By Ramakant Chaudhary

This is a paradox of the situation, as on one hand we have successfully sent Chandrayaan 3 to explore water on the south pole of the moon, on the other hand, the national capital of India is facing a deluge of water. Lo and behold, it has not rained in Delhi so much, but Pandava’s Indraprastha is flooded. The Yamuna river in Delhi witnessed an unprecedented surge causing severe flooding in nearby areas and affecting streets, public facilities and private infrastructure. Residents in the affected areas are grappling with odds and adversary in the face of unprecedented events. The authorities evacuated as many as 16,564 people and around 14,534 of them took refuge in tents pitched by the Delhi government and under flyovers.

People marooned

Thousands of people were compelled to seek refuge on the road. Schools, colleges, crematoriums and even water treatment plants in Delhi were closed as overflowing Yamuna inundated the national capital. As per media reports, the water level of the Yamuna, all-time high on Thursday, is gradually receding, however several parts in Delhi, including Supreme court, ITO, Rajghat, iconic Lal Qila among others are confronting the challenges of flood. As people were on Thursday battling with flood, five gates of the ITO barrage were reportedly jammed, spelling more trouble. The crops planted on hundreds of acres in Delhi’s Madanpur Khadar were destroyed owing to flooding in the areas. According to a trader’s body: “An estimated Rs 200 crore worth of business has been affected due to rains and flooding in parts of the national capital.”

Commuters faced difficulties as traffic was diverted due to waterlogging at ITO road, a key stretch connecting east Delhi to Lutyens’s Delhi. “No vehicular traffic will be allowed on Mahatma Gandhi Marg from Sarai Kale Khan towards IP Flyover due to overflow of drain water near WHO Building. Commuters are advised to avoid the stretch,” the Delhi Traffic Police said in a tweet. The Delhi police has also imposed section 144 CrPC as a precautionary measure in the flood-prone areas in Delhi.

Blame games: People in knee-deep trouble

Political blame games have erupted between the ruling party Aam Aadmi Party and the Bharatiya Janata Party amidst people are in knee-deep trouble in flood-like situations.

BJP’s IT cell head Amit Malviya said that Arvind Kejriwal is responsible for Delhi floods and Yamuna inundating streets of Delhi and adjoining areas. He added, “Despite several promises to clean the Yamuna, no dredging has been done ever since Kejriwal came to power. Sewer lines have not been desilted for the last 8 years. Even this year, drains that were to be desilted till 15th June, have not been cleared. There is no drainage plan for the city.”

AAP leader and PWD Minister Atishi Marlena tweeted, “Ecosystems are not divided by political boundaries. Not just north India, the whole world is witnessing large-scale climatic catastrophes. The amount of rainfall this year in Delhi, Himachal, Haryana etc. is unprecedented by far. And this is exactly why the Yamuna is flooding, as one common river basin that goes through several states.”

BJP leader Manoj Tiwari said of the flood situation: “I had been constantly alerting (the government) over this (flood) threat. But the Arvind Kejriwal government didn’t wake up.”

The Congress attacked the AAP government in Delhi over the flood-like situation, describing it as a “man-made crisis” and not a natural disaster. Congress spokesperson Supriya Shrinate told news agency PTI, “The government needs to step in. It has happened because of a man-made crisis, this is not a natural disaster. Drains are not clear, water bodies have been taken over, (there is) illegal occupation of land…”

“Where is the Delhi chief minister? Looks like he said it seriously that he would make Delhi (a) land of lakes,” Shrinate said in a swipe at Arvind Kejriwal.

PM Modi enquires about flood from France

Delhi Lt Governor VK Saxena on Thursday said Prime Minister Narendra Modi called him up over the phone from France to enquire about the flood and waterlogging situation in the national capital.

“Honourable Prime Minister Shri @narendramodi ji called from France to enquire about the waterlogging and flood situation in Delhi and the efforts being made to deal with it,” Saxena said.

