing course of about 50 km of NH stretches.</p>
<p>This information was given by Union Minister for Road Transport and Highways Shri Nitin Gadkari in a written reply in Lok Sabha today.</p>
<p>Gadkari also said An amount of Rs. 1850 crore is likely to be spent on the Char Dham Programme in the current financial year. The Char Dham Programme was initially targeted for completion by March, 2020. However, the schedule date of completion of the programme has been delayed mainly due to litigation.</p>
<p>The projects under Char Dham Programme include widening of existing roads along with adequate/ sufficient slope protection by way of erection of retaining walls and breast walls and by deploying drapery system, netting, anchoring, reinforced wall etc. as per Detailed Project Reports.</p>
<p>The projects also include mitigation measures/ stabilisation of chronic landslide &amp; sinking spots/zones as standalone project or part of road widening projects to avoid land slide and safety of road users. Bio engineering methods like hydro seeding are being used for vegetative growth on fragile slopes for their stability. All these measures shall safeguard the highway and habitation against natural calamity.</p>

										<content:encoded><![CDATA[<p>A BJP-Shiv Sena government should take power in Maharashtra under Chief Minister Devendra Fadnavis&#8217;s leadership, Union Minister Nitin Gadkari said today, asserting that his party would win the Sena&#8217;s support.<br />
&#8220;Devendra Fadnavis is the choice and he should lead the government. The BJP won 105 seats so the Chief Minister should be from the BJP,&#8221; Nitin Gadkari said as his sudden flight to Nagpur, the headquarters of the BJP&#8217;s ideological mentor Rashtriya Swayamsevak Sangh (RSS), fueled speculation that he was an option for consensus chief minister to mollify the Sena.</p>
<p>Reacting to the speculation, Mr Gadkari said: &#8220;I am in Delhi, there is no question of my coming to Maharashtra.&#8221;</p>
<p>A BJP delegation met Maharashtra Governor Bhagat Singh Koshyari today.<br />
&#8220;People of Maharashtra have given mandate to &#8216;Mahayuti&#8217; (alliance). There is delay in government formation. Today, we met the Governor to discuss the legal options and political situation in the state,&#8221; state BJP chief Chandrakant Patil told reporters.</p>
<p>The BJP and the Shiv Sena won a clear majority in last month&#8217;s Maharashtra election, with 105 seats for the BJP and 56 for the Sena. But since the verdict on October 24, government formation has been stalled by the Sena&#8217;s demand for a &#8220;50:50&#8221; deal it says was discussed with BJP chief Amit Shah earlier this year, before the national elections.</p>
<p>With just 24 hours to form government, the Sena remains firm on its chief minister for half the term and an equal share in portfolios. The BJP has maintained that Devendra Fadnavis will continue as Chief Minister for a full term.</p>
<p>Mr Gadkari, a senior BJP leader of Maharashtra, is likely to meet with RSS chief Mohan Bhagwat in Nagpur. He told reporters, however, that Mohan Bhagwat or the RSS had &#8220;no role in this&#8221; and shouldn&#8217;t have any either.</p>

										<content:encoded><![CDATA[<p><span class="mceItemHidden">Transport Minister Nitin <span class="hiddenSpellError">Gadkari</span> said steep penalties under the amended Motor Vehicles Act are not meant to collect fines but to make sure that people do not violate the law.</span></p>
<p><span class="mceItemHidden">The motor vehicles law has been amended to enhance penalties for violation of traffic rules. The amended law came into force from September 1. </span>There have been reports from various parts of the country that traffic police have started imposing the steep penalties for traffic violations.</p>
<p><span class="mceItemHidden">&#8220;There is a misconception among people. If they abide by the laws, there will be no fine imposed. The law has not been imposed to collect fines. It has been brought into force so that people take traffic rules seriously and do not violate them,&#8221; <span class="hiddenSpellError">Gadkari</span> said on the sidelines of an event here.</span></p>
<p><span class="mceItemHidden">The minister said awareness related to obeying traffic regulations has increased <span class="hiddenSuggestion">following the </span> implementation of the new law. He further said that once people start obeying the laws, there will be no need to impose fines.</span></p>
<p><span class="mceItemHidden">Stressing that road accidents result in 1.5 lakh deaths annually, <span class="hiddenSpellError">Gadkari</span> said modified motor vehicles law has been successful on a <span class="hiddenGrammarError">large scale</span>, and the number of traffic <span class="hiddenSpellError">challans</span> will cut with better awareness. </span><span class="mceItemHidden">On reports of some <span class="hiddenSpellError">non-BJP-ruled</span> state governments saying they will not carry out the amended Motor Vehicles Act, <span class="hiddenSpellError">Gadkari</span> said there was nothing of the sort and the subject lies in the concurrent list of the Constitution. He added that the Bill <span class="hiddenGrammarError">was drafted</span> after extensive discussions with all state governments.</span></p>
<p><span class="mceItemHidden">Parliament in July passed the Motor Vehicles (Amendment) Bill, 2019, which seeks to tighten road traffic regulations such as <span class="hiddenGrammarError">the issuance of</span> driving licence and imposed stricter penalties for violations in trying to improve road safety. </span><span class="mceItemHidden">Under the amended law, people <span class="hiddenGrammarError">will be fined</span> Rs 10,000, which was earlier Rs 2,000, for drunk driving and Rs 5,000, earlier Rs 1,000, for dangerous <span class="hiddenSpellError">driving</span></span></p>