Devastating 1978 Delhi floods

The devastating Delhi flood of 1978 was a natural disaster that occurred in the national capital. In July 1978, heavy monsoon rains lashed the city, leading to massive flooding and widespread destruction. The flood was one of the worst in Delhi’s history and resulted in the loss of many lives and extensive damage to infrastructure. The then Indira Gandhi-led union government had to deploy Indian Air Force choppers to drop food packets and relief materials among the flood victims.

The 1978 flood served as a wake-up call for Delhi’s authorities, leading to a re-evaluation of the city’s drainage and flood management systems. Subsequent measures were taken to improve infrastructure, including the construction of additional stormwater drains and reservoirs. These initiatives aimed to enhance the city’s resilience to future flooding events. The 2023 Delhi flood must be taken on a serious note to refurbish the infrastructure to avert such a situation in the face of climatic challenges becoming formidable with each passing year.

By Ramakant Chaudhary

Every year the Monsoon season in Delhi NCR brings a host of challenges and difficulties for its residents. This time again it pounded Delhi-NCR badly and paralyzed daily life of people dropping bombshells on the hustling bustling of weekend markets. Schools in Delhi NCR remained closed and administration appealed residents not to leave their houses except for essential work. The incessant rains caused catastrophic devastation in the hill and plains of North India for the last three days. It unleashed death and destruction, with around 38 lost their lives in landslides and other rain-related incidents. National Disaster Response Force (NDRF) teams are on their toes in four North Indian states (Punjab, Himachal Pradesh, Uttarakhand, and Haryana) to fend off challenges of heavy downpours and floods.

It was a rare occurrence that monsoons landed in Delhi and Mumbai last weekend on the same day. But it is not rare that mayhem follows every arrival of the monsoon. Roads turning into rivers, drains overflowing, traffic congestion and failure of signals, accidental fall into invisible coverless manholes, waterlogging, downstairs houses being inundated with rainwater even in posh areas of Delhi-NCR, falling trees, and electrocution: these are annual phenomenon that taxpayers of national capita and surrounding areas have to confront. The administrative slackness and civil society apathy are exposed once again. In every such situation, “Tu-Tu, Main-Main” over political claims surfaces rubbing salts over the wounds of people who are bound to suffer monsoon woes every year.

Delhi deluge

The monsoonal rainfall caught civic authorities in Delhi vastly unprepared to handle the water woes. Delhi witnesses waterlogging and poor drainage system annually during the monsoon. However, the national capital is yet to get a Drainage Master Plan to tackle such a situation. Delhi’s drains are said to be quite old which cannot handle deluge-like situations. People strongly feel that the lackadaisical attitude of MCD has caused such sufferings as drains are clogged and they have not been desilted before the arrival of monsoon.

Gasping Gurugram

People in Gurugram underwent a harrowing experience as torrential rains caused severe waterlogging that led to huge inconvenience to commuters. Waterlogging also caused power outages in some parts of the satellite town. The Gurugram administration had to issue a work-from-home advisory to corporate and private offices in the face of heavy rainfalls. As per media reports, civic agencies have spent over Rs 1000 crore on drainage, yet people have to face the threat of waterlogging. A single heavy bout of rain turns roads into rivers. Residents have poured out their anger saying that the situation remains the same despite authorities spending crores on upgrading infrastructure every year.

Rampant urbanization

Delhi NCR has experienced rapid population growth and urban expansion over the years, leading to the construction of buildings, roads, and other infrastructure. This rampant urbanization has encroached upon lakes, ponds, and wetlands, which traditionally served as natural water reservoirs and helped in water absorption during heavy rains. The loss of these natural water bodies has resulted in reduced water retention capacity and increased surface runoff, exacerbating the problem of waterlogging.

Administrative apathy

The pollution levels in Delhi NCR also contribute to Monsoon woes. The region already battles severe air pollution, which is primarily caused by vehicular emissions, industrial activities, and construction dust. During the Monsoon season, when the air is cooler and heavier, the pollutants get trapped closer to the ground, worsening the air quality. This phenomenon, known as the “Monsoon pollution trap,” leads to reduced visibility, respiratory problems, and overall discomfort for the residents. Additionally, the Monsoon season often exposes the inadequate solid waste management practices in the region. Improper disposal of waste, including plastic bags, bottles, and other non-biodegradable materials, leads to their accumulation in drains and water bodies. These clogged drains prevent proper water flow, exacerbating the problem of waterlogging. Furthermore, the stagnant water becomes a breeding ground for mosquitoes and other disease-carrying vectors, increasing the risk of waterborne diseases.

Need of monsoon wedding between words & actions

A combination of factors leads to Monsoon woes in Delhi NCR. These include inadequate drainage systems, rapid urbanization and encroachment of natural water bodies, pollution levels, improper solid waste management practices, the impact of climate change, slackness of authorities concerned and lack of political will. Addressing these issues requires a comprehensive approach involving investments in infrastructure development, sustainable urban planning, improved waste management practices, and measures to mitigate climate change. Instead of playing blame games, there must be a monsoon wedding between words and actions to make Delhi NCR more vibrant and livable. By addressing these challenges, Delhi NCR can better prepare itself to tackle Monsoon-related issues and ensure the well-being of its residents during the rainy season.

A massive operation has been on since Sunday night to rescue believed to be trapped inside a tunnel after glacier burst on February 7 caused flash floods that left 18 dead and over 200 missing.

The 12-foot high and 15-foot wide tunnel at Tapovan in Chamoli was blocked with slush and debris, trapping workers of an NTPC thermal power plant that was washed away. The tunnel is over 2.5 km long with just one entry and bifurcates into two, officials said, adding that it was hard to tell where the workers were trapped or whether they were together at all.

An official said it was believed that 34 people were trapped in one of the offshoots and five in the other. There has been no contact with any of them so far.

“It will be a 24X7 operation,” the official said.

Earth movers and shovels were used by hundreds of personnel and locals in the night-long mission to unclog the tunnel’s opening. In the day, personnel held sticks for better grip as they entered the sludge-filled tunnel.

Rescuers were seen in images and videos carrying wooden planks that are to be used to wade in through the slush and help create a platform to pull out the trapped people.

Teams are on standby with dragon light sets, oxygen cylinders and stretchers to provide immediate help to those brought out.

Prime Minister Narendra Modi on Monday asserted that his government is taking all measures to support the people of Uttarakhand, parts of which were hit by floods following a glacier burst on Sunday, and assured a delegation of state MPs that it is working to further strengthen infrastructure there to deal with any natural disaster in future.

According to BJP MP Anil Baluni, a Rajya Sabha member from the state, Modi said that the central government stands with the people of the hill-state in this hour of crisis and is constantly monitoring the ongoing rescue operations. Union Home Minister Amit Shah and BJP president J P Nadda were also present at the meeting. Modi said several institutions of the central government, be it the Indo-Tibetan Border Police, National Disaster Response Force, Army or Air Force, are part of the rescue mission and state bodies are also working effectively, according to Baluni.

Heavy Jam In Delhi As Rain Causes Flooding

Several parts of the national capital remained flooded on Thursday as rain continued to drench the city and its neighbouring areas for the second consecutive day, triggering traffic jams during morning rush hours.

Delhi recorded 46 mm rainfall as per the Safdarjung Observatory, which provides representative figures for the city. The Palam weather station gauged 70.9 mm rainfall during the period, more than six times the normal rainfall.

On an average, the city gauges 11.3 mm rainfall from 8:30 am on August 19 to 8:30 am on August 20 every year.

Though the overnight rain brought down the temperature to 27 degrees, residents soon realised the harsh reality of poor state of civic infrastructure in the national capital as they stepped out of their homes.

Heavy traffic disruption was reported on Narela-Bawana road, Raja Garden flyover, Kasturba Underpass, MB Rad, Jhandewalan Mandir, Jhilmil underpass, Azadpur vegetable market, Sarai Pipal Thala, Jahangirpuri and Madanpur Khadar.

“Waterlogging reported at Jhilmil Underpass (both carriageways). Traffic is affected now,” informed the Delhi Police on Twitter.

“Traffic Alert: Water logging reported under Raja Garden flyover (both carriageways). Traffic is affected now,” it added.

The weather department has predicted thunderstorms with moderate to heavy rain in many places in Delhi in the next few hours. Delhi, Noida and Gurugram have been witnessing heavy showers since Wednesday.

Heavy to very heavy with isolated extremely heavy falls are likely over Telangana, Vidarbha and Chhattisgarh during next 48 hours. Due to ongoing extremely heavy rainfall, River Godavari is also getting good flows due to rain in Chhattisgarh, Maharashtra and Telangana. Polavaram project on River Godavari in Andhra Pradesh is likely to get around 40000 cumec and Laxmi Barrage on River Godavari is likely to get inflows of around 20000 cumec till today night and is expected to rise in view of the rainfall forecast.

Close watch is to be maintained. River Indravathi is likely to rise in Dantewada, Narayanpur and Bijapur Districts in Chhattisgarh. River Sabari is likely to rise rapidly in Koraput, Malkangiri Districts of Odisha and in Sukma District in Chhattisgarh and East Godavari District of Andhra Pradesh. Inflows into Balimela, Upper Kolab, Machhkund and Upper Indravathi Projects are also likely to rise but the storages in these reservoirs are 25% to 52% only and the inflows will help in increasing the storage in these reservoirs.

River Krishna is also likely to get heavy inflows into P D Jurala in Jogulamba Gadwal District of Telangana and to Srisailam Dam in Kurnool District of Andhra Pradesh. Since the dam is about 65% filled, it is expected that with inflows for next 4 to 5 days may increase its storage substantially. Due to extremely heavy rainfall in downstream areas of river Krishna in Warangal, Khammam, Nalgonda and Krishna Districts of Telangana and Andhra Pradesh, river Krishna at Prakasam Barrage is getting inflows above its threshold limit and inflow forecasts have been issued for the same.

Gujarat, Maharashtra &Goa

There is likelihood of rise in Water Levels in the basins of Lower Mahi, Lower Narmada, Lower Tapi and Damanganga. Rivers Narmada, Tapi, Damanganga are likely to rise rapidly in association with rains forecasted for next 4-5 days. Madhuban Dam in Valsad District is likely to get heavy inflows due to the forecasted rainfall. At present, the Dam has storage of 67.09%. Close watch is to be maintained and releases if any has to be done, it should be with due care and after informing all downstream districts including Union Territories of Daman.

Other Dams in this region such as Kadana Dam on river Mahi, Panam Dam on river Panam, Sardar Sarovar Dam on river Narmada, Ukai Dam on river Tapiare are also expected to get increased inflows. Hatnur Dam in Jalgaon District of Maharashtra is likely to get an inflow of around 1505 cumec till today night and Ukai Dam is also expected to receive around 3703 cumec till tomorrow morning. Due to forecast of extremely heavy rain in their catchment, there is likelihood of sudden rise in inflows which may have to be regulated properly following the rule curves and Standard Operating Procedures (SOP) after informing all downstream Districts well in advance.

As the rainfall of higher intensity is likely to continue for at least 1-2 days, there is likelihood of rise in levels of rivers along the West Coast in Maharashtra & Goa in the West Flowing Rivers between Tapi and Tadri. Necessary precautions have to be taken in Road and Rail Bridges which pass through these areas as they are prone to submergence. Care should be taken to regulate road and rail traffic to avoid anyincidents.

Rajasthan & MadhyaPradesh

Due to forecast of heavy to very heavy rainfall in East Rajasthan and West Madhya Pradesh for next 3-4 days, there is likelihood of rise in Water Levels in rivers such as Chambal, Mahi, Sabarmati, Kalisindh, Banas (both East and West Flowing), etc. Most of the dams in these rivers are having storage between 35 to 70%, care should be exercised to monitor the situation very closely. Releases if any has to be done, it should be after advance information to all concerned downstream districts and lower riparian States. Inflows have started increasing in Panchana Dam, and Parwan Pickup Weir and have crossed the threshold limit. Inflow Forecast have been issued for these reservoirs in Rajasthan.

Himachal Pradesh, Punjab, Haryana, Uttarakhand, UttarPradesh

Due to forecast of heavy to very heavy rainfall in these States in the next 2 to 3 days, there is likelihood of rise in Water Levels in rivers such as Sutlej, Ravi, Beas, Ghaggar, Yamuna, Bhagirathi, Alaknanda, Ganga, Ramganga, Sarda, Sarju and Ghaghra. There is likelihood of flash floods in some of the hill districts in these states in association with cloud burst. Necessary precautions have to be taken for possible landslides and blockages of river flows due to landslides in high ranges of these states.

Karnataka &Tamilnadu

Due to continuous inflows from the previous spell of rainfall, most of the dams in Cauvery Basin have reached very close to 90-97% storage. Any local rainfall in association with convective activity may also help in adding to the flow in these basins. Round the clock watch has to be maintained for proper reservoir operation and information to all downstream Districts as well as to lower riparian States well in advance. The releases from Kabini and Krishna Raja Sagar through river are becoming in flows into Mettur Dam whichis likely to get slow in flows for next 3-4days.

Most of the dams in Krishna Basin are also having storage between 86% to 97%. Hidkal Dam on River Ghataprabha is filled to 97% of its full capacity and hence close watch has to be maintained for any increased inflows likely due to the very heavy rainfall forecasted in Madhya Maharashtra during the next 2-3 days. Due to heavy rain in Madhya Maharashtra, Hidkal and Malaprabha are also getting heavy inflows.

Due to river flows from upstream areas of river Krishna, Almatti Dam and Narayanpur Dam are getting heavy inflows and since these dams are filled around 90% to 92% of the capacity, both the dams are releasing the excess flow. There is forecast of heavy to very heavy rainfall in Madhya Maharashtra for next 4-5 days. Due to this there is likelihood of rise in water levels in Upper Krishna Basin in the upstream of Almatti Dam.

It is advised that close watch has to be maintained for increased inflows likely during the next 2-3 days. Releases from any of these reservoirs may be done as per rule curve and standard operating procedure.

Bihar, Jharkhand and Gangetic WestBengal

Many of the rivers in Bihar continue to flow in Severe to Above Normal Flood Situation with falling trend. The situation will continue for another 3-4 days.

Malayalam superstar Manju Warrier and her film crew were among those stranded in Himachal Pradesh due to heavy flood rescued after many hours.

Three days of heavy rain led to snapping of several key road links. They have been rescued and are being moved to safety, the Himachal Pradesh Chief Minister said.

Around 30 to 40 people, including Manju Warrier, filmmaker Sanal Kumar Sasidharan and the crew of a film they were shooting for were stuck in the hill state’s Chattru. Around 200 people were stuck in the flood-affected area.

“They were taken out of the area a short while ago and sent in vehicles safely. They were warned earlier. But perhaps they didn’t pay attention to the request and insisted (on staying back),” Himachal Pradesh Chief Minister Jairam Thakur told reporters.

The actress managed to call her brother on Monday night at around 9 pm through a satellite phone as telephone lines were not working.

She said they were running out of food and other essentials which were likely to last just another day, according to the brother Madhu Warrier.

The brother then reached out to junior foreign minister V Muraleedharan who is from Kerala. “The minister has assured me of all help and said he is in touch with the Himachal Chief Minister,” Madhu Warrier said.

“Spoke to Shri @jairamthakurbjp ji, Hon’ble CM of Himachal Pradesh on the Malayalam film crew stuck in Chatru. Mandi district administration is in touch with the stranded crew members. Evacuation efforts are on to bring them back to Manali by today evening,” Mr Muraleedharan tweeted.
